remember -- you can't take it with you. p.m., try to cover it all for you. markets, politics, your livelihood, lou dobbs is next. lou: good evening, everybody, i'm lou dobbs. a new pentagon report makes it clear, crystal clear, that president obama's most recent public assessment of the islamic state is not only misleading, it's utterly wrong. according to the pentagon report, the islamic state is not shrinking but, in fact growing, growing stronger in afghanistan. the pentagon report says the islamic state is now openly fighting the taliban there and trying to establish territorial control in large regions. i'll take up the administration's terrorist strategy with general jack keane right here in just moments. also tonight, donald trump

has climbed to new heights in another national poll. a new "washington post"-abc news poll puts trump at 38% support. 23 points ahead of his closest rival, senator ted cruz. this is the second poll this week showing trump with a massive lead over his rivals. and los angeles officials tonight forced to defend their decision to cancel classes across the entire city today after they received an e-mailed threat. new york city received a similar, if not the same threat deemed it to be a hoax and kept schools open. new york police commissioner bill bratton who once ran the los angeles police department says l.a. overreacted. >> l.a. is a huge school system. 600 square mile school system, and to disrupt the daily schedules of half a million school children, their parents,

day care, buses, based on an anonymous e-mail, without consultation, if, in fact, consultation did not occur with law enforcement authorities, i think it was a significant overreaction, yes. lou: well, bill bratton talking straight. congressman adam schiff a member of the house intelligence committee later said the threat appeared to be as he put it, quote, a hoax or something designed to disrupt school districts in large cities, end quote. well, our top story tonight, the obama administration's outright deceptions about the war against the islamic state. just a day after president obama said the islamic state has lost thousands of square miles of territory in iraq and syria, a new pentagon report released today warns the terrorist group is, quote, operationally emergent in afghanistan. the commander of u.s. and nato forces in afghanistan, general john campbell says islamic

state supporters in the country are rising and trying to establish a base in the eastern city of jalalabad. campbell says that as of right now, the islamic state loyalists don't have the capability to attack the united states or europe but does say they've expressed a desire to do so. joining us tonight, former army vice chief of staff, fox news military analyst general jack keane. general, good to have you with us. the president on one day talks about a shrinking islamic state and the pentagon the next releases a report about a growing, expanding islamic state. what are we to make of this? >> believe the report. the harsh reality and we've spoken about this on fox before, the islamic state has expanded with formalized, documented affiliate relationships with nine countries, and they're expanding into three more, probably within the next 30-60 days. two of the countries are what we're talking about tonight, afghanistan and pakistan. they there are, one, because

they can, but number two, they've got two strategic reasons. one is they truly want to undermine the al qaeda senior leadership that operates out of pakistan. and secondly, they're going to take advantage what they believe is another u.s. withdrawal, much as they did in iraq, and they see this as huge, strategic opportunity to put them to succeed in that part of the world. lou: the united states retained significant special operations forces in afghanistan. but frankly, the united states is dependent entirely upon the special operations forces to exert the political will of the united states, and we're looking at the possibility, are we not, that those troops could be withdrawn relatively quickly, are we not? >> yeah, the president has not truly committed to a sizable force beyond 2016. he's committed to hold the force until the end of 2016. he holds the cards on that

decision. and listen, our special operations very close to command in ft. bragg where the delta and others were there, listen, they are marvelous but can't win wars for you. they are considerable multiplier and enabler. and you need intelligence to feed to them so they can act. we pulled a lot of that intelligent out in terms of our guys on the ground. lou: it is almost as though this administration has decided to use our special operations forces in ways for which they were never intended, never a strategy, if we can discern the administration strategy at all, a strategy that has a requisite number of regular forces that have to be deployed in order to seize and hold significant regions of territory. >> no doubt about that. conventional force on the ground win wars supported by airpower and significantly enabled by special operation forces and thankfully, we have the best of all of that.

the best special ops, conventional ground forces and best airpower in the world. lou: and all of them likely coming home if this administration has its way very soon, a further vacuum about to be created. ash carter, the defense secretary, as you know, in turkey today. to what end? >> well, i think he's trying to get turkey more involved in dealing with isis. but the problem is, the president of turkey has told us for two years now, as have the other arab states in the region that their priority is assad, and his removal and the removal of the alawite regime so syria can be stabilized and this civil war can come to an end. we have disagreed with that because what was a priority for us has been a nuclear deal with iran, and that has trumped this action. and now we're on there with our hand out saying we need help with isis, and he's not going to do much to help us until we

make a move to change the military momentum against the assad regime. lou: jack, just yesterday, the president is saying we've got to deal with the syrian civil war before we can go after isis. today secretary kerry meeting with sergey lavrov, the foreign minister of russia and vladimir putin, and accepting the terms of the russian president and that is that the so-called syrian people will decide the fate of bashar al-assad, which means bashar al-assad and vladimir putin will decide assad's fate. this is an extraordinary 24 hours in the first u.s. policy as to syria, and the acceptance of the initiative on the part of the russians. >> this is another example of u.s. policy commitment to the belligerent. putin, vladimir putin from russia. he holds all the cards. militarily intervened.

propped up the assad regime which it was in danger of being encoached upon. he salvaged all of that. sitting at the table and saying these are my terms. assad and the alawite regime will stay. he may trade assad for a better deal and we're backing away from the principle that we always had is that assad and the regime had to change because they have killed and murdered their people, almost 300,000 now and displaced 9 million and we're wiping that slate clean and have done it before with iran and we have done it before with iraq. it's tragic, but it is a pattern of behavior that's so sad to see play out, lou. lou: and, of course, sad indeed. and, if syria's partner along with russia is iran. today the iaea agreed to close the file on iranian development of weapons. this after two icbm missiles

were tested and security council resolutions, and the march toward the lifting of sanctions and the release of $150 billion to the iranians next year under way at full speed. >> this was stunning today, lou. this is the board of governors of the iaea meeting after weeks of inspection attempts at the parchin military facility to try to determine what iran's complicity was in making, weaponizing nuclear weapons. that is what the issue has been and militarizing them. they put that in the reports iran lied and deceived them. they have decided that is not going to be a factor in the conditions to lift the sanctions, and that sanction vote takes place on tuesday, and they'll lift the sanctions, despite the fact obviously iran is lying to us again. lou: i'm sure we'll hear a lot from senator mitch mcconnell

and speaker paul ryan on this. they'll have a way to make sure the national security is assured. i will not ask you to respond, that is my aside. general jack keane. turning to the trump phenomenon. donald trump increasing lead in the republican race for the white house again, and his momentum matters now more than ever. the final republican debate of the year tonight. we're less than 50 days from the iowa caucuses. fox news chief political correspondent carl cameron with our report. >> reporter: foreign policy and fighting terrorism are expected to dominate the questions tonight. polls say donald trump viewed strongly on both issues despite inexperience. he was in his element in vegas last night. >> i promise you this, i swear to you this, president trump will never change his tune. this country needs to get away from political correctness. it's killing us.

i expect to win iowa. we think we're going to do great in iowa. >> reporter: trump would temporarily ban muslim immigrants in the u.s. and looking to go after ted cruz who said he would carpet bomb isis. rubio says cruz has isolationist tendancies. cruz is picking too soon. carson has plummeted in the polls and trying to beef up foreign policy chops, laid out 7 steps for a safer america before the debate starting with declaration of war against isis. >> i sure hope we get a lot of questions about foreign affairs and nasa defense. >> reporter: he wants to establish himself in the top tier, christie surged into third in recent polls in the first primary state of new hampshire. nine candidates, the undercard features four. the last debate before the holidays.

next debate is january 14th hosted by fox business network in south carolina and comes two weeks before the iowa caucuses. a month ago bush predicted trump would be in decline by now. the pro bush super pac spent more than 35 million dollars. a new "washington post"-abc news poll finds him in fifth place. trump up six points from november. cruz gained seven and second followed by rubio and carson. so much bickering and fighting, tonight's debate is expected to be a brawl, which may have voters looking forward to the holidays to get a break from it all. lou? lou: perhaps, thanks, carl cameron. things not going so well for the democratic presidential front-runner. two intelligence agencies reaffirmed that at least two of hillary clinton's e-mails stored on her private e-mail were considered top sec rit, a

back down on threats for a brokered convention. as a matter of fact, i've thrown it in reverse. senate majority leader mitch mcconnell talked about the odds early on. >> now that we're on the record in front of cameras, is a deadlock convention something the party should prepare for? [ laughter ]. >> well, it hasn't happened in a very long time, and i think it's highly unlikely to happen. lou: that's his way of saying that they're not going to be very public as they try to attack donald trump. joining us now daniel halper online editor at the weekly standard. and author, columnist, fox news contributor jedidiah bila. jedidiah, begin with you. we heard the same thing from speaker ryan who's gotten so far over his skis, he's got a few scars on his forehead. this is a full retreat on the part of the leadership on

capitol hill. >> well, they realize they think they're starting to understand how much people don't like them. mitch mcconnell does not have a large fan base on the conservative side. lou: what do they think they're talking about when they see the polls at 8%? >> i don't know, i think they hang out with each other too much in that little circle and starts to peel like -- lou: can't be an energy thing for either one of them. >> they are waking up now. trump is a force to be reckoned with and will continue to be. you are turning more people against you. people are frustrated with the likes of mitch mcconnell and with how john boehner used to be and likely with how paul ryan will wind up being. the establishment is not loved so everybody they battle becomes more endearing to the conservative public. lou: daniel, has the obvious become obvious to even the republican establishment in washington? >> i don't know, look, donald trump was up 27 points in a recent poll. 23 points in another poll. hillary clinton leads the democratic field by 20 points

or 19 points. that's her next closest competitor is 20 points below. donald trump comparatively is doing better in the republican field than hillary clinton in the democratic field. lou: and with 14 competitors. >> nobody is talking about a brokered convention or anything like that. shouldn't donald trump be the clear favorite and think he's the inevitable nominee if we're going to use the same standards. >> retreat to the original question, do you think the leadership is finally waking up here, and we're going to hear the last of this nonsense about fighting donald trump? >> no, i think they're living in a complete fantasy world. they seem to believe that donald trump still will not win, when it comes time to vote. they can't vote for donald trump, have to support jeb bush or marco rubio. lou: second question. >> and they're going to win, and there's no proof, obviously

to -- lou: second question, daniel, and that is they do understand that the last time the establishment had their way which is with john mccain and with mitt romney, they got their butts kicked. they do understand that part, right? . >> well, that's obvious, right. lou: i'm sure it is. >> people tend to be in denial and not necessarily look, people are not so introspective as they should be. lou: the intelligence community holding the e-mails in dispute by the state department are top secret. >> they view her as dishonest, they don't trust her. a big problem. for her what matters is how formidable that gop candidate is. who the republican party puts forward. if they put somebody that looks efficient. lou: efficient? >> yeah, efficient.

someone who looks like they can get the job done, know what they talking about. lou: the democrats? >> republicans. republicans put forth somebody that looks like a solid rival to her, she's toast. she's completely entrenched in scandal and looks dishonest. >> an hour or two ago, she gave a speech how to cure or root out homegrown radical terrorism, on the same night as the republican debate. she doesn't want anything heard, continue to give policies. not have scrutiny, and it is working for her. she doing quite well, positioned well, but we're not sure how long it will last. >> she has no competition, that's why she's doing well. lou: the longer it lasts, the better for the republicans. daniel halper and jedidiah bila. thank you, both. >> thanks, lou. lou: be sure to vote in our poll tonight, the question is --

. lou: i've just been waiting to do. this a few thoughts if i may on house speaker paul ryan. he can't escape my attention of late. the speaker was asked by our colleague and friend bill hemmer whether trump's campaign is good for the republican party? here's what the speaker said in reply. >> look, i think this is a healthy primary process, we've got great candidates running. i trust the republican primary voter to deliver a very good nominee for us. >> i didn't hear a yes or no in the answer. >> i'm not going to get -- bill, you've known me a long time. i'm not going to get into the ups and downs of the presidential primary. lou: the hell you say! mr. speaker, you got into it

last week, i say. speaker ryan is late for the innocent or power act. here's ryan last week on trump's call to temporarily ban muslims from immigrating to this country while we figure out what the hell's going on. >> normally, i do not comment on what's going on in the presidential election. i will take an exception today. this is not conservatism. what was proposed yesterday is not what this party stands for. lou: whoa! what happened? that was a pretty assertive fellow wagging his finger and saying this isn't conservatism. by the way, set aside whether ryan knows what conservatism really is or whether he is, in fact, a conservative? today, the speaker was so quick to join his counterpart in the senate, majority leader mitch mcconnell and suddenly dismiss all the talk of a brokered convention he'd been boosting just previously.

>> i think this talk is ridiculous. we have a primary process. we haven't started the iowa caucus for heaven's sake. i'm one of the millions of primary voters who will help sort this thing out and we'll have a good nominee. lou: i feel better we'll have millions of voters sort it out. last week he was going to sort it out. he's finding out his britches have gotten pretty dog gone big, pretty dog gone quick. he has figured out he is worthy of his predecessor. not necessarily if you care, a compliment. and he is a card carrying member of the out-of-touch gop establishment still. and with trump only surging in the polls after his comments last week, ryan and the establishment that's been running scared are trying to hide from the very voters who had more than a bellyful of their usual serving of the establishment's duplicity, self-serving corporate nonsense.

. lou: a dramatic development in the trial of a baltimore police officer facing charges in the death of freddie gray. the jury came back this afternoon deadlocked after only two days of deliberations. the judge ordered the jury to go back and try to break the impasse. the jury panel will begin a third day of deliberations tomorrow. joining us one of the best attorneys in the business, fox news legal analyst lis wiehl. lis. i told you so. >> i know. lou: i assume that's what the defense attorneys are saying. >> not for the prosecution, obviously. some judges don't do an alan order, go back and try to figure this out. lou: what do they call it a dynamite charge? >> an allen charge and different steps. maryland slaw very tough on jury deadlocks, they send the

jurors back unless there is a manifest necessity for this to end. lou: what will the jury say if they're hung up? do we know how hung? >> we don't know which side they're hung, 11-1 or which side it schl the prosecutors, the former prosecutor, they are sweating bullets right now. lou: it is absolutely silly. why don't the jurors say, you know, judge, we've had a bulliful. we didn't come to our decision lightly. what are you doing sending us back? now punishing jurors? >> you can take it that way. lou: i took it that way. >> the judge is saying we, the government and everybody else put a lot of time and effort into this. if we have a mistrial. lou: they are still citizens in there, and the government works for them. >> the judge says you go back and talk about it. lou: that's because you are an attorney, you are just a citizen. >> i am a citizen, too. go back and figure it out.

i predict at least another day. lou: i feel sorry for the jurors. the texas plumber. >> i feel sorry for this guy. lou: as we showed you. that fella had his truck in a battlefield in syria and he traded it into a dealer in texas and they were going to take that off. they didn't, they're sued. >> he sold the truck, and as he was selling it, going through the paperwork, let me scratch off the mark-1 plumbing because he didn't want his truck like that. they said professionals will do that. the problem for the poor plumber is once you sell something like a sxaur get the money for it, you have no control over what they do after that. lou: so they've got the right to his name on the side of that truck? >> once they -- once they get the money. lou: he should go after the dealership.

there will be a raise tomorrow. lou: and the market today making it clear it's expecting a price. >> not only expecting it, wanting it. i think for one thing, people want to get that over with. what will be the angle? what will be the glide path upward. lou: and we hope it's upward. >> yes, and i think the most constructive thing the fed could say is give a fairly good idea what the glide path will be. lou: we also have a political system that's in correction. donald trump breaking through 40%. he's stronger at this point now than was romney, just about anybody. >> right. lou: i mean his numbers are now sending a loud, clear message, if it escaped the establishment that the nonsense is over. at least from the republican side of the ledger. your reaction? >> well, i think that the reason that trump is catching

on is even though i don't agree with the way he's articulated some of his points of view, he's raising the right issues. and every time he's brought something to the fore, it's become the main topic of conversation for weeks and weeks. lou: the darndest thing is it's not only the main topic of conversation, he's setting an agenda, world events, news events are breaking and unfolding before our eyes as if he had called for them. >> well, it's because he's very much in tune with what's going on. i think he has the best sense of what the real situation is of any of the leaders right now. lou: are you a trump man yet? >> no. lou: going to be? >> i know him. i've done business with him before. lou: you like him? >> as a person. he's an interesting character, and i think he's done some very good things by flagging these issues. lou: you make it sound like he's a man who put a couple flags in the ground, going to

walk away and salute and say you take it from here. i don't see that happening. >> him walking away? no. lou: who's going to take him? >> why would he walk away? lou: no, i'm saying who would beat him, he looks unbeatable. >> it is early days. remarkable. this is six months -- lou: i'm sorry, i've got to say this, you and i have been talking about it being early days for six months now? >> my point being even though it's still early days, for six months he's been a leader. that's not a temporary aberration. lou: this looks like it could be seismic for the republican party, for the country. as you say, early days, but right now, it portends an upheaval, does it not? >> i think it does, maybe that's the best thing. i keep wondering who the republican establishment is. who is this mysterious force. lou: did you shave this
