and there were attacks planned on new year's eve and arrests in turkey, that's why there's a massive police presence across america: times square, the rose bowl, all potential terror targets and all heavily guarded. there's an ominous tone to u.s. celebrations this year, but "varney & company" is about to begin. ♪ >> this is serious and you need to know about it. massive flooding in the midwest. the mississippi river is expected to reach nearly 15 feet above flood stage tomorrow in st. louis which would be the second worst flood on record, almost as bad as the bad old days of 1993. officials say thousands of homes are threatened, at least 18 deaths over several days in missouri and illinois, they were blamed on flooding, mostly

involving vehicles that drove into swamped roadways. we've just received this footage out of st. louis, missouri. that is highway i-44 flooded, again, the mississippi river doesn't crest until tomorrow, but look at that, right now, in st. louis. that is a flood. and then we have a british couple they're being convicted of plotting terrorist bombings in london. they are radical muslims who prepared explosives for use in subways or a shopping mall. they were caught because the guy asked for advice on twitter. which target would be best, he asked? it's amateur hour, but it could have been a disaster. they have suicide vests. in turkey, police arrested two suspected members of an isis inspired terror group. they were allegedly planning bomb attacks and new year's eve. that's terror. quick look at your money. slightly lower on the markets.

you could see some selling to take a loss next year. that's a factor and so is this. oil is down. stocks moving in sync with oil, that's been the name of the game lately. $37 barrel on oil. as we head to new years, that's the average for regular across the country. you've got to get back to trump. seizing the moment on his private yet. talking infrastructure. roll tape. >> i love to build, when i build i like to build under budget. when we fix the infrastructure of our country, i want that to be under budget and it's going to come under budget because we have people who don't know what they're doing and we have politicians, it's going to be done in recent one not a cost 25 times overruns, where project that start out at x. some cost 20 and 25 times what they were supposed to cost. that's gross incompetence or theft or dishonesty or

something. stuart: who would have thought. who would have thought that donald trump would seize the issue of infrastructure, of all things? >> we might have thought that because it's a very smart thing to do. it's a popular topic. americans back in infrastructure. and secondly, trump has credentials here, one of the few things where he has a record of achievement in the political sphere. he's actually done this, built things under budget, including a public project here in new york city, the wohlman ice skating rink he's widely known for and we applaud our children got to skate there in their lifetimes. >> and this appeals to those in his corner, white middle age men, workers horrified at the loss of american jobs not all republicans, but people who want to hear the story, they want to hear they're going back to work, that we're going to spend money on project while they'll get jobs. sheer genius, more sheer genius.

approach. everyone tiptoes around the misleads of bill clinton while he was in the white house which were sordid and predatory. that was a word used by a washington post columnist, totally dead on. hitting on interns in the oval office, girls in their teens and 20's. when you're the president of the united states? it's appalling and by the way, let's put to rest the idea that hillary is a champion of women. when she talked about all the monica lewinsky scandal and all the other scandals as a vast right wing conspiracy, she was giving them no truth whatsoever. my guess is they were true, we all know they were true and by the way, it's gone on since, so this is a live issue in my book and it's perfectly fair game liz: the clintons have attacked and demonized the women victimized by bill clinton and they have spoke been that and hillary clinton recently gave a speech saying victims of sexual assault have a right to speak

out. not unless they're in the past. stuart: trump does it again. terror is in the news again. first off, ramadi, out of isis' hands, you go call that a win and coalition forces kill isis leaders connected with the november paris attack. look at this for a minute. >> over the past month, we've killed ten isil leadership figures have targeted air strikes, including several external attack planners, some of whom are linked to the paris attacks, others had designs on further attacking the west. stuart: all right, judy miller is here, knows a thing or two about this. the president is going to play this up as a win for his isis policy. is it a win for his isis policy? >> well, it's a better week than he had last week and in the previous weeks. it looks-- when you knock out ten top

leaders or so the military says, that's definitely improvement and the white house is just falling all over itself to say, you see? our strategy of careful, cautious, slow, but steady progress is exactly what's going to work. the problem is, this is what he should have done months and months ago or we wouldn't be in a kind of crisis mode where we have to have half of europe on la lockdown for fear of attacks. and we're on alert during our holidays, and syria, maybe or maybe not going to the negotiations table. stuart: you just brought this up and i think correctly so. afghanistan, that is a very different story. we've had people on this program the last day or two, people who know what they're talking about, that afghanistan

is about to fall to the taliban and win the whole country. we've got to release more troops there and keep bagram open. it looks like a tale of two countries. isis, iraq, maybe a bit of a win, afghanistan sliding down to disaster, what say you? >> which is exactly why general john campbell said we must keep 9,800 troops there through most of 2016. it's very, very important that the president back off on his extrication narrative now, and that's what the military is saying. we cannot secure afghanistan. we cannot keep our promise to the afghan people and to our own people to secure this area with only 5,000 troops. which is what the president wasn'ted. that's what i think, stuart, is on hold. it's not going to happen in 2016. not only is the taliban

politically correctness which i think is incredibly important. stuart: and you're a politician, come on, charlie, i haven't made up my mind. speaker boehner stepping down, we've got the video, this is the moment he stepped down. charlie, were you glad to see him go? >> in many ways, i was. he was widely ineffective. i don't think he was a good spokesperson for the conservative type of coalition that was supposed to be putting forth reforms in congress. i think it's a good thing we have a younger leader in congress who i don't agree with everything that speaker ryan is doing, but again, it all ties together. donald trump, speaker boehner, the year where things did not go according to plan. who would have thought that a sitting speaker of the house would have resigned out of nowhere in the middle of session? 2015 was a year where things did not go the way they were supposed to go. stuart: trump was a shock,

and joined by 6,000 police officers, bomb sniffing dogs, the whole thing. up to a million people are expected to pass through the area, they will be heavily guarded. attention california gun owners there's a new law that says you can temporarily lose your legally owned gun based solely on word of mouth liz: it starts friday. basically says if a family member or the police think you will pose an imminent danger to yourself or somebody else, the family or police can go to a judge and get what's called a gun violence restraining order. it's basically a three-week timeout to assess that person's mental state. that person can challenge that court order. >>. stuart: i've got to say on the face it it sounds like intrusion into my second amendment rights, which it shouldn't do. on the face of it i can see how it might be a good idea for some people. >> in response to a shooting in

breaking news, just crossing the wires. sources telling the associated press that bill cosby will be criminally charged in the investigation of an alleged sexual assault dating back to 2004. that just crossing the wires now. and after being battered by severe storms, central states are dealing with historic flooding and i mean historic. there are concerns that five major rivers will overflow straight into the industrial southland. evacuations have started in some states. an estimated 49 people have been killed in the past week during this severe winter weather. countries around the world upping their security in preparation for new year's eve. london authorities say there will be increased police presence for their facilities after a british couple arrested, charged with planning a big bombing on the underground or at a shopping

basically, sound the death knell for this company. it's not just breeding them, it's also transferring these orca whales as well. in other words, california is saying you can't transfer the whales to other facilities. now, sea world is saying, wait a second, this is our star attraction, this is our matinee this is the basis for our ticket sales. if this takes effect, this could kill off seaworld, the company. stuart: i've taken my kids to the see the performance, the whale splashes everybody at the end. everybody's seen this, but now no more? >> critics are saying they don't belong in holding tanks, but seaworld is saying we are expanding our park. however, the california coastal commission is saying, wait a second, you're not going to be allowed to breed or transfer them. seaworld is fighting this one in court. >> look at that. one of my favorite memories, i was 32 years old, was getting to be the person that gets to pet the killer whale.

when they said they were going to do breakfast all day, i questioned how that was going to benefit the company, but obviously it has. kudos to the management team for making that decision, because it has certainly turned around the company. as my wife says, everyone can make a burger, but not everyone can make an egg mcmuffin. establishment versus nonestablishment is just overdone, it's overvaunted. look, all these people running for president are very qualified, very talented. voters have a lot of different choices. this is a national process right now. it's going to become a state-by-state process here in about four or five weeks, so we'll see what happens going forward. stuart: at the moment i believe the polls show trump winning in south carolina. is that accurate? >> yeah, the polls here in south carolina are very similar to those we see nationally right now. again, though, there's a lot of time. remember in 2012 the debate process how newt gingrich caught fire here in south carolina with two debates in the final week. i think these debates will become more important as we get into the early primary states, and momentum matters in that process. stuart: yes. we'll first get the iowa caucus, then the new hampshire primary, and then it's the south carolina primary. you're right, sir, momentum has been built at that point. the debate two weeks from tomorrow, that is going to be absolutely vital. not just in your state, but

across the country, i think. >> that's right. traditionally, iowa's been a test of organization, new hampshire a test of message. south carolina's a test of both of those things, but also it's a test of project about that the southern states follow soon after, on march 1st. you've got to go from there with the national cam indiana -- campaign. and these debates over the next 6-8 weeks will really matter as we go into march. stuart: are you allowed to tell me how you feel about trump and what he's said so far? can you tell me really what you think? [laughter] >> well, look, democrats and the media love it when republicans attack other republicans. i'm not going to do that. what i will say is he's brought a lot of people to the political fray. we as republicans immediate those people many november of 2016 to defeat hillary clinton, i think she's the worst nominee for the democratic party of my lifetime. we need every single republican who believes in our party's
