does it amount to ransom? melissa: and we're tracking the storm 80 million people in its direct path. the storm is responsible for at least five deaths in the south. what people on the east coast need to know. david: but first let's get to stocks, and you can call it a rally. the dow jones industrial ended up over 200 points. again, this is the first time this week that at least the s&p and nasdaq posted positive gains. first time in 2015 -- oil is really what got the market moving. look at that settle there. up 9% on the day. of course you look at the cumulative down days and they far outnumber the good days. but this is a huge jump in oil. that sent stocks up -- a lot of people thought it would go higher than this but stillan a bad day to end the week. melissa: stocks getting a big boost from oil of course. we just said that surging over 9% to end the day above $32 a barrel. scott of tj investments

joining me now. scott, part of it was rolling over the contract and the other part is this big storm coming in; right? >> yeah. that's part of it but at the end of the day this is the problem we've got. we've had such a big move in the oil market and the markets have been driven the equities down by the nose were down on the start of the day. so if we see weakness on monday, i would expect the equities to perform a lot better than today because of what the oil market has done. so if oil is tell us what's happening and equities can't keep up, that's not good. melissa: but 32.17 is a very strong close for oil where i'm not sure it can maintain that. what do you think the price of oil and crude is going to be next week? >> well, the story in crude is not the big percentage moves we've had because, hey, it's $2.50 come on. we can talk about that being expercentage and really exciting. but at the end of the day $30

a barrel is not good. 32 is not good, 27 is not good, 25 is not good. oil at these levels are not good and it's telling us that the world is slowing down. so here's what i have to say. the story isn't the big gyrations we've had in oil over the last few days or weeks. the story is oil longer. the interest rates longer. melissa: okay, scott, thank you so much. have a great weekend. david: i always love to see scott's coat there. melissa: yeah. david: well, oil has been driving the markets all week, what a week it has been but despite the rise, all managed to finish the week in the green for the first time in a month here on inside what to expect from the markets next week, james of new oak capital and dan schaffer from schaffer asset management. dan,

but i think we had a taste of what's coming. we need one more wave down. this really was not a wash out. but even -- david: hold on a second. what do you think is a washout? >> a washout means that the dow -- or the index has stayed down to enter the close. we didn't get a down into the close. we just got a lot of bottom fishers trying to hopefully pick a bottom. if you look at the charts, this is a very dangerous territory where we've moved up to as of today's -- david: well, james, what i think is dangerous is a lot of this rally had to do with central banks, the japan and european central banks and they were going to do more money. is that really a solution? >> no. i do not think it is a solution. but actually i agree with you that i do think that was a driver of today's markets. usually dan and i get to disagree with each other when we're on the air and i usually play the role of the bowl but i have to shift to the dan camp on those one, i think it was oil or the commitment of once again to do whatever it takes to keep the markets

going higher. but this game is not going to continue. look, we're at a -- we're -- one of your earlier guests talked about where we are in this recovery. it is the late endings and get ready because interest rates are going to keep going up and after a six-year rally, you're going to have to expect to have some challenges and headwinds one of your guests also talked about oil. again, going to stay low for a continued period of time. not good for so many markets and so many companies. it's also going to be hanging on some financials. david: right. >> tough market. david: so the fact is those folks are relying on central banks should look at what happened when the fed raised interest rates or raised that one interest rate. granted it was very little but

a problem. and that's a cycle that the federal reserve. david: yeah. >> really has to be more concerned about than the interest rate. the interest rates didn't affect anybody. david: look at what happened to apple today. apple reports next week, the stock driven down -- at least it was until today, driven down 27% from its highs. today it was up about 5%. people really buying into apple. it was up -- actually well over 5%. what do you think? are investors making a mistake going to apple now? >> no. i don't think. i don't think so. i think apple next week obviously people say the direction of this market at least from a consumer at some point may be dictated. rick: would you buy apple now or wait until next week and see what the earnings are? >> based on how far apple fallen off, i'm okay with apple.

so the answer is, yes, i would be a buyer on apple. they continue to spend. there are other headwinds that concern me more and the consumer can't do it alone. when it comes to apple, i've got to tell you. they've still got the best products and the highest i guess customer imprisonment than anybody i know. david: and the problem is people aren't making that much money and everybody thought they were going to spending that extra impasse money at the stores. they haven't been doing that. there are problems with the theory that the consumer classes' okay. >> exactly. that theory doesn't work. it's been since prior to 1960.

this is the biggest issue that the federal reserve is facing right now and they don't know how to solve that problem. david: james, there's another problem. which is -- companies have been spending so much money on stock buy backs and dividends that they are getting in debt as a result. they had great balance sheets after the financial crisis but now, they're back to some old habits. >> i mean, look, whether you like it or not a lot of the up particular in stocks had to do with financial engineering. given where rates were and earnings they started doing it, again, dividends and specifically buy backs. as rates move up and they're going to continue to move up. that becomes less attractive. but, again, i think that game's been played, and you're going to see a lot less financial engineering in 2016. david: all right, james and dan schaffer. sorry, we've got to leave it at that. thank you, both, for coming if had. appreciate if. melissa. melissa: our nation's capital is in the bulls eye in ba dc government offices closing ahead of the storm. subway service is scheduled to shut down at 11:00 p.m. tonight. we are tracking the storm along the east coast.

fox news peter ducey is in dc and jonathan is in north carolina. wither going to start with peter, though. peter, i know there were some trouble getting ready for the snow storm because in essence everybody racing home from their office flocking the trucks that are trying to prep the roads; right? did i hear that from you? >> yeah, that's exactly right. they've known this storm is coming for several days, they still decided to have federal employees show up for a half day. so you've got a bunch of people leaving capitol hill, a bunch of trucks going out to try to pretreat roads that were completely jammed and we're listening to the local radio traffic report. and the traffic reporter every ten minutes was begging people to pull over so that these trucks could pretreat the roads with this mixture of salt and beat juice that's supposed to stop accumulation. and part of the reason really it just -- thereupon a lot of people here, in northeast dc, there were a lot of people on

the hill and downtown, and they all kind of converged on the main roads at the same time. it's going to take a little while to figure out exactly how successful that pretreatment was. but the snow is really, really coming down. safety official are saying that people should already be at 3:00 where they are going to be for the weekend. and when you listen to them talk about this storm, they say that it is something that people should be really worried about. listen to this. >> this is a bad storm. folks need to understand that this is a life-threatening type of storm. so if you do not need to be out, and what we're asking folks is by 3:00 today you need to be where you're going to be throughout this storm. >> just in the last few minutes the dhs secretary jay johnson announced that his agency and top officials from fema are keeping a close eye on this storm as it approaches population centers in the mid-atlantic. and people in dc are very

skeptical of their city government's ability to cleanup -- prepare for it and then cleanup for this storm. because wednesday night there was less than an inch of snow that fell. and it was taking people about seven hours to go as little as 15 or 20 miles. the roads were a complete mess. that was on wednesday. come friday, two days later, there may be 30 inches of snow by tomorrow. so people did a lot of preparing, and they have gotten for the most part into their houses or their friends and family's houses to ride this thing out and see exactly how their government responds. and if they learned their lesson from two days ago. melissa: only time and beat juice will tell. i know that's supposed to stick where it is. i can't wait to figure that out. it's going to be a great test. let me know how the beat juice works. okay? promise? >> i can tell you how it smells. not good. melissa: please don't.

keep that to yourself. david: it's like walking through a movie theater. david: well, from our nation's capital to the so you told east where the storm is in full effect. at least 5 people have died in storm-related crashes in tennessee, kentucky, and north carolina and jonathan is in asheville, north carolina. what's the latest from there, jonathan? >> hi, david you can see that the snow is still falling. we had a pretty consistent snowfall since just after 1:00 this morning. a little light now. other times it's heavier and sometimes mixing with freezing rain, which causes even more problems. and it's a -- a similar scene unfolding throughout the southeast. charlotte is another concern. that city has been seeing heavy snow. and the city's largely population size makes matters more complicated. and that's also the concern in atlanta where local officials are taking no chances. they close government offices midday and begin dismissing school students on a staggered schedule early in the day. the idea was to reduce the number of people who were out

on the roads when the worst part of the storm began to hit. listen. >> we really need you to stay at home. dpw determines and deploys the appropriate level of response. today, the department has started crews to prepare to work 12-hour shifts on a 24-hour basis. >> and take a look at this cam in nashville, tennessee, the snow blanketing the downtown area. and then take a look at this. this is the scene in greenville, mississippi which got a dusting of snow. ordinarily not a city that you would think of as a cold weather environment. and in oxford ol' miss canceling classes today out of caution. david, back to you. david: jonathan, thank you very much. melissa. melissa: this storm is threatening 85 million americans. fox news meteorologist rick is here with where it is headed. now, rick, this is a big event. tell us how it's tracking.

>> it's a really biggent. especially when you think all winter long, all of our storms have been across the withest. so this is the first storm that is impacting anywhere across the east coast. take a look right now. severe across florida. but what we're concerned about the identifying and the snow and eventually the wind. the wind will become a factor overnight tonight and tomorrow. at this point it's just the snow falling. but interstate i95 area across carolina, interstate 40 as well you have to stay off of those roads and then the snow falling already in the dc area getting heavy snow and you have about 36 hours of that. when you have 36 hours of have very prolonged storm falling, that's why totals are going to be so extreme. but along with that, it's very incredible winds that are going to start overnight tonight and coastal areas are going to be seeing maybe up to hurricane force. so a lot of beach erosion, also high tide will be higher and the two high tide cycles tomorrow over much of the

jersey coast is going to be potentially very dangerous. 30million people under blizzard warnings including all the major cities except for boston. boston is safe from this storm. but this is why. the model outputs have been very consistent putting a storm here across especially virginia and the central appalachians. a lot of these areas 20 to 35 inches of snow, including dc the model is consistently putting out anywhere from 22 to, say, 35 inches of snow in that area. and then you go toward the north and the new york city area. you're hoping for a big snow storm here at least your kids are. well, i tell you what. we're right on the cutoff point. i think there's a good chance we're getting 10 inches of snow. but some of the models are pulling further to the north. you don't have to go far to see a 20-inch snowfall. we may be talking about more here in new york city as well. melissa. melissa: i know it's life-threatening, we're all taking it seriously with and you want to stay safe. i have two little bodies at home who got their sleds out, got their boots out. you have to have fun with it too. >> for sure. and it's happening on a saturday.

melissa: a leading conservative voice aggressively taking on donald trump in the new issue titled against trump. very subtle. you know right where they are. the editor of the national review are slamming the gop frontrunner calling them a men i say to the american conservatism. >> it's a dying paper. the circulation is way down. not very many people read it anymore. i mean people don't even think about the national review. so i guess they want to get a little publicity. melissa: joining me now by phone national columnist. let me ask you. trump really lives in on

people attacking him in this. way. did you. >> well, you know, i think it's really ironic and kind of pathetic but trump -- in the facts as much as he wants but this just shows earlier can't take it. he's responding like a baby back wimp here. so i think it's a little bit pathetic on his end that he can't take criticism. he's not conservative and these are valid concerns we're raising. melissa: i think, though, one of the things he's run on is that he's different and anyone who has been in politics for a long time whether it's other politicians, whether it's the media, a publication like yours, or even a channel like ours, he's running on the idea that all of that group hates him and that's kind of his brand. so do you worry that you fuel his support by doing this? >> well, i think he's certainly going to try to use it that way. but i would also point out with our not participating in their republican debate anymore, we've got the lill republican establishment right now rallying around trump who

is supposedly so antiestablishment. so i think that points out. in truth this is the guy who came up to the democratic in brooklyn who supported everything from gun control to abortion to single pair health care-to-domain subsidies. he admitted that he buys politicians. he's donated more to democrats. i mean i can go on and on. that's just his ideological place not even getting into the past that he employed workers to build trump tower and even the coding system. the bankruptcies, the dishonest contracting. i mean i think there are a lot of valid questions about this guy. melissa: but i think at one point you have to say anyone but trump. and that's really the message in here. do you think hillary clinton would be better than donald trump? >> i would rather spit in my face than vote for any of them. melissa: appreciate it. thank you very much. >> thank you. david: here to respond is

former senior advisor to donald trump's campaign. >> well, i agree for the national view who said i'm the most conservative candidate who can win. the choice we're going to have this november is donald trump or hillary clinton. there's plenty of red meat for conservatives in donald trump's plan. his tax, tax cut for every american, he has vowed to rebuild our military. he's a concealed carry permit owner here in new york city. he's usually packing. that's not a guy who's against the second amendment. david: all right. iowa, though, is coming up shortly. and a lot of the voters in iowa caucuses are older folks who revere the national review and of course in iowa, you know, a couple of dozen votes are enough to tip the election. that's what santorum found out. could it be that the national review has such a representation among these folks in iowa that it might actually have an effect on that caucus? >> well, first of all, you're going to have more limited participation.

it is a caucus. it's a bad predictor of who's going to win the nomination. david: true. >> i would make this point. trump could afford to lose iowa. not that he's going to be geo. i think he's all out to win. trump could have a firewall in new hampshire and even a stronger firewall in south carolina. my conservative friends and many of my friends cosigned that manifesto, they better get used to this. your choice will be hillary clinton or donald trump. and donald trump is far more conservative than hillary clinton. david: the other thing about this articles and for those who haven't seen it, it's a bunch of -- about a dozen articles, little mini-articles by famous conservatives. none of the nr writers, the national review writers conceited anything to the trump supporters. i mean there are a lot of people that are for trump for specific reasons such as the ones you mentioned like a pretty good tax plan, for example. did that back and forth you that there was no concessions the fact that there's a reason why people could support trump? >> well, look, the guys who signed this -- i should say

the people who signed this manifesto, they're intellectuals, they're purists. i appreciate it. i'm in the business of getting people elected. and in all honesty trump is not perfect. there is no perfect candidate. on the other hand i do think that trump has a crossover appeal to blue color democrats, to african-americans, and we can criticize both democrats and republicans, he's your single best shot to beat hillary clinton. that's good enough. david: thank you very much for coming in. >> glad to be here. david: sorry you're stuck here in new york because of the storm. melissa: coming under fire playing the blame game. forcing an apology earlier this week. >> i'm sorry, and i will fix it. no system of this great state should endure this kind of catastrophe. melissa: sorry isn't good enough for one flint resident, though. we're going to speak with one activist and mother who says

melissa: lawmakers plan to blame game over who is responsible to putting an end to the fund water crisis but the nightmare isn't over for a residence of the michigan city. residents are demanding answers after newly-released e-mails showing governor snyder knowingly fail to take action over lead contaminated water. the co-founder and resident of flint joins me now. thanks so much for joining us. i think one of the most appalling parts of the story as a parent myself is thinking of you, knowing there's something wrong with the water and continuing to ask questions and being told again and again that it was okay. what was that like?

>> they would tell us that we were stupid and anyone with common sense knows if your water is brown and if it smells bad, if it's blue, green and yellow whatever it's not safe and they give you zero alternatives as for ways to keep your kids safe. they are like according to our t just be crazy. melissa: meanwhile you have seen the effects of this contaminated water on your family. tell us about that the people can understand what what you gone through. >> at him. and when you 12-year-old wakes up the middle of the night crying because his bones hurt and there's nothing you can do, no creams or medicine that you can give in to ease his pain that's in syria dean. when your youngest can go anywhere because his white blood cell count is horrendous permian system is to compromise you are wearing that you will get sick with anybody breathing on him is awful. and your oldest struggling in school subjects that used to be easy for him there's nothing on to do the scream or yell but that's what we did for over a

year. this is an right, stop it, tell us the truth and we still are getting the truth. melissa: i have seen pictures of the blisters the kids have on their skin. at this point what would you like to see the state and the city do about all of this? >> the first thing they need to do is start digging those pipes up. until those pipes are replaced we are still going to have contaminated water. to this day this morning our tap water is still blue meaning it still leeching copper from her service line and we need medical help now. we need money for the treatments that we can afford in the city of flint to get the heavy metals out of our system. i don't care who does what they do need to stop the finger-pointing and they fighting and trying to shield himself snyder being a person from blame and actually do something to help the citizens that have no say in any of this. melissa: what is amazing to me is this started as a cost-cutting measure because your city's finances were so far the flat that they were trying to save money by switching a water source. they have done so much damage

forces in my don't know how as a nation we can stomach that after the way that they have fall minted instability in iraq and killing our soldiers during the surge period so it's just hard for me as a soldier to fathom that we have done this. david: we just had an american arrested in north korea. i'm just wondering, i mean usually the reasons for arresting americans in north korea are not legitimate. do you think it might have been inspired looking at the iranians and saying maybe we should get a piece of that ransom action? >> absolutely, it worked. they are still in yemen and still in syria and still in iraq and they are ahead of the game. david: scott we also have concerns about whether some of the money that they are getting will go into the hands as you mentioned to the quds force or perhaps specific terrorist. donald trump was talking about that after john kerry pretty much admitted some of it

probably will go to terrorists. let's listen to trumpet and respond. >> this did pity of a statement he said so far we are happy they haven't given it to terrorists in chile. why don't they have restrictions? v12 in money should have never given -- been given back. here's a guy this is the money we gave them might go to terrorists. first of all wanted to give them the money collects why didn't they close assad couldn't go to terror? david: scott thing? >> i think mr. trump is right. i can't help think david about the parents and family members of our servicemen who fell at the hands of projectile ied that were developed and implemented by the same iraqi quds force is that will benefit, i guarantee you from these. david: what are they going to say? these guys knew that they were make a new deal that would give money to terrorist that would kill innocents max. it's extraordinary. >> the reality is when it comes to iran we are seeing tension

between them and the saudis. this is absolutely a time when they are trying to become a regional powerhouse and frankly i think unfortunately they are very much on their way. david: thank you gentlemen. have a good weekend. appreciate you coming. melissa: take a look at this, the blizzard barreling towards the east coast causing a landing and i did airlines flight to skid off the runway earlier this afternoon. the storm is expected to delay travel for millions of americans this weekend. peter bronson is standing by with how it could affect your travel plans. >> hey melissa. folks trying to get out of washington who got on the plane plane.out of here this morning while the getting was good. this places a ghost town right now as you can see. no one here except the religious staff and some tsa folks. i saw one plane pull out of the

gate. of course planes can take off and land on instruments in this kind of weather as long as the runways are safe but that's probably the last one out of here. obviously thousands of cancellations and delays today. the latest numbers are 3000 flight cancellations, 130 of them out of reagan alone, the reagan airport alone today. 3500 flights a been canceled by the airlines for tomorrow in anticipation of the storm hitting harder. united airlines suspended its service here at dulles airport at 4:00 today. other airlines have now as well. american airlines is suspending all flights starting tomorrow officially but i believe other than that one american flight, most of them are done for the day here as well. americans have tweet it out today that the storm jonas was no joke is the phrase they use. of course we airlines are waving

cancellations in rebooking fees to help ease the pain for travelers. the federal government officially closed at noon today to allow federal employees to get home and avoid any accidents traveling home in this bad weather. melissa back to you. melissa: peter barnes thank you so much for that. airline weekly managing partners joins us now for what you need to know to be prepared for these travel disruptions. where do you think is going to be the biggest area affected and what would you do first? >> that corridor there reagan national, dulles, baltimore-washington are the places where so far we have seen the most cancellations but widespread impacts here and really what you have to do in a situation like this is think of it as a competition for the next flight that does operate. lots of people are going to have to try to work through the

system and be creative and give yourself the best shot of getting out of town and tell operations start up again. melissa: when they tell you your flight is canceled they say go over to the ticket counter, they will help you get revoked. do you do that? >> melissa do that but while you are doing that called the airline as well. whatever you can do to get through to them as as possible that gives you the best shot of getting on the next flight. however you can get through to them, find a web site. those are getting better for your changes and the other thing is nowadays airlines are going to do a pretty good job of trying to find you a seat in the same airport that you are supposed to fly. if you are going to new york laguardia they will look for that next flight to laguardia but if you don't mind going to jfk or newark instead if you don't mind going to hartford if that gets you where you are going to tell them not because they're not going to do that. melissa: thank you. david: jumping on the anti-trump campaign, campaign train more on
