what matters next is south carolina, the only way john kasich could have momentum is if ohio was next. charles: thanks a lot. keep it right here for lou dobbs and at 7:55, neil is back with all the results. very exciting, covered wall to wall with the best team. coming right up. lou: good evening, everybody. i'm lou dobbs. it's 7:00 in new hampshire, where nearly all of that state's 300 voting precincts are now closed. 34 precincts remain open. two of those will close at 7:30 eastern. the final 32 by 8:00 p.m. eastern. we'll have, however, early results here from many of the polls this hour, and we'll be bringing them to you as soon as they come in. beginning just less than a half hour from now. what we already know is that voter turnout in new hampshire today is heavy. election officials there are describing the turnout as, quote, very strong and steady, and they say they're confident

they will hit a record number of votes. a lot is riding on those votes tonight. a lot on the line for the candidacies of both democrats and republicans. seeking their presidential nomination. donald trump is looking for his first victory after leading the republican polls in new hampshire since august. trump has maintained a double-digit lead since last month, and many of the political guru's and savants expect a real contest to be for second place. we'll soon know more about that. governor john kasich has banked on a strong ground game and he is the only candidate who has held more than 100 town hall meetings in new hampshire. senator marco rubio gaining momentum after a strong showing in iowa, but he ran into trouble at the gop debate saturday when chris christie mocked him for his anti-obama scripted talking points. we'll have a good idea tonight whether his debate performance

cost him votes? senator ted cruz won iowa but no advantage wave to lift him in new hampshire. a quarter as many evangelicals will vote. and former florida governor jeb bush has been leaning on family to boost him in new hampshire, with mother barbara appearing on the campaign trail with him. brother george appearing in a tv ad for him. on the democratic side, bernie sanders practically a favored son candidate. the vermont senator has a lot of support from millennials and independents and that means hillary clinton may be looking forward to more friendly territory in south carolina and nevada by night's end. and some of the best political analysts are joining us here tonight. among our guests, fox news digital politics editor, chris stirewalt. may not be who wins but who comes in second to donald trump? fox news chief political correspondent carl cameron at trump headquarters in manchester, new hampshire with our report. >> reporter: criticized for vulgarity again on the campaign trail last night, donald trump said he would act differently as president. the real estate developer today cast himself as the race's expert on international affairs. >> i think i know more about foreign policy than anybody running. we have people running that are terrible, i won't mention names now, we have people they think are terrible. that's my biggest fear. not the enemy, it's from within. >> reporter: marco rubio raced across new hampshire shake as many hands as possible hoping to erase the memory from a widely criticized debate performance. talking about collecting delegates. >> we're excited, we're proud of our campaign and leave with more delegates than we came in and keep building. we look forward to south carolina. >> have you guys voteed? >> not yet.

>> reporter: jeb bush got a noticeable bounce after saturday's debate. >> may be a better candidate. had i not walked on the hot new hampshire coals if you will, i don't think i'd be as good as i believe i am now. >> reporter: the two current governors may face the end of the road without surprise performances here. >> woke up this morning and my wife said you won dixville notch. so we drank champagne, we thanked the academy. [ laughter ] reporter: that's a reference to kasich's three votes to two victory over donald trump last night at midnight in the first of the first of the nation voting in dixville notch. >> nobody, not me, not jeb bush, not marco rubio, not ted cruz have the first idea of what is going to happen tonight? >> reporter: iowa winner ted cruz downplayed expectations from the granite state and gearing up for troops in south carolina, the next state to vote. >> that's the strength of our campaign, we don't know what the results are going to be here. i hope we do well. it's going depend on turnout. >> that's the rule.

>> reporter: both carly fiorina and ben carson say regardless of the outcome they'll continue on the trail. >> i will continue to be on the trail as long as the good lord leaves the doors open. >> reporter: ben carson will not be in new hampshire as the returns come. in he's in the process of leaving to go to south carolina which votes next. new hampshire long been known for a bare knuckle presidential campaign, but when it comes to the primary vote returns, usually considered a clean election. this time around, there's been a lot of negativity on the trail and the candidates most positive could find themselves getting rewarded. lou? lou: carl, thank you very much, carl cameron. turning to the democrats, the clinton campaign could be in crisis. hillary clinton battling it out with bernie sanders today in new hampshire where the vermont senator benefits from a nearly homecourt advantage, and to top it all off, clinton has an fbi investigation lingering in the background and she's been plagued by rumors of an impending staff shake-up. fox news chief white house

correspondent ed henry in nashua with our report. >> reporter: racing between polling stations in new hampshire today, hillary clinton issued a proclamation that was not quite as dramatic as her husband famously saying here 24 years ago, he'd fight until the last dog dies. >> we're going to keep working until the last vote is cast and counted. >> reporter: volunteers from her nashua office proud cold streets knocking on doors till the final hours, hoping to pull off a miraculous comeback from a double-digit deficit to bernie sanders. >> put it out there and bring it down. >> reporter: in private clinton allies admitted to fox they would be happy with a loss of only a few points to. sanders who is mobbed at a concord polling station. >> folks come out to vote, we're going to do just fine. >> reporter: as sanders was able to spin a close second place finish in iowa as a moral victory, the clinton camp is playing the expectations game

by pointing to sanders hailing from a neighboring state. republicans noted the vermont media market penetrates 11% of the granite state. the republican national committee's shawn spicer adding, quote -- clinton's dilemma may best be summed up by this scene of two young men behind her at a rally in hudson, new hampshire, they were wearing settle for hillary t-shirts. sanders' final rally was enthusiasm from students at the university of new hampshire as he acted like a front-runner staying positive. >> we want the country to move forward in a different direction. thank you all very much! >> reporter: while both bill and hillary clinton are slamming sanders. >> the problem with being mad is that doesn't get you anywhere unless you've got an answer. we got to move from anger to answers. >> innuendo, insinuation,

artful smears and i said enough is enough. if you have something to say to my face, say it. >> reporter: now onto nevada followed by south carolina where hillary clinton believes she has a strong advantage with african-american voters. though bernie sanders is trying to cut into that. but the daily beast reporting wednesday he'll be in new york city having breakfast with al sharpton. lou? lou: ed, thank you very much. ed henry. turning to north korea and provocations, director of national intelligence james clapper today told congress north korea made good on threats to expand a uranium enrichment facility and restart mrooud plutonium reactor that had been closed since 2007. clapper said north korea is seeking missile technology that could threaten even the united states. >> pyongyang continues to produce missile material and develop a submarine launch ballistic missile. it is committed to developing a long-range nuclear arm missile capable of posing a direct

threat to the united states, though a system has not been flight tested. lou: clapper's remarks come just two days after north korea successfully launched a rocket that carried an earth observation satellite into orbit. a u.s. official telling fox news, however, that the satellite is now stabile in orbit after earlier reports it had been tumbling in orbit. the satellite is not believed to be transmitting data back to earth. we'll see if that claim holds up. now to the laysest on the troubling spread of the zika virus. health officials in indiana, ohio, tennessee and pennsylvania now confirming the first human cases of the zika virus in those states' residents. zika has been identified in 16 states now including washington, d.c. officials say all of the cases are associated with travel to zika-affected areas, primarily in central and south america and the caribbean.

world to make a joke. lou: he said he wouldn't act precisely the same way as president? >> the fact is people have the idea what it means to be presidential. i'm waiting for someone to mean what that means. >> donald trump said is whatever the definition is he will be a much better human being as a result of having approached the proximity to the oval office and then entered it. >> he'll be a much better human being for being real. i can't stand rehearsed politicians. lou: are we a nation. >> i remember the line i had scripted for the moment, not occurring to me. i remember it being funny but part of the coarsening of our culture and working himself through all the george carlin forbidden words and doesn't bother his supporters, they love it. they find it charming, but i got to believe among people who aren't trump supporters, it's steadily hardening their opposition. lou: how old a man of your standing and virtue even know who george carlin is?

[ laughter ] >> just so you didn't read his routine. >> no, no. lou: i think there is a real opening to talk about the hypocrisy of american culture and society. for everyone to be all in a kerfuffle and the waning and gnashing of teeth. ignoring so many parts of our popular culture and daily lives, coarsening, certainly, but the health is to rise to the level of offense given to what we've done in coarsening this culture takes a stretch. tonight we see this turnout. we're looking at a 6 o% turnout in new hampshire, compared to 16% in iowa. looking at a half million votes, compare that to 380,000 in iowa. starting to move up, and the impact is going to be, i guess,

significantly beyond even those raw numbers. your thoughts on what we'll learn tonight? >> yeah, i think second place for the republicans is key, whoever comes in second, if it's rubio, kasich, i'm curious to see if rubio lost momentum if the results of his debate blunders. what that impact is. where ted cruz falls in terms of numbers. is the establishment starting to look at ted cruz and saying this may actually be the guy the establishment gets behind. lou: the establishment looks like they're in a turnstile. >> complete disarray. and let's not forget second place is important, and first place is important, too. it gives me pleasure to say it will be amazing if donald trump wins new hampshire. so few people would have expected that. lou: 76 straight polls. >> yeah, but still, a year ago, you would have told people this would happen, it would be a big shock. it's a big night for donald trump. lou: gracious of you to say that. >> thank you. big night for ted cruz wherever he falls.

supporters decided earlier than that. as for independents, trump looking to win the largest share of the independent vote, and then followed by kasich and governor bush. joining us now, fox news digital politics editor chris stirewalt. great to have you here. any surprise in the break of independents at least in the republican race toward trump? >> no, that's pretty much what we would expect to have seen because both trump and kasich rely on support outside of the republican party to put it together. their coalitions involve nonrepublican, and new hampshire is a semi open primary. that is to say there's 44% or so of the electorate in new hampshire ha is not affiliated with either party. they can pick and choose on the die. plenty of people were undecided between bernie sanders and donald trump.

why we are interested who won behind the independents on the republican side, what we're waiting to see did more vote for bernie sanders on the democratic side or did they end up on the republican side? that's going to tell a lot about margins. lou: and we won't know that for a while. we know this, comparing to iowa, that the number of unaffiliated independents is greater than the total vote in the iowa caucuses. i mean, that's how important independents are to the outcome here? >> independents are very important to the outcome here, and remember, we're now, this is a regular election, not a caucus, you don't have to sit in a room for hours, easier for people to participate. you just pull the trigger. so in the case of iowa, it is harder to do. in new hampshire easier. independent voters who are emotionally. i might support trump, i might not. if can you do it in 10 minutes versus three hours, that changes willingness to participate.

lou: what are you looking for, chris, in the polling, the votes as they come in? what is chris stirewalt looking for? >> the most important question about new hampshire is who dies here? it's not about -- obviously, ted cruz is going on, he won iowa, he's going down to south carolina. but donald trump obviously, especially with the win here, he goes on, but then the question is who's not going on? and it seems clear carly fiorina, chris christie, they have polled poorly in preelection polls, no reason tong they're going to make it out of here. ben carson on a downward trajectory, does this expedite it? the real question for the republicans is, is jeb bush done here or he and his massive war chest that he can use for negative ads will that carry on into south carolina and beyond, and that could change the shape of the race. looking for two things. number one, can jeb bush foil his old pupil marco rubio.

if jeb bush can come out in front of marco rubio here, it make marco rubio's path a lot more uncertain. that's number one. number two is the magic threshold for donald trump is 25% of the vote. he needs to be clearly above 25% of the vote to be clear that his voters are turning out and not performing preelection polls like iowa. he needs to form his coalition march. lou: chris stirewalt setting the wall of expectations for trump and the rest of the candidates to hurtle here. is it your sense that bernie sanders is going to perform well against clinton? has she made inroads against what was a -- up until this past weekend, a very large lead? >> she will say whatever happens. she will say that she did better than expected. they did a good job of managing expectations and many in the press went along with them. as who had no chance and was

laughed off, the fact he tied her in iowa and even though we stipulate it's a neighbors state and stacks up for him, is a testament the democrats feel as good about their eventual nominee about hillary clinton as republicans did in mitt romney four years ago. lou: chris stirewalt, great to have you with us. thank you so much. we appreciate it. >> you bet. lou: two more precincts closing in new hampshire. 32 remain open. we'll have just about a half hour now before all of the polls close, just a little over a half hour. and winter weather battering coastal communities in massachusetts this week. powerful waves, wind gusts there between 45, look at that wave. my goodness. those 45 to 65-mile-an-hour winds pushing the waves right on in, hammering cape cod and nantucket, the waves filling the shores and roadways,

joining us now from new hampshire weekly standard senior writer fox news contributor steve hays and republican strategist, former bush adviser cathy lynn taylor. good to have you. >> hi, lou. lou: steve, to you first, the man on the ground, of all the exit polling numbers, what is drawing your greatest interest. >> an absolute jaw-dropping number on the democratic side. when you ask about quality that you want your candidates to have, you get a range of four different options, can win in november, cares about people like me, honest and trustworthy and has the right experience. the single most important quality among democratic voters was honest and trustworthy. not what we were led to believe. we were told honest and trustworthy, nobody cares about the things. of the people who chose that as the most important issue, some 32%. bernie sanders won their votes

93% to 5%. lou: whoa! >> just a stunning number and it suggests one thing in particular. all of the talk that we heard the democratic voters had disregarded or weren't concerned about and reporting on the fbi scandal, on the e-mails, on benghazi, that turns out to have been decisively wrong. lou: that's an overwhelming number, and margin. cathy, let me ask you this, the role of independents in this primary, we knew was going to be significant, but it looks like we're going to have record turnout. what are you looking for among the independent votes and where they turn? >> i think what's going to be very important among the independent votes in new hampshire is who of the new voters of the independents, who they're voting for. it was not surprising trump did not win iowa. what was surprising is he did not pick up as large of a

percentage of the new gop voters as expected. he needs to prove voters are coming to hear him and get behind him not because he's a celebrity but because theystant for what he stands for. lou: in other words, turning enthusiasm into votes. >> that's right. lou: in terms of expectations, what does trump has to receive? chris stirewalt said 25% is the minimum. what do you think? >> he needs to have a decisive victory here. this is a state that lends itself well to him, vis-a-vis expectations aren't as high and south carolina considers itself the kind of the, you know, the establishment state. lou: and steve, what are you looking for here tonight? >> i agree with that. i think 25 is a right number for donald trump. he has led 70+ of the last public polls here in the state of new hampshire, so one expects him to win.

i think he'll do better than 25%, just as i was looking at the exit poll results, if you go issue by issue, the issues you listed at the top, donald trump won every single one of those and won them decisively. i think that looks like a good night for donald trump here, and a good night for john kasich, who came in second in several of the issues, not on terrorism, but on government spending, on the economy, if my memory serves. a good night for john kasich as well. lou: and it's going to be interesting to see who is lined up in the horse race of this, and who gets to venture forward. do you think there will be significant casualties, or just one or two people. >> there's a race for second, so to speak, but there has to be a belief whoever comes in second can continue on strongly. otherwise, it's fairly meaningless. so i think that we're going to see a one and two and maybe three, and that's going to be prevailing from here on out. lou: do you agree, steve?

>> i have a different view. i think we're likely to see this clock from two to five continue. i don't think that jeb bush is likely to get out unless he's in the mid to single digits. marco rubio is going to continue. ted cruz is definitely going on. he won iowa. if john kasich has a good night here. he's got an argument to go on here as well. i think we'll see five people go on and fight into south carolina into march 1st. lou: all right, steve hayes. cathy lynn taylor. thank you. turning to wall street quickly, a day of modest moves for a change on wall street. stocks did tick lower. the dow off 13 points. s&p off a fraction. the nasdaq down 14 points. volume on the big board robust trading, 5 billion shares. crude oil continues its fall tumbling another 6%, settling below $28 a barrel. a reminder to listen to my reports three times a day coast-to-coast on the salem

radio network. joining us notice the host of "the intelligence report" here on fox business, trish regan. great to have you on the broadcast. and let me just say that all of your interviews, all the folks you're talking with up there, fascinating and informative. give us a sense of what is building there now, and your own view? >> well, you know, i grew up here, lou, so i'm very familiar with the primary process, and the importance of it to voters here in new hampshire and how seriously they take this responsibility as they see it in terms of selecting, they hope, whomever will be the nominee. so what you find here, and what i found in terms of talking to people here, and i spent a lot of time here over the last 12 months or so, is that people want to know each of these candidates. they want to have had an opportunity to have met them face-to-face, to have really

vetted them, to think through their positions and what they mean, they wait until the 11th hour up here because they want to be sure and certain, lou, that they know the candidate they're voting for. i just spoke with voters earlier this afternoon, know who cast his ballot for kasich told me, look, i wasn't sure, i really waited, but in the end, i went with kasich. i think that responsibility that you see is quite, quite on display here. lou: we can quantify that sense of duty, if you will. the reality is that there are 357,900 votes cast in iowa in the caucus. there are 389,000 undeclared independents and looking at the prospect of a 60% turnout today, according to the state election officials there. if that turns out to be the case, you know, that's going to

be quite a testament to what you're describing. >> well, the secretary of state gardner said he actually believes we could be looking at around 550,000 votes cast which would top the previous record 8 years ago, and look, you're seeing a tremendous amount voter turnout, which i think bodes well for trump on the republican side, and also for kasich. you mentioned independents, lou, new hampshire is unique. you can be an independent, and yet still vote in the primary for a republican or for a democrat. you can go for this election cycle, i'm going join the republican camp. the fact that you're seeing so many independents coming out to vote this time around, that could get very interesting, both for trump and kasich. lou: we know it will be interesting because we're covering it all night long on the fox business network. trish regan, thanks so much. appreciate it. >> see you in a bit. lou: can you catch "the intelligence report" with trish

. lou: as we've been reporting to you all day, heavy turnout in new hampshire, we'll find out whether it is record turnout. the polls closing in just about 12 minutes. early results out of new hampshire, 1% of t precincts, if we can put that up. 1% of the precincts reporting so it's very, very early in this process. on the republican side, donald trump is leading right now with 34%. governor john kasich in this 1% assessment, at 14%, governor jeb bush at 11%, and that, that's interesting. i don't know what it portends if anything at all, but even in these early counts, that's a surprise and impressive performance for both the governor and the former governor. on the democratic side, bernie sanders leading clinton

54-44%. again. we're looking at 3% there, so early going. liberal activists dressed as robots trying to rattle the rubio campaign. a scuffle broke out in manchester between rubio supporters and there's a man dressed in a robot costume. they were not appreciative, the rubio folks. robot men are with the liberal super pac american bridge, following rubio around the state mocking quote unquote his canned talk points, joining us roger stone, political consultant, worked for presidents nixon, reagan, authored a number of books including recently the clinton's war on women. it looks like donald trump is at least getting a reasonable break on women based on the exit polls.

>> the trump campaign is an insurgency, uprising, revolt against established order, and it has denied all the political norms so far and i think it's going to continue to. i think trump will win big tonight. i think he'll crack 30%. he'll do that with crossovers from independents. ironically i think john kasich will get a significant crossover for more moderate and liberal independents. lou: just because he was the nice guy in the debate? >> well, first of all he is more of a centrist, i think his campaign because his consultant is a one trick pony who worked for mccain put emphasis on resourcing independents, but i think you have the winner of the conservative intramural and the establishment intramural. these guys are going to face off. this will be a big night for donald trump. the debate performance just as reagan's propelled him after an

iowa loss, a solid performance by trump beefed this up. lou: there are high expectations for kasich to reverse what has been a lackluster performance, but the fact of the matter is kasich is the only candidate to have gone to more than 100 town hall meetings in new hampshire. trump likewise flew over that many, he's got quite a different approach here. what do you make of the future campaigns? did he adjust in new hampshire, trump? or did he again, as he did in iowa, basically say this is what i got to say, and there you are. >> look, i think trump has the star quality that transcends politics. this shows you that both techniques work. the guy who didn't do the meet and greets but spoke to the broader issues and anger of the voters is going to win first. the candidate who did it the old-fashioned way, the shoe

leather way is going to finish second and you have the candidates jumbled up. most of them having hit a wall in the debate. in essence, i think what happened here is that carson helped put a cap on cruz. christie without any question destroyed the forward momentum of rubio who was on a trajectory to be second here and viewed only days ago as a principal threat to donald trump. i think he's going to finish out of money, not in the top three. >> you don't think rubio will be in the top three? >> i don't think so, i think the debate had a cataclysmic event on his candidacy. lou: the establishment lane will be filled up with shoulder to shoulder, what, bush and kasich? . >> appears that way. if the contest goes to south carolina, trump is well suited for that state.

fairly conservative primary. it has a great military. lou: with evangelicals? >> sure, he did well with evangelicals and they're looking for a winner too. lou: our only test is iowa, and didn't do nearly as well as he needed to but surprisingly did much better than most expected. >> we don't know to a certain extent this last minute trick by ted cruz brings the results into iowa into question. was trump denied a first place finish? lou: i love this? because carson voters dropped out. lou: poor carson, i was cheated out of my win. i love that. as a piece of exposition anyway. so are you, at this point, think that donald trump has a chance against all of the established money, establishment money, all of the establishment candidates? >> yes without question because of the anger and the frustration of the american voters who want a strong

leader, a tough leader, someone who's going to cut through the government b.s. and fed up with career politicians. all of donald trump's opponents sound great. they're inspiring. they promise great things, but they're all beholden to the same campaign contributors. creatures of wall street and special interests. trump continues to fly his greatest single strength, nobody owns him, nobody can buy him and he's got the guts to bring radical change. and voters are buying into, it very clear. lou: and as we wrap up here, you think the -- you think bernie sanders is going to be able to hold the margin he had in the polls going into new hampshire? >> if he wins by more than ten, i would say hillary clinton is wounded. maybe not mortally wounded but wounded, she's the front-runner, she need snap back after a photo finish in iowa and she's going to fail. lou: roger stone, thanks for being with us, see how it all works out tonight. in our online poll, 93% of you said the nfl and cbs should be condemned for the
