again after oil prices sink below $27 a barrel, cutting interest rates more than expected. this selloff chief market analyst james. good morning, james. >> good morning, good morning. >> lauren: european stocks trading at the lowest level, what is going on this morning? >> yeah, it's really a lot of things. we have seen first of all the oil price, we can't get away from that. we were starting to find a little support and we start today fill the oil prices weren't going to be the driver which dominate it is markets going forward. that's been smashed out of the water. we are looking below $27. that's hitting oil and gas stocks. we also have financial stocks trading down and the ongoing problems with european banks with detshe bank. that hitting things.

1.62%. >> lauren: wow. federal reserve janet yellen goes back to capitol hill today, yesterday she told a house committee that the fed is not likely to revert plans to raise interest rates this year. she did say that the volatile financial market, those items have increased risk to the u.s. economy. the fed open market committee expects the world economy to gradually improve. >> ongoing employment gains and faster wage growth should support the real incomes and therefore consumer spending and global economic growth should pick up over time supported by highly monetary policies abroad. >> lauren: she does not expect that the fed would be in a situation where it is necessary to cut rates any time soon but as james hughes was telling us, we have policies among central banks in u.s. and europe.

>> nicole: shares of twitter falling 9% after fail to go show any user growth, twitter reported it had 320 million users in the fourth quarter, analysts were looking for 5 million more. social media issuing revenue warning for the quarter. revenue up 48% from a year ago. twitter trying to reassure shareholders it plans to invest in stream video. >> lauren: tesla investors are optimistic about the future because the electric car maker said it lost $114 million in the fourth quarter. loss of 87 cents a share. shares are up and they're up more than 4% right now in premarket trading after tesla said it expects to be profitable on an adjusted basis in 2016.

>> i think the sense that markets believe that central banks have lost control. i think that's a trend which has become evident since boj cut interest rates a couple of weeks ago. of course, we saw janet yellen giving the impression that maybe the fed will hold off in march but it's not enough. i think banks -- the markets are thinking, well, bad news really is bad news. >> lauren: do you think janet yellen changes testimony today? >> i don't think she would change it very much. given what markets have done over the course of the last 24 hours, maybe slightly to give a hint that maybe rates are going to remain on hold. >> nicole: janet yellen yesterday certainly gave the stands that they are ready to change gears but painted a somewhat optimistic picture. she did feel that we were on the path of increase rates.

what do you think about that? >> the economy is much more strongly than markets, primarily design today serve the economy, then i think there's a taste for higher rates but maybe now now. >> lauren: what do you make with u.s. central banks and european central banks? >> all sorts of difficulties. the federal reserve acted quickly. it was one of the first movers in 2008-2009. ecb has wrapped more slowly. so in that sense, the ecb has made life more difficult for everybody by coming to the table late and doing completely opposite to what the fed is doing. >> nicole: you through me for a look when the fed acted quickly. you said in 2008-2009 when you were cutting rates, so we know exactly what you're speaking about. peter, request is the little

glimpse of hope if any? >> peter: that's a good question. >> nicole: just sit tight or what? >> peter: just sit tight for a moment. what will trigger a bottom. i think if the fed passes in march that will give us a fire-break, markets will look at the extension of the decline in resent months, maybe it's time to reevaluate the position but it's going to take a while. it's going to take a number of weeks before markets can finally see some light at the end of this tunnel. >> lauren: peter dixon thank you so much at commerzbank. we'll be right back
