that guccifer, the romanian hacker who originally exposed her use of her private e-mail server for official business today pleaded guilty to identity theft and hacking charges. but clinton has much more to worry about than her e-mail scandal. her longtime friend, ally and associate, virginia governor terry mcauliffe is now under investigation by the fbi, and their ties go back decades and include the clinton global initiative and clinton is falling in recent polling in part because of a 74-year-old socialist who won't go away, and who keeps finding ways to beat her, and who is promising a messy convention. we'll have the full story for you here tonight. also, the left-wing fringe of the democratic party allowed to run rampant outside a trump rally in albuquerque last night. new mexico governor susana martinez was nowhere to be found as left-wing protesters throw rocks and bottles at

police officers. reports of shots fired, overturned trash cans and the demonstrators knocked down barricades. trump in his rally speech last night took time to point out the governor's snub, and the loudy job she's doing, he said, leading new mexico. >> since 2000, the number of people on food stamps in new mexico has tripled. we have to get your governor to get going. she's got to do a better job, okay? your governor has got to do a better job. she's not doing the job. hey, maybe i'll run for governor of new mexico. i'll get this place going! >> and i'll take all of that up with former reagan white house political director, republican strategist ed rollins. and among our guests republican strategist boris epstein and the washington examiner sarah westwood. we'll talk about the possible

meaning of planned telephone call tonight between donald trump and house speaker ryan. sources telling us their talk won't be about endorsement of trump. so why is ryan holding out on endorsing the presumptive nominee? what's he trying to get out of it all? and what is the speaker's problem or problems? our top story tonight -- hillary clinton's ever-expanding e-mail scandal. a damning report by the state department's inspector general finding that clinton broke federal rules and laws when she set up her personal e-mail server. not only did clinton not seek legal approval to do so, she ignored repeated warnings that her e-mail system was vulnerable to cyberattack. fox news chief intelligence correspondent catherine herridge has our report. >> reporter: lou, despite public assurances they want to cooperate, the 83-page report found that mrs. clinton and senior aides refused interviews with government investigators

and top republicans were quick to respond. >> secretary clinton created this vulnerability. her statements thus far appear on the surface at the beginning to be untrue and needs to come clean. >> the report found that no one approved clinton's unsecured personal server for state department business. a year into mrs. clinton's tenure as secretary when two i.t. staffers voiced concerns about practice and security, they were told never to speak of the secretary's personal e-mail system again, and another exchange shows she was concerned her personal communications would be accessible. like so many of the findings, it conflicts with clinton's public assurances. >> i fully complied with every rule i was governed by. i did not e-mail any classified material to anyone on my e-mail. there is no classified material. >> reporter: but more than 2100 classified e-mails were identified. though the clinton team argues they were upgraded after the

fact. a january 2011 e-mail from bryan pagliano who struck immunity deal with the justice department documents two cyberattacks on the server in a single day. we were attacked again, so i shut the server down for a few min. the report found other secretaries did use private e-mail but none used a personal server like clinton. at the briefing, the state department spokesman blamed longstanding problems and not clinton's judgment. >> not encouraged to use personal e-mail but not prohibited. we like federal agencies were not doing enough to meet the requirements of records management and preservation. i think we've acknowledged that. >> reporter: in a virginia court, guccifer who first exposed clinton's personal e-mail cut a deal. he faces no more than seven years and promises to fully cooperate at any grand jury's trials or other proceedings. >> not every day that the united states reaches into a romanian jail to extradite an

individual to charge him of computer crimes. so clearly the prosecutors viewed this person as important. >> reporter: the report found that clinton never demonstrated that server and personal devices met the minimum government security standards. while the campaign says there is no evidence the system was hacked, a congressional source briefed on the report said that is false and the issue is outside the scope of the inspector general's work. lou? lou: catherine, thank you very much. catherine herridge reporting. and on this issue, we should report it as well that hillary clinton's trustworthiness in the view of voters who have been surveyed, those poll ratings at an all-time low for the former secretary of state. donald trump today seized on clinton's e-mail scandal. he said the ig report is, quote, not good news for clinton. trump make the comments in anaheim, california where there is heavy police presence in the hopes of deter anything kind of

violence similar to what we witnessed last night in albuquerque brought by left-wing groups against the rally by the trump supporters. fox news chief political correspondent carl cameron is in anaheim and has our report. >> reporter: fund-raising and rallying raucous supporters in anaheim, donald trump used the state department inspector general's criticism of hillary clinton's private e-mail server like a club. >> crooked hillary. she's as crooked as they come. inspector general's report, not good. >> reporter: law enforcement in orange county, a republican strong hold in liberal california expressed concerns about protesters and security three weeks ago. trump's rallies are again becoming flash points for anger and occasional violence. >> don't hurt him. i say that for the television cameras. do not hurt him. >> reporter: trump's anaheim rally came a month after the city council refused to vote on a resolution that condemned his

quote divisive rhetoric, that spurred violent demonstrations, police had to use pepper spray to disperse the angry mob. several officers outside trump's rally were injured and police had to use pepper spray and smoke grenades to calm things down. trump tweeted -- in which trump called hillary clinton a low life, pr suggesting he gets rich off the misfortune of others profiting off others. >> did you know that donald trump was rooting against housing because he wants housing to go down because he wanted to buy, and they've got a clip of me many years ago saying yeah, if it goes down, i'm going buy. i'm a businessman, that's what i'm supposed to do! >> reporter: tries to unite the gop, court women and minorities, trump suggested

that new mexico governor susana martinez is falling short. >> we've got to get the governor to get going, she's got to do a better job, okay? >> reporter: the governor's spokesman fired back in a statement -- she didn't hear anything about that today. trump has two important appointments tonight, one is an appearance with jimmy kimmel critical of trump's rhetoric and running his own independent campaign for vice president, and the circuit a phone call with house speaker paul ryan to discuss joint efforts to unite the party and when and if ryan will endorse trump, lou? lou: carl, thank you very much, carl cameron, interesting how confused the fiction and nonfiction, the entertainment and the news world get conflicted a bit. they merge. on the democratic side, hillary clinton is doing everything she can to avoid an epic loss in the upcoming california primary. the once presumed front-runner

[cheers] >> reporter: with democrats speculating about whether dnc chair debbie wasserman schultz will last until the july convention after attacks from sanders, today campaign manager ticked off a long list of grievances. >> people outside the dnc who are very put off the way in which debbie wasserman schultz has run this whole thing. whether it was the cramped debate schedule at beginning, whether it was shutting senator sanders off from his own data and back before the iowa caucuses.

the ig even added that the department would not have approved such a request had it been taken to them. as for clinton's predecessors they added notes that colin powell also exclusively used a private e-mail account, a fact she seized on the campaign did today. clinton spokesman brian fallon tweeted this -- the ig today wrote her reckless official communications on her private e-mail server were targeted in cyberattacks. mrs. clinton and several of her aides refused to meet with the inspector general, although the inspector general had no problem talking with her predecessors and they with him. i believe clinton clearly thinks she is, without a doubt, the

joining us now, investigative reporter for the washington examiner sarah westwood. good to have you with us. republican political strategist, investment banker, finance attorney, a busy fella, boris epstein, good to have you with us. >> good to be here. lou: sarah, paul ryan was never that tough on barack obama for crying out loud. what's gotten into him, is he taking the primary challenge in his home district? >> well, you know, if there's anything that can unite the paul ryan and donald trump wings of the republican party it's defeating hillary clinton. today's news from the state department should help with that, but donald trump is not lose anything sleep over this delayed paul ryan endorsement. he doesn't need it. the speaker is trying to have it both ways here. he wants to, you know, he knows he eventually has to support donald trump because he doesn't want hillary clinton to be president but wants to preserve

his own image for the future in case donald trump's political legacy is less than triumphant. he cannot say i was not a willing passenger on the trump train. lou: he looks to me, sarah, honestly as self-centered, selfish, self-absorbed and utterly confused. his hamlet act looks like a gambut to make people forget he's really done nothing in congress, achieved literally nothing, boris, seven months as speaker and already claimed a superiority to john boehner who put him in the job. >> forgot what happened in 2012 with him on the ticket, obama carried wisconsin. lou: that didn't turn out. >> vice president romney? i don't think so. vice president ryan? i don't think so either. there has been the movement in the republican party to annoy paul ryan as our savior.

not only did obama win wisconsin, he won the first district. he won ryan's home district. lou: you know what else he won? do you know the rest of the arcane numbers? >> janesville. lou: he lost his hometown, and the congressional race. >> and trump won janesville in the primary in wisconsin. lou: yes, he did. unfortunately he didn't win wisconsin. it's a trade-off. i got to keep this thing sdpar balanced. let's turn, sarah to new mexico, to susana martinez. trump going after her after she snubbed him, maybe a couple of very nasty remarks, and the best they could do is come up with a campaign spokesman to respond. what's the deal there? your reaction? >> donald trump has never been one to take a perceived slight laying down, this is all feeding into the narrative he's built so far which is he's not

afraid to call out members of his own party when he feels they're not being fair to him and when he feels they're not taking care of business. today you heard him say susana martinez, there is unemployment in new mexico, she's not handling it, that's something his supporters want to hear. he's not afraid to take on the establishment in both parties. lou: when you say he's not afraid to take on, boris, afraid doesn't even seem to be in his psyche embedded anywhere, certainly not in his lexicon or code of conduct. >> definitely not. and he has gone the here by being himself. by being brash, right? bucking all the traditions of the republican primary ways and the establishment, but now you're seeing the party coalesce around him, and those leaving themselves out, like governor martinez and speaker ryan are doing it at peril not because of trump but because of the voters they're not listening to.
