for president obama on his plan to extend social security. presumptive green party candidate jill stein is calling for the presidential debates to open up and include any candidate that could hypothetically major it to the white house. joining me is kristen helping h. associate editor for reason.com. i'm going to start with you. the cpd is obviously very corrupt. but how should they change their criteria?

>> i think lowering the bar from 15% to 5% would be totally sufficient without totally opening up the floodgates. i actually have a piece coming up tomorrow about this entire subject. if they load it to 5%, you would have had per row in '86. i think you can even go lower to 2% or 3%. but even 5% which is way lower than 15 is a lot lower than what we have now. and the establishment gets to be nationally known through the two party system. they are on the polls for more than a year. so a guy like gary johnson has literally two months to get as well known as people who have been polled for a year.

kennedy: they are saying we don't want proportional representation. we don't want a parliamentary system. >> we don't have a parliamentary system and we don't have proportional representation. a lot of liberals say the parliamentary system is so great. but 2% or 3% as a threshold to get into a debate for president. that's such a low threshold. if you have four or five people on the stage, that vote gets split up. maybe it's just two stuffed suits. people are so upset by these choices.

branch should be proud of. you don't need any exaggeration at all. you know he's being clear. so the rights of bernie and trump. what does that say to you about this president? >> that he hasn't done a good job. his own party is campaigning against his record. if obama had had a good 8 years there wouldn't be such a demand for outsiders. this is the ultimate outsider election. if he had a slam dunk, hillary is crushing trump. as of august bernie would have been a walmart greeter. >> in the fact that obama was basically there giving an economic message, wanting to cement his legacy saying the economy is doing really well, which is hilarious. there is a republican governor

ken report latest nbc/marist polls bernie sanders 2 points behind hillary clinton in california. he's definitely narrowing the gap in california. what does a bernie sanders win look like? >> the short answer to your question, does he have a chance? no. he does not have a chance because even if he wins california, she is just 71 delegates short of clinching the nomination because of the system the democrats have set up which

includes the superdelegates that are essentially free agents and can vote the way they want to. they are party leaders, elected officials in the democratic party, and 500-plus of them have committed to hillary clinton. i don't even think if he wins california he will win enough in other states to overcome her in the pledged delegates that takes the superdelegates out of the equation. so it's just a math issue. kennedy: that's what harry reid was saying. he's been in public service for a long time. what happens if he stays in until philadelphia? will he try and use that power to sway somehow the party platform or is he just sticking out in case she is indicted? >> i think it's the latter. ever since the beginning of the campaign he didn't want to talk

about her damn emails, but the damn emails are hanging over this race, and it's a real question about what's going to happen with the f.b.i. investigation. conventional wisdom is she is not going to get indicted in washington. you see people shifting a little bit saying maybe the f.b.i. could move or refer an indictment. you have people like judge napolitano who say the evidence that we know is there. so maybe that's part of it for bernie sanders. kennedy: the i.g. report from the state department is stinging. it didn't give her the political cover she would want from her former home. especially with bryan pagliano talking for the first time. he has immunity in that part of the case. a lot of these superdelegates have pledged to her because they are terrified of her. how can she make bernie sanders'

life difficult? >> i think she is more likely to try to entice some of the bernie sanders' supporters to say i'm the vessel for democrats to run in this general election. and then by which give them some kind of platform, tip of the hat or even the number two position, a person who is more progressive, more like bernie sanders. i don't think bernie sanders is the choice for hillary clinton for number two. but someone in that line. herresherrod brown fromio. kennedy: elizabeth warren seems more and more like a hillary clinton surrogate. i would argue she is further left than bernie sanders. she certainly would excite some

of those sanders supporters as a way of punishing bernie. >> i think elizabeth warren fits the -- fits on paper who hillary clinton could pick. but as far as the other part of the hillary clinton equation to win the general election and win those swing states which are a lot of purple states, i think she is probably going to go with someone who can help her in a specific state or who can really help her reach across the aisle. that's where the bulk of the voters are in independent that she might be able to get from donald trump, even though he lead in independent in recent polls. and kane from virginia is probably leading the way. kennedy: i think you are making the case that hillary clinton is going to announce john kasich as her vp. >> maybe so.

kennedy: gary johnson took the libertarian presidential nomination over the weekend. 6% of voter have never heard of the former new mexico governor. what can he do to get his mess and out? let's talk to someone who ran for president three times. dr. ron paul. welcome back to the show. what did you find more satisfying, running as a libertarian or running as a republican? >> i have always run for one reason, and that's 0 spread a message of liberty, and the success is much better in the republican party. but a few seed were planted in 1988. people were still around who built on the idea of the

libertarian philosophy. some we achieved more than others. >> a lot of people credit you with their interest in the liberty movement. they are intrigued by gary johnson. this is the year where an independent candidate could do well. is he the best choices the lovers of liberty have? >> if you ask the activists in the libertarian party, i would say they are split. there was a strong objection to bill weld being picked, thinking that was watering thing down. there are a lot of people in the libertarian party that aren't that enthralled with the way the peace and is being delivered right now. i think gary has the right idea. if he can get in the debates, there might be a contribution to

expanding the base for the libertarian mess and. that remains d the libertarian message. but he has a long way to go. kennedy: he does have a long way to go with the cartel on presidential debates. what can gary do to increase his name recognition. if you sat down with him, having been through the pratt $says three times, what would you tell him? >> i would want him to be more of an outspoken champion of liberty and be crisp and clear, and not make people wonder about it. when he uses the word liberal, that he's one-half liberal. i don't consider myself one-half conservative, and one-half liberal. i think those are moderate. you have to be precise on what

the non-aggression principle is all about and apply it consistently. you can take that principle and apply to it economic and social issues equally. but liberals tend to want to emphasize the social affirmative action program. i think the bit of attention i got. er knew where i stood. i was for personal liberty and the foreign policy was very clear. everybody learned a little bit about the federal reserve system. it's much more important to put that mess and out as crisp as possible. particularly in this particular year he will get more media attention. i think he already has because of the mess the democrats and republicans are in. kennedy: i wonder if you are ready to endorse him, given all that. >> not quite. i think there is too' confusion
