before he died. >> i told negotiators the end is coming. he is going to hurt and kill more of us and there are bombs all over the place in this garage and downtown. nicole: that was police chief david brown. people should check with local officials to see what areas to stay away from. this is the front page of the dallas morning news. following last night's shootings, ambush is the headline. you see a police officer there, 11 officers shot and five dead. nicole: the protest in dallas was among several across the country due to fatal shootings of black men, demonstrations were held in major cities including new york, denver and seattle. president obama reacted to the shooting of two people, one in louisiana and the other in

minnesota. >> when people say black lives matter it doesn't mean blue lives don't manage, just means all lives matter but now the big concern is the fact, the data shows, black folks are vulnerable. >> the president made these comments in dallas. the president has now been updated on the situation in dallas, no word if he will speak to this event. lauren: joining us to discuss the latest developments is matthew brown, former police officer in seattle. thank you for joining us. tough morning for everybody. my first question is the

planning involved here. >> it didn't take -- we talk about whether they are military or terrorist related. doesn't take a lot of planning, a target of opportunity. >> people get so upset when we see police officers dressed in swat gear with heavy artillery for themselves with shields and the like. they feel threatened, at the same time there will be protests going forward. it was not the first or the last and now the concern is police officers lives who tried to remain relative calm. are they the target at future protests? >> it looks that way and that is one of the things we talk about terrorism. this is an individual, group of individuals acting against the

state. i don't think there is any group that will be targeted that represents more of what, quote, the state is, law enforcement. they are that thin line between the rest of us and order. it looks as though there is direct attack against law enforcement, no reason it could not happen in the future. nicole: how does this affect the police response going forward? >> pretty difficult because you don't know where it is coming from. it is very troubling for the standpoint that it has shifted, the open discussion of how law enforcement interact with the public. the president's word could be more beneficial than those

living in the country, not us and them but all collective. nicole: everyone should be treated with respect. all lives matter, no doubt. we had a lot of the police officers in new york go through sensitivity training and here they are trying to control a protest which has merit. we understand what the protest was about but we are talking bombs, snipers, rifles. that is a different level, is it not? >> it absolutely is. it has gone from a country in which we can talk about our problems do they see fighting as an answer. any group, it seems we wait until the morning and fuel these things and the variety of groups that are attacking the state, whether it is law enforcement, those of us peaceably assembling, there seems to be escalating quite a bit.

what is difficult here is as a populace, i don't know that this is a way to, quote, win. it will be difficult going forward. and people trying to do their job i worried about sniper attacks. nicole: we are at an impasse. police are worried about their own lives. so our people for police are trying to protect. is there any way for police to have known this was about to happen? what are they looking at? >> that is one of the things that goes into terrorism, the pre-attackers are not going to see a small groups, individuals that choose to act on an ideology they have when they see an opportunity, extremely difficult not only to police but to forecast what is going to happen. we have gone from spontaneously doing one thing, throwing a

brick through a window of a car and now sniper attacks. nicole: i heard dispatch calls this morning, it was hair-raising, heart wrenching, what did we learn in the play-by-play in this, a female shot, it was play-by-play. >> as information comes in, we never know what is right, and on one side of the street, people look a certain way than they do on another side of the street and further down. numbers can change barriers

people are into. nicole: thank you for your time, appreciate it. we continue coverage on this breaking news with 11 officers who came under attack, 5 are dead. we go to kc steagall at fox news live in dallas. what is the latest? >> reporter: the first name, the first identity of one of the following officers has trickled out. according to dallas area rapid transit or dart as it is known in the metroplex, 43-year-old brent thompson was one of the 5 officers who was killed here tonight. he has been on the force since 2009 and is the first officer who has been killed in the line of duty for that particular department. dallas police not seeing names or specifics in terms of those injured or lost their lives. dallas swat officers wrapping up

a tense standoff with one of the suspects, dallas police chief said there was a man barricaded and holed up in a parking garage down the street behind us where these shots rang out from threatening to injure more officers and he had planted bombs around downtown dallas. part of downtown being sweeps by kate 9 units at this point. police had warned this with the developing situation and they may not have all their suspect in custody at this point but they have not been able to find any of these explosive devices the suspect talked about. when you talk about the gunfire, it was extremely rapid and it came without warning. listen to the video we are about to play, one of the eyewitness

clips that have emerged on the streets of dallas tonight. you can hear some of the gunshots, you can make it out in the background, 11 officers total were hit, 5 have since died, others are critical and in surgery. eyewitnesses described the pandemonium as people literally scattered in every direction, not knowing where the shots were coming from. listen to this eyewitness. >> bending over, all shut down. it was right after the rally. >> this video was put out by the associated press which shows a man with a rifle hiding behind a concrete pillar and shooting. the suspect we were talking about when we had a standoff

with police, who took his own life. dallas police have characterized this as is my prostyle attack because shots came from an elevated surface believed to be at the parking garage. three of the suspect are in custody, a woman who was arrested, and two men, working into custody, and three suspects, around the police. >> thank you very much. nicole: snipers opened fire on dallas police killing at least five police officers and wounding success protest moved

of which were caught on camera. in baton rouge, louisiana two police officers responded to an anonymous caller threatened by someone with a gun outside a convenience store. you see police officers tackling and pinning down alton sterling before fatally shooting him. officials say sterling had a gun on him at the time but it is not clear in the video police were aware of that or he was reaching for it. the justice department launched a civil rights investigation into that shooting and also monitoring the investigation into the second shooting . it took pl. casteel was shot by police after being pulled over. his girlfriend and daughter were in the car with him at the time and his girlfriend recorded video on her cell phone on the entire incident including the aftermath showing him slumped

over and covered in blood. governor mark dayton said he didn't think this, >> the video that was taken, no one should be put in their car. and very different kind of response. i am heartbroken for minnesota. >> protests spring up across the country from dallas to new york city, los angeles, chicago, atlanta, seattle, and washington dc. president obama weighed in on the shooting and said this is an issue the entire country should

be concerned about. >> this is not just a black issue, not just a hispanic issue, this is an american issue. we should all care about it. all fair-minded people should be concerned. >> president obama is in meeting with european leaders and he has been briefed on the shootings in dallas and will be updated to get more information and awaiting possible remarks from the president on dallas in the next few minutes. >> we are monitoring that nato meeting and weill bring it live. you are looking at a picture of the president talking at the nato summit. >> specifically the situation in dallas, texas. my team has been keeping me updated throughout the morning or evening in dallas.

i spoke this morning with mayor rawlings of dallas to convey deepest condolences to the american people. the federal government will provide whatever assistance dallas may need the deals with this tremendous tragedy. we still don't know all the facts. what we do know is there has been a vicious, calculated and despicable attack on law enforcement. police are doing their jobs keeping people safe during peaceful protests. these police officers were targeted, 5 were killed. other officers and one civilian were wounded, and paying for

their recovery. i believe i speak for every single american when i say we are horrified by these events and stand united with the people and the police department in dallas. according to police there are multiple suspects, we will learn more about their twisted motivations but let's be clear. there is no possible justification for these attacks or any violence against law enforcement. the fbi is in touch with dallas police and anyone involved in these senseless murders will be held fully accountable. justice will be done. i will have more to say about this as the facts become more clear. as yesterday we spoke about our need to be concerned as all

americans about racial disparities in the criminal justice system. i also said yesterday, police have an extraordinarily difficult job. a vast majority of them do their job in outstanding fashion. i indicated the degree to which we need to be supportive of those officers who do their job each and every day protecting us and protecting our communities. today is a wrenching reminder of the sacrifices they make for us. when people are armed with powerful weapons. it makes attacks like these more deadly and more tragic and in the days ahead we will consider those realities as well.

today, our focus is on the victims and their families. they are heartbroken. the entire city of dallas is grieving. police across america, feels this loss to their core. i ask all americans to say a prayer for these offices and families, keep them, and as a nation let's express our profound gratitude to our men and women not just today but every day. with that i want to thank the presidents here for their work in warsaw. i worked with donald in his previous capacity of prime minister of poland and appreciated this chance, our meeting comes as everybody is aware at a critical moment for the european union both in the

in those cities. and had those not occurred. >> eddie's every single protest that will take place from today, and the cameras all around downtown dallas. how will they use those cameras to piece the horrific event together. >> just like they do every time, looking first of all about, the custody of those people or the camouflage bag, they start looking to see -- the individual

that committed suicide in the garage. it is a mosaic to patch it up on various cameras throughout the city. they get it done and that is what they are there for, professionals. nicole: how has social media changed everything? we are seeing these shootings as they happen. videos being shared on social media, police looking at social media to see when events are planned like this. >> social media is an important aspect of our lives in general, not just law-enforcement but looking at social media all the time. was not on the scene immediately with things like that. it is pumping out to the public.

joining us now, matthew brown, former police officer in the sadly area -- seattle-area involved in tactical training. >> what troubles me most is that it happened. what i mean is what we are seeing is a terrorist act that has a level of sophistication, the way it is portrayed, extremely complex, don't need a lot of planning in order to execute something like this, you just need a desire to do it. the same as san bernardino or miami they are seeing here. the us spent a tremendous amount of money training and special operations and act autonomously. that is what we are seeing on the threat side. this is worse than something with years and years of training behind it. this is individuals who believe the same way, who take military

principles, the word you are using this morning that we are seeing from this attack, snipers, ambush, explosives, all the things we attribute to the military side we are seeing played out because someone chose to do it. that is difficult to stop. nicole: they believe they have the right to do this or think it is okay to become snipers, put out bombs, we have five officers dead, 11 total that were attacked, we could have had 11 dead, it was coordinated within 48 hours whether it was over social media or a few people getting together saying let's do this. how do you stop this and prevent future anything? any event, any concert, any rally, any protest anywhere? >> absolutely. that is something we need -- he is speaking to how this is unacceptable to get every statement he makes, he uses the

word -- leaves the door open for people to justify what is going on. this is devastating and we don't do this, then he will say not everybody is the best cop on the street. that ambiguity cannot be present in what we are doing today. in our military strategy overseas and can't there. lauren: what is more concerning about the dallas attack, ambush, snipers and the like, domestic terrorism, it happened here at home. americans on americans. this isn't radical islamic terrorism right now. this is perhaps racism. >> it is one of those things as we go about our lives, we just

had 4 july, obviously there are divides in america. and people are willing to act upon those and very much depending -- is it their individual champion cause? is this an acceptable revolt? individuals coming together on short notice and exploiting an opportunity for their games? i don't know where we are. nicole: we are grieving for the families in dallas, such gratitude as president obama said for the men and women, use the term vicious, calculated, despicable attack, this was horrifying. now what are we going to hear about gun control? will this come into play? you said we will leave it for another day but what do you think? >> an interesting point. i don't know we spent time on

the gun control issue but what has happened over the last eight years, looking at numbers of people buying and purchasing weapons, i don't know how far down the road it seems to be regardless whether it is an elementary school, christmas gathering, law enforcement, open season on law enforcement, no one is willing to go down that road and the analysis standpoint. nicole: thank you for your time, really appreciate it. and just to get viewers up to speed. 11 offices attacked in dallas, 5 of them dead, happened at a rally. demonstrators protesting two police killings on black men earlier in the week. looking at global market action we have seen overnight, looking

as we know it and it has taken the entire actuation going on in the country to a different level. the thing that stands out more than anything is these individuals probably hijacked a peaceful protest that was going on last night because when you look at the type of weapons they brought to the situation and the fact they had body armor and this was a triangulated shooting clearly shows me as an investigator this was a well-planned attack, this was not something that happened spontaneously. >> you are saying this was going to happen, triggered by the two shootings by black men, by police officers. it would have happened at another rally. >> i'm just speculating but as any law enforcement officer will tell you, the way this shooting went down, and i'm sure you heard this, the last suspect

committed suicide but when you look at that it has all the trappings of a terrorist group. isis even more specifically because isis doesn't want to be taken into jail or whatever but this guy committed suicide and before he killed himself, there were bombs around the city and other people died. this was an attack that would have happened one way or another whether was part of this group or another. >> a calculated attack. could it have been put together in 48 hours on the heels of the depth of the two black men that were fatally shot. you mentioned isis, racism is an issue too. we heard that tossed around. how do you separate this? >> it will take some time. we have to address the issues with police officers, we are doing that in law enforcement

but at the same time some responsibility must fall on the african-american community to be more self respectful and respect others and respect the rule of law in this country. only then, with leadership, strong leadership can we come together and try to deal with these issues and find solutions. >> in 2012 in dallas, the ferguson modus, officer involved shooting investigated and closely monitored, the peak of 23, 2012, last year, 11, this year so far just one. dallas was doing a good job at training there police and how to handle situations like this. >> that is interesting because one of the first things i thought about is the city of dallas, there were these events taking place, protests taking place in a number of cities last

night, not just dallas but 14 other cities. as an investigator i am thinking why did these individuals select the city of dallas? that goes to what i was saying earlier, that this was planned anyway, they saw this as the opportunity in the city of dallas to jump on board and police officers starting to congregate at the end the protest and that is when they decided to shoot the police officers, killing 5, six fighting for their lives. warner: it is so tragic and you mentioned other cities including chicago, atlanta, dc just to name a few. going forward americans are concerned about the men and women in blue who are there to protect and serve and keep the community safe. now what? >> police are going to continue to do that. we need the support of the
