taking these kind of hits. sixty are dead and hundreds are injured lou dobbs is next. his special coverage on this. he will take you all the way till 9:00 p.m. lou: breaking news tonight at a france. at least 60 people have been killed after a truck plowed into a crowd of people celebrating bastille day. eyewitnesses tell the associated press at least one of them saw a truck driver dried the vehicle into the crowd at the promenade and then emerge shooting, killing many of those celebrating the national day. day. the driver was shot dead by police. the mayor tells residents to shelter at home. france of course has been on edge and actually under alert
7:01 pm
since a series of cord needed terrorist attacks in paris last november. 130 people killed in those attacks. the islamic state claims responsibility and as of right now the local government is saying it fears it was a terrorist attack but that hasn't been confirmed. again at least 60 people killed after a truck plowed into a crowd of people celebrating bastille day in nice, france. the national security council security council here at home said president obama has been apprised and his national security team will update him when appropriate. joining us tonight the former u.s. ambassador to united nation john bolton. also fox news contributor here in studio with me. deirdre bolton. thank you both for being with us.
7:02 pm
i want us or with you ambassador. i know that you were in paris this within last week. this attack is following a pattern that is on a day of celebration attacking innocent soft targets what you make of it. the french may not had had specific intelligence about this attack but i can tell you having been in paris just four days ago. the french military was on the streets all across paris. obviously with the european soccer final this weekend plus the bastille day plus a tour de france. they were out in force. it wonders if they were in nice as well. they didn't contemplate were planned for this. what i hear from friends in paris very late there now. they are quite worried that this may be only the first with people in the streets all over france even late at night
7:03 pm
celebrating bastille day. this is going to be bad and the question is whether isys strikes elsewhere also. lou: as the ambassador said it's 1:00 in the morning there. the six hour time difference. deirdre i know you've been checking you been checking on the casualty figures with local and national news services what are the latest numbers that you have? deirdre: these are from local news sources there they are arriving. i have as high as 73 people killed. 120 people injured and again those are coming through from local news sources local tv stations that also maintain twitter accounts. twitter accounts. but as the ambassador to said and you pointed out this is a day of celebration. the difference is july 4 often we are with friends or family
7:04 pm
may be go to a barbecue or you watch the fireworks but you're often at someone's home or you had people at your home. the difference for the 14th there there equivalent is there independence day is you go out especially young people. if we were there high-end restaurant, high-end hotels. this part is nearly all high-end restaurants. it's a very influent part. between monte carlo. deirdre: it is a tourist part. so we were there that's where we would be. that's where these people were. these numbers and as we point out these are numbers that are reported by local news agencies.
7:05 pm
but sky news reporting 60. as many as 73 people are killed and of course local news media basing those reports on french police. this looks horrible. we are getting all sorts of video in. it is very difficult, much of it to look at. it is gruesome in the extreme. that in and of itself ambassador says much about the prospects that this is the work of the islamic state. >> i think all signs point in that direction. figure out which is a national newspaper is citing 73. this is another answer to those who say when we look at
7:06 pm
terrorism in this country it is the result of an adequate gun control. the terrorists are going to use whatever device is going to create the maximum panic in casualties whether it is suicide vest or firearms or in this case a truck. the driver when the truck finally came to a halt jumped out and fired a weapon as well. it shows that they are going to do whatever it takes and focus on the particular weapon of choice. it's the terrorist ideology that leads them to do that. deirdre: the president is in the emergency meeting. they were just about to left the emergency statute that have been put in place as those november 13 attacks and many people wasn't france declared war in minutes of that attack. and they said civil liberties
7:07 pm
are suspended. we are to come to your house at any time for any reason with or without a warrant. you will open the door or we will come in. lou: the emergency was supposed to expire on the 26th. no longer the case. it seems, i would like you both to respond to this. in france or the united of the united states that government has a hard time as it struggles with the reality of the force of the islamic state and those who mean to destroy our nations into kill our people. it goes on and it seems with some cycle and evan a flow into vulnerability and soft targets the end up devastated as on a night like this in nice, france. >> the tragedy that we see here has been replicated
7:08 pm
sometimes they have to wonder why public officials can't keep this thought in this mind over the same time. it has their reluctance to acknowledge we are facing a global threat by people who are motivated by the ideology that despise our civilization. it's very inconvenient to knowledge that this toll of completely innocent civilians being killed i don't know what else it will take to get the public debate in this country in particular but to have this off and to look at the continued existence of isys and the so-called caliphate in syria and iraq. it allows them to continue to deploy terrorist like this. lou: the slow walk whether it be the french or whether it be the americans or nato it has
7:09 pm
been a slow walk of a response to our terrorist threat and i think many now believe unconscionably so. deirdre: i am following a few different local sources but the ambassador just said the profile of the terrorist is that a lot of the jihadists th syria have in fact, from nice, france into surrounding region. i'm not trying to connect this fact at this moment but it is just a reminder that among the fighters about 20% are from france. i'm just sorting out. lou: the french colony throughout the region particularly in north africa these are the seeds of destruction.
7:10 pm
into the french had yet to come to terms with it and certainly so have we. we will continue our coverage. i want to say in q2 ambassador john bolton. we will continue in just one moment. please stay with us. at this moment at least 73 people killed after a truck drove into a crowd of people celebrating bastille day in nice, france. stay with us for the latest developments on this tragedy said to say once again a tragedy at the hands of radical islamic terrorists this time in the south of france. we continue in just one moment. much to cover. we will be right back. stay with us. gary, gary, gary... i am proud of you, my man. making simple, smart cash back choices... with quicksilver from capital one.

7:14 pm
lou: tonight we were going to be telling you about the latest developments in the campaigns of hillary clinton and donald trump and the news of the political news of the day. events have overtaken us. we are following breaking news out of france. french president heading to the crisis center this after a semi- trailer rammed into a
7:15 pm
crowd celebrating bastille day day. it is being described as a clear attack the driver of the vehicle has not been identified he was shot dead upon his exit from the tractor of that semi. he fired that weapon after mowing down celebrants of the bastille day and nice. residents of the city close to the italian border are being advised to remain at home. the attacks reverberating here at home. we just returned he has sent out a tweet sameness, in light of the horrible attack i proposed tomorrow's a news conference concerning my vice presidential announcement. delaying the announcement.
7:16 pm
joining us now the chief policy advisor and sam i am sure that is in no way a surprise to you and it is entirely appropriate. when control fronted by another. we've not confirmed that. a local official saying it is precisely that. we are also learning that the national or at least one national news outlet in that semi truck were found weapons and explosives and hand grenades . this is a tough evening to have this conversation but bicycle islamic terror is worsening as donald trump said earlier today it is not improving in the slightest. we have to come to our senses as a nation and respond accordingly he has made it very clear that he wants to
7:17 pm
lead that effort. your thoughts tonight in the midst of so many missing details from what we can put together about the attack. we know at least 73 people have been killed 120 are injured. we expect that death toll to go higher. >> i think it gives us all heavy hearts and our prayers go out to the people of france and particularly in nice tonight. it's a difficult evening for everyone we see another manifestation of radical islam taking the form of terror. we discussed it often in these exchanges. i think what we have to do in america we have to sober up to the whole issue and realize this is going on in nations that are our allies. we have great exchanges with and support.
7:18 pm
we need to be able to provide whatever assistance we can in intelligence and otherwise. it has become a two-way street because information sharing and intelligence sharing is an aspect of this. we have to make sure we had notions about who is doing what, where and at the same time protect the civil liberties that all of us treasure and value among almost everything else. this is one of the great challenges is balancing the notion of how we make sure that we secure the nation and at the same time let everyone enjoy the liberties that are so much a part of our lives. lou: the french are obviously conflicted with the burden of so many immigrants from northern africa. they are from syria as well. this has to be extraordinarily
7:19 pm
frustrating and devastating to the people of france but to try to make sense of these moments in these events that are hitting the french so hard and devastatingly in terms of creating a policy that makes sense. and yet here one of the previous places in france. the victims are there. the important point is the word war. >> radical islam is at war with the western world and we have not really acknowledged that. we have not accepted that. i do think it saddens me to say but we have to change our psyche and our mentality it will affect our culture and how we operate it will affect how we deal with each other
7:20 pm
and our lives. but these are things that become a reality because if you do not do that you will continue to see the slaughter take place not only in france but all over the world in because we have to recognize the fact that we are at war with a radical ideology that wants to see the termination of our values and our way of life at all costs. they are willing to sacrifice and we have not quite made the transition i don't think. lou: we have not made the transition. we still have a white house that is not prosecuting the war that it promised. he assured the american people that he would. to degrade and ultimately destroy the islamic state. that promise has now passed over the course of two years without significant result to say the very least. it is time for a change of
7:21 pm
direction certainly and we will see at the situation room the members of the national security council there tonight will reprise the president as all of us learned a far more about the tragedy in nice, france. it is terrible that we would have to talk on a night like this but i appreciate you taking the time to be with us. >> i appreciate it. i will always be here to support you in the wonderful work that you do. lou: up next we are following breaking news out of france. the national paper reporting guns, grenades found inside that truck that drove over the crowd killing at least 73 people wounding more than 100. stay with us we will have the

lou: reporting out on the breaking news out of nice, france where the driver of a semi- tractor trailer truck carried out at attack he mowed people down along the coastal city between ken and marco. a french newspaper reporting guns and grenades found inside the truck eyewitness accounts seen the driver stopping. it was stopped and fired upon by police. they stepped from the tractor and opened up. he was tracked down by police.
7:27 pm
more than 100 wounded. seventy-three confirmed dead. the republican strategist and talkshow host from philadelphia thank you both for being with us. mercedes, we are right now europe and the united states indeed most of the world trying to come to terms with an enemy that we had been fighting for 15 years into this effect. hundreds injured as many as 73p killed. your thoughts about the public policy things we will face. and the choices we must make. >> what we are seeing is that isis and terrorist organizations is a complex global web that we are seen spread out throughout the
7:28 pm
whole world and i think what is so unfortunate is the fact that there is little that we can do to a certain extent and when you look at europe in particular you are talking about with the open borders policy with the idea that they have not been able to control who is coming in and out of their country the fact that thousands lou: when you say we cannot control and you say you have to different eat a bit. -- differentiate a bit. they are making a claim to not control the borders. >> that is why i think you are seen with donald trump and his policy on emmett gratian about building the raw and thinking that you limit the number of syrian refugees coming in they are all very reasonable in the sense that for donald trump
7:29 pm
and for america is the fact that we need to ensure and understand who is coming to our country how do you stop the flow of illegal immigration and that's why that issue has been a hot issue in this election and why when you look at france for instance where they had been unable to control their border and you have seen hundreds of fighters and jihadist coming back it is complicated. lou: you talk with folks all the time everyday and what is the sense that you get that they are talking about the very issues homeland security department that is dismissive of the threat of the securing borders but at the same time insist upon grandmothers taking their shoes off at airports. we are dealing with so many
7:30 pm
conflicts and contradictions in public policy and the way they had secured ourselves or we had decided at least act that way. they are facing the same conundrum. >> i think you are just making that point. it is relatively simple. they are not controlling their borders. we will not control them. donald trump has gone tremendous leverage because he has said not only can we control this we need a positive not even selectively but pausing until we can figure this out which i believe i don't think we are going to be able to vet them. and waiting to see how one before the president and other democrats will start talking about truck control. this is the genius if you well. they are telling people it doesn't have to be grandiose he'll had to deal with 911.
7:31 pm
7:32 pm
hemorrhage blood as well as treasure. mercedes, your thoughts as we are looking at new video out of nice, france. we'll be going live there to take a look at what is happening with what is now an investigation of what is assuredly a terrorist attack. >> what you talked about, about the resources, one of the top national security advisors in europe basically said if we see one or two more these terrorist attacks, we'll in the brink of a civil war. we are in a war against isis and the terrorist organization. they are overstretched, trying to hands many of these terrorist plots that could be out there in europe. they are so far behind. and it has to be so concerning
7:33 pm
for those in europe for even the tourists going into these nations because of the fact there is no control. lou: don, you get the last word here. >> i thought they had firmed up on this and called to root out the people who are homegrown or coming into their country, and i think we'll see that. lou: thank you, we are coming back with much more. you can fly across welcome town in minutes16, or across the globe in under an hour. whole communities are living on mars and solar satellites provide earth with unlimited clean power. in less than a century, boeing took the world from seaplanes
7:34 pm
7:37 pm
lou: donald trump reacting moments ago to the tragedy in nice. we have yet to hear a statement from hillary clinton. as for the white house. the national security council is monitoring events in nice and will apprise the president as necessary. here is donald trump as he spoke with gretta van susteren moments ago. >> here we go again. we are living in a whole different world. there is no respect for law and order. there is no we expect for anything or anybody. this has to be dealt with harshly. when i come out with my non-politically correct statements that a lot of people love, and other people think are so terrible. then you have attacks like this.
7:38 pm
lou: donald trump's first reaction when we learned of the attacks in nice *. i want to go to deirdre bolton. it's' hard to get facts out of there. for a recap of what we know, then we'll go to our next guest who will take up the political impact of this. then bring you the most recent video. deirdre: 73 people have been confirmed dead. the death toll is expected to rise. this is according to local media. estimates going toward 100. 120 people injured. president hollande is in an emergency meeting with the interior ministry. multiple guns and grenades were found in the truck that rammed into this crowd in nice. he big seaside city in france
7:39 pm
has this kind of promenade. people go and gather. this is their 4th of july. and a night to be out at a restaurant cafe with your friends. and unfortunately provided a very soft target for a driver who according to a few eyewitnesses, and i'm quoting local media, has been reported to be seen zigzagging with the description of an intent to kill, and backing up and doing it again. lou: with considerable effect unfortunately amidst tragedy taking place there. deirdre will be keeping up to date throughout the hour. political reporter for "the daily caller," and randy evans, former senior advisor for the
7:40 pm
newt gingrich presidential campaign in 2012. i appreciate you being with us on this night immense tragedy and death and injury in nice, france. randy, so much media attention being focused on the upcoming convention. so much on what is becoming quote-unquote the trump platform. many people thought we wouldn't see this. but is this platform in your view taking a far more aggressive approach to dealing with radical islamist terrorism against the backdrop of what we are seeing take place both here in the youth most recently in orlando, now with these event in nice, france? >> lou, it is. the platform is reflective of the strong conviction of donald
7:41 pm
trump that we have got to do something. we can't face tragedies like this by retreating to a golf course or refusing to lock arms with our allies and colleagues across europe. the platform takes a tough approach in protecting americans. you can hear that in the passion of donald trump's voice when he talked to gretta. lou: talking about his comment, referring -- and you can tell some would call his remarks politically incorrect. when he is trying to advance what he thinks i the best response to the threat represented by radical islam, specifically the islamic state. your thoughts tonight. >> absolutely. and if you think about it for a moment, one of the things that
7:42 pm
is particularly disturbing is that we are seeing particularly with this administration, the refugee resettlements coming into the use the, whether it's in vermont, and we are seeing a case in idaho where there is criminality going on over there. and we already saw over in europe where a number of refugees are causing problems over in germany, over in france, and now people are hoping that donald trump could perhaps deal with this issue if he goes to the white house. lou: the political choices that have been made by our current president not to name the enemy, radical islam, to take a soft approach, if you will in responding. even though his language was harsh. he said he would degrade and destroy the islamic state. he's done nothing of the kind.
7:43 pm
he has in point of fact turned his back on that promise and has done it seems -- and this may be unfair, but it appears has done as little as possible to carry out that promise. >> when you pursue a strategy of leading from behind, people get killed. these are real bullet. these are real bombs. when you are hidden behind the safety of secret service on a private golf course having fun, and tear rights are hitting targets, killing up sent civilians. this is not a tell vague war. this is not a reality series, this is not something that will go away when you turn the television off. these are hard to bear in san bernardino, orlando, fort hood. it's bringing delegates together in cleveland.
7:44 pm
hough we have had no statement from the white house. let me double-check with our producers. we have had no statement any kind from hillary clinton. donald trump reacted, talking with gretta van susteren as we reported to you on his reaction to the attacks, making the decision to postpone his announcement of his vice president. this he indication it is governor mike pence of indiana. but that was to be announced at 11:00 top morning at trump campaign headquarters in new york. he decided to delay that. give us your sense of the politics of this, and the impact. >> you know, lou, the thing with donald trump is that he is looked at as the law and order candidate. hillary clinton will simply be looked at a continuity of the current administration whether it has to do with law
7:45 pm
enforcement that they don't feel like they are being supported by the obama administration in continuity with hillary clinton, unfortunately law enforcement doesn't feel like they have anybody on their side, whether it has to do with radical islam or any type of support with criminality. with donald trump people feel like there will be somebody out there who will protect them and that will be a plus for him. lou: thank you both for being with us. we appreciate it. we'll be right back. we are following developments out of nice, france, a local government official saying the truck that hit the crowd was going at full speed. it jumped the curb and it was being driven in a zigzag fashion to pur people as possible, and at last out, 73 people, at least 73 dead
7:46 pm
and more than 100 injured in the incident. arms, weapons, grenades all found in the truck. we'll have the latest for you when we come right back. a government official selling fox news, homeland security secretary jeh johnson being briefed on this attack. the president informed but the national security council monitoring the situation. fox news chief intelligence correspondent catherine herridge will have new details on what has happened and the response of the french government. you do all this research on a perfect car,

for a free quote today. liberty stands with you™. liberty mutual insurance. lou: we are following breaking news out of nice, * france. an attack killed at least 73 people and injured a hundred. catherine herridge is working her sources tonight. reporter: i spoke with a u.s. government official who is briefed on the intelligence who confirmed the homeland security secretary jeh johnson has been briefed on the attack in nice.
7:51 pm
they were working with terrorism as the starting point and based on the evidence working back to eliminate that idea. all the signs early or point to a terrorist act. in the last few minutes the french assigned their anti-terrorist task force to investigate. that's further confirmation of what is obvious to people at home tonight. the individual said there had been nothing in today's intelligence briefing or in recent days about the use of a truck laden with explosives or simply used as a killing machine to mow down civilians. the individual said to me what happened in nice was surprising. that's code basically for saying the government was blindsided by this attack in nice. lou: unfortunately that is usually the case. it's difficult to anticipate what is going on with the highly
7:52 pm
decentralized enemy like the islamic state or any insurgency, counterinsurgency like this. catherine, thank you for keeping us up to date. joining us now, carl higbie, a former navy seal and a spokesman for the great america pac and trump supporter. carl, this is a tough evening for the french and all of us to watch again. another attack against a soft target. not even barricades up to prevent vehicles from crossing into the promenade and hitting the people in nice, one of the largest tourist attractions in europe. >> how many times do we have to learn this lesson. guns are band in france. he used a truck. you can't stop this.
7:53 pm
what do you do when these things happen? you establish borders, a perimeter. you increase the number of assault rifles and weapons to protect the people. hillary clinton wants to take away our guns and break down our borders and let islam run free and clear. lou: we still have borders that are wide open. we still only inspect about 5% of the cargo that come into our ports. we are a nation that now is in the grip of such a conflict of -- between political correctness and frankly a healthy regard for our own survival. and as you are saying, donald trump is trying to bridge that and is trying to resolve it. >> he's trying to do it rationally. he has done a good job, especially recently. these continue to happen. a couple people change the
7:54 pm
facebook profile to the french flag then we go back to the way things were. people just don't care after a couple weeks. we as americans and as a world need to take this threat seriously. lou: we have video coming in. this video is of the truck hitting those people. it is -- be prepared. it's tough to watch. it's not gruesome. it 7 at some distance. there you see the truck entering the promenade and work its way through that crowd. it's incredible. >> this is a tactic that has been briefed. since i was in the military we knew this something they did. sometimes there were vehicle-borne explosives inside the vehicles. can you imagine the devastation beyond what they just had if the truck was packed with explosives?
7:55 pm
lou: france has some of the toughest gun laws in the world. in the semi, there were weapons and explosives. grenades. those who mean us harm are going to find ways to kill us. and until we respond and to do so, the great conflict is how to do so. and we heard a lot of talk about "the long war" made popular by general david petraeus. we have carried on with thousands of lives lost. trillions of dollars spent, and we are frankly no further than we were at the outset of this conflict between radical islamists and western civilization. >> not to put those lives that we lost in iraq and afghanistan lightly. but if we just quit after d-day we lost as many troops in d-day
7:56 pm
as we did in the war in iraq and afghanistan. this could be a 100-year war. we are fighting an ideology, not a uniformed army. lou: sometimes there is no substitute for victory. when we put our troops in harm's way, that means win. >> kill or be killed. lou: we are following breaking news out of nice. police investigating whether it was an attack by the islamic state. up next for under and president of the islamic forum for democracy joins me. we'll be right back.
