the number dead confirmed is 73. we expect the number to go higher on the advice of lower media quoting police sources. we also know more than 100 people have been injured in this attack in which a tractor-trailer drove across the promenade in the coastal tourist city -- one of the greatest attractions of france, southern france, and just mowed down dozens upon dozens of people. that's the truck driving into the crowd on the promenade. no barriers to impede its travel into the promenade. no thought that anything like this would happen, and of course it is precisely the soft target that radical islamists, the islamic state seek, and they

where they spend an evening creating terror. ambassador bolton, we are learning more, we are learning that there is very little doubt that this was an attack, intentional. there was nothing by the that wasn't planned. what are your thoughts tonight about where it lead france, europe and the united states. >> i think now this should be clear to governments all over europe and the united states that this series of attacks now in just a relatively few weeks. you can go back to "charlie hebdo" in paris or a year ago. but you think of the pace as ramadan came to a conclusion in bangladesh and istanbul and the earlier attacks at brussels airport, and now nice, not to mention san bernardino, orlando and our long list.

it would be nice to have a national leader say that we have to treat this for what it is, and we should have a up it of nato heads of state and figure out what our strategy is going to be. this isn't going to be done by law enforcement. somebody needs to take the lead or we'll see this repeated. it is the death toll that ought to cause people to say, i'm willing to relook at my view of the world in light of reality. lou: it' interesting the statement from president obama from the white house. he said we'll provide any help to the french to bring those responsible for these attacks to justice. i don't want to equitable legalistically about the terminology. but justice isn't what's required here. it's a military response to an enemy of civilized people, is it not? >> when you are in a war paradigm justice consists of

defeating the enemy and eradicating their capability. it doesn't mean reading them their miranda right and giving them a criminal justice system trial. i don't think the president can across many what's happening here. once it begins to break through, the consequences in terms of what the responses should be is clear. it goes back to how you deal with isis, in syria and iraq and elsewhere in libya, somali and yemen. even if we were to prevail tomorrow in syria and iraq, isis would continue to do this. there is a real need to get serious here. whether the president understands that or not, we'll have to see. lou: there is a short ramp in which that kind of -- well, evolution in thinking can take place, given the time he has left in office.
