it moves up the east coast. we're going to take you live to one of the hardest-hit areas melissa: back to the markets. disappointing jobs report boosts stocks of the dow ending the day in positive territory. up more than 70 points, snapping a two-week losing streak. oil climbing as well. phil flynn of price futures group is a fox business contributor. he is watching all the action from the cme. lori rothman on the floor of the new york stock exchange. lori, stocks had been a lot higher today. why did they lose steam here at the end? reporter: you know, something, melissa, it was a lot of action for a slow day of trading. one trader told me this is one of the longest trading days. hopes the last day of his life as long as this trading session was. classic bad news is good by way of markets. the odds of september rate hike is even less because the jobs report was not so hot. only 150,000 new jobs created. i want to draw your attention to

the biotech names on your screen. this is politics meeting business. presidential candidate hillary clinton releasing prescription drug plan. she wants an oversight panel to protect consumers. alternative to import treatments. we looked at the nasdaq biotech index, it is down 5% since thursday. that is when hillary clinton criticized of course mylan for jacking up the price of the epipen. it is biggest biotech story of the week. you can see biotechs in reaction to the proposal by clinton are down considerably and one of the weak of the groups on the street today. markets today with the gains will be up half a percent on the week. that is turn around from last week when the dow and s&p were each down on the week. dow winners and losers, intel, walmart were up. caterpillar and nike were losers. guess what, united delivers the best on-time summer performance in company history. got to love that.

cf industries and h&r block, diamond offshore down on the s&p on the week. guys, back to you. connell: lori, thank you very vy much. phil flynn oil, climbing 7%, but this is the work week since july, what do you think will happen in september? >> i think we could rebound pretty strongly. we've got to get through the shoulder season, dave. there is a lot of supply, dave, we know that in the short term but if you look at longer term global demand will be at a record high. we'll see non-opec production fall. we have the russian president saying now is the time for the globe to freeze-out put. russian president vladmir putin basically put his weight behind a production freeze. that means big things. he also sent a message to saudi arabia. the saudi arabian prince, prince salman who killed the last deal at the last minute, he said about prince salman, he is a good man and he will follow through on his agreements.

so in other words, he believes that if we get a deal with saudi arabia, the deal is going to happen. that is a strong sign we'll see a freeze in production next month. connell: lord knows when the last time that they did follow through on their agreements but that's what they say for now. phil flynn, have a great weekend. thank you, my friend. melissa. melissa: the labor department releasing the monthly jobs report earlier today, announcing increase of 151,000 jobs for the month of august with the unemployment rate at 4.9%, missing expectations there on both ends. here now are kevin kelly recon capital partners. we have john lonski chief economist at moody's. thanks to all of you for joining us. paul, let me start with you. at what point do you think the market stops rallying on bad news or essentially bad news, maybe tepid news on the idea that the fed isn't going to raise rates? >> i think that party is going . if you look at the jobs number

today it was clearly disappointing relative to expectation. what that is doing creating further uncertainty in the market relative to other things, upcoming election, "brexit" and whole bunch of other factors. so pretty soon. melissa: john, what did you make of this report? it fell short. we looked at number of people that dropped out of the workforce not even trying any longer. that number is staggering. what do you make of it? >> the most important aspect is the fact we created only 126,000 new jobs in the private sector. i don't think these recent gains in government employment are going to last. it could be that looking ahead, jobs growth goes down to range of 100,000 to 125,000 jobs. unemployment rate quits falling and consumer spending slows as a result. melissa: kevin i think back to the days we took growth of 3 and 4% for granted. now seems like that couldn't possibly ever happen again in our lifetime.

what would we have to do to create that? >> well we know the fed is limited in tools to stoke growth in the economy. we're seeing that come out with a lot of their speeches themselves. it is not just a fed problem. it's a global growth problem and the central banks around the world are talking about that. the real issue we have what could the fed do next time should they need to deploy some of monetary policies to stimulate growth? right now we're not seeing them stoke it above the 3% that you talked about. that's why people are worried about negative interest rates or other monetary tools that they may need to do to stoke growth. melissa: paul, is that the fed's job to stoke growth? >> not necessarily. if you look at jobs report, biggest takeaway for people that watch the show is confidence. the jobs report today sent mixed

signals and it is eroding confidence in the underlying economy. that is one of the things that the fed is struggling with looking to raise rates, sort of lack of confidence in the underlying economy and that it has got legs. melissa: john, to do you agree with that? why would you have confidence in the underlying economy right now? >> precisely, where is the impetus? where is the lift of spending going to come from? we have quite a sluggish pace of business sales and businesses cut back on capital spending in response to flat revenues and we could be beginning to see, the early signs of a curving of high read activity in response to sluggish sales. and of course if we don't have hiring activity, consumer spending, which is one of the principal supports of u.s. and global economic activity will slow down noticeably. melissa: gentlemen, thank you. david? connell: samsung saying they have halted sales of their galaxy note 7, in addition to recalling nearly 2.5 million phones after they received reports from customers about

melissa: the fbi releasing heavily redacted documents about their investigation of hillary clinton's email server. our own blake burman is live in d.c. with latest on this one. break this down, blake. reporter: there is a lot, melissa. acknowledging in the state department email practices of hillary clinton one of the servers she had been using was compromised. the report states, and i'm quoting, forensic analysis noted on 25th, were observed access a user email account on the pagliano server believed to be belonging to president clinton's staffer whose name is

redacted. it goes on to say that the fbi investigation to date was unable to identify the actor or actors responsible for the log-in or how that person's log-in credential were compromised. that doesn't explicitly state that hillary clinton's own email account was compromised but there are still many outstanding issues involving that possibility. for example, the report also says, quoting here, the fbi does not have in its possession any of clinton's 13 mobile devices which potentially were used to send emails involving clinton clintonemail.com addresses. goes on to say as a result, the fbi could not make a determination any devices were subject to compromise. similarly the fbi does not have in posession two of the five independent pad devices. it goes on to say potentially that were used by clinton to send and receive emails during her tenure. the fbi forsenically examined

two ipads retained but found no evidence of cyber intrusion. many of those devices are somewhere. in addition to all of that the report races concerns, medical list, how seriously clinton and many of her high level staffers treated classified material. for example, fbi said that clinton asked questions, agents speaking with her in july, they showed her a document, the letter c in parentheses in that document was referenced to being classified information? clinton had to ask them if that was indeed the case? the secretary of state asking those investigators. melissa? melissa: so much for one device for convenience sake, blake. >> 13, yeah. connell: how many times have we said hmmm with this story? hmmm. melissa: yeah. connell: here is kristin anderson "washington examiner" columnist, joe trippi, former howard dean campaign manager and fox news contributor.

joe, i got to tell you when i heard about the 13 handheld devices five ipads i thought of something that hillary said not too long ago. let's play the tape. >> it would have been better for me to use two separate phones and two email accounts. i thought using one device would be simpler. connell: you know there are political implications as well as legal implications. when you hear that tape and you see the fbi report that she had 13 handhelds, that's got to hurt her politically, no? >> well, no, david because if you read the report. connell: no? >> no, david, did you ask a question? do you want my to answer it? connell: i just couldn't believe your answer. go ahead. >> if you read the report, it is clear that she had 13 different phones as one would break. she would hand it off. they would get her a new one. this is over years of her being secretary of state. it is not like she was carrying 13 devices at one time and using them. that is not what happened. connell: but, kristen again, there are so many conflicts,

appearance of problems has gotten to the point where there are political implications. i don't believe that her slippage in the polls is just because donald trump is that good. i have to believe that some of her slippage is because she has received a lot of bad publicity. these things are adding up. >> this feels a lot like that, saying that the cover-up is worse than the crime. a lot of things that have come out from some of these emails, the stuff that has been alleged as pay for play. a lot of this stuff is typical washington at work. now voters don't like typical washington. they want something different. but the problem here, that all of these emails were withheld. this is yoga routines, wedding family planning, when this drips, drips out it gives appearance there is something not right. in recent polls, abc has been tracking hillary clinton's favorables for a long time. her unfavorable rating hit its

highest mark in the recent poll after the democratic convention that tried hard to repair that she is couple points ahead of donald trump. i would rather be her than him at this point in the race. not helpful main headlines we're seeing their name. connell: joe, see seemed to be very successful pushing was the notion, if you vote for donald trump you're voting for danger. this guy is dangerous guy. you don't know what he will do. will have his finger on the button as president, we don't want that to happen. some people say because of her behavior with her emails, dealing with classified documents in very reckless fashion, in fact paul ryan talked about this saying these documents demonstrate hillary clinton reckless and downright dangerous handling of classified information as tenure of secretary of state. a lot of voters are saying who is more reckless, donald trump or her? >> look, there is no question that this hurts her and has hurt her. it will be issue that is driven,

trump and the gop and her detractors push all the way through november. she is paying, clearly paying a price for it on honesty and trustworthiness. and at same time, donald trump's, again, on that same measure is slightly worse than her. so, i'm not saying that this isn't going to continue. of course it is. connell: yeah. >> and they could have handled a lot of these things differently and better. she has said that the whole thing was mistake. and done that. but in the end, look, i think what is happening is, that the convention bounce that he got one, she got one, that bounce is drifting back to where it should be. this is going to be a close race. but i don't see donald trump catching her. i just don't. connell: probably will all depends what happens in those debates. kristen and joe, thank you very much. have a great weekend. >> you too. melissa: giving some applicants an extra look. why georgetown university is offering preferential admissions status to one group of students.

showing a four-way national race, hillary clinton and donald trump now tied at 39%. this is similar to what we found in a "fox news poll" but trump not doing as well with the african-american voters. he is trying to change that with more outreach events this weekend. fox news's peter doocy is standing by in detroit with a preview. peter? reporter: when donald trump says that he thinks that some parts of inner-cities resemble war zones, this is the kind of neighborhood he is talking about. you see a lot of stuff boarded up, a lot of lots overgrown now. this is where he is coming tomorrow for a meeting at the world faith ministries. he will also go for a tour of a really bad part of detroit where ben carson actually grew up. we have a sense now what he is going to say tomorrow, what his pitch is, because "the new york times" got their hands on some of the briefing materials that trump's staff has been trying to get him to memorize. there is a line in there where trump is set to say, tomorrow, coming into a community is

isis alone is expanded in the last two years from nine countries and about 12 affiliates to 209 countries and -- 20 countries and 30 affiliates. there is five to six times more deaths each year than the year before. due to radical islam. you add this nuclear deal that the united states negotiated with iran. as that unfolded and people began to understand it, you know, melissa, the purpose of the deal was to prevent iran from actually having a nuclear weapon. the deal permits iran to have a nuclear weapon after 15 years. how ironic is that? clearly with the $150 billion of money to spend on their aggression between now and that nuclear weapon, the american people have got it right, we're more unsecure and we're less safe. melissa: they also thought, 80% of americans say it is likely we'll see another terrorist attack soon.

untofortunately, do you agree wh that? >> i think american people have heightened awareness about it. certainly testimony to that was these incidents we've seen at airports which fortunately turned out to be false. they thought something was happening. that is a good thing, when they saw something they reported it, but the other thing about the american people, even though they believe that, that something may happen it is really not stopping them from executing the things they want to in their lives. they're out in the shopping malls, traveling. they do what they should be. they know intuitively so remote that the terrorist attack would reach them on a personal level. so they're going about their lives even though there is heightened awareness. melissa: what in your opinion could we do in your opinion to diminish that threat and turn this around? >> number one? strategy to deal with radical islam, define, explain it, understand it.

put together a global alliance to deal with it, much like communism post-world war ii. it was major threat. we got together with countries in the world. put our resources together, pooled our ideas and contained it initially and eventually defeated it. the world is begging for u.s. leadership to do exactly what i'm describing. melissa: general jack keane, thanks so much for joining us. we appreciate your insight. >> good talking to you, melissa. david: minorities are being shot and killed. i have to ask you about the nba rules versus nfl rules. in the nba, as a player, you are required to stand for the national anthem. >> right. david: in the nfl you are obviously not required. do you think that rule should be changed? >> oh i don't care. it ismatch of that is guarantee. he losing nothing other than endorsements which he wasn't getting because he is mediocre quarterback. david: through all the race problems through this country, beginning with slavery going through all the rest, we now have a black president. as i mentioned we have a black attorney general. a black quarterback, guaranteed of $61 million. probably get loot more than that.

we're seeing the storm hanging out here likely for four to five days. because of that our tropical storm warnings have now been extended to the north and tropical storm watches issue. tropical storm watches nor new jersey, new york city, long island an parts of coastal connecticut. we'll have a long duration storm. is it a hurricane or hybrid storm? we can't say that yet but it doesn't matter. wind up to 70, 75 miles an hour range by sunday into monday. the storm that parks itself right here off the coast for a number of days. because of that, we're going to have a prolonged time where you have winds pushing water towards the coast, towards the shores, and here in long island sound, we'll dealing with a storm surge maybe like seven to eight feet. same goes across parts of jersey shore. melissa, think of all the people at shore, wanted to be. think about repaired shores across new jersey.
