point as well. it's bean busy day for trump who earlier in the day was in new york where he outlined his plan to create 25 million jobs and create 4% economic growth. trump supporter congressman marsha blackburn will join me here in moments. also among my guests to assess the trump tax plan, trump's aspirations for our economy and brand now prosperity for all americans my special guest wilbur ross. and today marking the return of hillary clinton to the campaign trail. her return did not go particularly well. the democratic nominee speaking to supporters in north carolina where she tried to dispel concerns about her health. >> as you may know, i recently had a cough that turned out to be pneumonia. i tried to power through it. but even i had to admit that

maybe a few days of rest would do me good. >> well, do you think voters will buy that? do you buy that? our favorite politico is taking up the question. they join me later in the broadcast. our top story, donald trump today laying out his economic policy with considerable detail calling for a splash of tax rates, regulations to boost economic growth flashed as well. the republican nominee bashing the president's policy of globalism that he says has destroyed american jobs and wealth while enriching other nations. trump tout the benefits to our workers and american families of his new policy of americanism and america first. trump tore into ford and the carmaker's recent decision to move all of its small car production to mexico. once again delivering this stark assessment first made in flint,

michigan last night. >> but to think that ford is moving its small car division is a disgrace, disgraceful. it's disgraceful our politicians are allowing them to get away with it. it used to be cars were made in flint and you couldn't drink the water in mexico. now cars are made in mexico, and you can't drink the water in flint. >> our first guest tonight praising trump's pro american trade policy, she was on stage with trump this week as he unveiled his new child care and elder care plan. joining us tonight, congressman marsha blackburn of tennessee. she's the vice chair of the house energy and commerce committee. great to have you with us. let me start with 4% growth, 25 million new jobs. i mean this is music to all our ears and particularly our middle

class and working families. how achievable do you think it is? >> i think it's very achievable. you know, lou, we talked before there's that old equation, less regulation plus lesls litigatio equals more job creation. that's what donald trump rolled out in that speech today. people were excited to hear it. they were excited to find out about tax rates and know what he's going to do with the individual income tax rate, touched on cap gains, elimination of death tax. i think those are all positive steps. >> all of that is well and good and most people want to hear that and have a rationale for it. putting some specificity around 25 million jobs, 4% growth rate rather than being asked as our current leaders have to accept a so-called new normal. there's nothing normal about what we're doing. this is a period of anomaly in

american economic history and donald trump has been the only candidate talking about that reality and talking about the potential represented by so many of our unemployed, millions upon millions of them and the potential of this economy to once again be achieving 4% growth. but it can't to be done without following his policy that he articulated first and now brings forward which is america first and talking about fair trade deals. >> that's very true. and making certain that the trade deals are going to be pro america. making certain that the child care policies are pro family. making certain that economic policies are pro workers. those are all things that are going to make a big difference. and i got to tell you too, i think one of the things that's going to make a difference which a president donald trump is the american people are going to go back and grab that can do

attitude that has made this country great. they will believe that they and their employers are going to be able to do this. new start businesses are going to believe that there's going to be somebody to help them fight back against bureaucrats so that they can see those dreams come true and build those companies. >> and at one time, congresswoman, you and i would have been talking about the bureaucrats but now the american workers is fighting against so many people and american families. >> that's right. >> it's bureaucrats, it's politicians, it's the left, it's the liberals, it's media, it's foreign competition being welcomed into this country. and you ask which of our jobs would you like to take back, how much wealth would you like to result with trade deals with this country. and donald trump a fresh and powerful voice for the first time looking to move towards the white house and the oval office saying enough. we're going to put americans and america first.

and the question arises, it's a question we can't entertain with any specificity tonight it's too long of a question built how in the world did we get to the point according to one report the third most depressed nation in the world instead of the most optimistic and a guiding light? how did we get to be a country that was transforming its wealth rather than creating it. it's amazing that this is a situation all americans must confront as we move towards election day. >> that's right. and, you know, liberals do this incrementally. they chink away a little bit at a time at our freedoms. they take a little bit more freedom. you go back and look at john locke. what did he say? that the law should not be there to restrain and obstruct. the law should be there to preserve and enlarge freedom.

that is what we need to return to, is understanding that the law should be there from text the people to enlarge freedom. to allow people -- >> we can't do that -- the great thing congresswoman -- the great thing is we have a candidate who is talking straight, identifying the problems, bringing forward solutions and cutting through the nonsense and the pablum. and hallelujah. we'll find out if the american people are smart enough to listen and come to vote november 8th. >> the polls are saying that it's hamg that way. he's up five point in ohio. he's up in maine. he's up in florida. he's up in georgia. he's up in north carolina. i like these trend lines. i think the american people are waking up and saying we want to get this country on the right track. we're tired of wage stagnation, economic stagnation. we're tired of making certain that we have to wait to find out what the federal government is going to do. we're ready to put america

>> that's right. >> how does donald trump change it and how does corporate america change its direction? >> here's how donald will change it. he'll cut the rate on repatriation to 10%. 10% is not a bad number for bringing things back. nobody is going to bring it back at 35%. these people, these companies have already paid tax in whatever foreign country they are in. so it isn't like this is pre-tax money, it's money that's already been taxed. >> but at the same time, those companies were not innocents abroad if i can use the expression. they knew what the tax rate would be. they made a conscious decision to defer investment of that money and refuse to repatriate that money. 10% is an incentive to do so. it's going to take more than that don't you think? >> it will. he's doing that. now when you get it back and can reinvest it, because of the new

15% rate, 85% of pre-tax comes down to post-tax. before it was only 65%. what does that mean? that means in plain terms any given investment makes up a 30% post-tax rate of return than before. that's a huge incentive. >> 10% is 50% better than even under the new tax rate that would accompany the trump presidency. >> exactly. this is exciting to think about. the american economy with leaders that are now dower, depressive and so dismissive of american exceptionalism and ambitions of a middle class and those who aspire to it. it is nice, it is wonderful, it is beautiful to see this kind of energy being discussed. >> absolutely. >> and at least implied by a

presidential candidate. >> more than implied. i thought he summed it up beautifully when he said in flint, michigan, it used to be you made cars there and you coulwater. now they make the cars in mexico and you can't drink the water in flint. >> i think he summed up the case for this contest between hillary clinton and himself. >> right. >> the status quo that has created bad water in flint, michigan and moved cars to mexico and on that very same day the ceo of ford motors announcing they are moving their small car production in north america south of the border. >> right. >> what kind of nonsense is that from corporate america? what does it say about the regard of corporate america for middle class americans for this country, for its economic interests and future? >> well, i think he probably did it when he could still get away it because under the present regime they will do nothing about it. so i think it's probably a

desperation move to get out of the country as much as he can in case donald wins. >> by the way mark fields, i think he's a terrific ceo but this is one of the issues with corporate america right now it has leaders who don't give a damn about the rest of the country and certainly the workers who depend upon production to generate more wealth. >> that's for sure. corporate america, the big reason why corporate america supports all these nutty free trade agreements is they have the luxury to move the factory to the other jurisdictions. >> they can arbitrage labor. they can drive the middle class lower. >> and pay lower tax. >> it's good to see the prospect of something better for everyone. it's about time we got a donald trump. what took him so long anyway? >> well he had to grow into the

times," six-point lead for crine out loud and a poll by fox gnaws one-point lead in the head-to-head match-up and one-point deficit in four way. he's looking unbelievably strong after being in effective despair two weeks ago. your thoughts. >> well, the forecast that i made relied on a comparison of the strength of the two candidates and i always said donald trump was the stronger candidate that was shown in the primaries. he did much better in the primaries relative to the opposition he had than hillary clinton. so i always thought he had the stronger hand and just seems to be coming through right now. >> in that regard, he out performed his polling in the last half of the primary season by doing much better than the polls suggested in the actual

elections. do you expect that phenomenon to be replicated in the general election november 8th? >> well i always feel that the polls are sort of lagging in capturing donald trump's appeal, and as you mentioned, you mentioned the "los angeles times" poll. the polls that use the internet are usually quite different from the telephone polls. telephone polls have a very difficult time reaching the public these days. people don't pick up their phone any more. so i'm really skeptical about the polls. >> one of the biggest outliars in this election so far and i'm not saying they are wrong, "the washington post"/abc poll continues to be away from the pack. they may be proved right, they may be proved wrong but all we do know right now they are an out liar and regarded as one of the traditional strongest polls.

i won what's going on. >> one thing you want to look at when you see a poll is what's the division by democrats and republicans. it tells you a lot. i mean if the democrats have a lead of ten points or more in a poll well you know somebody is -- hillary is way ahead. i would say any poll that has democrats ahead by more than four or five points i would be very skeptical because that's just not right. >> now we know one thing here on the lou dobbs "tonight show" and that's if your expectations do not conform to those of held mutt northun you are in all sense based on the past two decades be proved wrong on november 9th. good to have you. please roll the video a daredevil creating his own high
