>> announcer: fox business network's coverage of the final presidential debate hosted by the fox business channel at the university of las vegas. here is neil cavuto. neil: if you bite argument donald trump and hillary clinton have split the first two debates, this one will be crucial. the trend in recent american history is whoever loses the first debate goes on to win the last two. barack obama was beaten badly by mitt romney in the first debate. donald trump hopes to do the reverse for republicans tonight.

a pressure cooker for him because he trails in all conventional polls. most guests are already in place. we have interesting reads on who is in that audience. it's not quite all the folks you would expect. some surprises from donald trump and the hillary clinton folks. connell? reporter: with donald trump trailing in the polls coming in, this is seen by some as his best chance to mount a comeback with millions of viewers getting set to tune in. hillary clinton should be on her way over soon as well. we have seen some of their top surrogates make their arrivals. mrs. clinton on her guest list has mark cuban here. meg whitman, harry reid of

nevada, and we are told by campaign officials having cuban and whitman on the guest list may be a sign mrs. clinton plans to take a few shots at donald trump's business past. the trump list is getting more attention because malik obama, the president's half brother is expected to be here along with pat smith, the benghazi mom. there is a theme emerging for mr. trump on benghazi. expect the fiance of ambassador chris stevens who has written a book to also be here this evening. sarah palin will be here on trump's behalf. kareem abdul jabar on mrs. clinton's behalf. a former arkansas tv reporter went public on breitbart that

bill clinton assaulted her years ago. all that is a side show to the main event of the evening. mrs. clinton will get the opening question. no opening or closing statements. neil: this is confirmed by republican officials and democrats that the candidates can bring whatever they want -- whoever they want. clinton accusers were allowed in. mike murray said they can't control the guest list. maybe where they are seated, but not who comes which is interesting. >> in the past debates it's been split one-third, one-third, one-third. and the university, you get some

student in a lottery. there is a lot of negotiating. mr. bill clinton be in the room? if he were in the room, who would he shake hand with. strange times. neil: connell mentioned, just shaking hand. you might remember the beginning of the last debate they skipped shaking hands, some say because they might have been nervous. or maybe it's because they hate each other. lou dobbs with me right now. listening to your fine show, we were intrigued by the polls. the consensus is the pressure is on him. but the pressure is equally on hillary clinton because whatever you buy about these polls, it's not so much her surging as donald trump dropping.clinton tn

her equilibrium which she obviously lost in the second debate. and most people believe donald trump won that debate as we noted here. it will be interesting to see how she adjusts to what she knew would be a bit of a shock attack going into it, whether it be the third of this new emergence of another alleged victim her husband when he was governor of arkansas. there are all of the wikileaks. the information that right now is portraying her campaign, the state department under her, and the legacy she left is being utterly corrupt. it will be a difficult night in all likelihood for her. her record is the fresher, the newer, hers the breach of public

trust is quite something different and that will have to be judged by voters. neil: a lot of people in the trump campaign say these numbers under state their popularity it's another brexit-type deal. what do you think? lou: i talked with nigel farage. it's hard to judge this thing because the numbers as we know, we have outliers everywhere. you can pick your grouping. to see 20% undecided. we have seen a slight improvement in the most recent fox news poll of 1 points whether it's the head-to-head or four-way race. these are difficult polls to get a handle on. i'm not sure any of them are telling us the exact picture. if we have 20% undecided we have a volatile situation in terms of

how the support for the candidate will swing. >> you are right about that. 20% does seem high at this stable of the game. but it can account for why in arizona of all places we had donald trump trailing in that largely republican state. and that can spell some problems for john mccain running for reelection. 20% is a little high. i want lanny davis, former special council to president clinton. lanny, good to see you. without getting into the details of the wikileaks. one thing i did notice is the public hillary versus the emailing hillary or remarks that leak out about what she told wall street types. that person is actually intriguing to me. she seems to be open to trade deals, she seems to be open to

open and unfettered trade. she teams to like capitalists. she acknowledges in a campaign year those guys will get past. but she seems pragmatic. who ended up being a good friend to wall street. i want to believe the emailing hillary and not the hillary on the stump. am i right or wrong? >> i think they are the same person. but i understand there will be is subtlety in politics. i'm a liberal democrat and proudly so, from franklin roosevelt. my dad taught me government plays an important note creating a safety net. i'm also a capitalist and believe in the private market is more different than government. but i favorite affordable care act as does hillary clinton. she did favor nafta and now recognizes there are lots of holes in the nafta that need to

be filled. the tpp looked good on paper until the details got negotiated. now she wants to fix both affordable care act and the tpp. neil: i understand, but those two positions show a political savviness and to say she like the it first but then on the stump recognized the pressure bernie sanders to say she didn't like it. it shows two other clintons. i'm not saying she would be the first politician to have two different points of view. i'm saying it's a little glare. >> i get your point and i certainly am glad lou dobbs isn't sitting next to me but will get all over me when we try to be a little bit so other than being black and white. the hillary clinton i know for 47 years has not changes one iota in this respect.

facts, facts matter to her. her conclusions and solutions are often bipartisan. one of her closest friends in the u.s. senate, somebody who is running for reelection so i don't want to hurt his chances, a republican conservative told me republican senators considered hillary clinton to be the best democrat to work with because she sought common ground. as president if she is elected, we'll find a bipartisan presidency and you will find bipartisan -- newell. neil: doesn't it depend on that ability and willingness for compromise could be held back if it looks like in that case she wins big, take the house and the senate with her. she would have little interest in compromising. >> no, i don't agree. the way this country must be

committee. it's a great training grounds for being secretary of state. during primary season you had the pressure and the weight of the world on you. establishment figures in the party didn't flip over this guy trump. so there does seem to be a feeling going into this last debate that party is not all together. paul ryan and donald trump are fighting. what is going on? >> i don't think that they are fighting. i think what you have is -- i think there is some things going on that some candidates or some folks out there they weren't on board with. but it doesn't mean they are not on board with making sure donald trump becomes the next president and hillary clinton is unfit for the presidency. there is no doubt about it. this wasn't a normal primary season. it was an unbelievable topsy-turvy endeavor.

around the bus with in mitt romney. john boehner was worried about keeping the house. neil: but he wasn't joke am saying focus on your race. >> this is coming down to three weeks. we have a binary choice in this election. and hillary clinton has been tested on foreign policy. and she failed the test. neil: how much will this move the needle? what will have to happen? >> i think it's an important night for both candidates to set the table for the next 2 1/2 weeks, 20 weeks, 19 days, whatever we have got left it's also important for donald trump to make sure he pivots and reminds the american people in all of these areas. form policy, she has went in middle of these issues and she failed. whether it be obamacare or single payer, she failed.

neil: do you agree with him that it's a rigged system? >> i agree it's important to hit the issues and pivot. the media has been outrageous. >> most people concur. but you don't think the voting is rigged, do you? >> here is what i do think. i have dealt with voter fraud my entire life. i grew up in wisconsin. the milwaukee police department put out a 70-page report about voter irregularities about things happening and failing in milwaukee. if voter fraud was a figment of people's imagination why put out a report. neil: do you think it's right for a candidate to say if i lose it's because it's a rigged system.

of thousands of people being killed and millions of people being displaced. everything she has touched in the foreign policy setting has turned into a disaster, whether it be the lack of staffs of forces in iraq. we saw what happened. al qaeda and iraq became isis. neil: you always hear these stories, trump doesn't care and he doesn't listen to advice. >> he listened to this. he realized she created the vacuums. he understands with she has the reset button with mr. putin. that didn't work out too well. stick to those issues, stick to the kinds of things people want to know about non-personal attacks.

neil: in the debate hall you can see scott baio. you have ted danzen. some hollywood luminaries are there. i give up trying to explain what's going on in there. look, each candidate is welcome to their own invite list. they can put in anyone they feel like. if someone feels there is something payback to have the pillow guy in there, have at it. it's about 24 minute away from the start of the third and final debate. you always see these polls that seem to show the pressure is more on donald trump than anyone else. donald trump was meeting with fundraisers here in las vegas.

each candidate's guest list. democratic operatives the video instructs democrats how to incite violence at trump events. mixes with hollywood stars, scott baio and james o'keefe. they can invite whoever they want. back in the debate hall, they are outlining what you can expect tonight. they go through the drill where they tell you not to applaud, not to interrupt things. then they outline what is good behavior for a crowd. you can't shout or throw objects. that's generally a good rule of thumb and everyone should be very -- times like at rowdy basketball games it can quickly goat other way. so we'll see. chris wallace there.

we're working hard, what about you? hey candidates, do your jobs. keep social security strong. neil: welcome, everybody. back in las vegas. minutes away from the start of the third and final presidential debate. they're boeing over the rules inside of that auditorium, where candidates are moments away from entering. my colleague trish regan with me, lou dobbs and kennedy in the middle of this spin room, later on scrum as they call it when everyone comes out to sort of the tell us what's on their minds. lou, one of the interesting things come up about this night, and what is at stake is they both have to make their closing arguments to the american people and we'll see what happens from there but rarely in final debate it moved the needle.

one and only debate with carter and reagan it did, most concluding debates rarely do. so what do you think of that? >> well i think it is interesting because in a debate which we won't have opening and closing arguments per se, it is all the more important for them to make theirselves felt by particularly the independents in this country who are going to likely determine the outcome of the race, to make themselves felt and strongly. no one is better equipped to do that in my opinion donald trump because he has the more powerful personality. he has, i think, the better messaging. we'll he see about that. and it is going to be incumbent upon her to resist the tide and onslaught and establish her own message, convincingly. neil: you know, kennedy, you had a chance, and obviously when you're in the spin room and talk to people when they come out beforehand they always try to undersell their candidate.

>> yeah. neil: the other guy has much more going for them, but afterwards they point out how brilliant their guy did. what is your sense, what people you talked to in the room tonight? >> i had a conversation with jennifer paul -- pal my airy, expects donald trump to go full scorched either. she is inviting that. and with all the important independent voters lou talked about. we spoke to reince priebus in the spin room and i had a chance to speak with him. he said donald trump had a very serious day today. he expects his nominee to come in with much more data, to be more prepared with hard facts to reach out to those voters still undecided. we don't know which donald we'll see tonight. a lot of people think since it is the last debate he will burn this place to the ground.

that remains to be seen. neil: kennedy, thank you. chris wallace talking to the audience. big moment for fox. first time fox news anchor host has moderated a presidential debate at this level. think about it, trish. he has a lot of pressure on him. moderators have been never come off without getting criticized. >> clearly a no-win situation for so many moderators. he, i am confident we'll be very fair. however, and there will be important issues discussed tonight, substantive issues that need to be discussed. it is up for candidates to take it in whatever direction they will take it in but i can be certain chris will deliver on his end. neil: quickly, lou. chris sad it is not his job to be the correct tore, not his job to interrupt candidates of the if he stickses to that what do you think of that? >> i think it is the right judgment by chris, neil.
