expensive, farmers have to bay for background checks, transportation and housing and pay well over minimum wage. they say there's no other way to fill the jobs. >> there's not enough local workforce, you know, there's a sign that says need workers everywhere. >> but there are critics of the h2a workers. it's accused by many growers and drives wages down. they also want to pass the citizenship for the foreign workers. some conservatives worry about a flood of guest works going awal and overstaying their visas. >> this can be a legal back door for people to get into the country. you come in as h2a worker and you disappear knowing that the government is not going to come looking for you, you're not on their priority list. immigration officials can tell us how many guest workers walk into the farm but a department of homeland security report done last week estimate 2% of all foreigners overstay visas.
