you want transparency. kennedy: see-through lawless nerds. president-elect trump exploring ways to privatize the va. it's the largest health system in the united states and maybe in the world. there are claims veterans are dying while awaiting treatment for waiting for months just to see a primary care doctor. trump said fixing the va would be on the top of his list of things to do once he is in office. katherine, welcome back. is privatizing the va a good thing? >> i think privatization is a good thing.

one of the founders of "reason" invented the word, i'm all in on privatization. however, i'm also a strong believer that donald trump's version of privatization is not going to be the same as my krergs. i'm worried it looks more like cronyism to insurers or medical providers. i think people will miss that amidst the fuss over the word privatization and the idea which is a good one. maybe since the va schemes screwing up, maybe we should let someone else have a try taking care of our vets. kennedy: vets have had too much care from the current administration. many vets are pushing back against the idea of

privatization, they say they won't get adequate treatment for traumatic brain injury and post traumatic stress disorder. is the va the only place to treat them? >> there are so many professions with specific pathologies associated with them where we don't say we have to build a parallel health system to take care of those problems. there will be doctors, some of them currently working for the va who could go into private practice and provide the same care as a higher level. kennedy: i would like to see veterans have more choice in this country. as you point out, when privatization is done right, you have better care. isn't that what we want? >> that's exactly what we want. this idea that we are going around saying for our veterans we want the best care and then

saying the way to get that is to not let them choose what doctor they go to, not let them choose what hospital they go to, and not let them make their own decisions as if they are children. that seems insulting to me. >> it is shutly. i think one of the main thrusts of donald trump's campaign was taking care of the veterans. we'll see if he can do that. it depend on how the department is led. who leads it, and if maybe we see some groundbreaking privatization that can spread to other departments, other agencies, and you know, dare i say, shrink the size of the federal government, is that possible? >> donald trump didn't run as anything remotely resembling a libertarian or small government republican. the transition team has had a lot of people on it talking the talk about privatization. again i want to be clear, i'm

vladimir putin or china will fill the vacuum and you are not there for the vacuuming. this is a ceasefire that will stick. when the west negotiates a ceasefire it sticks. with vladimir putin the stick is i'll bomb you if you break the ceasefire. this is a de facto, sit in place and let's negotiate the final borders. the battle of aleppo was the final battle in syria. isis is an aftereffect. they are losing territory by the day. syria may not when the dust settles. it may not look like the map we had five years ago. but the entity in syria will remain in power regardless, you recall secretary of state hillary clinton and president obama said assad must go five years ago.

we have got the big sand and salt trucks. and you have got 6,000 officers in times square in and around times square. that seems like a lot of the security. is it a tough place to keep safe? >> it's not because nypd mass vol. 35,000 officers, i think, right now. so it's a daunting task, but the nypd, they are number one in the industry in counter terrorism. kennedy: i agree, you see a lot of counterterrorism in nypd. they are tasked with an awful lot. what are they look for particularly on new year's eve? >> in general, things out of the ordinary. if you see something, say something. officers do that as well. they look for the abnormal things such as objects,

backpacks, packages sitting around. suspicious activity. people looking around. new year's eve, tourists, people look at each other. you look for somebody who is not doing that. you might be just look at people, having a more stern and less festive look on their face. kennedy: they say what's going on? see if they can engage you. the nypd is far superior to the tsa. you were an nypd officer on 9/11 and in 1993 at the world center attack, the first one. so you have seen terror up close and personal. >> yes, i was fortunate or unfortunateattacks. in 1993 i was off duty. on 9/11 i was working a day shift. i lost a few partners to

reporter: we know you are opinionated. but are you charitable. how much money do you think when you give it goes personally to the charity. kennedy: personally, $5 million. i like to think that i give to good charities like the leukemia lymphoma society. i would like to say it's 80%. >> reporter: it' not. the average is 51%. much less more some, and more for others. give when you are ready and don't give when the phone rings. this empty arizona office is typical of boiler rooms around the country where telemarketers raise money for charities that sometimes get little or nothing of what you give. we examined the california registry of charitable trusts. a listing of many national

campaigns in hundreds of cases charities raised thousands but got little back, and some actually lost money. two campaign with the a coveted house for at-risk youth. in 2015 the environmental defense fund ran seven campaigns. two made nothing. four lost money, costing the non-profit thousands. 47% of charities took homeless than 20 cents on the dollar and 27% lost money all together. over the last three years only 22% of all charities met the 21% standard. so the environmental defense fund says the campaigns we referenced were designed to attract new supporters, not
