donald trump spoke at the republican retreat in philadelphia. he said we need to battle islamic terrorism and we need a new energy policy and he doubled down by signing even executive order to build that wall. >> most of our illegal immigration is coming from the southern border. i said many times that the american people will not pay for the wall. and i made that clear to the government of mexico. kennedy: says there is no way on they are going to pay for it. today the mican president nieto canceled his meeting next week with the president. the president talks about canceling this meeting and it sounded like it was a mutual decision. >> that's how he wants to position it. in a way it was.

republicans are scrambling to couple with a replace many for obamacare. rand paul entered the from cass with his own plan to reshape the healthcare plan. it would encourage to people to pool resources outside of the government and through employers and churches, trade association or alumnae groups. paul would let insurers compete against state lines. letting the free market drive down prices. there is a lot of good news for people who have been following obamacare over the years. last night on the show we talked about obamacare light and keeping the big tenets of the aca. rand paul does away with those. there is no more individual mandate as there is with the other republican plan than is no provision for preexisting conditions. how do you like this plan? >> i love loosening up the

restrictions on interstate trade and commerce so people pooling their resources together. i don't like the sunsetting of people being denied on conditions of preexisting conditions. kennedy: but you keep that coverage continuously. >> that's a big but. keeping the existing coverage and making sure you keep all that paperwork. it's an unnecessary thing. we are a richer country than that, and morley better country than that. kennedy: i don't think he insurance company should be forced to insure every kind of person. that's one of the problems with obamacare. the basic standard have maternity and mental healthcare. and they have preexisting conditions covered.

why should everybody be forced to cover the same thing. harris: i think sunsetting it after two years, if you can keep your doctor and plan, fine. >> we heard that before. >> i was just going to say, making a funny there. but this is not broad-based enough. it's very specific. if people have catastrophi events in their life, where are they going to go. but pretty much everybody has a preexisting condition of something. if you take an mri they can almost always find something wrong. it's pretty easy to read. kennedy: i like the fact that there are specifics. chuck schumer said there wasn't a plan. you wouldn't like anything

that's not single payer, right? >> i didn't go that far. even though i do believe we've should have a single payer system like he other developed country in the world. clearly it won't happen under the trumpster. the problems with the rand paul bill is preexisting conditions. you unravel the accord and care act. nobody is telling you it's perfect. even the president would say there were fixes he wanted to get done that he couldn't get done. it will need some tweaks and changes. the problem that we have with the affordable care act is that we need to remind the american people that health insurance doesn't equal healthcare. that's why we are in this conundrum in the first place. they don't care about making people healthier. kennedy: that's not true.

if they make people healthier and they do a better job, more people will buy their insurance. >> health insurance keeps healthy people on their rolls. harris: under the current system that is true. look at the state of arizona and others where you have no choice. if you are on obamacare there is one insurance company that will do business with you. they have all these doctors who don't want to take the plan anyway. in a perfect world where there is much more free choice. i can see your point with that. we have no shortage of lawyers who can go to law school. but we artificially limit the number of people who can go to medical school and a lot of them

take jobs in other countries. people who can't get a checkup, they can't get a mammogram scan, they go to the emergency room which costs 20 times wait would. until you figure out everybody in the country has some sort of coverage, you are screwed. because people will forever go to the emergency room. kennedy: you take it worst case scenario and you apply it as though everyone or a majority -- harris: i'm curious to know how we got to this point. the current president says everybody should be insured. is that possible? >> i think there is a difference between insurance and healthcare. every american should be able to go to a doctor and get the care

kennedy: president trump is going to war with sanctuary cities. the president authorized the federal government to with hold funds from cities that do not comply with federal immigration laws. there are 300 so-called sanctuary cities. new york stiff alone could potentially lose up to $7 billion from the feds. san francisco $1 billion. the problem is instead of spending the money to fight illegal immigration, the cities spend it however they please willy-nilly.

brian brenberg is here to break it down. and lot of complicated issue ofs. i always start with the fundamental one, which is why is there so much federal money going to these cities. but the courts have decided in the past that cities knowledge not with hold funds unless there is something specific they are withholding them for. >> the constitution and the way it's interpreted is protective of cities and states. when the federal government wants to cut off funds for a program. if the reason you are kufght it off is related to that program. they are trying to reef deuce the cases where the federal government is coercing cities. there is a lot of money they could with hold from new york city and chicago, but a lot of that money is related to education and healthcare and

housing. chi hundreds of millions of dollars going to housing alone. >> but not specifically related to the immigration issues. the courts save you can't with hold that money for that reason. ken report problem is -- kennedy: the issue is as you point out, it's with law enforcement. if someone is arrested, they are ghawrd these cities and local law enforcement won't call the federal government to deef taken or deport them. >> even when the city has information it could share with the federal government, instances where the federal government ought to know who is in their custody, if they don't get reported. these individuals are let go, they are saving we should know about this. that's in places like chicago, new york city, san francisco, where they are really going strong.

have might see change of behavior. kennedy: it's a political issue for them. >> this is their identity so they will go all the way with it. that's where you will see the pitch political battle. kennedy: the mayor said if we need to you can stay here in city hall talking to some of the immigrants. if you are a resident in boston and maybe you frost your house because you can't pay your bills the mayor isn't going to offer a place to stay in city hall. if we had better communication, we could solve some of these problems without mayors digging their heels in and the federal government strong arming. >> at end of the day this will be solved at the local level. these are local government officials. people say we want the law even forced or we don't. but they will have to make the change. i think it federal government is hamstrung by these
