michael cannon, director of health policy studies at the cato institute. good morning, michael. >> good morning, how are you? nicole: doing great. is this a good replacement for obamacare like? >> this is not a repeal bill by any stretch of the imagination. this bill tries to put a fresh coat of paint on a bill the republicans have already condemned. if medicaid expansion provisions would keep the medicaid expansion in place at least until 2020 and keep it in place beyond that until every person who enrolled in the medicaid expansion decides to leave the program. by that point, congress would change his mind to keep the medicaid expansion. there will be more people enrolled after repeal them before repeal. as far as the private insurance overhaul side, it keeps obamacare is price controls on

them between jobs and they will put downward pressure on prices and bring health care within reach of more people. that's not what obamacare does. that's not what the house republican leadership plan does. they need to throw more money at an affordable care. nicole: can pause and push this through both houses when the democratic support. but the most part you don't sound too hot on this. anything you like about it? >> it does cut taxes and it does increase health savings account contribution limits a little. we need to triple them. but, they are not going to get support from democrats on anything related to health care until congress repealed the affordable care. that's the source of all this partisanship if you want bipartisan cooperation, if congress wants to do anything else, they've got to repealed the aca in full because if they do a partial repeal for a

repaint of obamacare, which is for this bill is, they will get bogged down in health care. they will have to keep fixing problems they failed to repeal for the next two years, maybe four years and republicans will get anything else done. lauren: let's talk about the timeline. where does this bill go? will we see a plan for research and where we one year from now? >> president obama in 2009 could say we want to get this done next month. by june. it took them 15 months. i don't believe republican leaders when they say they look at this done in the next two weeks and have something to the president by name. that's not how congress works and how health care works. it would take them a long time to do it and they should do it right so they don't have to revisit and not create more problems than they are solving. but like to see them get rid of
