executive editor for the weekly standard and fox news contributor, ed barnes. it's been an eventful week. let's start with merkel. the president getting her to aseed to her responsibilities to raise the money she should contribute to nato, a full 2% of her gdp goes to nato now. that's an impressive accomplishment on the part of the president. they talked also about bmw moving a plant to mexico. we don't note outcome of that. by the was very clear. president trump was serious. he didn't have any type for nonsense with her, and to her face said she had screwed up bigley, i think is the way he says it. fred: i agree with all of that.

i have covered many of these visits with foreign leaders, and i have never seen one like this for a couple reasons. president trump was not looking for a new friend. he didn't want a pal or a chum. this was a foreign leader he wanted to do serious buness with. you notice at the news conference there is happy talk about what a great leader the next person is. there was none of that. there was no happy talk. the president was pushing his agenda. his trade agenda, this military buildup agenda, and it was a huge difference from what we have seen in the past. lou: merkel had a look on her face i think told the complete story. she was on her heels. she did not understand certainly that the president would be quite as aggressive as he was, and he certainly was, and i have

to say the american people are getting used to this president. it's fun to watch. fred: my favorite moment in the news conference when the president looking at merkel said, you know, there were negotiations before on trade with germ negotiators and american negotiators, and the german negotiators prevailed, they were much better. the message he was giving is that's not going to happen again. it's going to be different. and he's right. lou: bmw trying to get a truce from the white house with the plant going to mexico. the president made it clear, there is going to be a border tax. not the one paul ryan talks about, but what i have been hearing is there will be a targeted border tax on a variety of products. but those products include cars, and that wouldn't be a good idea

the president's america first budget is the best i have seen in 30 years, thereabouts. steve: it's a beginning. we have a lot of ground to make up. lou: the blueprint. steve: the defense side, the state department needs a spring cleaning. lou: 28% is a good start. steve: and he has more cuts for things like the world bank and development program that create government bureaucracies that don't work and don't promote growth. lou: it many an epithet when you say it and i love that because i think it's appropriate. >> as we look at that budget to see $54 billion going to increase military spending, and he acknowledged more may be on the way at some point.

maryland. the one in maryland, if you look at the footnote. basically he's acknowledging he's considering ordering the president to double the number of refugees into this country. there should be a broad impeachment process in my opinion set loose in this country. these foolts are out of control. steve: they wanted their 15 seconds of fame. they will get their photo in the new york times and that's it. lou: or "lou dobbs tonight." steve: but they will be overruled. lou: i hope they will. steve: they wrote that executive order in such a way it will be over. lou: according to five judges on the 9th circuit court of appeals who took the unusual, rare, extraordinary step of saying the president's original

executive order was correct and entirely within his authority as president whether it's 212 of the u.s. code or the constitution of the united states. the 9249 circuit court of appeal says five judges are earn coursing the president's executive order. these are wondrous times. steve: they are amazing times. on the healthcare front. it's start something gel for the first time in 8 years you get in veal legislation. changes being made as it goes along. lou: hearings will have to be held at some point with consequence that's with amendments. he may turn out to be if you will, the dark horse hero of this whole thing as the president puts his shoulder behind the legislation and drags it in.
