your watching "fbn:am," your first look at morning markets and breaking news. good to see you, dagen. dagen: good to see you. lauren: house republican leaders making changes ahead of a full house vote on thursday. they are proposing and $85 billion fund for a tax credit to help people who are older americans aged 50 to 65 to help them get insurance. older and disabled medicare recipients would get more benefits, too. the states could impose work requirements on the program. dagen: amendments unveiled hours after president trump held a big rally in louisville, kentucky to push this bill. >> thursday is our chance to end obamacare and the obamacare catastrophe. and begin delivering the reforms are people deserve. dagen: in the meantime, the conservative house freedom

lauren: the gop drum in a conservative poor. -- the poor. though this passed the house bill? >> i think it will pass the house on thursday for the simple fact that campaigned for seven years and this is the first priority of the president coming into office in a legislative failure at this point would be bad for all republicans. there's plenty for republicans to complain about in the bill and conservative have different complaints than some of the moderates do. some of the changes you have seen today or last night with paul ryan coming out with the vinegar appeal from 2018 of obamacare taxes to 2017, you know, adding some able-bodied work requirements for medicare recipients. and for the moderates on the other side expan tax credits for older americans to help them get on board with that. this is far from over.

eliminates a bunch of new taxes. in the tax is lower that the 3.8% tax on their investment income. that's an incredible tax incentive on this bill with his savings. that basically opens up the door for the tax cut. >> exactly, it does. the combination can be very powerful for small businesses. small businesses have struggled under mandates to provide coverage and cause them to make decisions on whether it employs part-time or full-time idea. get those to help their employees getting money in their pocket with an expanded set of house. lauren: let's put this on the calendar. the say they can get the help carrots bill through the senate. when can tax cuts actually happen? >> so much of that happens.

it's very hard to say because you are dealing with a whole new set of issues. grandpa and ted cruz are quite opposed to the tax credits in the house bill. it is very hard to say when it gets to the senate, but i do think they want to aim for that obvious tax reform. if they don't get it done by then, people and markets are saying this is going to happen? do they have momentum? markets have gotten far ahead on expectations this will happen. if it is momentum, that's very bad. dagen: using small stock caps because they had a double-digit ride between election election day in the end of the year. they are underperforming this year in part because investors are worried about say the health care reform helping small business, but also infrastructure was one reason. >> yes, absolutely. last year everybody thought small caps are going because they see big help in the
