live when it happens. lauren: for more on this, brad blakeman. good morning, brad. >> good morning. lauren: would the healthcare bill ever become law? what are the chances that they can pick it up later, would they pick it up later in. >> they have to, obamacare as it exists is doomed for failure. it must be dealt with within the first four years of the trump presidency, there's no choice. it does fail, how are they going to attack it, is it going to be done peace meal. nicole: how about four hours, because you have an election? >> exactly. i think it's the will of the house and the senate. certainly they have just this year to get done because they're not going to do it

before the next midterms because there's two radioactives, they would have wait until the midterms are over, seeing where the chips fall and if republicans -- nicole: sounds like it's 2017 or nothing? >> basically, yeah. lauren: that's something what chris said last night, if you're going to fail on this one, fail fast and get it over with and move on. >> right, again, what do they move onto, the omb director signaled that taxes would be the next step. what is it missing? >> what it's missing, there's too many government mandates. they want a true-market base insurance for health care. that's easier said than done because obamacare has to be wound down and there's got to be some government intervention and oversight and buy-in, why? because so much of the budget, it concerns federal health care, so health care with regard to the government, they are a

consumer of health care such as they are a regulator. lauren: today we expect about 7:00 o'clock this morning the rules committee to set the terms for debate on the floor for this. what are the chances that the cbo can come in, let's say they can write a letter to speaker ryan saying, okay, it's expected that health people -- people getting health insurance will save money? i mean, can they throw a bone in some way? >> well, i think they've already thrown bones in direction of moving this bill forward. remember, this is the beginning and not an end. once the house votes on it it goes to the senate. the bill is going to be entirely different in the senate. if the senate were to pass the bill, it would have to be recock sieled the house and senate bill today. we are far away from the end product. what we need to go is get the house to at least agree to pass this bill knowing that there's many opportunities to negotiate the final bill. lauren: got you.

brad blakeman, former adviser to president george w. bush. thank you. >> thank you. nicole: how closely are the markets watching the health care vote in good morning, craig. >> good morning, how are you? nicole: i'm doing great. first of all, we had the dow go over the unchanged line, down six days in a row and now we get a pop. what do you think? >> i think the markets are quite clearly paying very close attention to how this bill passes, we saw in the week markets took a quite sizable dip, we saw some of the biggest losses we have seen. nicole: if it fails today how big is the selloff in. >> not necessarily that big. it's not necessarily that big certainly because what we've heard the reports are suggesting that they will move on to the next thing which is tax form and this is what markets want to see, they want to see deregularuration.

if we move on from the health care to this, it's awry leaf. nicole: exactly. the -- lauren: how are other parts of the markets responding to this gridlock we are seeing in the house among the republican party? >> well, initially there's been a bit of a surprise because we bought with trump getting on the measures, many people that support particularly the stimulative measures, i think those are an idea that with the republicans getting house and senate that they would be force with thicks that they may not necessarily agree with because ultimately that's what got donald trump elected. it seems like the first being the healthcare bill and immediately there is problems and donald trump is learning what the difference is between business and politics and i think there is a bit of a concern for people because if he's going to struggle this much

to get the obamacare overturn, something republicans all agreed on, how is he going to deal with things like fiscal deficits, for example? nicole: senior analyst in london. thank you. >> thank you. lauren: a smoking gun that friewfs obama administration spied on the trump transition team and possibly on trump himself. a source telling fox news' james rose, in that the house intelligence committee will get that information this week. representative devin nunes who heads the house intelligence community was on hannity community explaining why he briefed president trump about some of the communications that may have been picked up by u.s. intelligence. >> to me it's clear that i would be concerned if i was the president and that's why i wanted him to know and i feel like i had a duty and obligation to tell him. as you know, he's been taking a lot of heat in the news media and to some degree, there are some things that he should look at whether in fact, the collection was proper or not.

lauren: president trump accused president obama of wiretapping him in a series of tweets, there is no evidence supporting that allegation. nicole: top democrat in the senate says he will oppose trump's choice for highest court. senator chuck schumer speaking on the senate floor, he will lead a filibuster to block the nomination. >> after careful deliberation, i have concluded that i cannot support judge neil gorsuch's nomination to the supreme court. his nomination will have a vote and he will have to vote 60 votes for confirmation. my vote will be no and i urge my colleagues to do the same. nicole: schumer says gorsuch, quote, almost instinctively favors the powerful over the weak. senator also criticizing gorsuch

for refusing to answer most of their questions on how he might rule on the high court. lauren: authorities in london say they have made two more significant arrests in connection with wednesday's deadly attack. they have identified a 52-year-old britain as the man behind the rampage. police say that khalid masood had convictions. isis claiming responsibility for the attack saying masood was one of its soldiers, meanwhile the number of victims has risen, a 70-year-old man died of wounds yesterday, thousands of people have gathered for a vigil to honor those victims. nicole: taking a quick look at the markets right now. we haven't seen selling like that since before the election. today a different picture. we have up arrows, s&p up 3 and

political analysts, good morning, carry, thank you for joining us. >> good morning, ladies. nicole: some say it's 50/50. >> it's much better alternative to obamacare. it allow it is private sector to determine pricing, i think it's going to save consumers a lot of money so i want to see this pas and i am proud of president trump and speaker ryan for putting their election, you know, the antibromance aside and saying we are going to pass this. lauren: if it doesn't, what does that mean for speaker ryan? >> it is a blow, certainly. it's not something that you can't recover from. they can make more tweaks. lauren: what are the sweeteners thrown? >> there are more moderate republicans and then there's the freedom caucus, they have more tensions on both sides. that's what politics is, it's about compromise. they have given more flexibility

to the governors to make medicaid more in control of the governors so they can put in work requirements, for example, they can determine the structure of the healthcare plans, for example. on the more moderate side, they have done additional changes, just making sure that people are going to have high-risk insurancpools so that there's o tt has preexisting conditions who is not going to be covered in the future. nicole: we heard one to have members undecided until the very end. so it really shows that there is some uncertainty and it's not necessarily a no, may vote yes at the en. tell our viewers, what should they watch today, what numbers are they looking for as they are watching today? >> sure, they only have 22 -- if you have more man 21 members who defect, the bill is dead on arrival. that's the key number here.

there's a lot of fighting about that because conservatives and people who believe in free market, for example, myself, i would argue that the projections of cbo are flawed because they overestimate the government's ability to, you know, reduce pricing, but, you know, they underestimate the ability of the private market to do the same. so i think that when this bill hopefully it passes, have the ability to differentiate and have more flexibility and -- and allow more people to be insured at the end of the day. nicole: all right, carrie, political analysts. lauren: how closely are markets watching the healthcare vote today? good morning, again, craig, good to see you. >> good morning. lauren: why are dow futures he

in the u.s. higher this morning, in your opinion? >> i think they were a little high because markets are now optimistic about the fact that once this vote happens whether it's later on today or evening or over the weekend, we will be moving onto tax reform issues afterwards and these are far more stimulative to the market. it looked as though the healthcare bill may come into some and that was potentially they the issues. fact that we are going to move on straight to tax reform, i think that's a big positive to the markets. nicole: we had paw tricky week this week. worst week in 15 months, the are you -- russell losing week in a row. big picture, there's still a lot of people that are optimistic for 2017 and b trump's policy. your thoughts on 2017? what kind of year would this be? >> ic people are still very optimistic and i think there are still plenty of scope for the

economy to be -- to per ferm well in 2017. it's pretty decent compared to the world. any stimulative measures from the trump policies, it's only going to provide a boost. the concerns that the markets has right now is they bought into this trump trade and if they take a little longer, perhaps previous, that could caused short disruption in the market. laur: wee four federal reserve speakers today and face higher interest rates, how would that affect the overall economy? >> i don't think it's going to have too much of a negligent i have impact because the u.s. economy is in good shape. i think they are very much well petition today deal wit. i don't think it's going to have too much negative impact. it shows the strength of the economy rather than concern two years ago. >> i love the optimism.

to spy on the president-elect, donald trump at the time, is this a turning point in the story? >> it could be. it's already bad. fact is that trump associates got caught incidentally in foreign intelligence and when americans are incidental to the collection the identities are supposed to be protected. they weren't, they were leaked and exposed. that is a crime. the fbi, if they can find super bowl brady jersey in méxico, they should be able to find the leakers of classified information exposing americans which is a violation of law. nicole: national security agency is expected to produce documents by today and if there's a smoking gun in those documents, what happens next? >> what happens next is there needs to be a grand jury in panel and the justice department needs to get onto this because the obama administration if true would have used foreign intelligence as a tool to actually spy on americans, worst

on a president elect or a campaign. that's beyond the pail and somebody would have had to order it and -- and then, of course, fisa orders would have had to be fraudulently produced before a judge. this is a big deal, if true. lauren: why aren't they focusing on the leakers? >> i think they need to focus on the leakers as well as the new leads. first of all, this kind of information is closely held. we know who had this information. the question is who exposed the information. the fbi should be all over this in the justice department. nicole: democrats blasted house intelligence chair devin nunes for not coming first to the intelligence committee and he felt impelled to tell president trump. who was right? >> the chairman was right. he felt compelled because the information was beyond the pail. if exposed and true, this could be very damaging not only to our national security and to those
