lou: trump administration targeting trade abuses by canada opposing tariff on canadian lumber, and president trump vowing to take care of our dairy farmers, warning canada a tariff on our dairy products is a problem. >> u.s. comer secretary ross called it a bad week for u.s. canada relations, outlining a new. duty range between 33 to 24%, costing canada a billion dollars. president trump did not hide that latest shot was in response to protective pricing by canadian dairy farmers.

lou: president trump today signed his executive order alongside his two agriculture secretary's newly confirmed sonny perdue. the order establishes a task force to identify ways to boost growth in our agricultural sector and it follows the president's criticism of canadian practices that he says about hurting our dairy farmers. >> i love canada but they -- our politicians for many years. our farmers deserve a government that serves their interests and empowers them. we are going to take care of our dairy farmers in wisconsin and other places. lou: united states reporting its lowest economic growth in five years in 2016 as trade deficits drag on the economy.

gross domestic product last year up 1.6%, down from 2.6% the previous year -- trade deficit with canada almost $12 billion. trade deficits with mexico totaling about $60 billion a year and the united states is roughly a 347 billion-dollar trade deficit with china. joining us to talk about the trump administration's prospects and what it is doing to ensure stronger economic growth and responsible balanced as trade's commerce secretary wilbur ross who is leading t administration's efforts. it's great to have you with us. i know you are as busy as you could possibly be, going after all of these issues. let's start with the one you highlighted today and that is reportedly a soft lumber which candidate some say have been on thing lumbering this country for a very long time supported by

subsidies in canada. >> unfortunately lou it's true. the way it works in canada is the providences own this timber and they charge very low, way below market fees for what is called stumpage, mainly the right to cut the trees down. that in turn lets the canadians ship lumber into the u.s. at a subsidized price. they have now at 31.5% market share in the whole u.s. market and this debate as you correctly point out has been going on for quite a while. lou: you also put them on notice that this had to change and it hasn't changed, no surprise for leia given the way of their administrations, previous administrations have treated the problem but now you are going to

do what? >> well we are finding the preliminary finding was they find the $1 billion per year and since we are imposing it retroactivelfor 90 days en we put them on notice that will be an extra one time, 250 million and they began paying those fines today. lou: and you have connected the hose if you will to an important source of revenue going forward with these fines plus the countervailing duties. has our government been successful in collecting these fines? >> well historically not. when i first entered the department of commerce i learned to my horror that there were literally billions of dollars of uncollected countervailing duties under the tariff and the

reason for it was they never required any kind of fond for credit so by the time he would win the trade case there would be no financial resources left in the shell company so you would win the case but there would be no benefit from it. so it's pretty ridiculous because it's so hard and it takes so long and so much expense to when they trade case. it leads you out to collect the darned tariffs when you get them. lou: i must say mr. secretary i'm smiling here tonight because i'm thinking back on the campaign campaign trail and so often president trump would be talking about we have the dot -- we have to have a smart government and almost every issue that you the president and others in the administrator simply to involving previous administrations of our government was abject.

>> i don't know if they were careless or foolish or thinking something else but whatever it wasn't done the way that we are doing it. we are exercising enforcement and weren't really thinking through the issues. just take these two issues that have concerned the president in the last week. the milk and the lumber. if we had an ill functioning trade agreement why would those have to come to the site of collision course and result. the whole idea of the trade agreement is to make things go smoothly. lou: to create an architecture, a mechanism for revolution and ultimately equity. you are obviously working towards creating balance in her trade relationship, something we haven't seen in this country in 40 years and that's very encouraging to those of us who

pay attention to trade and know how important it is. i am wondering, are you open to ideas about for example reports on the impact of trade deficits on economic growth, reports on the impact actually that the miracle report the number of companies and employees involved in outsourcing and offshoring. so we can all better understand what is happing to the economy as a result of the trade practices that have been pursued for too long in this country. >> well it's huge and the president is fond of citing 70,000 manufacturing plants have closed in the u.s. since nafta was originated. not all of that was due to nafta but some of it was. some was due to other things but imagine 70,000 plants being gone figure out how many people per

shots and do other things and let them know that you were coming into the danger zone. lou: that threshold obviously has not been breached even under this president. general mattis the secretary of defense. do you think that's going to change? >> what they have given our military commanders are authorities that the obama administration have given them all along that is you deal with your enemy situation and you adapt to the new don't have to ask permission. use the resources you have against the problem that you have whether that's in syria whether it's in iraq, whether it's yemen or here in the gulf. lou: i want to put up a map quickly of afghanistan speaking of secretary mattis, a surprise trip to afghanistan where the taliban have made further inroads and effect now control at least 40% of the country. we have 9000 of our troops there. your thoughts about what has happened there and what's mattis
