great to see you again, bret baier. let's talk about some of the winners and losers. who claims victory, republicans or democrats? bret: no matter your ideology or party you are with, this spending bill is not a profile in courage. this is essentially funding almost exactly like it was. it is not changing for the trump administration, and who claims victory? i think democrats can claim more victories than republicans namely that they kept funding planned parenthood, they did not see the cuts that were called for in the epa, the corporation of public broadcasting, big bird is fine, the national endowment of the arts. all of the things that were controversial in the budget blue print, they didn't come to pass. while there is more border security and more money for defense, it's much less than the trump administration wanted and it does not pay for the wall.

kennedy: this a little bit more money for military spending. and part of that is from the enthusiasm that democrats showed when the president authorized those tom hawk miss soil strikes in syria. i think you are see there is an appetite for destruction in both parties. bret: the republicans control 9 white house, the house and the senate. the fact that this spending bill, it's 2017, it's not 2018. the administration makes the case that 2018 is where they will make their stands. but they had access to this 2017 spending bill because congress kicked the can down to this point. but republicans had control yet this is a very democratic spending bill. kennedy: it is absolutely and democrats are promising more of the same in the fall. so what happens in october? does anything change?

you point out it's status quo spending. we are still spending way too much money and look at massive tax cuts. which i applaud. we absolutely need tax renorm this country, but we also need to cut you have the kids' credit card because they shoved us into the red. >> this spending bill mentality that washington has had that created the situation we are in. it has to stop some place if you talk to conservatives. and they say you have got to draw the line. they are in control. and the line was not drawn this time. if you are going to have massive tax cuts and it looks like they will roll those out and try to get that passed, you will have to find the cuts somewhere. if you are not going to touch entitlement spend you will have to cut some massive programs.

kennedy: how do they sell tax cuts to wary democrats? obviously americans want them. individuals wants them. businesses wants them. but it seems as though democrats are hell bent on with holding in order to give the president another loss. what does this administration have to do to reach across the aisle? >> i think they are going to have to incentivize democrats' priorities and say scratch my back and i'll scratch yours whether it comes down to infrastructure or starting something big like the simpson-bowles commission president obama had an ignored. that deals with spending in the future. if they did that, they could probably get democrats on board. kennedy: i don't think anything will be done with entitlements

until millennials are in office. they realize there will be nothing left. some of the most reliable voters in this country. golden americans, their social security and medicare are stable for the time being. it will be future generations who will have to look at balance sheet and realize they are staring into a hellish abyss. there could be a vote later this week on the gop healthcare proposal. the president says the plan is finally ready. >> this evolved over a period of three or four weeks. we have a good bill. they could have wrote it on friday. i say just relax. take it easy, take your time. and make it perfect. kennedy: there is already a

little controversy. the house gop proposal doesn't include coverage for people with preexisting conditions. however, the president yesterday guaranteed that it would. so let's hash all this out. let me bring in my monday fun day party panel. comedian and host of part of the problem. dave smith. and charles cook, editor of national review online. welcome back, everyone. what's gone on with preexisting conditions? it seems as if your party is in a bit of disarray. i lean republican. what is happening is the president doesn't really know what's in the bill. the president doesn't really care what's in the bill. i love that line.

this is 1/6 of the economy. i'm pretty hard line on this. i don't think the federal government has a role to play in healthcare at all. the more we can deconstruct and send back to the states the better. but i'm not convinced the discrepancies that you mentioned between what is in the bill and what the president thinks tonight bill will end well for the republican party. kennedy: or how meaningful the state waivers are. forcing insurance companies to charge the exact same amount for people who are sick and those who are well. dave, what would happen? i have been thinking about this. obviously the bill is growing more and more complex by the day with he group and every opinion and every amendment. what if you simplified it and took the government completely out of healthcare. is that an option? >> of course it's an option.

it seemed like no one has the courage to stand up and make that argument which is the other side of that healthcare should be left to the free market, period. kennedy: what if you said insurance companies will write insurance. >> you could nullifier other regulation that we have. if you look at what's left to the free market, we don't have trouble getting poor people, flat screen tvs. this is the argument we have to make and no one seems to be willing to make it. what charles says about not reading the bill is a factually true statement. when rand paul got to congress, this was one of his big thing. no one reads the bills. no one knows what's in there. kennedy: this comes down to price fixing.

and price fixing results in venezuela. it does. on may day. >> obviously problematic. i do not consider myself to be on the far left of my party. but for some government role in delivering healthcare, i think you will see increasing support for a single payer system because people are so afraid -- they are not afraid. kennedy: they are afraid. single payer is an awful idea. >> when you have bills coming out of the republican house that will strip understand for 24 million people. they say we know congress isn't going anywhere and we want to make sure they are held to the fire. kennedy: people are frustrated that they don't have choices. >> we have have insurance kk 8 lines and keep government -- >> has anybody made a good

foreign policy in afghanistan, former u.n. ambassador john bolton. welcome back. so, let's talk about afghanistan. i know we have seen a lot of high-profile military strategy and implementation in that country and in the region. but what are the potential political and diplomatic solutions. particularly bringing the taliban to the table. >> we have been there since the 2001 september 11 attacks and a lot of things have gone wrong there. but the net net is we are still threatened by the country being taken over by taliban in combination with al qaeda in combination with isis. and that poses a direct threat to the united states in two respects. once again establishing an international base, a haven for terrorist activities, plans and training against the united

states, and two the risk that a terrorist-led afghanistan to facilitate the fall of the pakistani government, to the pakistani taliban or other radicals which would put terrorists in command of the nuclear arsenal of 60 or more nuclear weapons by public estimate. it's a two-fold threat, it's a real threat. kennedy: if we are going to talk about staying there, i want to know what's worse. is it having the taliban around the country or risking the trifalls apart completely and turns into yemen, libya or what syria is turning into. john: having the taliban run the country meant having 3,000 dead americans. we snow pack and has this capability, this nuclear

capability. we have to think of the bigger question. it's not a pleasant solution, but it's not a pleasant solution to have terrorists threaten attacks in the united states in western europe these last 15 years either. kennedy: let's talk about al qaeda in afghanistan. isis is obviously there as well. what is the state of al qaeda since bin laden's death and what impact has his death had on that part of the world and afghanistan in particular? john: i think it's a mistake to say on one hand you have al qaeda and on the other hand you have isis. isis is an outgrowth of al qaeda. this is a very tumultuous environment with this terrorist ideology spawning old groups, new groups emerging.

it's not far-fetched to think that you could see a fusion or an alliance of convenience between isis and al qaeda. we know from the document we did capture from al qaeda locations from afghanistan in 2011. they wanted to get their hands on nuclear weapons. so i think speaking about what would happen in afghanistan alone is a mistake, given the instability of the pakistani government these many years. kennedy: we are not going to keep committing those military mistakes over and over again. that seems incredibly foolish as well it appears if afghanistan does fall and slips away from the taliban that it could become a caliphate. when you talk about the levant

and various parts of the middle east you are talking about pakistan and iran. in the wrong hands it could give rights to a new form of isis. as you said, that's a new form of al qaeda and what's coming down could be much, much worse if the taliban is not there to keep it in check. john: in this region from north africa right through to afghanistan, chaos has been growing particularly these last 8 years. it's not fun being out there on the frontiers where this fight has taken place. i would rather fight the terrorists in afghanistan than watch them kill innocent civilians in american cities here. kennedy: unfortunately a lot of the civilian deaths follow from our involvement in the region. and i think history, especially modern history --

john: you are absolutely wrong. if you think these people are provoked because we are here, i think you are missing the fundamental ideology that has motivated them going back 100 years or more. we didn't create the ideology. we don't want this war. kennedy: with all due respect, the neocon solutions. john: you don't know what neocon means. kennedy: i do because i have red many of your writings. john: if you understood it, you would know that. kennedy: a bunch of democratic strategists say they know why hillary clinton last last year's presidential election to donald trump. here is a hint. ed henry joins me to talk about the real reason. that's next. whether it's connecting one of the world's most innovative campuses. or bringing wifi to 65,000 fans.

states say they thought hillary clinton's policies were going to help the rich more than donald trump's policies would. so that's a huge problem for democrats in an election that was with supposed to be about the middle class and who was closer to wall street. hillary clinton with all those speeches, another irony now you have donald trump with a bunch of goldman sachs people around him in the white house and barack obama the saint to some of these progressive voters taking money from wall street like hillary clinton did. so i think their whole world has been turned upside down. ken rrm and he doesn't have a foundation to funnel that money into and you a wife who don't appear to have political aspirations. the party panel is back. dave i smith and charles cook angels qatar love.

everyone. this year the was mostly journalists sitting around journalizing trying not to look like dorky trump haters. the theme of the dinner was celebrating the first amendment. i'll be impressed next year if they honor the second amendment. hasan~minaj. but the point of the night was a reset and examination for what it means to be a journalist in washington covering an unorthodoxed presidency. both sides are rewriting the rules of the relationship. it was nice to take a break from reality so the nevers could have a night for themselves. so i went. email
