investigation -- it is very early on, we will i want to thank the alexandria police the sheriffs office alexandria fire department for rapid response to the requests for assistance 911 call. appreciate their rapid response certainly saved lives. >> at this point -- we are going to -- yeah there -- the investigatives together he go what we have put this together, again, it is very early on, there is a lot of witnesses to be interviewed once we have more information will pass on whatever information we can to make sure you have the information you need for your work. >> -- a lot -- >> is there any to public -- >> turn it back over to chief. >> we're not going to -- answer any questions, at this point, because this as chief pointed out this is an active
9:01 am
ongoing investigation. we called crime scene hot because collecting information and evidence would be premature for us to respond any further an hour and a half will come back together give you update what we can speak to, and perhaps answer some questions at that time. >> any indication -- >> any other shooters. >> this is a stable situation at this point, there is no additional threat we consider this a closed incident under investigation. >> thank you very much. back in an hour and one half. maria: that was press conference from alexandria police on shooting to stuart snoourt good morning republican he steve scalise has been shot house majority whip in g.o.p. shot in the hip about to under ego surge expected to survive.
9:02 am
9:03 am
>> scalise later this morning congressman welcome to the program in tragedy dreadful circumstances. now, i want to point out, that steve scalise is the republican chief whip in the house to organize votes for the pet legislative agenda. is this going to get in the way of the president's legislative agenda? >> he is the whip what he does he counts votes has to make sure 218 votes to pass a bill before this comes of about you want to know where members of congress are at steve runs a team in the house that will reach out to people on the interior to see how they are going to vote on upcoming bills so leadership knows they have necessary votes to pass or not, so this is the number three position in the house, you mentioned, i was going to walk off camera with you go down this hall and speak with mr. scalise about flood insurance about three minutes,
9:04 am
from this interview but obviously, our thoughts and prayers are with him and his wife jennifer two children, quick i will get back to the agenda but i think every spouse who sends their -- loved one to congress is so fearful going to get a call jefferson scalise got the rhetoric that as the takenplace threats least several months would come to pass in a violent act. >> you said before earlier this morning you were on fox and fox business you are not complaining but you are recognizing environment of violence in in which this shooting took place do you think a connection between rhetoric violent relating to that we have seen and heard and this shooting. >> i don't have evidence of -- of why
9:05 am
so, i think a natural consequence of that, this escalation, becomes greater violence and i don't know what happened this morning. but i think everybody has to take a standdown, these are men and women who are dually elected, advocating for their constituents, what we think is good policies. in regard to the house and the agenda, this, i think, you're going to see a greater motivation. when one of your colleagues is hit like steve scalise was this morning and the role he has and leadership he's given to our institution, you'll see more people rally together, more driven to get this agenda done. health care, taxes, infrastructure, i think it's
9:06 am
going to go well. stuart: congressman, bear with me. president trump has been tweeting about this early this morning. bring this to our viewers' attention. put it on the screen exactly what president trump tweeted earlier today. representative steve scalise of louisiana, a true friend and patriot was badly injured, but willfully recover. our thoughts and prayers are with him. congressman duffy, do you want to add something? >> good that the president recognizes him as a true patriot and friend. i think when the president recognizes it, it's heartening to his family and we're grateful for the president weighing in. stuart: hold on one second, we're trying to bring our viewers the best possible understanding of what happened. and we did have, not exactly an eyewitness account, but an eyewitness account prior to the shooting. and it comes to us from congressman ron desantis who was, i believe, in the parking
9:07 am
lot of the baseball field. a man walked up. let congressman desantis describe himself. roll tape, please. maria: to be clear, once again before you go, congressman. you were leaving the game, you were in the parking lot and an individual approached you and asked you what. >> he said, hey, are those republicans or democrats and jeff duncan was like, it's republicans and the guy just kind of turned aeneas kind of walked directly towards the field. stuart: my colleagues, elizabeth mcdonald and ashley webster are with me now following the story. a lot of shot fired. ashley: that's a lot to gauge. stuart: senator rand paul. ashley: 50 shots where apparently the shooter reloaded the guns and rand paul was in the outfield and went on for ten minutes, that's a long time. liz: he had hunkered down behind the third base dugout according to fox news. senator jeff flake took
9:08 am
mr. scalise's phone to call mr. scalise's wife. he did not want his wife to hear about the shooting from the news so alerted the wife to what was happening. stuart: we should alert everyone that congressman roger williams of texas shot in this accident and carried off the field on a stretcher and his condition is unknown. congressman duffy, we have reports that steve scalise was hit, schemreamed and dragged himself across the field. you heard this? >> yes, i did hear it and i mean, just think how freightening and scary that situation is. and the wherewithal and the drive that steve scalise dragged himself to safety. roger williams from texas, a former car dealer, serves on financial services with me, he is a bright light in our conference as well, a wonderful
9:09 am
guy, who everyone loves and it's sad to hear that news about him as he now has passed his car dealership off to his kids and works with them, but he's a big figure in texas and also, in the congress, too. so-- >> thank you very much indeed, it's a very difficult story for everyone in america this morning, we thank you for your contribution. ash, anything new. ashley: what needs to be pointed out, steve scalise is in a leadership position so therefore he gets a security detail. if he wasn't there, there wouldn't have been a security detail initially. there would be no one to fire back and defend, so, think about that. stuart: because he occupies such a senior position. >> he does, he gets security. liz: senator rand paul telling fox news if it wasn't for capitol police, this would have been a massacre, way more injuring. it was a killing field, an open field for the shooter to take aim and to fire. stuart: once again, i want to emphasize, my understanding is, that it was only republicans at
9:10 am
this practice. ashley: yes. stuart: the game will be tomorrow night, republicans against democrats, but this practice this morning was just republicans. and a man had walked up to congressman ran desantis and said is it democrats or republicans today, walked away and did the shooting. liz: and senator flake describes him a white man in his 40's or 50's with dark hair and a rifle with a scope. adam. >> they'll have a press briefing an hour, hour and a half. they won't say anything about the shooter. there was a report that the shooter was in custody, but dead and another report that the shooter was in custody and not a threat. at the briefing that just took place within the last ten minutes, the police chief would not say the status of the shooter, as you've been reporting. there are five people, they did confirm taken to area hospitals and they would not confirm the identities of the five, but we know that one of them was
9:11 am
representative scalise as you have been pointing out and also police officers injured in the shooting. there's also confirmation, multiple shots were fired in a period of, what was roughly three to five minutes. but they're being very tight-lipped here, they keep saying to us that they're going to update us, but won't give us the status of the shooter and they say that the situation is stable. if i can get martine, the photographer, it took place where you see the lights, the g.o.p. baseball team was practicing for the annual charity event, the republicans versus democrats, and that's when this took place at about nine minutes after 7:00 this morning. they did engage the shooter according to the police chief. the police officers did engage the shooter, so they were firing shots as well and that would explain why the people around here heard multiple shots. as i wrap up, stuart, to give people an idea where we are. if you're familiar with
9:12 am
washington d.c., we're south of the district. we're actually not far from reagan international airport south of that and west of the airport, back to you. stuart: stay right there. we'll get back to you with the latest shortly. thank you very much indeed. we're not going to speculate on the motivation behind the shooter, not going to do it because we don't know it at this point. it's worth pointing out the back drop, however. there is a backdrop in america today of political violence or certainly threatened, intimated political violence. witness the severed head, that particular graphic, which was most unfortunate, shall we say. witness shakespeare in the park where a man dressed up to look like donald trump is stabbed repeatedly on the set, and the rhetoric of politics these days has become truly almost violent in its extreme. judge napolitano is with me at this point. we don't know whether it was common garden criminal violence or political violence, i don't wish to speculate.
9:13 am
>> no, i have my internal thoughts, but i think we need more evidence before we can articulate on national television. stuart: well said. >> i will tell you that a rifle in virginia does not require a license or a permit, and can be carried openly on the street. so, presumably the weapon was lawful. that's possible the weapon had been stolen, again, we don't know, but in virginia, a rifle is lawful, so to go to the store and buy it like you would buy it on carry it on your belt. it's unusual that there would be a scope on the rifle. it's clear this was going planned or plotted because of the scope and the quantity of bullets. there is no magazine that holds more than 15 rounds. this person, if shot between 50 and 60 rounds, would have had to reload three, four, or five times. he would have had to come with magazines, extra magazines, that's the device that holds the rounds, already loaded and as he emptied them, discards
9:14 am
the empty magazine and put the new magazine in and he would have had to have done that over and over again. that can't be done by accident or coincidence, only with a lot of preparation and takes time to load those things in advance and prepare to use them and carry them with you. stuart: judge, please stay there, the story, we want you on it. thank you, indeed. blake burman is at the white house with the comings and goings of president trump and vice-president pence. i believe that vice-president pence has canceled a speech. >> he was supposed to give a speech 15 minutes ago in washington at a hotel to a trade group here, instead that speech has since been canceled according to the press secretary of the vice-president on twitter, instead the vice-president is headed to the white house some point soon to continue to monitor the situation. the white house put out a statement in the name of the president saying they're," et, monitoring developments closely.
9:15 am
what we know, as relates to the schedules. the vp canceled that event. the president's first event is 2:45 at the labor department. don't know if that will change in any form whatsoever. for the president's schedule up until then, it does not appear as if the president is in the west wing. of course, he could be monitoring this and kept abreast of all of this at any point in the white house. this is something clearly the vice-president and president are watching. one quick note as relates to security here at the white house, we haven't noticed anything extraordinary, as you know, this is one of the most secure facilities in all the world. stuart: they're still keeping business as usual at the white house? a big event was planned, not interfered with? >> labor depth afternoon, the speech there, the executive order signing that the president is supposed to give. as far as we know, still on schedule. stuart: got it. blake burman, thank you very much indeed. come in, chad, fox news producer based in washington
9:16 am
d.c. a man who knows the area and knows this baseball park very we well. chad, thank you for coming on the show. am i right in saying it was just republicans on the field this morning. >> that's right, the blicans an practice separately for the annual game scheduled to be played tomorrow night at nats park, home of the washington nationals. they come before the crack of dawn. the sun comes up and they're before dawn practicing because they have overloaded schedules with hearings and votes and press conferences on capitol hill. that's the only time they can practice. i have been out here to the practices before to watch them and do some reporting features on the congressional baseball game. in fact, i had met with an aide who was instrumental in putting together the game and considered coming out today and frankly didn't get up early enough. stuart: forgive me, chad, i have to interrupt you for a second. i have been reporting that one
9:17 am
of the people shot this morning was representative roger williams from texas, republican. we understand it was one of roger williams' aides. >> that was one of the original reports. it's since been clarified. he was not shot, representative williams, as you say, one of his staffers was shot and there was an earlier report that was an aide was shot in the chest. that may have been the aide of representative williams, so, obviously-- fluid. stuart: let's clear that up. clear that up rightly. chad on the line. steve scalise was the house whip, counting the votes. is this going to be interfered with? >> it depends what the wounds are, he was shot in the hip. playing second base. senator flake, republican from arizona who plays in the game was at bat and he says he heard the whip, scalise scream and he laid on the field for several minutes and finally kind of dragged himself off the field, about ten or 15 yards until the
9:18 am
u.s. capitol police were able to shoot and subdue the suspect who had the rifle. now, i'm told that he has been taken into surgery at medstar hospital in washington d.c., back into the district of columbia at irving street in d.c., and it's unclear on severity of those injuries. senator flake and others indicated they expected him to survive. i was told that at least one member of the police detail, again, scalise is in the house leadership therefore he gets a u.s. capitol police detail and a female officer was shot and is also at that hospital, we believe that she was shot in the foot. i asked whether or not she had to undergo surgery and that is unclear at this point. but again, you know, some of this information is so fragmentary in terms of what we're dealing with here, who was shot and injured, and everything else. you can just imagine it's chaos here. things have certainly calmed down on the scene.
9:19 am
when it erupted it sounded like utter pandemonium. stuart: chad, we're told if steve scalise had not been there, there would be no security. steve scalise occupies a senior position within our congress, and therefore received protection. had he not been there, there would be no protection. would you expect now that there will be a lot more protection for a lot more politicians? >> well, one would think so. that's the interesting thing because you know, the average member does not get a u.s. capitol police detail, you know, when you talk to the security officials at the capitol, there's just no physical way they could have, you know, agents and officers on all of these people all the time so they protect the leadership. obviously, they protect house speaker paul ryan, he's in the line for the presidency. obviously they protect the president pro tem orrin hatch of utah as well he's next in line to the presidency behind paul ryan. but, you know, they have, if you're in leadership on the democratic side, the republican
9:20 am
side of the aisle, you have a detail with you 24-7 and it was interesting, i had a couple of private meetings with steve scalise in the past couple of weeks, in one instance i was in his office and there was an agent or an officer who stood kind of off to the side and minded his own business and another time i was in his office and he stood outside the room. so, you know, there's different ways to do this, but when you're standing out on a field, as jeff flake said, it's like they were sitting ducks. stuart: with 535 members of congress, that's a very large group. chad, thank you for being with us. liz: up to 15 to 25 people gathered at that field according to representative moe brooks talking to fox news. the shooter was shot behind home plate as he was circling around to the first base dugout where moe brooks and other congressmen were hunkered down. he was incapacitated behind home plate, as he was headed to the first base dugout to take
9:21 am
out potentially more people. stuart: okay. very interesting information, liz. thank you very much indeed. i'm going now to senator john kennedy, public louisiana, bear in mind that steve scalise is a republican from louisiana. your thoughts, please, senator? >> well, steve is a good friend. this is horrible. i feel horrible, sad, in a way i'm relieved. my first reports i was in my capitol office, i get in early. i had heard that steve had been shot in the head. thank god that's not true. stuart: are are we going with this? >> we need time to digest this. i want to make sure that everybody is okay. i'm not worried about the shooter, but worried about the police officers who were there. i'm so please that steve had security. if steve's security detail hadn't been there, i don't know how many people could have been hurt and injured. stuart: would you now expect more security for more members
9:22 am
of the administration and members of congress? >> you know, i hadn't thought about that. i don't want to live my life where i've got to-- and i'm not going to live my leave where i've got to be scared of somebody like that. when i'm in louisiana, i'm armed. up here i'm not. i'm not going to live my life like that. i've got to tell you this, this hating people because you disagree with them. it's wrong, it's unchristian, it's unamerican and gotten worse. i can tell you in the past year, year and a half you ought it read some of the stuff that people put on my facebook page. i don't mind if you disagree with me, i don't mind what you say, i guess, because i've been at this a long time, but, man, who wants to live with that much hate in their heart. stuart: can i just refer to the business side of this, if i may. >> sure. stuart: steve scalise was the
