i'm right here on the fox business network for the intelligence report daily. have a terrific evening. i'll see you tomorrow. kennedy: house speaker paul ryan makes another pitch to reform a ridiculous tax code. but will his plan fix the system? dr. ron paul is here with real ideas. a free speech battle on a college campus. a new docu-series documents how badly the war on drugs has failed. grab a chair because it's time to get schooled. paul ryan made a new tax reform pitch as house speaker. he hopes to deliver what he calls transformational tax reform. the speaker finally got out of weeds to make this economic pitch.

>> if we are going to fix our tax code, then we have to fix all of it. both for individuals and businesses. why are we going to do that? because it will create jobs. that's what this is about. that's what this is all about it's about jobs, jobs, jobs. good-paying jobs. kennedy: he's a regular lahr -- a regular eminem. tax reform should be a much-needed issue for republicans. so where do you start? by lowering taxes for everybody. here is more of ryan's breakdown. >> you can't just lower the rate for corporations which is in america 10%, 20% in wisconsin. level the playing field but give them the edge they need to compete in global economy.

kennedy: if taxes are the finish line and the entire economy wins, ryan is hoping this is the cookie at the finish line that buys him precious time. >> we must think differently so that once again we make things here and export them around the world. there are so many different ways of cheating us. we in the house have our own idea. and that's one of the things we are discussing with the administration because we are going to get this right. kennedy: i don't necessarily agree with that. but let's hope it's not through ryan's dread border adjustment tax. let's get right into taxes. i'm glad you are here. i'm kennedy.

what shoulded the speaker of the house paul ryan spoke us on when it comes to tax reform. dr. ron paul joins me now. dr. paul, welcome back. ron: thank you very much, good to be with you. kennedy: do you agree tax reform is necessary? ron: yes, i do. i was optimistic we would get some good news, but i was very disappointed. i thought a major reform would be to call for the repeal of the 16th amendment and it never came. so i'm not all that optimistic about what's happening. he did not talk about the term revenue neutral but he implied they would to give tax cuts for a few people we have to raise taxes on somebody else because they had deductions. it's more economic management and planning through the tax code they are doing. but lower rates, yes. but the other thing that is never mentioned because taxes

are different than spending, if you want a reduction in taxes, you have to think about cutting spending. that means we have to deal with the role of government. and it's out of control. the role of government has nothing to do with our constitution any more, therefore the tax code will remain very oppressive. kennedy: oftentimes the tax cuts rely on the theoretical and magical economic growth which we haven't seen and we are not creating the environment for. but the idea is, if you cut taxes and incentivize businesses to come back, we'll have so much gdp growth, there will be an even bigger tax base. but that model is unsustainable as well, isn't it? ron: absolutely. and it's the wrong incentive. to sneak in an increase in revenue, enhanced revenues coming in.

if it did work and maybe there could be examples point out. but it's merely to pay for government. if you happen to have gotten extra revenues in, great, cut more spending. but there is no talk of that. that's not part of what's going on. they want to maintain the welfare state. and never really pay for it. and that's the fallacy. so you can't adjust taxes to deal with that problem. this is structural. it's anti-constitutional. but he did mention less regulations and that's good. less complicated tax coats and that's good. but the revenue neutral stuff and hoping for economic growth to pay for these bills, it's a dream. kennedy: it's shifting the tax burden and turning it into grease. where would you like to see republicans start?

do you think there is hope of something like a flat tax which is obviously more than simplifying a few brackets? ron: no, i don't think it will happen. there are too many obstacles. i remember the first speech i gave in politics in 1974. i said the thanks code ought to be simplified. maybe we could get by with a 10 per tax, never higher. the churches don't ask for more than 10%. the government total should never get more than 10% of our earnings. and now i agree it might be too much if you want limited government. a flat tax might offer something. but it will never happen. what ryan was talking about was flattening the tax code but then he said except for this, and except for this. that avoids the problems.

it might be you could get lower tax revenue and simplified tax code, and i think that's what steve forbes argued for. but overall i think it's a spending issue and role of government issue, and our constitution is the problem. so this is not going to solve the problem. but some people say instead of the flat tax you should have a sales tax. no matter what the reforms are, you have to talk about spending. that is one of the reasons i never endorsed either one. fit provide an opportunity to lower taxes, i would have supported it. but i didn't want to get away from tinkering with the tax code thinking it would deal with structural problems. kennedy: ultimately lowering taxes is not the goal because then you would have to lower spending. in the end it's all a charade,

but hopefully society will benefit. in the chamber of commerce things are getting testy over healthcare. the gop is preparing to vote on their healthcare bill next week. democrats are angry the republicans have been meeting behind closed doors and haven't taken the bill to the senate floor. last night they held a talk-athon. >> when we have time, more than 10 hours? this is a complicated bill. to review the bill? will it be available to us and the public more than 10,000 before we have to vote for it? >> you have ample opportunity to read and amended the bill. >> we'll have ample opportunity to read and amended the bill. kennedy: 7 years ago vice president mike pence had this to say about the left's talk on
