reporter at the daily beast *. what does the cbo score have to do with the delay. >> it's a baseline we have to measure the effects of legislation. the number of people that might have health insurance. but you see this kind of criticism coming from both side when cbo numbers come out that they don't like. we saw it with the obama white how when obamacare was first making its way through congress. it's not surprising. but mitch mcconnell putting off this vote saying they are going to try to get the cbo to rescore it, they are still paying attention to and putting credence into the cbos numbers. kennedy: does the delay mean the legislation is dead? >> dead, no.

i think it's on life support. at risk of using a healthcare pun, it's in critical condition. they are going to come back after the july 4 recess and try to get some folk on board. you saw folks from susan collins and dean hell tore rand paul and mike lee expressing various objections to the bill. so it's trying to thread a needle while giving conservatives something they can get behind. >> it seems almost impossible to make both parties happy and they don't seem like they are part of the same party. where do we go from here? what happens or the course of the recess? >> you can expect if any members of congress are doing town hall event there will be lots of fun and fireworks going on with those. but leader mcconnell and republican leadership are going to presumably be nose to the grind stone and get the details

of this hammered out. mostly if they have enough time we don't know if the cbo is going to be able to score this again. so they have got a lot of work to do and very little time to do it. kennedy: republicans like mike lee, they are trying to get them on board. both part ideas were unhappy with the thought having to vote on this week. that's not happening. let's talk about mike pence's role here. you say he's the most powerful vice president in u.s. history. do you stand by this statement? >> he's definitely up there. in terms of the white house trying to pursue a legislative strategy. mike pence is doing far more than the president himself is. actually getting laws passed, you have rarely seen a vice president take a much larger role than the president himself.

he's definitely right up there. he's a well liked guy not only among republicans, but his years of service on capitol hill ingratiated him with a lot of folks up there. for political or personal reasons, they don't want to be seen talking to donald trump. so having pence up there -- having dinner with conservative members as he did last night is crucial to the white house being able to get this stuff through. kennedy: donald trump does not speak their dialect. but mike pence speaks the legislative language. maybe that's his most powerful arrow in the quiver, the ability to talk to people in a way a non-politician can't. >> he has legislative experience in congress and as governor of indiana, he has executive

experience. kennedy: do you think pence is a digsing to be president? >> i think he's keeping his head down, remaining loyal. trying not to annoy anybody who night throw a wrench in the works if it comes to that. kennedy: let's take it to my board certified party panel, jessica tarlov, along with national review editor rich lowry,. the delay of the healthcare bill could make an already bad problem worse. 2018 coming up faster than you know. rich, you spent a lot of time talking to republicans in congress. so what are they saying? is the delay surprising to you at all? >> no, it's not surprising.

the delay is better than we heard mcconnell wanted to do, which is have a vote no matter what. if you are a couple one or two votes short, you end up 15 vote short at the end. so if the vote happened friday or saturday it would have gotten 35 votes it's a dog's breakfast of a bill. it's marginally a step in the right direction. it's worth trying to save it. kennedy: that's not enough. take a whack at the pinata. >> i think we need to reform obamacare and i think democrats need to come to the table on that right away. there is an opportunity here. they have to have a healthcare bill.

so beyond the millions of people who will lose insurance whether paul ryan thinks that's just their right to decline is ridiculous. there are medicaid cuts. the numbers show the cuts will happen slower than they would under obamacare. but you have people going off medicaid. and 4 million people on their employers insurance who will lose their insurance. now people getting it through their companies. popular opinion is well against this bill. i think mcconnell was smart to delay it for that reason. the reform package, i don't know what that looks like. when you have susan collins and lisa murkowski who said we are not going to take services away from anyone. and planned parenthood does offer services. kennedy: then the federal government should stay out of healthcare and leave it up to the states. they come from vastly different states who don't want to see

these overbearing regulations. maybe government shouldn't be in the business of healthcare at all. >> i'm glad it will still cover until after july 4 so it will cover people who blow their fingers off with fireworks. government shouldn't be involved in healthcare. i like the idea we are getting to less comprehensive plans and some of them have cutting back. people don't want all that coverage. if you went into a restaurant and said i want a cheese bigger and you said fine, but you will have to pay for everything on the menu. it's ridiculous. younger people of should be able to get streamlined plans. but obamacare doesn't work that way. kennedy: the problem wasn't necessarily with the mandate,

making people sit out for six months if they let their coverage lapse it's with the tax subjects does. >> i think where we have common ground, people should have low premium catastrophic health insurance plans. they pay for the catastrophic illness that is unforeseen. but i think you are going have to subsidize low income people and subsidize the sick. part of problem with obamacare is it puts the sick in a pool with everyone else and charges everybody so they don't want to buy insurance anymore. there is a small population of basically uninsurable people. have high-risk pools and take them out of the system. for everyone else have catastrophic insurance. if you want the maternity

i think in an ideal world we would have a system like that where public education is fantastic. no student debt. we have to look at what we have. we have 320 million diverse people who live in this country. we don't look like sweden or the u.k. i think it's a terrible democrat messaging problem to have both sides of the party coming at this differently where you have one side holding on to obamacare for dear life and the other side saying single payer. >> this is why the senate bill doesn't entirely cohere. so that's a heck of a dilemma. and you have no margin for error. >> it's too narrow. if you give on one side, you will lose on the other.

gooder experiments. can you explain how minimum wage hurts the lowest wage worker? >> what you learn the first day in an economics class is if you raise the price of something, people will want to buy less of it. we raise the price of sodas and high-fat foods in order to get people to buy less of them. you raise the price of labor, people will tend to buy less. that's what this study found, when they raised the wage from $11 to $13 across the city of seattle, they found low-income workers were losing on average $125 a month. i heard some say that's not that much, but if you are a minimum

wage worker, that's a lot of money. kennedy: that's a full day's work for most people. a lot of these liberal economists and lawmakers tend to rely on a 1994 study that showed the positive effects of minimum wage in the food service industry. is this disproving the 1994 study? >> this is a broader study. it didn't look just at restaurant workers which is what people often look at because it's easy to define. this study tried to look at minimum wage workers across the city of seattle, and they found actually that there was less of a problem among restaurant workers and more of a problem along the larger group of low-killed workers. sow it does assignment many a

better constructed and more persuasive study than the previous one. >> i want you to talk about the long-term effects. obviously employers are getting their employees fewer hours. what are the long-term effects for the city of seattle? >> one long-term effect is if you have a higher min municipal wage in the city then you do in the suburbs or the state next door, businesses will tend to move out of the i where the wages have been pushed above the market and there will be fewer jobs for people who live in that city. but another long-term effect that's very important is nobody ever gets a second job without having a first job. so if you cut off the lowest rungs of the job ladder. if you are a teenager, if you are a high school graduate looking for hour first job, and

employers are not finding you work at $13 an hour in what you can produce, then you may not get that first job. if you have a resume that doesn't show a first job, it's hard to apply for a job and say i learned job skills and now wipe ready for something else. kennedy: which is the point of these entry-level jobs. even though the laws are well-intentions, they end up hurting the people they are supposed to help. the white house delivering a stern warning to syria over the use of chemical weapons. probably not. we'll have that discussion next. okay, i picked out my dream car.
