mcconnell suggesting over the july 4th recess that bipartisan help might be needed to help fix parts of obamacare if a major overhaul get the support of at least 52 senators. cheryl: tax reform. treasury secretary steven mnuchin is saying that the trump administration is moving ahead in a plan to cut taxes for the middle class and businesses. >> we are absolutely commit today getting tax reform this year. we need to get back to 3% or better gdp and our plan is to have a full-blown release of the plan in the beginning of september with being able to vote and getting this passed before the end of the year. cheryl: mnuchin also dismissing report that is white house adviser steve bannon is supporting a 40% tax rate for the very wealthiest americans. the current, excuse me, top income tax bracket, 39.1%.

a number of analysts said they expect tax reform won't happen until early next year and the cuts will be scaled back as republicans scramble to deliver on their economic agenda. we all wait and watch. lauren: wait and watch, so does the market. president trump calling for expanded cooperation with russia , the agreement was announced last week following a meeting with president trump and russian president vladimir putin but senator john mccain criticizing secretary of state rex tillerson for suggesting that russia might have the right approach in resolving the syrian conflict. >> it's up to us because of our principles and beliefs and advocacy of freedom. that's what america is supposed to be all about. not whether they're right and we are not wrong. we know who is right and who is wrong here. lauren:

cheryl: now president trump appears to be backing off of plans for the u.s. to work with russia on fighting cyber terrorism and the idea came under fire from both democrats and republicans very quickly over the weekend so trump tweeted this last night. the fact that president putin and i discussed a cybersecurity unit doesn't mean it can't happen, it can, but a cease fire can and did. lauren: trump treated earlier that he had discussed the idea of cybersecurity unit with putin during their meeting which is at the g20 summit in germany. president added that the u.s. and russia would work together to guard against election hacking and, quote, many other negative things. cheryl: a lot of criticism after that one. donald trump is pushing back on report that is that he and other members met with russian lawyer with the expectation of getting damaging information on hillary clinton. the story first reported in "the new york times", trump, jr. telling fox news he met with the

lawyer who was describe today him as somebody who might have information helpful to the campaign but he says he ended the meeting about 25 minutes because the lawyer was ambiguous and made no sense. a spokesman for the president says he was unaware of the meeting and did not attend. lauren: two major wild fires in california have thousands of people flee to go safety, 4,000 evacuated and another 7400 prepare today leave their homes as fires swept through the sierra nevada. the fire has burned nearly 8 square miles and damaged critical infrastructure leaving governor jerry brown to declare state of emergency. amazon prime day has arrived with deals and steals you have to see to believe. cheryl: might be our favorite day of the year. let's ask tracee carrasco what she thinks to have deal. tracee: it might be my favorite day of the week as well. cybermonday in july starting

they oppose the mcconnell bill just yesterday senator john mccain essentially declared it dead, so the fireworks are essentially just beginning, do you think the gop health care bill to replace obamacare, do you think it's dead? >> i think that mcconnell version is definitely dead and the number is much higher than ten, i think it's more like 15 or 16. lauren: 14. >> it's been a political move by senator mcconnell and that's not what this is about. if we -- if conservatives believe they have the right principles deal with health care, they should put it on the floor, debate it, cause democrats to defend obamacare and talk about what principles they think and what policies should be included. let's have an honest, open debate for a change and reinstitute it as deliberative body. cheryl: the white house is so confident, reince priebus said that the bell will get passed, is that possible? >> again, the current version is not going to pass.

i think you'll have some new amendments and new versions coming out. senator cruz, senator cassidy and collins. i think you're going to see a real mix go through there. you will have a full play out in terms of this repeal now with implementation date about a year out, i think that will actually get some traction this week. the white house has been supportive of that, let's repeal it like we promised, let's say it's going to last for another year until we implement that and then let's have a real-honest open debate about future of health care in america. lauren: it's interesting because they get from august recess today, i'm sorry, their july 4th recess today but in three weeks they break for the august recess, should they cancel that? >> you know, they should trim it down a little bit. when we say recess, most of the members spend at least two or three weeks going around the state and holding town halls which will be fascinate if they still haven't gotten things done.

amazon products, the echo, kindle. i want better deals than that. lauren: thank you. financial stocks have been leading the charge on wall street for the last few weeks after they began raising dividends in the wake of stress test results. cheryl: adam, good morning. >> hey, good morning, cheryl, lauren. cheryl: let's talk about first bank of america, stock is up 5% just in the last month, was it an obvious call that financials were going to perform like this after the test? >> this is absolutely no surprise, we knew that the financials were going to pass all of these tests, all 34 of them passed, remember, the fed lowered interest rates nine years ago, kept interest rates and allowed banks to deposit extra must be and get paid a quarter per year. i know that doesn't sound a lot, 2 and a quarter percent. that's why they are doing so el. the fed basically looked out for them and i know that the fed has

taken heat for that but it's okay. we need the banks and they are in great shape. i'm expecting strong numbers. the stocks reflect that. you talk about the move in bank of america, 5% over the past month. a lot of the names right now are trading sideways. they have been sideways since election. but they don't go down much. 4, 5% and people come in to buy them. the bankses are the best leverage to what's happening in our economy and that's growth and recovery. cheryl: also coming this week janet yellen talking about the u.s. economy. they are going to try and drag her into politics. do you think any of the comments could hurt the financial sector overall? >> she's gotten pretty savvy. i remember when she first sat in that chair and she had gaffes and she got coached pretty quickly and figured out the double speak that you need if

you're going to sit in that chair as the chairman of the fed, you have to be able to speak to all of your constituents, even the ones that don't like you. she has an important job to do. she's getting us back to normal by raising rates and i think she's going to tell us this week both tuesday and -- and wednesday exactly what we have been hearing for the past year and that is the fed is data dependent, we are getting back to normal and we got your back. cheryl: you're good at getting straight to the point. do you think trump keeps her on as fed chief? >> yeah, there's no reason why not to. was that in 10 seconds? cheryl: that was less than 10 seconds. well, coming up, we have a lot more on what's happening in washington. congress is returning from the july recess but can they get a tax deal done for the year and forget about health care, treasury secretary steven mnuchin is making this promise.

disaster for republicans. lauren: businesses want to know certainty, what their tax rates are going to be in the new year. treasury secretary mnuchin said the white house will release the plan in early september and then they'll vote on it and get it passed by tend of year, is that possible? >> yeah, lauren. they have to be able to hit the ground running and it has to be a probusiness, prolittle tax reform guy. they have to hit it all. we will cross important line this is year. we will spend over $4 trillion in the government this year. that's new territory. obviously our debt continues to climb. we have to get in the three-plus range.

lakes we are going see the potential for severe storms unfortunately for parts of the northern plains through the upper midwest and dealing with showers across the rockies. we have been having wild fires, over 50 of them, 50 large wild fires, we will get a little bit of moisture, coastal areas not getting in on that rainfall which unfortunately is going to be potential for more wild fire danger, talking about the severe storms across the ohio valley, great lakes and tornado threat for parts of illinois, indiana, ohio as well as michigan. your forecast today, we could see scattered showers across the gulf coast. east coast looks good, but the system is going to move to northeast starting tomorrow and bring chance for showers and thunderstorms and remains hot and warm across the west where we continue to see that wild fire danger, that's going to be a big weather story throughout the workweek as well. happy monday, ladies, back to
