are the biggest contributing force. but it's an accurate reflection of where democrats are. they want to do the same things in new york city and los angeles. it's more anesthetic response to adopting every single idea that has been shown to have failed elsewhere, including millionaires' taxes. they tried that in maryland and people moved. kennedy: people say no businesses will leave the united states, where are they going to go? but they will leave a big city. >> it happened in a number of state where there is one big bright blue city surrounded by a sea of red and the bright blue city has all the political capital. there is a law in washington state that says you can't impose this income tax. if they want to put it to a referendum i bet they would lose.

kennedy: you think it's the goal of the restists to repeal the income tax law. >> this is a political game. they have been trying to repeal the income lax law since it was incorporated in 1984. they are saying we are champions and we'll fight it in court. so we'll fight it at the ballot box. when they say they are just imposing a tax on the wealthy, remember the city council was presented with a bill that was 2% increase. seattle's mayor said this is a way to increase taxes on the wealthy to help the lowest in economically in seattle, and at the same time they are only going to reach -- kennedy: they will raise taxes, they might be successful. they will take that revenue, and they will promise that for the next year and keep spending it

even though they won't have the revenue coming in because rich people will leave, and lower citizens will be shouldering that burden. in washington, d.c., republicans are still up to their necks in healthcare problems. mitch mcconnell and john cornyn said a revised bill will be out next week. and they say it will likely be further to the right which will further alienate moderates who are looking to protect medicaid in their state. this afternoon senator mcconnell said he's delaying the august recess so they can get things done. is there any way to avoid another catastrophe? i don't see this thing passing, matt. i know there are people like mike lee. on this issue ted cruz is fighting the good fight to try to desocialize this bill.

>> donald trump is supporting that right now. that's heading to a showdown. when the cruz-lee amendment gets up. mike lee told me there is no way he would vote for any bill that doesn't include the cruz-lee amendment. so if they decide in that bill to write those things it will be up to the moderates to see what they are going to do. but everything i have seen from susan collins on down, someone will look at donald trump and say you don't get to have your bill. kennedy: the cruz-lee bill doesn't tackle the medicaid expansion. you could give people more flexibility. would that be enough?

is it too much that it does thwart moderates? is it something that's so off-putting? >> each one of these moderates will have to figure out how much of this will alienate their base for reelection. but at least the cruz-lee plan is a plan. where the mcconnell keeps pushing a slightly warmed over version of the same thing every few weeks without any kind of public airing of it. the cbo scores come out but it's still a mystery to everybody. trying to cram this through before the recess will probably end this again. kennedy: you say they can still move on to tax reform it fails. do you believe that? >> i think mitch mcconnell never wanted to do obamacare repeal and replace first. when you have opposition from the left, you will be serving your corporate overlords.

and we are not going to get a vote this week. that's why they stepped -- did away with the august recess. they want to get this done then move on. tax reform is much easier to do. healthcare is toxic. nobody in america likes it save one or two people, and they all live in washington. >> those people are mitch mcconnell and john cornyn. the panel will return a little bit later. another major distraction for gop lawmakers looming to get legislation passed. and it involves, you guessed it, russia. the president's oldest son donald trump, jr. released the emails exchange from last summer. a trump friend wrote quote this is obviously very high level and sensitive information, but it's.

don replied quote, if it's what you say, i love it. especially later in the summer. he said he released the emails in an effort to be totally transparent. is there something here or is this a political distraction that will go nowhere? so let's discuss this a little bit. it's problematic, the information in the email chain different than the explanation donald trump, jr. gave yesterday. is it just case of donald jr. being a bit of a political novice and making a few missteps in this young administration? or is this what the left has been clamoring for? >> i would say it's closer to the latter. what we have seen is a pattern

where a number of high-level administration officials have had to revise the public record after previously undisclosed meetings with russians came to light that they previously denied. jeff sessions, jared kushner, and now this situation with donald trump, jr. in which kushner and paul manafort in the room. you talked about those excerpts from the emails. if the left wanted just black and white evidence of collusion or intent to collude, i don't think they could do much better than an intermediary saying i have got a russian government lawyer coming from moscow to give you information about hillary clinton that's bad for her on behalf of the russian government that supports your dad. and the response coming from don jr. saying great. let's set up the meeting at trump tower.

i'm not going to close my eyes and plug my ears saying there is nothing to see her. there is something to see here. four pages of emails. he did release to the public. but literally seconds before the "new york times" was going to publish it in its entirety. so there you go. kennedy: it's problematic on a number of levels. if something could get your dad in hot water who is about to become the leader of the free world and commands the largest army the world has ever known with its full nuclear arsenal, you would want to keep foreign governments from entangling in the campaign process. don't you think there would and line, this sounds shady. who wants to do what? i'm sorry. fall:speed ahead. i have heard a few different develops of this, and some of them are interesting and good. one of them is it's not

necessarily a crime to collude on opposition research on opposition research, even a hostile foreign government. it may not be a crime. and i think andrew mccarthy in national review review has written about this. they are pedestriansling the story from january where they detailed how fast clinton campaign and the dnc were colluding, flagrantly quliewgd the ukrainian government to try to damage donald trump. so the argument is it's not unprecedented so when it comes to foreign collusion the democrats did it, too. the problem is that has not been the argument the trump administration and team trump has been giving to the american people. it has beened a a. and consistent.

donors love the college so much maybe at some point they would pony up. chris: maybe she did, but the case is important enough there is enough there there. the f.b.i. doesn't go off half cocked bringing charges against a sitting senator's spouse. there is obviously. >> significant stuff here. so far sanders himself hasn't wanted to deal with it. he has shunned questions and has been able to dojt issue. but it looks like he's going to have to belly up. kennedy: the lawyer who brought forth the complaint, bernie sanders say his complaint is worthless because he was the state campaign manager for the donald trump presidential campaign. those things aren't mutually exclusive and mrs. sanders may

have violated the law. but one of the things the complaint states is senator sanders was bullying banks and using the power of his position in order to speed up the loan process. last i checked, that's a big no-no. chris: and how shockingly common that sort of conduct is. if america's favorite socialist is able to do that. imagine what they are they and their spouse are getting that regular americans don't. kennedy: this gives validation to people who say perhaps the purchase of their home on lake champlain might also have been dubious. i'm not saying there is a correlation between the college land deal and the beautiful home they were able to purchase as part of the 1%. it does smack of hypocrisy.

chris: there is nothing wrong with populism. there is nothing wrong with being a tribute of people. and there is nothing wrong with living well and being successful. the issue here is hypocrisy and whether sanders is walking the walk and not just talking the talk. kennedy: and falsifying documents for mrs. sanders. if she overstated the at the college was going to gain from certain donors. one woman said she would bequeath a certain amount of money on her death, and mrs. sanders seemed to lump that future gift in as if her passing were imminent. and the one is a still very much alive. we'll see how much this one plays out. i think people are getting sick of f.b.i. charges not being filed against wrongdoers of

are hurting the economy. "the blaze" tv host lawrence jones joins us. lawrence, you are a cost cutter like myself because you love the idea of limited government. but even those heritage foundation is saying the president's blueprint makes great strides in reducing some regulations and spending, it doesn't go far enough, does it? >> it doesn't go far enough. but i would like to see congress have an amendment that required them to balance the budget. part of the problem is after president trump were to actually pass this plan which is supposed to balance the budget in 10 years, the next congress can roll that back. also there is a lot of areas where i feel like we should be

trimming the budget like the epa that need to be eliminated. a lot of cuts to congress, they would like to have a lot of goodies to go back home and say i got this goody. kennedy: some of the military spending is redundant and not necessarily useful. but this doesn't tackle that. there is the $125 billion in defense department waste that is not addressed in this bill. >> that's also a major problem for me. i know some of the audience members get as well. we are facing a lot of threats as it relates to national security and russia and north korea. i totally get it. but they have to trim some of their budget as well. there is a lot of wasteful spending. we spend millions of dollars on

afghan soldiers and it turns out it was the wrong uniforms we ordered. this is the money of the mire can people. we have to live on a budget, so should our military as well. kennedy: it doesn't mean you are anti-military. it just means we can take a rational approach to some of the cutting that enhances our national security. >> i have given the president credit for being one of the people that goes to washington and negotiates some of the views himself. i get that he has the experience. i would like to see other executive departments leading from the front and not from behind, telling their agencies we have got to get our budget in order. kennedy: i love the idea of cutting out entire agencies. starting with the department of education. the irs is not an organized

crime family, but you could have fooled an elderly dallas couple whose bridal shop was shut down. they owed $31,000 in back taxes. but rather than putting them on a payment plan, they declared 1600 of their dressed as perishable items. a lawsuit filed by the couple states members of the irs even bought some of the dresses at a discounted rate. hey, man, cheap dresses. most loan sharks couldn't pull this off. how is the irs able to do that? >> we have terrible rules including civil asset forfeiture. the government can take your stuff even though you did not

commit a crime. they declared the stuff illegal. they passed a bill, congress a long time ago saying if you have $10,000 you deposit it has to be reported in a certain way. if they notice you making three deposits that are $9,000. that's structuring. that's the law. kennedy: they are saying that's a crime. and that was supposed to protect people from drug dealers. this elderly couple, they weren't drug dealers. they were selling wedding dresses. it's a little harsh. >> they used to say ignorance of the law is no defense. now they are saying knowledge of the law is no defense. the fact that they are knowingly complying with the law, that's what got them into trouble and even more the irs bent it own

rules to devalue the value of the dresses so they could sell them. instead of holding on to them. kennedy: wedding dresses aren't perishable. they don't wilt. they don't go bad. if they are not jars of mayonnaise. this is the most irrational thuggery. it's absolutely insane. no due process. >> some women may have a "use by" date on their wedding dresses. kennedy: i don't know anyone who bought a wedding dress before they got married. >> i have known one or two. they said you owed taxes and they didn't even allow them to appeal the ruling, and they just went out and seize it. in 20 minutes they took the entire business and ruined this couple's life.

and the irs had take your kids to workday. they brought kid and put them on crates and ordered them pizza. they are watching on crates eating pizzas as they ruin this couple's lives. the suit says they did not owe any income taxes because they operate at net losses which are not taxable. kennedy: they were able to write off the losses against what they earned. but that was not recognized. maybe they have to redo some their taxes. maybe they didn't do something right. but a business shouldn't be run into the ground without due process. the light of liberty shines so brightly on this table i might have to come back in sunglasses. speaking of which, president trump and the media. who is more obsessed with the other. what percentage of americans trust the news media?
