under such a plan is reported in the press, 16 million americans would lose their health insurance and millions more would pay a 20% increase in their premiums. lauren: senator schumer said democrats will not offer amendments until they see a final republican health care bill. we want to tell you that a group of 10, both republican and democratic governors wrote a letter to the senate calling on them to work in a bipartisan way. this includes ohio governor john kasich and larry hogan. cheryl: the white house is now explaining more about the president's tax reform plan. zero yes, the tax reform act he suggested he helped the middle class. lauren: let's get those details from blake burman. prioritizing middle-class tax

relief is that the white house says is the focus for tax reform. in an interview with "the wall street journal" tuesday, president trump was ambiguous about tax cuts for the wealthy, telling the journal the people i care most about are the middle income people who have gotten screwed. if there's upward revision, it is going to be on high income people. that led me to ask the white house press secretary sarah huckabee sanders the following question. does the president believe the wealthiest americans deserve a tax cut? >> the president is looking and prioritizing middle-class tax relief. he's made no secret about that. that's one of the biggest priorities of the three things is focused on what tax reform. reporter: adding a simpler code and creating jobs as part of the focus as well. there appears to be a possible downshift here is the administration said earlier this year they were hoping for the biggest tax cut fatter. back to you in new york.

it's been a good morning. cheryl: it's now been six months on health care there's nothing to show for it. you now have republican senators sayed hands are thrown up in the air. can the gop get it together? >> it's frustrating as a conservative who for years bought into that they wanted to repeal it. it's a sign they don't want to repeal obama kerry. they want to fix it. the democrats are more as that governing because they were ideologically very consistent. there is much more ideological diversity in the republican party which isn't a bad thing. at the state level they are governing very well. they could use my leadership that the federal level on a cohesive agenda that get around the partisan divide. not necessarily a bad ring as a whole lot of opinions and the gop right now. cheryl: it is creating division within the party. he said mcconnell has no real plans. no longer has the trust of the

conference, which a lot of other republican analysts are saying as well but he really can't get together unified plan. is this a reflection on mitch mcconnell or a reflection on the republican party as a whole? >> i think there is a meditational republican party, but in the senate it used to be conservatives in the senate did not trust the senate majority leader, but now you're getting moderate and liberal republicans expressing concerns they don't think he's straightforward. he is playing it too cute and that is where the distress comes from. he could get everyone on the same page and be honest with them. they may be able to move forward, but neither side really trust. that's not the president. cheryl: that is mcconnell's problem. why not be more open about the backdoor meetings. everything is the democrats saying we will work with you.

they would not believe chuck schumer. a lot of people didn't know what they were voting on. this just seems that they can even work with the democrats and they are keeping it a secret. the more transparent. >> listen, transparency is a huge concern for our republicans. ron johnson felt like there was a breach of trust or the senate energy leader and john mccain saying they were doing stuff in the open. this is a life-changing event for americans. republicans criticized democrats. there's no reason for them to do it. drinking at this point coming here is where we are at today. we are looking at this skinny repeal basically. some parts of obamacare may go away. the individual mandate has passed the senate now. the individual mandate, penalty and employers, but also expands medicaid and 31 date. still a heavy price tag to it. does that hurt the next note that we expect to see on this?
