house is about to go on their much-deserved august recess, recharging their batteries after all that hard work. they were going to start picking items off the top of the docket and something happened on the road to greatness. the wheels fell off the wagon. republicans used to be the party of limited government. but they are like shopaholics with add. the healthcare fight has thus far been bloody and pointless. on meaningful tax remoral will only happen if these weasley wheel spinners can pass something resembling a budget. lawmakers spend too much and raid your piggy bank to fund

you are exactly right. i am a big fan of us spending time at home talking to our constituents, but right now we know, we just got elected in november. i know what 75% of my district said you do. you promised us do those things. it's hard to believe we are not doing it. i continues believe the senate could not even agree to vote on what they did in the last congress. promising every one of them except susan collins, you give us the presidency, we'll send it back and get it signed and get iit repealed into law and we couldn't get that done? there is knowing that sounds good about any of that. kennedy: i talked to some of your colleagues and heard the frustration. but you are elected to get together and do the business you promised. what i'm wondering is with healthcare on the brink and tax

reform. you have said you would have it wrapped up before your august recess. >> i think the president was right and we ought to go after taxes first. he was convinced to do healthcare first because that means we'll free up all this money we can use for tax cuts. we should have gone straight to the tax cuts. we ought to forget cbo and do this for america. let's help the economy and keep our promise. and as i'm sure you are aware, many of us said look forget august. let's stay here and get at least the healthcare reform, the repeal. kennedy: you are willing to forego at least part of the recess? >> i'm willing to forego all of it. kennedy: why won't speaker ryan throw the brakes on the recess

so you can at least talk about a budget and have a plan for tax reform and some some sort of plan for what happens if by some miracle a budget emerges from the senate on healthcare. >> in our conference it's almost been used as a threat -- i gets has been used as a threat. some of us have been saying let's vote on all 12 appropriations bills before we go home. if we do that, you may not get home for a week. and we are all going so, let's do it. we are .good. i can't hear anybody say i can't do that. they are not being threatened because they are willing to stay here and do that. we should do that. by the way, i know mnuchin and somebody has been saying it's a long way off on the tax reform.

kennedy: can you do tax reform without a budget? >> i know my friend kevin brady says we can't do it without a budget. if we pass the budget it allows to us do it in senate with 51. we can do it in the house without a budget. we can get it done. and i think the key in the senate will be if mcconnell has done some standup things recently, including this week. if he just says, you know what? i'm going to adopt the harry reid rule and human were rule. they were saying last fall that basically when they get the majority back last january as they thought they would. it will be time to do away with the $60-vote requirement and just go back. i think they are right. i think we should follow their lead.

in light of the leesk my financial disclosure info which is a felony, i will be contacting the fbi and justice department. it seemed to call out chief of staff reince priebus. the thing is, politico got info not through a leak but through a normal government request. scaramucci has since said he was not calling out priebus. but said they are at odds and likened their relationship to ca nerks and able. -- to ca nerks and abel.

welcome to the show. i will start with you. anthony scaramucci is doing what the president wants him to do. he wants him to clamp down on these leaks. he wants a different tone coming out of the white house. he wants tough talk and real action. what happened here? >> basically scaramucci doesn't know how public disclose hour records are suppose to work. he called this a leak when politico legally obtained these documents by filing a public information request. i think it's hilarious he don't know how transparency and public records work. by think the rivalry between priebus and scaramucci is something donald trump likes. he sort of cage matches them.

kennedy: the president does not like or accept weakness. but he can't go after priebus and sessions in the same week. he could, but it reduces the message a little bit. if he's has scaramucci going off priebus as a way of getting priebus out? >> scaramucci for all intents and purposes is chief of staff. i know he got a kick out of the leak not a leak. this like calling tech support and screaming about your computer, and they ask, is it plugged in? it's very tumultuous at the white house. trump does like infighting. and this is indicative of that. kennedy: how does this ends? break it down for me. i know you are a washington

insider and your finger is calloused from being on the pustles our nation's swamp. >> bannon didn't want scaramucci here who is called the mooch. and i think we can agree's the best character on the white house show. scaramucci has definitely emerged. he's a guy who somehow always rights to the top. he kinds of got fires from goldman sachs right out of college and six months later got rehired by goldman sachs. i think he talked his way into this white house job. and at the end of the day i think trump likes scaramucci because it's humiliating priebus who trump might not like. and when is the last time we

have a car so people will hang out with them. how do we get to the election? let's take pelosi. kennedy: can you manage her scratch and sniff pants suit? it smells like a distillery, i think. is there anyway of pacifying these sides? >> the faction and the splitter among the democratic party. what's interesting even in the more extreme appeal to the blue collar people, they are all fakeers, too. bernie sanders' wife is being investigated for fraud. we don't know how that gets mended. at the end of the day even if the bernie sanders faction wins out, it's the party is being led

hold. the big issue is getting rid of sessions so you can get rid of mueller. kennedy: no one is disputing that could be the ultimate end. let's say he fees like he has done nothing wrong, and this whole thing is happening and it's crewing up his ageneral -- it manit's skewing up his agend. >> you are talking about the opposition. kennedy: quite a few people coming out in support of jeff sessions. juan: you have a situation where this would disrupt jeff sessions in terms of his ouster, it would disrupt the relationship between president trump and the senate republicans. jeff sessions is seen as a true conservative, one of them.

he was the first republican senator to endorse trump. he was helpful in persuading others to go along in supporting donald trump. now you will see i think a collective like a clique gathering in support around sessions. that means the legislative agenda trump envisions, tax reform, infrastructure, tax cuts, become the, all of that is suddenly less possible. what you are seeing is on the healthcare front republicans saying i won my district by a larger percentage than donald trump did. i'm not afraid of you. now, you combine that with i'm angry the way you treated my fellow conservative. you introduce a personal element into the politics and we are into "game of thrones." kennedy: i don't believe in the attorney general's agenda and i

don't agree with the president's appointment of him in the first place. but i see jeff sessions now as a victim. there were a lot of democrats possibly also opposed to civil asset forfeiture. you can't get rid of jeff sessions this way. juan: people like the naacp, there are opposed to session' agenda. but even if you don't like sessions, he obeyed the law. everybody who came out, including rudy giuliani said he was right to recuse himself. he had undisclosed contacts with the russians. he did the right thing. kennedy: people forget that rudy giuliani was a federal

prosecutor and a u.s. attorney. he understands the need for the justice department to be independent. juan: i don't think trump believes in that legal process. people say the president believes the attorney jon is his lawyer. that's not the case. he's the top law enforcement officer. kennedy: we'll see how this plays out. the politics. this is a new era. kennedy: president trump's tax overhaul plan on cutting taxes for the middle class. but according to one report steve bannon pushing for a hike on the rich to 44%. why do lawmakers want to prevent doctors from prescribing medical marijuana to veterans who could

advisor steve bannon wants to raise taxes on the rich according to intercept. he wants to raise rate from 39.6% to 44%. bannon argues it would pay for tax cuts to the middle class despite the original overhaul proposing lowering the tax rates all together. the president said he's considering bannon's tax plan. he said if there is upward revision it's going to be on wealthy people. i have wealthy friends who say i don't mind paying more tax. glenn hall, associate editor at the "wall street journal." rich people are more than welcome to send more money to the i.r.s. >> they can do it voluntarily

right now. kennedy: they accept all your cards and letters. >> this is about trying to get the balancing act in the tax plan. if you are going to bring down corporate taxes, how do you fund other programs. so you have to bring revenue somewhere. kennedy: you know how you do that? you cut spending. i have been thinking about this because i know it's been so repetitive and it's a mantra that i keep spewing that you have got to cut taxes and cut spending. we have to channel our inner coolidge. someone has to. they want to keep spending money and moving the shells around. >> there are too many different factions even within both parties. some of the cutting the spending was supposed to be part of the republican version of the healthcare act. so there is some efforts under way.

but they can't be -- there hasn't been enough agreement between moderates worried bill pact back home. kennedy: they have to go boldly into cuttingland and they don't want to do that. the freedom caucus, they want to cut entitlements and the moderates of the tuesday group have become the new democrats who are total statists. they don't mind making the government so big it will collapse of its own weight. >> the politically difficult thing of taking things away. only thing people want taken away is their taxes. kennedy: they want entitlements and free program and all the dependencies the government created. but republicans are playing the same game. but people want their money back, too.

advocacy groups such as the american legion have been promoting marijuana as a less expensive treatment. is this another sign care for vets is suffering or is it that lawmakers are afraid of change? let me bring back the party panel. this is a very personal choice between a veteran and his or her doctor which they are now according to the federal government no longer allowed to make. is this a setback? >> it's insane. doctors prescribe all sorts of medication it, probably more harmful than marijuana. where did this idea come, marijuana is the most of vicious evil thing in the world. if someone is suffering why can't a doctor prescribe something that will take the pain away. who does that harm? no one. it's another sign we don't want government involved in

dollars did it cost to build a public bathroom in a new york city park. $250,000, $575,000, $860,000 or $2 million. john: what should something like this cost? >> a couple thousand. $70,000. >> 100,000 maybe. >> they spent $2 million. >> for this, unbelievable. kennedy: $2 million. it's a 400 square foot comfort station and it took the project 7 1/2 years to complete. so one went to the park. people were shocked at that price tag. john: i thought the park-goers would know, but they didn't.

this an extreme example. but always when government builds something, they pay above average price is for below average quality. they have all these rules, what struck me is the parks commissioner surprised me by giving an interview. and i said this is terrible. he said now it would cost $3 million to build it. and why? because new york is so expensive to build. but you can buy a 6 bedroom house, one just sold near that park, for $585,000. kennedy: we are talking about 400 square feet. people have remodeled their bathrooms and built a house from scratch, and you know you don't have to spend $2 million. it's not like we are talking about three floors. >> two for men, two for women.
