kennedy: are you saying because general kelly is battle hardened and he has been through a lot in this life and seen a lot, he's the only one who can withstand mood swings? >> he has had people point and scream in his face and he had to sit there and not bat an eye. kennedy: scaramucci. were you surprised to see him relieved of duty so soon after he started? >> many of us at fox do know him. what i will say about sean spicer and scaramucci. they are pleasant people to be around. the fact that they got that insane shows what kinds of white house this is. if i were in that position i would have melted down immediately. you say there is a lot of generals in this white house.

it doesn't seem to be working. kennedy: everyone is trying to create parallels between watergate and the nixon and trump presidency. watergate still generates so much interest in literature. the books that follow the trump presidency will be fascinating. trump is like he has had no political experience. you can't take a politician and put them in charge an international real estate conglomerate and expect them to handle it either. kennedy: kelly has so much on his plate, i was surprised to see shim take the job. i think he did the out of a sense of duty. managing the personalities in the white house and fixing the leaks and wrangling the

president. can it be done? >> i have faith. i'm not going to say everything is a lost cause. he has been dealing with situations like this in the military for a very, very long time. he's not coming into this grow having to deal with people who don't want to listen. people who are hot cannons. he knows what to do. >> people in the military train to operate and listen. nobody in that white house is trained to listen. >> but he knows how to teach them. kennedy: chaos and order are diametrically oppose. you could make the argument order needs to work because chaos hasn't. president trump and the senior officials aren't letting up

going to see you. but it looks like the u.s. relationship with russia has taken a turn for the worse. kremlin ordered the united states to remove 755 diplomatic staffers from russia. mike pence said the u.s. went intimidated. >> we hope for better days and bert relations with russia. but recent actions taken by moscow will not determ our commitment to the ask security of the united states, around allies and freedom-loving nations around the world. kennedy: putin is blaming us saying we are suffering from quote political schizophrenia. do we need to worry about the russians or should we be on describing medication?

joining me to break it all down is lieutenant colonel ralph peters. let's talk about russia. if this is collusion, it's no good for russia. >> what a mess this is. the thing everybody in the media is missing with the head lines, we are going to cut our embassy staff in russia. that's a sign of his desperation of his powerlessness. it's all he can do. they can't put a trade embargo on us. his bloodless take over of crimea emboldened him. he went to ukraine, but they were ready. then went to syria, and he's still there.

kennedy: russia is just coming out of a recession and further sanctions make it almost impossible for them top recover. are they spread too thin militarily? >> vladimir putin has a core of competent even excellent forces. but that's about 15% to 20% of the russian military. they are overstressed. they are strained in syria, eastern ukraine and elsewhere. putin has got wren is by bluff. he's a master at bluff, a great poker player. he has a great sense of what he can get away with nell went into eastern ukraine. now he's hitting walls. but almost by sheer accident our russia policy evolved very, very well. kennedy: and quickly. this is obviously a major shift for the administration.

republic? where the people in power pursue their former opponent who are out of power to try to lock them up so they can never resist them again. or do we not want the clintons to get away with things because their last name is clinton. the president says he fired jim comey for dropping the ball on hillary clinton. is there anything to prevent jeff sessions in taking all the evidence the f.b.i. has with mrs. clinton and presenting it to a grand jury to see if they want to indict her? kennedy: sessions recusal has nothing to do with whether he can go forward on the investigation. judge napolitano: the investigation is done. all they have to do is present it to a grand jury and ask them to indict. there are emails showing the clinton campaign met with agents

from the ukraine. donald jr. and paul manafort and jared kushner met. so the issue is did any agreement come from the meeting with the you cranes. but it's unall of to accept anything of value from a foreign asal or foreign government when you are running a campaign in america. judge napolitano: a box of role egg watches is something of value. but here we are talking about damning information about donald trump. one theory is trump won, clinton lost. what do we care what techniques she used against him. but look what they are putting him through on the basis of allegations only.

so why should she skate on this. these are arguments the republicans on the senate judiciary committee are making. this is something jeff sessions can do on his own. on the other hand. independent counsel rudolf giuliani to decide whether mrs. clinton should be indicted? do you think it would have the same outcome? i don't. kennedy: how do you break the stalemate. how do you decide there is a great injustice here, but also there is so much rotten political discourse, does this move the country forward? judge napolitano: i have not seen and none of us have whatever jeff sessions saw when he became attorney general that

made him recuse himself on the russian investigation. it leads me to believe there might be something there. i have also not seen the f.b.i. file on mrs. clinton. i understand if it were printed it would fill a tractor-trailer. it's enormous. i'm talking about not just the emails, i'm talking about the clinton foundation as well. then you have the lindsey graham argument. do we want to go through this? kennedy: the president told leslie stahl he didn't want to do that. judge napolitano: if they pursue mrs. clinton is it to get trump off the front pages? kennedy: can mueller investigate hillary clinton? judge napolitano: no, he doesn't have that charge. but chris wray can say here is your next case. kennedy: what do we know about

doorstep. you use the term dictatorship. but maduro is continuing what chavez was working his way toward. is it worse? he's worse in the sense we had now the degrading of that country during the chavez period of time. this is the ultimate result of a grand socialist experiment. maduro is driving the bus and the wheels are falling off after years of treating the citizens like dirt. trampling on democracy and civil rights. so this is the sort of thing we look the it from up here and we have a hard time processing it. we have no understanding of the chaos and disaster going on. my company has been working in venezuela for a number of years and we have been watching this place fall apart over a period of time.

it descend into further chaos. over 100 people have been killed since april. i think -- maduro, what he has essentially done, the big issue is they had a national assembly, elected officials by the people. they would basically rubber stamp what chavez and maduro wanted. but he wanted more. he didn't want any opposition. the national assembly, they took over in late 2015. they won a majority of the seats. so the opposition had a role to play. he stacked the supreme court with loyalists so he couldn't be impeached. he says we are throwing away the national assembly. we'll have representatives all chosen by me, maduro, including his wife.

and there is no other choice for the opposition except to take to the streets. kennedy: it appears two political assassinations over the weekend. we'll keep an eye on it and we are always looks for solutions. >> i don't have solutions but i can talk about the problem. kennedy: don't be too quick to brag about how smart you are. according to an open. ed -- to anop-ed, it's nothing d of. being smart is a privilege you are born with. the party panel is back.
