been ever since anyone has looked at problem. but china has not wanted to do what it has the unique capability of doing. it thought north korea was primarily a u.s. problem. and they have been two-timing us for 25 years or more. kennedy: i understand why china is hesitant. they created a monster and they don't want the monster to attack them. that's essentially what north korea is going to do when it acquired more nuclear capability combined with longer-term missiles. and, you know, what is the answer diplomatically with china. we can't just start blowing the crap out of china. how do we bring them to the light and force them to deal with north korea? >> we don't have a lot of time left. because of this 25 years of failure, they have got the

capability to hit targets in the continental united states. but that ability will only increase. to play with china is not what people have said would put more pressure on china. we should reunite the two koreas, it's unnatural to divide the peninsula. the north korean regime disappears with china's consent. south korea takes over the whole peninsula. china avoids the flood of refugees across the border. and because the united states really doesn't want trooped on the yalu river, we are happy to keep them on the southern tip of the korean peninsula. it's hard to argue. we should have done it a long time ago.

russia is somewhat unsettling. if you are secretary of state what is the bolton doctrine and how do you employ it? >> i would try to play for reunification. i view russia's interference in our election as a threat to the constitutional integrity of the united states. if your objective is to change russian behavior and set up structures of deterrent. pinpoint sanctions don't cut it. it doesn't do any good. kennedy: i can't imagine that you think a military solution in north korea is a good idea. >> i didn't say it is a good idea. ways your tolerance for the risk of north korea, this regime having nuclear weapons. let's say you knew with 95%

certainty north korea had the ability to target the u.s. kennedy: i would have to wait until there was some sort of action before we invaded. >> it's not a question invading. my tolerance of risk for north korea and iran having deliverable nuclear weapons that can hit the united states is zero. kennedy: i understand that, i worry that sort of hysteria lead to millions -- >> it not hysteria. you just spent your monologue explaining the nature of the north korean regime. now manage them with nuclear toys. kennedy: that's why north korea is different than any other nuclear power on earth. what scares me most of is this regime is so likely and willing to decimate its own people, and

carcass. it should be allowed to fail. if you let it muddle along you are only making the problem worse. if you can't get 51 republicans to vote for repeal. let it fail. send me four or five more actual conservative republicans so we have a majority. but don't do some crappy half measure that keeps this patient barely alive. kennedy: do you think the president has the backbone politically to pull the subsidies? >> he's playing that. in a lot of ways he tries to manipulate as best he can. he's also concerned about his own image and what might happen. whether he owns this. he doesn't want to be the one to blame for causing it collapse. he wants to see it collapse on its own. it's a gamble for him to do

that. kennedy: it's a huge political gamble. it's almost impossible to unring the entitlement bell. there are things and i agree on about the free market. people would be pleasantly surprised. there are some things we agree on and one is the practicality of immediate single payer. so how do we walk this tightrope when both sides are hell bent on destroying each other politically? how do you do that without having americans become the total casualties. >> the moderates on both sides that get you to a majority. you ignore the rand pauls of the world and ignore the bernie sanderses of the world. you mentioned this on "outnumbered" this afternoon.

>> it ends chain migration and replacing the system with and points-based system for receiving a green card. this competitive application process will favor applicants who can speak english, financially support themselves and their families, and demonstrate skills that will contribute to our economy. kennedy: the president campaigned on fixing the economy and the immigration system. is this a step in the right direction? joining me now, katie pavlich. this is a big political hot button and much more complex than something like building a border wall which is easy to visualize and people understand

the necessity of it. but cutting legal immigration in half could compounds some of the problems we are facing. >> i think the administration deserves some credit for taking on an issue that hasn't been taken on for 50 years. we have had the same immigration system that has been static and hasn't been reevaluated. but because it's so political it's not touched in congress. why the white house is doing this now right before the recess. i'm not sure why they decided to do this today. it seems like it will be a big distraction from the coalition they will need to get tax reform. kennedy: i think you are right. that's something we have been talking about throughout the show tonight and the past few weeks, how critical tax reform is.

i know immigration an important issue to a lot of voters. but when you stack it up against the commit's a few notches down on the ladder. when you don't have access to labor and resources in an improving economy, you kinds of hamstring some small businesses who rely on seasonal labor. katie: tax reform impacts almost every single american. whether you pay tax or you are employed by a business owner who pays those taxes. immigration renorm this ss aspect might not have such an immediate effect. it doesn't mean it shouldn't be done. and it doesn't mean we shouldn't look at legal immigration. having shy skills, speaking english, having a set of goals and objectives to our immigration system. but as you mention in the

beginning, it's more complex than simply limiting legal immigration. illegal immigration is the issue that has a negative impact on the economy. yet that is not being discussed as part of this legislation. kennedy: the president touted success from general kelly when he was head of homeland security, and how few of arrests they have had on the border because fewer people are trying to cross into this country. so if that is successful and you want to set your administration up for further success, it seems odd to have an issue that could drive a wedge within your own party. there are senators, including the two senators from your home state of arizona who have an issue with this legislation. katie: sure. but this isn't about what senators think. it's about the president fulfilling his campaign promise.

house is make an aggressive push to pass tax reform. but they are facing hurdles. the trump budget expires at the end of september and if congress doesn't approve funding we are look at a partial shutdown. and the debt ceiling you have can raised so the government can continue paying its bills. what should they do, tackle this now or hit the delay button. here with me is tim carney from the "washington examiner." tax reform is so necessary. we need tax cuts and tax reform. we need to reform the code. but it's become the latest divisive issue.

>> the government funding and the debt ceiling will get in the way. the bigger thing that will get in the way is the swamp. every industry has a massive number of lobbyists who are made up of former staffers. so every industry has all these guys who say we love tax reform. but you can't get rid -- kennedy: there are a lot of big buts. and they are the lobbying issues and hurdling that are nearly impossible to overcome. >> also republicans tend to confuse sort of limited government, free market, they think that means the same as pro business. some industry lobbyist shows up saying we are glag you are doing this. but you have to keep the special

deductions. it's mostly a subsidy for home builders and realtors with the mortgage interest credit. the debt limit and the spending, it's amazing. republicans who control the government can't get this through. this confirms what democrats have been saying, republicans are unfit to govern. kennedy: we have to go back to an economic ideology. what you are describing is a statist creep. that's what happens below the surface when nobody is watching. >> if i'm going to make the best strongest case for tax reform, the lower the rate is, the less time companies will spend having to hire up these lobbyists and

lawyers to try to find a loophole. that's a reason why a lot of people on the left don't want tax reform in the swamp they don't want tax reform. the more complexity and the higher the rates, the more control they have. lower rate and simpler businesses make decisions on what makes dissense. kennedy: you have less tax avoidance. that's another reason if you lower the percentage that corporations and individuals are paying and you simplify the code, there will be fewer ways to continue to pay your taxes. the government has more tax receipts, but nobody wins. it is a big day for the push to legalize pot across the country. new jersey democratic senator cory booker announced he introduced a bill to legalize weed nationwide.

>> it disturbs me right now that attorney general jeff sessions is not moving as the states are, moving as public opinion is but actually saying we should be doubling down enforcing federal marijuana laws. kennedy: the bill has virtually no chance of passing but he's pushing for federal legalization regardless. he feels minorities are arrests in distortion that levels for pot possession which he says ruins lives and community. will this be a turning point in the war on drugs? let me bring back the party panel. let's take our head out of the pot clouds and talk about the reality of something like this. to nor booker's credit, states are -- to senator booker's credit, states are moving a different directions specially with jeff sessions in charge.

>> part of it is revenue. there is taxing to be done. in the war on drugs, one thing we learned is people are going to keep buying it and people are going to keep selling it. now how do you regulate it is the bigger question. the politics behind it at the federal level especially -- nobody will take that stand. kennedy: also the rationale for keeping marijuana illegal at the federal level and keeping it scheduled where it is, that's slowly starting to crumble when you see statistics when people have the option between heroin and legal marijuana. >> i am not quite sure where i stand. i see arguments on both side. kennedy: you see the research on ptsd. >> that's part of the reason i

shift on this. i think senator berke is doing it because it benefit senator booker. you can look at sentencing and other things to get at that. kennedy: those are things he tied together. there is an argument to be made there. but if you just focus on decriminalizing and descheduling marijuana be you will see some of those issues in criminal justice start to evolve. >> we have some of the lowest punitive measures that disproportionately affect young african-american men. you look at who's sitting in these prisons. senator booker has been on the right side of criminal justice reform in many areas. it benefits senator booker and
