hurricane katrina landfall near the texas louisiana border. this comes as catastrophic flooding is continuing in southeastern texas after the monster storm dumped more than 50 inches of rain in parts of the region and that was a record. lauren: yes it was. authorities say at least 18 deaths have been reported and it's still hard to tell. among the victims come of this houston police officer who drowned in his car on the way to work. >> it was too treacherous to go wandering look for him. we made the decision to leave officers dare, waiting until the morning because as much as we wanted to recover them last night, we could not put more officers at risk. cheryl: you can hear the houston police chief trying to hold it together. houston has an overnight curfew.

the very latest. jeff, hi. reporter: good morning. i'm in the neighborhood. we are getting a break. if you look up in the sky this morning, you see stars for the first time in at least a week and that is good news. a little blue sky at the end of the day yesterday, at least literally if not figuratively. we had an extraordinary opportunity to get inside one of the homes that had already been flooded. often we see homes after the floodwaters have gone down. we got inside a home owned by a man named brandon, who for the first time when inside and gave us a look in their, just extraordinary because this is the scene that is playing out all over houston now by the thousands in terms of homes. everything just floating. he tried to put things up high, was unsuccessful in large part

because the water came up much higher. adjoining the rest of hours now releasing water because they don't want to compromise the reservoirs. it's still an issue. the water still being released and consequently even higher than it was before. hopefully most of houston now will have water going down. in this neighborhood because it is near the reservoir, still going out. yesterday multiple rescues because these people did not accept a flood. this neighborhood is never flooding in 50 years. yesterday it did in a big way. volunteers coming in, some from a local church to do what they could to help. just incredible scenes and incredible displays of emotion by the folks victimized by this flood. take a listen. >> i didn't know who to call. i didn't know if it was going to be too late. >> i see everybody help each other and i'm so happy.

>> certainly going to have a significant impact to the price of gasoline in the near term. let's keep in mind refineries begin with the moving east into use in representing significant amounts of refineries come at a gasoline making capacity for markets in the east coast. those refineries already down and this was the fear of course, the ongoing flooding coming from harvey that we are now in texas, louisiana border. we are now past houston into the next refinery at the center in the port arthur beaumont texas area representing a significant amount. 16% capacity. >> you are correct that it does. remind our viewers they have made its second landfall as a tropical storm on louisiana. now the storm is forecast to go out toward shreveport really that particular part of the texas coastline tremendous refineries are getting a break.

how can do is get up and running from your experience? >> it's going to be at least a couple weeks. with proxies from the 2008 hurricane season, ike and gustav and the granddaddy of them all, the hurricanes about five with katrina and rita. it all depends on how fast the flood waters to recede. it's gratuitous and the sense the industry was well prepared for this issue of emergency protocols in a timely fashion. we are already having -- it's been less than a week and we have reports of refineries in corpus christi restarting. cheryl: that's good. also watching today when the sun rise in texas, about the pipeline from texas to new jersey. that's it? we are reporting on during the day. stephen short, thank you. cheryl: the president traveled

i just want to check on your family and friends in houston. how are they doing right now? >> what happened in houston is so heartbreaking. people's lives have been destroyed. and so grateful to see my friends and family are accounted for, save, some dealing with difficult situations, houses being destroyed, evacuated, but everyone is safe and that all that matters to producing such heart and spirit from estonians in the last few days. cheryl: ground zero the devastation. very good news. michael, the president responded pretty fast. he traveled to texas, avoided the flooded areas as best he could. still critics are saying he showed no empathy. how do you respond to that? >> i would say we shouldn't politicize this event. would've been nice if the president had met with survivors. lauren: buddy will this weekend. >> as it is going to say. it was smart to say i delayed

not divert police resources. what we see in houston is exactly what we need to see, the american resolve, unified message. i hope the president takes that message when he goes to missouri and inspires the country and tempered on divisiveness. lauren: do you think of the list and message of tax reform with harvey in the backdrop? >> i hope you will be. americans voted for tax reform. this is what we wanted. i'm optimistic something wicked and by the end of the year. i don't think we'll get comprehensive tax reform, but at least it will be something because republicans know if they don't deliver next year it's not going to be pretty, especially after they failed to repeal obamacare. iso think there will be some democrats from purple state tax reform, too. they shouldn't be as controversial as health care reform. i hope president trump can stay on message. a devastating time for the

country, specially houston. glad he is putting there as well. dream for the president getting swing voters by pitching tax reform. we'll get details because they are still working on in congress. he is pitching tax reform as a way of breaking the economy. is that message resonating with voters? >> i don't think it will resonate with democratic voters. tax breaks rumored to be on the back of the poor and middle class and that's not the way to go about making sure the economy stays on the table. if we do if we detect a comment has to be balanced and we have to make sure everyone pays their fair share. lauren: going back to harvey, if you look at the 2018 budget, the president has promised a cut scene that. do you think this will become funding the people who need help right now?

is this a political fight? >> it might be a political fight, but at the end of the day, texans in houston's bivariate independent hard-working people. there's a mentality that government is not the solution to all their problems. while the government is doing a great job in funding is needed, most of the success we've seen coming out of texas out from other houstonians come and get them in their home does come hoping other neighbors, friends, people they don't even know. it's really breathtaking, but not surviving. this is what houston and texas all about. lauren: it certainly is. >> glad you are safe, curse them. train two br, two. harvey has made landfall for the first time. fox senior meteorologist janice dean had the latest mega-storm track as residents along the gulf coast once again hunker down and ring continues to houston.

they are worried about the levee situation in houston, the reservoirs. what is that going to look like in houston with the water for what you understand? >> the rain has stopped thank goodness in the picture from houston are devastating. places like baytown, port arthur, those are areas we haven't really focused on and they are seen as pickering follows still right now. houston is any trying out pattern which is a great news. i've got friends and family that live in houston as well and thank you to our first responders. in terms of historic properties here, we here at the highest you can be. 51, almost 52 inches. that was placed as the latest tropical system in history. if we get to 52 inches plus, don't make it the wettest tropical system ever recorded. that goes to a hurricane in

catastrophic flooding continues in texas. cheryl: authority state 18 deaths have been reported that many expect the death toll to rise. one of the deaths of the houston police officer who drowned in his car and the way to work. houston also imposed an overnight curfew. jeff flock there with the very latest. we should say the curfew itself is still in effect for another 30 minute, correct? >> that is correct. this is something not uncommon in these types of situations. the fact is it's a very complex situation in houston. in some communities the floodwaters have gone down. in some areas they are still. in other areas like this one, there is still rising. it releases out of the reservoirs they are talking about. the water still rising here and yesterday we got our first look at just the devastation that is

being experienced all over the city with floodwaters still up, a look inside a young man's house. the first time he had seen it since he left on saturday when the floodwaters initially came up. incredible pictures of that that everyone is going through right now and soon we hope the floodwaters will go down, but one of the disaster officials in houston yesterday said he thought some floodwaters might stay up until october. harkening back perhaps to katrina. rescues yesterday in these neighborhoods where waters continue to rise. people thought they had dodged the worst of it. they hadn't. listen to what some had to say. >> i didn't know who to call. i didn't know if it was too late. >> i see the unity. i see everybody help each other and i'm so happy. i am so happy. this is very nice, everybody

help each other. reporter: because of that everyone helping each other helping each other, people would not have gotten help. it was too much. too many people, too much water, too many homes inundated for emergency responders to do at all. yesterday with the crew of folks coming police officer aboard that they need to get back in his community to check it but had no way to do so. some volunteers took him. almost like the united nations back there. people with texas accents, people from iran, hispanics, african-americans. it was really a sight to see yesterday. everyone pulling together to try and help each other out in what arguably may be the biggest disaster we've seen despite these others we've seen. cheryl: the worry today is the flood of bodies in what that's going to mean if the water will end up in downtown houston. that's a big concern now.

>> the major shipping channel, but nothing close. we don't know when it's going to open. critical supplies on the ships. how do you know what to go where you needed to go. >> it's been a huge challenge, but we been able to with the help of the state in the city, navigate our way into the city. yesterday we had a command team from florida. six of our salvation army teams going to houston. each of those canteens as a kitchen on wheels that can produce 1500 meals a day. we actually have more than 70 unit committed to the operation from corpus christi all the way to beaumont. >> people are saying in this really breaks my heart that not only do they need the food and water and supplies the crimson tide or pillows and things like that. >> a cry went out yesterday, particularly for baby supplies.
