neighbors. i live in the lands of god, guns, grits, and gravy in the middle of the country and do so intentionally so i'm not living in one the bubbles much new york, or washington where sometimes people get so dmawpt their bubbles they forget what life is like in the flyover states. stuart: i live in the middle of it and i have to adjust to it all the time which is a difficult task. how about the payment for this? we have cost estimates of $160 billion. how does the president get it out of congress? there will be an enormous fight. >> it shouldn't be that big a fight. democrats and republicans have to come together to pass the funding. but they have to be careful that the funding goes to help the

victims and isn't full of. funding for special projects. there has to be a lot of infrastructure that has to be rebuilt and debris cleanup. what a lot of people don't understand. the federal government is not going to rebuild everybody's home and put new flooring and new walls in. that doesn't happen. the sad part of this storm and the reason it will be so difficult is so many of the folks who are affected by it don't have flood understand. without it, their typical home owners insurance is not going to cost rebuilding of their home. so a lot of people will be under water physically and financially for a very long time. stuart: this is just much worse than today cribba. >> yes and no. it's worse in the sense that total dollar amount is worse

than katrina. but in katrina you had 1,800 people who were killed and you can't put a price on human life. that's an incredible incalculable price. but here you had better cooperation between the federal, state and local officials and they have done things in the right way. you cannot go through this process and worry about paperwork and the rules. you have to pends if not break rules. and you have to put people above paperwork. government and volunteer organizations are all about their regulations, rules, processes and procedures. with something of this magnitude you have to say we can't operate in a conventional way. that's one of the reasons it's being successful in the recovery. they have thrown the rule book out and life preservers for

we don't know why north korea fired a missile over japan instead of southward. i think north korea is worried x would have interpreted a southward launch on an attack on guam and would have shot down the missile. stuart: is there any way to stop their, cbm miss isle -- their icbm missile program? >> i think military action will be necessary to take out north korea's missiles. i don't think we can tolerate missiles that can land on hawaii, but warm o -- guam or tt coast. we need to help from china.

stuart: we keep saying don't do it again and they keep doing it again. it implies pushing and pushing, pushing, sooner or later you have to respond. are we close to that point? >> china has always resisted going as far as we wanted to, and china cheated on the weak sanctions that were implemented. there are other steps to be taken before we consider military action. i'm hoping we are making progress with china to implement them. lou: are we capable of using our aegis class destroyer to shoot down a medium-ranged missile? can we do it? >> i think we can do it, but the science is still in a developmental phase. we are nowhere near 100%

accuracy. but the north koreans can't be sure how accurate we would be to shooting down their missiles. the sanctions china recently agreed to are much stronger than it agreed to in the past. we have been tough on them, you cheated on the sanctions that were implemented at the ends of the obama administration. that's why there was a huge surge in china-north korea trade the beginning of this year. china is funding this missile system by cheating on sanctions. i think there is room for diplomacy and room for far tougher sanctions before we consider military action. stu there are fred fleitz, thank you for being here.

after protesters, the same thing happened again because people aren't take it seriously, they are not changing course. the events that have happened in berkeley will change things. the berkeley mayor who is a liberal said we should identify antifa as a gang and start treating them as such. these statement from these two democrats indicate the tides are turning among democrats and liberals. stuart: are we going to see some leading democrats say this antifa violence is flat out wrong, knock it off? byron: we just saw one, nancy pelosi issued a statement criticizing antifa by name. but democrats have tried to dodge the antifa question. i think it reason they do that is all about charlottesville. if they talk about how violent antifa is, it would tend to

support president trump's contention that there were bad guys on the other side. and remember their mantra has been there is on one side. it would make it more complicated and harder for hem to argue. stuart: i'm sure you were watching the president's speech in missouri where he was pushing for tax reform. there are been comments it wasn't really strong and some of the tax cuts he was calling for are not big enough and strong enough. >> if he put out a bunch of details today everybody would be yelling about the details. if this is the first speech in a long campaign and not a one-off, i think it' a perfectly fine speech for him. i think what we'll see is some sort of deal to cut taxes that will probably increase the

deficit. but look at the push tax cuts. they lasted for 10 years and they were mostly extended. stuart: the president went straight at congress and said get it done. i will be disappointed if you don't. is that a good tactic in do you think it will be successful? we want tack cuts that will stipulate the economy. bre: bipartisanship as we know it is dead. the alignments of democrats and republicans have shifted. and in certain congressional districts, even where democrats are from, it will matter if they are going to be able to work with him or not. a lot of voters in democratic districts did vote for president trump. if they fight with hip and have

an antagonistic relationship with him it could be a problem when they get re-elected. stuart: has the president gotten some positive response from harvey? byron: the messaging follows the substance and they have gotten the substance right. on taxes they are on firmer ground than they are with obamacare. when it comes to healthcare, more voters trust democrats in congress to handle that issue than republicans. but when it comes to taxes, the economy, jobs, more trust, republicans. so republicans are more in their wheel house on this tax thing and they will probably do better. lou: that's it for us tonight. ed rollins, charlie hurt, they
