although we are still have much in the thick of the crisis. the bill for hurricane harvey is at a staggering $160 bi. that's a quarter of our defense budget and that could be the starter path for the biggest, most of expensive storage in history. hurricane katrina cost $109 billion. and there is bad blood stirring in congress over hurricane sandy flooding. northeast legislators promise retribution is not on the docket. if the sandy package was bogged down with porky projects, lawmakers have a time to object. this is no time for emotional

reaction. relief should be as straightforward as possible. but i wouldn't put it past congress to make a bad situation worse. the people and businesses affected deserve so much more than the storm equivalent of obamacare. i'm kennedy. if you have got a boat, we need it. that's the urgent call for help from the mayor of beaumont, texas, as they deal with the worst flooding the state has ever seen. the entire city reportedly under water as harvey continues its deadly march across the gulf coast. the death toll is expected to rise and emergency responders can't keep up. keep in mind it has been a week since this all began. even the shelters flood out as the humanitarian crisis gets

worse. for many there is simply nowhere left to go. in port arthur victims were swimming for their lives after abandoning everything they owned. and the nation's largest oil refinery shut down. we begin with texas attorney general ken paxton. when did you realize the enormity of the storm. >> a day out we realized this may be something we had never seen before. as many hurricanes we have had in texas over the years, this is the worst thing we have ever seen. kennedy: we are seeing incredible rescue efforts. beaumont and port arthur have been hit so hard in the last 24 hours. what can you do as attorney general to offer them relief and help and survival? >> the governors called out the

maximum number of national guardsmen. there are some coming in from out of state. we are bringing in state of the art planes to help find people. kennedy: explain how those work that might be different from aircraft we have seen in storms past. >> there is a possibility we'll have planes that will have state of the art optical ability to scan and find people. we are in the process of trying to get that in place today. kennedy: talk about social media and how that has changed the dynamic that perhaps we haven't seen in past today past as trophies. >> social media can help find people. it has had a dramatic impact on our ability to track people down and save lives. the coordinated efforts, the fact that we do have social

media has had an impact on us being able to save lives. kennedy: simple measures telling survivors to put white sheets or towels so rescue workers and civilians with boats know to look for people inside some of those homes. kennedy: thank god for the volunteers who brought in hundreds of boats risking their lives. people from who live in texas and have come in from out of state at no charge with their boats to rescue people. kennedy: we heard diaper services and bass pro shops donating 80 boats to the effort. and a mattress store throwing its stores open so people have a place to sleep. >> we have had retailers,

businesses, we had charities, individuals volunteering. as many resources we have in the state and the federal government, we couldn't have done it without the volunteer effort we have seen in texas. >> there is the outpouring and organization has been incredible. hopefully the waters will begin to recede soon. ken very the true scope of this disaster, it's hard to fathom, block after block, entire communities, towns and cities under water. there are initial estimates, 40,000 damaged homes. john, on you nerkt guest escaped five feet of water. when did you realize it hit the fan for you and your family? >> woke up early 6:00 in the morning sunday and realized it

was about a half inch of water. it didn't take long for the water to rise quickly. we live close to the buffalo bayou. people are looking at pictures of your home. so in a few hours we were up to 2 to 3 feet. within about 4-50 hour- -- 4 tos the water was up 5, 6 feet. we knew the water was rising quickly. fortunately my son used snapchat and sent a message out to all of his friends and said we needed a boat, we were stuck, we were on the second floor. fortunately one of his friends organized getting a canoe over. they brought the canoe over. rebrought the canoe into the

house, stepped off the stairs. my wife, kids and dog, we got to high grounds and here we are. kennedy: how do you decide what to take? >> it's difficult. we took few necessities, the clothes off our backs. medicine, a few valuables. basically what we could fit into a small knapsack. but we didn't take much because we weren't sure what was coming to pick us up. we realized the first thing was to make sure we are safe and our pets were safe. kennedy: one of the biggest questions people have is about some of the pets. where can you keep your pets. i'm guessing you are in a shelter. >> we were fortunate to have a

friend that has a home here in a high advise condominium that is letting us use it until we can figure out the next step. kennedy: do you have any idea when you can go back to your snoam. >> not really. the water level declined yesterday. it's back up higher than it was because they are draining some of the dams that feed into this bayou next to the house. we are hoping the water starts to receive. kennedy: we are praying for your family and neighbors. stay safe. thanks so much. ' the president thanks first responders and shows the storm is proof. america's compassion. >> in difficult times such as these we see the true character of the american people, their strength, their love and their resolve.

we see friend helping friends. neighbor helping neighbor, and stranger helping stranger. and together we will endure and we'll overcome. kennedy: how has the president handled the storm thus far? 44% approve of the president's response. 26% disapprove. 30% are not sure. gillian turner is here along with reaso "reason" magazine. and joe devito. those are some good numbers for him considering some of his national poll numbers, he's under water to use an unfortunate metaphor. gillian: i think it's too early

for these kinds of polls. what needs to be evaluated eventually is the medium to long term. you can get everything right while the storm is going on. and the repercussions and the recovery might be stalled for a decade. i'm not saying that the president should be judged harshly or not harshly. it's impossible to calculate how this has been managed by the president and the federal government at any level. kennedy: we are still very much in survival mode. gillian and i were on outnumbered and we saw season credible images out of port arthur, texas. they were putting people on concrete mediums in the middle of the street so boats could retrieve them and take them to safety somewhere. >> a shout-out about the 30% in

the poll. this isn't about the president. this is about first responders in terms of the coast guard and cops or firefighters. the first responders is the dude next door with the canoe. the guy receiving the snapchat message. thank god we have so much better communications now. a lot of misinformation was based on the fact we didn't have communication delayed the response. it's been aphasing to watch. kennedy: social media has been a lifesaver for so many people. whether it's an app that turns your phone into a walkie-talkie or a young teenager using snapchat. gillian is right, it's easy to get caught up in the news cycle. the worry is we forget about

this when the next catastrophe or event happens. >> trump is encouraging people and the worst they can do is make fun of his wife's shoes. that means he's doing something right. these much maligned macho men in big trucks are the guys you depend on. not some snarky jerk tweeting an obnoxious comment 1,000 miles away. kennedy: it's disgusting from either side. >> this is what happens when people look out for each other. if anybody can pull it off, it's texans.

kennedy: we are back with more on the storm disaster along the gulf coast. it will take months to realize the true economic impact of hurricane harvey. experts are predicting gas prices could rise by 10% during the labor day weekend which is two days away. the largest oil refinery was shut down in beaumont, texas. there is the potential for a government relief package to cover $160 billion in damage. how do the feds and insurance companies calculate the true cost of storm damage. joining me scott martin, an asset manager. how do they add up the costs?

>> it's hard. it's not an exact science like the weather i guess is. though if you have seen forecasts lately you can argue against that, too. there are a few things that go into play. one is the economic impact, the destruction and the business that is lost while some of the businesses are down and not receiving customers and recording revenues. the other problem is, we haven't seen the full impact of the floods. levees, the reservoirs have not been drained. to say that we know today what this impact will be, it will be tough, it's unfortunately going to be the worst state disaster on record with respect to weather related. i want to talk about flooding versus winds. obviously it's different when you are forecasting hurricane

models trying to figure out the impact and devastation we'll have. you are not just talking simple destruction. you are talking about infrastructure that can be disrupted for months. >> it's usually wider ranging, too. the tough thing about this harvey situation is talking about the hurricane in this situation. houston is a very big city. the fifth largest by way in the country via the economic impact. with respect to the wind impact versus the flooding it's much different. because the flooding is so much more wide ranging. the rain was more devastating and a wind event because the water spread so far across the

houston area. kennedy: when you are talking about 25 inches in a day as they have in port arthur and beaumont, texas, the on thing you can compare that to is walking outside and have it be 400 degrees. literally walking into an oven. that's the shift and the enormity of the weather they are facing. one of the other problems is some of the chemical spills they have seen because these refinery systems are not capable of withstanding this kind of incomprehensible impact. some of the damage has gone to exxonmobil facilities. will you be interested to see what recollection tillerson has to say? >> the impact of water versus wind that you are touching on. think about the bridges and roads that have been submerged

for three, four, five days. once the water recedes, the road may look okay, the bridge may look fine. but the structural damage is stuff we find out about days, months, weeks later. it's one that will linger with respect to costs. it's something everyone needs to keep in mind. >> there is direct and incorrect damage they will have to assess and it will cost i think more than $160 billion and it will be interesting to see how congress deals with that. >> the good news is there are thing out there about gdp falling with the damage and the re reparations. but it will show up in the fourth quarter. so what is destroyed will be

kennedy: president trump made a major push for tax reform in a speech. watch. >> this our once in a generation opportunity to deliver tax reform or every hard working americans. and i'm committed to working with congress to get this job done. and i don't want to be disappointed by congress. you understand. kennedy: the president facing an uphill battle. a deal on the debt ceiling and the looming government shutdown. the present showers on. a new fox poll shows only 41% of

voters approve of the job the president is doing. we need tax reform, we need simplification. we need to ease the pressure on the corporate tack rate. is it really doa? >> i can't manage it happening right now. the president has less political capital than he did three months ago. partly because he decided to go after jeff flake and dean heller and primary republicans. you have got to have state work done to get this done. you need more than paul ryan cue card on twitter. you have a job. so they haven't been working on it. i'm afraid at the best case

scenario you will shave off the corporate rate. it will only last 10 years if you don't have 60 senators. kennedy: there are people leveling criticism at the president saying this is the wrong time to attack the president in the middle of a storm. the rest of the country is hurting financially. gillian: that's fair. life must continue for the hundreds of mills of americans who don't live in that part of the country it's not fair to criticize him on the timing. but the president does not have the wind at his back going into this. the ugliest bitterest congressional session i have ever seen. the other problem with this issue is the american people say they need some fidelity and wait

hecklers' veto. >> the mayor is in charge of the cops. and the cops on at least two occasions have in berkeley said there is too many anarchists, skinny pasty white people with bandanas on, we can't control the turf. so people have been getting the hell beat out of them. by saying we can't have this demonstration you are ratifying the hecklers. people they don't want is someone like ben shapiro. you want punky people to manage it so ben shapiro can't talk. but a few weeks ago she was saying a group of patriots

shouldn't have a rally. kennedy: why not talk to police departments where they had successful demonstrations without beating the crap out of each other. >> the way they make them work in other places is by massive police presence. you don't let them mission and let the people who show up to cause trouble get away with it. there is a reason why the freedom of speech is number one. it's what all the rest our rights flow from. if you have these people calling themselves anti-fascists, which is ironic. when you say what they are saying, you can't control that. people speak their mind legally,

talking is not the answer. crises at home and abroad and an administration in flux. what should the president's next move be and how should he prioritize his problem. joining me now, former u.n. as bass doer john bolton. how does the president prioritize these things. specifically with north korea? >> i think this is extremely serious. when you launch a missile it's clear the missile could have landed on that territory which would be an attack. i think this missile in particular was a way in telling us we could hit guam if we wanted to. but we fired it in a different direction. there is no indication any missile defense battery from japan, south korea, united

states, attempted to engage this missile. >> should she have shot it down? >> absolutely. what worries me is we didn't collectively sprt ability to do it. if a missile like that comes towards the united states we aren't as adequately well testifieds we could have been if barack obama hadn't disliked missile defense. there is no blinking at this reality. it's not because of what trump did, he inherited it. kennedy: let's talk about what north korea might do. you have much greater expertise in this area. it doesn't seem as though they we just lob one missile. if they knew they were going down, they would lob 60 nuclear

warheads. if that happens, how would guam and hawaii defend itself from a barrage of missiles from north korea. john: some people say it's defensive and north korea fears the united states will overthrow it and it's defense of the regime. that's not true. that government in north korea still thinks it can take over the rest of the korean peninsula and it would be the government governing the whole of the korean people. if they get this missile they will use it for extortion. saying to the united states, you remove all your troops from south korea or japan or okinawa or we'll take out los angeles, san francisco, fill in the

blanks. i don't think it first thing north korea will do is to launch the weapons but there is a possibility of it. many people say these people are not going to commit suicide, they are not crazy. i don't think you need a shrink to tell us how the north korean regime thinks. er in rational in their own universe, but they are not rootional in our terms. kennedy: it seems as though we aplead that methodology to almost every conflict and it's certainly outdated. i want to ask you before we go, you wrote an op-ed for "national review" saying you can no longer get into the white house. is that because you are a security threat or john kelly is cracking down.
