plus despite rescues, desperate rescues, they continue now for the four-legged victims of the storm. the latest on the unprecedented effort to make sure pets are not left behind. another big story we're following, a bombshell claim coming from two relatively moderate republican senators on the judiciary committee. former fbi director james comey, his sonar race of hillary clinton happened -- exoneration of hillary clinton happened before the email investigation was finished. the latest on the push for answers.

>> leah, there is so much confidence in the markets. we had a tone set by the disappointing jobs report. only 158,000 jobs created in august but gdp reported latest take in the second quarter, 3% of the economy is really thriving. we have to take into consideration, there is all kinds of assessments going on with houston in the gulf coast and crisis and devastation from hurricane harvey. there is confidence in this country, the rescue efforts, the way the entire country comes together. i think consumer confidence, we use that so much, is really playing into it. now important to note, friday before labor day, you have got some weaker volume here. quickly though, look at nasdaq. of second consecutive closing high. here are names that really led nasdaq. netflix, nvidia, amazon, facebook, apple. rbc analyst boosting a price target on apple. looking at averages for the week with dow up .8.

nasdaq outperforming of the three benchmarks we follow, gaining 2 and 3/4 of 1%. leah: confidence is the name of the game, lori. the storm has crippled the country's largest refineries and closed parts of our largest pipeline. oil posting a fifth straight weekly loss but the big story right now is gas. futures finally dipping today, but up more than 13% for the week. the biggest gain since february. that as concern continues over a nationwide shortage. you are shelling out more at the pump, that's for sure. the average national gas price is up seven cents a gallon from yesterday and 16 pence from last week. just in time for drivers to hitt the road as they head out for the labor day weekend. david: glad i drove in from the cape yesterday. job growth slowing in the month

of august as we're hearing but slight uptick in wage growth. that is of course good news for the investors. let's bring in today's panel. carol roth, entrepreneur and former investment banker and jack hough, "barron's" senior editor. good bunch. tom, first to you. we're trying to figure out what happened to the economy. we have 3% growth rate as promised by the president. we had great signs but overall the job figure was disappointing not only for this month, but revised downward the previous month, so what's happening with the economy? >> let's not take it out of proportion here. we still added over 150,000 jobs. these numbers aren't bad. we have a really strong economy. you mentioned the 3% number which is dead on and companies are hiring across all sides, back office, human resource, operations, accounting and finance or one of the bellwethers when companies hire for sales. that is a huge thing, companies

are taking advantage what is become a global economy. things are looking real good. we have issues in houston and other things but the business climate is good. david: carol, everything tom said is absolutely true, 100% true, and there are good things things -- reasons to be optimistic, we didn't end above 22,000. but still relatively good day for markets to end coming into a three of this day weekend. are you surprised markets didn't react more negatively to the jobs number. >> i am not, david. if you think about it, the labor market is tighter than a pair of pants after thanksgiving after really big meal. david: i can identify with that. >> part of the reason we have lower jobs number, there are some people who wanted jobs, who have been able to find them but maybe not jobs they wanted and we're having a skills mismatch. if you're somebody who is hering, you're hiring having a

hard time finding right people. increasing wages won't help find the right people. when you have a tight labor market you will not see things go up after month every single month. we have good information in the 3% number so that is acting really well. david: it is true, a jobs market looking for people to work is a good jobs market, right? >> absolutely. the soft jobs number, the good gdp number, both are within the normal range of variation we've been seeing. i see nothing here that suggestion of a recession on horizon f we don't get one of those we'll not get an end to this long bull market. david: all right. tom, what about a tax cut. forget about recession. if anybody would bring it up it would be jack but he -- doesn't see one. if there are good signs ahead with a serious tax cut, all times become great times. >> it goes up. it goes unbelievable right now.

when we do a survey every quarter of ceos and cfos of hiring both in the midwest and across the country. the feedback is, the really bullish about the fact of deregulation and even the fact of there isn't going to be more regulation f we get a tax bill passed i'm telling you this thing -- let's not forget one bit. we have low interest rates. there is nothing comparable to economy with this type of up tick with low interest rates as they are. it will be great. david: guys, you're making me feel good but with all the news coming out of texas, we have to move on. have a good weekend, tom, carol, jack, good to see y'all. >> happy labor day. david: happy labor day. leah: president trump is pushing congress for immediate aid for storm victims as lawmakers head back to capitol hill. add this to a jam-packed agenda, tax reform, raising the debt ceiling and avoiding a government shut down at the end of this month. so how does all that get done? david: that is good question.

houston and surrounding areas. as well as 1500 people across six shelters in louisiana. the deadly storm killed at least 39 people. unfortunately that death toll is expected to rise. david: harvey is on the move. heavy rainfall, even tornadoes are possible today, all over parts of the south. then there is hurricane irma. have you heard about this one? it is in the atlantic, rapidly gaining strength. fox news chief meteorologist rick reichmuth with the latest. how strong is irma? >> it's a very strong storm, likely will be a very strong storm. i will tell you about that in a second, david, but i want to show you forecast rainfall next week to next friday across flood-ravaged areas. not a lot of precipitation. a few scattered showers and thunderstorms but for natalie no additional rain. irma, this is category 2 storm.

don't worry about the strength. it is so far off land. 10 days before it gets closer to the u.s. losing last little view on the satellite. water temperatures are not all that warm there but other environmental conditions really set for it. this is the official track of the storm. likely going to make this little westward jog as it moves forward, or a left ward jog i should say. that is not very typical for a strong storm out here. normally a storm this far out or far out, will deflect to the north. we're not sure about that, make a little leftward jog. go wednesday, a storm by lesser antilles. maybe by thursday, the puerto rico area. past that out, we can't tell you any certainty where it will go. it is too far out in advance to give that kind of a forecast. we're talking about 10 days out. i will tell you waters it gets, once maybe towards the bahamas

are much warmer. because of that and other environmental parameters, has chance to strengthen into a really strong storm. that is certainly not good news. whether it impacts land is a whole other story. here is one of the models. this is next wednesday, somewhere around the lesser antilles here. the latest run of this model, gets it somewhere here across the coast. doesn't mean it makes hand fall. good chance it recurs out to sea. american model kind of the same story. point is, david, if it were me meet religionally i wish we weren't talking about the storm -- meet logically. 10 days out we can't tell you what to do. if you're on the coast, pay attention. david: we appreciate your expertise. we're talking, rick, about a bird's-eye view. we'll go straight to hillary vaughn who has the bird's-eye view above texas right now. she is live in a copter pretty near conroe, texas, just north of houston.

hillary, you're our eyes in the sky, what do you see? reporter: right outside beaumont, right now we're looking at an area filled with water. the air marine one unit, part of the u.s customs & border patrol conducted hundreds of rescues out of this area. in fact they are telling me a lot of people were trapped in in @tics they had to lower agents and use chainsaws to cut them out of the roof. he was telling me the ways people let them know, they were putting towels on their house, writing sos. some had american flags. anything they could put out, let them know they needed to be rescued. this is definitely a desperate situation. we're seeing -- they gutted out this black hawk and to put more people inside. i want to ask the pilot, mark, a

question. mark, what was this like when you were trying to conduct all these rescues? how did you fit all the people inside, and was it tough getting everyone inside of the black hawk? >> absolutely. we can only put so much people in the back. what we would do -- collection points, near as possible to the rescue locations. relocate people there, once we had, 10 or 15 personnel. we would -- [inaudible] take them to a larger collection point where they can get food, water, and shelter. reporter: tell us about some. area first. you tell us you delivered everything from food or blood from blood banks. >> air marine operation -- [inaudible]. as well as blood and -- necessary to help the relief effort. reporter: thanks, mark. really as you can see, this is

need help. how can we help. >> your friend say link here, get an email. seems natural to hit a link on email. don't do that. don't link from any email you receive or from anywhere in social media. even though from a friend, it could be forwarded, they could be forwarding a bogus website. already, after for example, katrina, about 4600 bogus sites went up hooking for fund to help the victims of katrina, but they were not going to anybody in that region. instead they were all crooks. two guys started something from the salvation army, some bogus salvation army, got $60,000 in one day. avoid email links. type in the web address. use sites like charity navigator to verify where you're giving is good. what i try to do is try to know somebody who is there. so you get to a non-profit. you can actually find somebody who you know through a friend or family member. leah: if you know somebody, find somebody, there are

non-traditional ways. you said you could start a wedding registry to help people replace some things they lost. >> i was in katrina. i remember being in shock for the first week afterwards. you would just, you don't know what you need but you do realize once you get back in your house, you find out, all right, my dishes are fine, but every appliance is gone. someone came up with a bright idea then, set up a wedding registry. whether bed, bath & beyond, target, walmart, whatever. set one up and let friend contribute to you that way. if you're family member is not online person, maybe do it for a friend there you know who is victim. leah: helping people get their things back. >> yeah. leah: i bring up, people may not have money like cash dollars they can help out with. >> they might be rich in other ways. hotel loyalty points, sometimes we earn the points, we don't know we have as much. guess what? you might buy a week at budget hotel for someone outside of

that region with just the points that you have. but you have to know somebody in order to give those. you can use your airline miles. the red cross has a link which is on our website where you can link to your airline and take those miles and turn them into dollars, that go to the red cross. so nothing out of your pocket to give. really does help the red cross. the other side i remember, after katrina, there was this police officer in outlying area, he really lost everything. we had become friend. and at some point later in the year when all media had forgotten about katrina as they will hear very, i just used my miles so he could have a mental break. leah: yeah. >> where do you want to go? las vegas? disney world? let's cash in miles to make your life a little bit easier. leah: some of these people, some victims will really need a break once they start to get their life back in order.

david: president trump is very close to making a decision on the obama era program, deferred action for childhood arrivals. you may know it as talkca. it shields minors from getting deported. the white house commenting on it moments ago. take a listen. >> i just spoke in the president and we're in the process of finalizing that decision and those details and we're actually going to make that announcement tuesday of next week. the president has been very clear. he loves people. he wants to make sure that this decision is done correctly. david: meanwhile hundreds of business leaders and top

executives signed a letter urging president trump to keep the program in place. here now is hector barreto. he is former administrator of the small business administration. rachel campos duffy, a fox news contributor. rachel, tuesday, there are 10 states that will be suing the federal government unless the president takes some action. we assume that is why tuesday is the date that we heard sarah say he will make a decision on it. >> right. david: if they, if they sue, there is a lot of reason to believe they will be successful against daca. they will sue the federal government saying it imposes too many costs on the state. that the executive, president obama, didn't have the right to defer, to give essentially, not citizenship but certain legal rights to these immigrants. so why doesn't the president let the legal process play out? >> he could do that. but if i had to guess, who knows what he will do until tuesday, because he said, by the way, david, before he said, i love dreamers, icier about them, i

want to be compassionate on issue. could grandfather everyone in or extend them until, extend the program until the end of the year, toss it off to the congress because immigration issues should have been done through the congressional legislative process, it wasn't because president obama jumped over marco rubio, who was trying to do that, in order to get a political win. david: hector, nobody likes to see families torn apart. particularly some of the kids, you understand why the president has a soft spot in his heart for the kids but at same time, parents use their children to jump over other people who are waiting in line to do it legally, there is a lot wrong with that. that goes against, against our skin, right? >> absolutely. well, listen, i also think a manifestation of a very failed immigration policy that doesn't work for anybody. regardless of what political persuasion or what side of the aisle you're on, we have been

talking about this for years. congress just keeps punting, and punting and punting. all that is happening another failed executive order from the obama administration is going to expire. and then, as rachel said, i totally agree with her, it will be up to congress and hopefully, for the first time, some democrats on the other side can work with republicans to come up with a solution. you know, a lot of democrats will demagogue this issue. they will complain. what are they going to do? when are they going to lead? david: that is an excellent question. the president outlined, rachel, a program, new way of dealing with immigration, one that australians and canadians using, nobody calls canadians anti-immigration for the merit system. skills you can get to put to work rather than suck from the welfare system. >> absolutely. you know, the republicans are, i think donald trump, by the way is using this daca issue, maybe

as a chip to get democrats on board, to come together on this issue. the pathway to solving immigration in this country, david, is securing the border. so if we can secure the border if we get some buy-in on that, i think that we'll be able to handle both the daca kids and, and also those who are here, and the committed felons and deal with -- david: hector, can it be a combined effort, you get the daca system settled and move to a merit-based system? >> that would be a perfect situation. both sides will have to give a little bit. if people on other side of the aisle, democrats, care about dreamers, like we all do, we should be compassionate, here through no fault of their own, making contributions an students, workers if they care about it, they will work with republicans finally solve this issue. there is blame on both sides.

trying to get back on its feet, president trump reportedly pushing for $6 billion to be made available for harvey relief. as congress is getting ready to head back to washington following august recess. here is bob cusack, "the hill" editor-in-chief. bob, i understand that 6 billion is only going to be a down payment what could end up being well over 100 billion. that is what texas lawmakers are saying will be necessary from the feds. >> yeah. this is going on for a while. i mean some estimates have been even 150 billion. david: wow. >> this is hard to tell, of first installments of many installments coming from texas and louisiana way. this is not the same controversy we saw with sandy and katrina as well, some members says this has to be paid for, offset with other cuts to the government. we're not hearing that. this will be a bypartisan bill. david: there is another part of all this. something called the national flood insurance program which a lot of people in flood zones are

familiar with. it is terribly in debt. it is $23 billion in debt right now because it is asked to subsidize essentially what insurance companies wouldn't do, insure people in flood zones. the question is whether that should be privatized or somehow changed so that it doesn't act to encourage people. i know a lot of these places like houston, this is historic, wasn't a flood zone, maybe cut houston a break. at end sent it is due to be reauthorized. will that be in the cross-hairs? >> it is one of the perhaps that need to be reauthorized by end of september. jeb hensarling is pushing for reforms. democrats blocked it. i don't think that will have the votes. i think they extend it. all the stuff could be put in one bill, you fund the government. you have relief from harvey and as well as flood insurance. it will be one big bill. david: it is. lest, we not forget, there are certain ways to pay for things,

involve private community, not just in terms of disdisasters, tax cuts, incentives for economic activity. the president on tuesday and wednesday will meet with the congressional team with mitch mcconnell and paul ryan to come together for a package. with the president leading the way on this, will we get much further, tax reform where we were not able to get obamacare reform? >> republicans don't need democrats. if they are able to pass a budget first, they have to pass that first, they can move tax cuts and tax reform with just republican votes. they don't need 60 in the senate. they have to be unified. i think you will see more tax cuts than tax reform. that is a lot harder to do. i think republicans can get this done. honestly they have to get it done. if they can't get tax cuts done it will be a disappointing 2017. david: for all of us. bob cusack, thank you very much.

bob, appreciate it. leah. leah: another jab at president trump. despite efforts to help in the aftermath of hurricane harvey and personal donation of a million bucks, some still trying to find new ways to ridicule the president. "politico" with one. sweat it out with texas victims. here is hadley heath manning, independent women forum, senior policy analyst. hadley, how are you? >> i'm doing well. leah: he gets the soft touch, someone with governor, someone lead has to have. president trump is newer at this. is this criticism fair? >> i think i'm one of millions of americans who are simply frustrated at the politicization of things like hurricane harvey, which is a non-political event. it's a tandy, -- tragedy and crisis for those that have been displaced. that is what most people want to do. jabs in "politico," trying to compare the vice president and

the president are really distractions. i think that is unfair. hard to imagine a response from the trump administration that would be celebrated by his political opponents. they will always find something to criticize. to be fair, at least several prominent democrats, governor of louisiana, governor edwards, praised the trump administration response. i think people are coming together here more than we realize. leah: the criticism from this article is basically that vice president pence was really talking to victims, he is getting his hands dirty, had his gloves on, compared to president trump, left and did a tax speech. the first lady came with a change of clothes when so many people don't have anything but wet shirt on their back. what do you think? are there lessons learned from the administration as comforter-in chief? >> president trump is outsider in politics. fair to say the vice president has more experience and softer touch and better approach in situations like this one but on the other hand the trump administration has taken the

right tack on hurricane harvey. they have mobilized fema. they mobilized department of homeland security and the coast guard. in the official response the trump administration did a very good job responding to needs of people in texas. they emphasized sometimes the first person who shows up to help is not someone who officially represents the government but it is your neighbor, someone from your community, someone from your church. seeing those stories and celebrating those stories of people helping people. that is the highlight. that is the takeaway from hurricane harvey. leah: there are some stories. moving forward, what do you want to see from the administration? >> i think the administration's role is to lead and fulfill many of the promises that president trump made on the campaign trail. a lot of people understand that he signed 53 pieces of legislation. he has appoint ad supreme court justice. those are victories. many people supported president trump in the 2016 election are hoping to see tax reform. they were hoping to see health care reform. they're hoping to see changes there. the administration has to lean

tom, this is based on a couple of senators not known as radical guys, senator lindsey graham and chuck grassley. they're pretty cautious members of the u.s. senate. they were totally frank in their condemnation of comey saying that he got the conclusion first, that she is innocent and then began fact gathering. that is exactly the opposite way it should happen. >> not only the senators, david. it is based on the testimony, sworn testimony of comey's then chief of staff, one of his top lawyers there in the fbi. they told investigators he began drafting this statement in either april or early may, which is three months before he issued the famous statement we all know about now. but also before virtually every person witnesses with questioned. david: unbelievable. >> you have got to ask whether the fbi agents and justice department attorneys conducting

those questions, or questionings knew it was rigged? that they had already made the decision. david: all this means we need a new investigation, right? >> i would audit the entire justice department's operation especially with respect to its handling of hillary clinton's email investigation. david: well, related to that, i want to go right into this, you're a part of it, now, a judge ruled that the fbi has to release some additional details surrounding the investigation into her email server. so, tom, this was based on your group's request, so congratulations. >> thank you, we're trying to get the state department to tell the justice department, look you have to get the rest of hillary clinton emails because we're not sure you got them all and they don't want to do that the fbi did this and that. they gave the judge a secret document about what the fbi did. that is ridiculous. that is you're right, you will get the information. it is not grand jury material as alleged. what is disappointing about this, david, we're fighting the state department, the justice

department, the fbi, which are presumably run by appointees of president. david: they're not. >> frankly at this point the leadership of the agencies need to take ownership and figure out what is going on on this key public interest scandal. david: that is a great point. will this be a tool to figure out who is operating against the president's interests in those institutions? >> well you would think but tillerson and the state department and attorney general sessions and his top deputies need to paying attention to the issues. the hillary clinton email scandal hasn't gone away. the american people still want justice and accountability and fighting judicial every step of the way about basic information about what went on seems to be at odds with the president's promises. i guarranty you, the president doesn't want this agency approached to secrecy and protecting the swamp. david: thank goodness, you're there. thank goodness we have

leah: hurricane harvey displacing thousands of residents. it isn't just people in need of assistance, countless animals caught in harvey's path. rescue operations are underway trying to save pets and livestock. here to comment on the unprecedented undertaking, dr. kwan stuart of the american humane association. nice to see you.

when tragedies strike, you see people trying to cling to their animals but sometimes you have to leave them behind. tell us what the american humane is doing to help out with harvey? >> thank you. we've been on the ground out for two days. we staged our 50-foot rescue rigs. went outside of corpus christie and houston metro area. we're following lead of agencies and municipalities called us in. outside of corpus christie we're distributing a 1000-pound of pet food. as you can imagine the floodwaters come, wipes out food supply in homes and stores. thanks to chicken soup for the soul we're giving out food. outside of the houston area we are staged there to assist in sheltering. we're seeing images here. of the these animals get displaced from owners in their homes. some need a place to go. so we're continuing shelter efforts with medical care, food, any sort of treatment and care they require.

leah: see faces of these little pets and animals in general, they don't understand what is going on. their little faces look so scared. for anyone who covered this kind of a tragedy, people when they get separated from the pets, it is joy, despite anything they lost to get reunited. what is your organization doing to get people reunited with pets, or that will be down the road? >> that will be ongoing process for a while. this is our third flood disaster deployment, rest than a year. we learned a few things. west virginia last summer and louisiana, about this time last year. this will stretch for weeks, and months and months of the recovery efforts, the reunification efforts. right now we're healthing animals. if you lost your animal, first thing you want to do, go to the local municipality where to search for your pet. we learned that we can find lost pets months out from the disaster, doing everything we can to reunite them. you touched on them.

it is traumatic for the people. we know that imagine looking through eyes of a dog or puppy or kitten, they don't really have the concept of what a flood is. they're intelligent creatures but to comprehend exactly what is happen something beyond them. waters come. they're frightened scared. they don't know if they see their families again. a lot goes into the effort top to bottom. we'll care and comfort the animals before we get them back to owners. leah: quickly ask you what can people to do to help. when people get animals out of the home in shelters, they can't keep them there, they are separated from the pets. what can we do to help the organization? >> donations is everything. that is our lifeblood to do the work. thank you to all those generously given to the cause, whether it is american humane or something else you support or resonates with you, we're all working together in this effort.

go to americanhumane.org/harvey. we'll put your donations to good use. reunification effort will be a long time. we'll shelter animals separated from the homes. touching on what you just said, going back to katrina we all learned something. a lot of people would not leave their pets in that disaster. some of them would stay behind. some of them perished as a result, but going forward here today, and now, a lot of people made a much stronger effort to take the pets with them. keep them with them. the government also allowed most of these evacuees to bring pets with them. all around a much better execution. we're hoping that as many pets as we can find, we can reunite with owners. leah: thank you, doctor. it is such a joy when they can be reunited. thank you for your insight. david we're talking about your little habenese. i know you love your little dog. david: he brings up good point. the life is more important than

the animal. get update on rescue missions going on as we speak. fox news steve harrigan live in bridge city texas with the latest. steve, sun is shining but water looks like it is rising. reporter: david, a recovery effort outside of port arthur. we see people come back to their houses. some withins, some with feet of water. they're pulling everything out into the sunshine to dry off save, what can be saved. couch, drywall, everything. it is a tough challenge, both physically, emotionally for a hot of people, inchewedding retiree we spoke to a short time ago. >> any furniture is it touches, it ruins and destroys. that's it. reporter: how is your attitude and spirit? >> stunned. but i will be all right. i will be good. this is the second time in nine years. my wife and are both retired.
