arthur, though that is my hometown. this is truly a devastating series of incidents and a storm the likes of which i have never seen before in my life and i was born and raised down here in hurricane country. but in the midst of the devastation there are incredible stories of goodness. we'll be visiting shelters and emergency operations for the next several days and we'll be surveying the damage as the watters recede. i'm pleased to announce the sun is shining and it's the first time we have seen the sun in a long time. kennedy: we are seeing the pictures of entire cities and neighborhoods under water. is there anyone unaccounted for? >> i don't have any names. but they are asking for

volunteers. there are some folks still stranded. a lot of folks in this district are hurting. my staff is well, scattered around this 9-county district. some of whom are flood out of their own homes. we have been working around the clock, especially on the federal level. every means at our disposal to get our reinforcements in here to help with the recovery. the vice president called me on the telephone just a couple hours ago. we had a long conversation about a supplemental bill that will be helping funds the aid and make up some of the difference in flood insurance. kennedy: i want to ask about the

aid package from congress. some of your colleagues in the senate have talked about having a number of bills instead one he normous aid bill. do you like that plan? and how can you keep it free of pork? >> that's going to be our job. we can't be just have pork barrel stuff in there. this has to be real aid, real benefit to the hurting people of texas. and not only did i have a conversation with the vice president today. but also with senator cruz. he and i spoke this morning. yesterday i was on the phone with our leadership in the house as well as the office of bun the management mick mulvaney. and we are talking about a couple of bills rather than one giant package. kennedy: that might be an effective way to get the money

where it needs to go, free from pork. louisiana has been down this road before. what lessons did officials learn from katrina that are helping them today? lieutenant governor, what are you seeing in our state so far? >> we are preparing for the toledo bend area, we are expecting flooding in those areas as the wind has kept the water up those rivers. we are expecting some additional flooding in that area. we should be able to handle it and get those people out of there. kennedy: a lot of your residents have gone over to texas with their boats, particularly the cajun navy to help in the rescue efforts. are you asking texas to help you out in kind? >> no, they have their hands

full. we have national guard, wildlife and fishery, the cajun navy and state police assisting across the border in texas, especially to the areas that were hit last. brownsville, port arthur, those are the areas that are difficult. we can get there easily and the governor's dispatch there as well. unfortunately we get a lot of practice since katrina, and the massive flooding. so we are eager to help our neighbors, but also make sure we take care of our residents. >> what are you doing from katrina. what have you learned in louisiana that you are putting into place? >> we preposition equipment all over. and we make sure we let the residents know up front, you

could be without power and water and stranded in your home for many days if you don't get out. even in cases where we don't do mandatory evacuations. and the people of louisiana are well prepared because they have been through it before. kennedy: do you think they are bert at evacuating now? >> absolutely. and they all have a game plan ahead of time. if they can't afford to get a hotel, they have a relative or friend who welcomes them during hurricane season when you see a problem. the problem with hurricanes is you don't know where it's going to go and where the rainfall will sit or for how long. kennedy: did texas and some of those counties and cities botch the evacuation order? should they have done it sooner? >> i don't want to second guess. it's hard to lay out up front

what's going to happen when you don't know where the rain clouds are going to fit. you know there will be a lot of rain. but you don't know where it's going to dump and how long. it's difficult as the mayor said to evacuate all the areas that were flood would have been a massive evacuation and would have had to have been called many days before this flood. kennedy: in new york city the entire city was shuttle down for a storm that caused a couple inches of rain. >> what you can do is tell people this is the worst it can be. you can be in your home for five days without water or power. if you are not ready to handle that, you can look for someplace else to go out of the wrath of the storm.

but not call a mandatory evacuation. with texas, this is a massive thing nobody saw coming. kennedy: one of the nation's most of popular preachers joel osteen doing major damage control over his response to flooding. the church claims city official never asked them to open their doors. then as the bad p.r. begins. os teen claimed the church had always been open to flood victims. critics called him a cold-hearted hypocrite. but does he deserve all the

visited houston in an effort to survey the damage and comfort the victims. the president's visit caused many in the media to howl that he wasn't showing empathy. the media has created an expectation by obsessing over optics instead of real issues affecting the lives of those affected by the storm. ben shapiro, welcome back. let's talk about the president. before he left for texas, i said on this very showroom, he's damnd if he does, damned if he doesn't. if he doesn't go down he's in a heartless bubble and if he does web's an opportunist. >> absolutely right.

majority of the resources on the ground are state and local, not federal. but why didn't he stop the hurricane? why doesn't he have that magic power. kennedy: climate change caused hurricane harvey therefore it's the president's fault. but let's go back to empathy. you point out something that i think is really smart and necessary to discuss. that is the role of empathy in law making and relief giving. how important is empathy here. >> it's not important at all. empathy is counter productive when it comes to law making. if you are a surgeon and someone brings their kid in by surgery, you are not allowed by law to perform surgery on your own child because you are empathetic. the idea that you have empathy for the people in front of you instead of the victims of your

policy. it end with bad law making generally. the idea that trump should have hugged a few widows. i don't think it's his job to cry or even be sincere about how he feels. and there is no evidence he is not empathetic. the president has a constitutional duty to fulfill certain obligations. and their job is fulfill them in terms of efficiency and effectiveness. not in terms of us examining what's in their hearts. what's in their heart is not only irrelevant, it's counter productive. kennedy: don't put pork in that bill, legislators. kennedy: a rising star in the democratic party says she's

schneiderman is a progressive and leftist. this shows the scope the special counsel investigation is looking into is limited, it's not supposed to be, but no specific crime they're lookinga. the nowhere does it appear in federal statute and even if within colluding with russia there were crimes committed.. kennedy: scummy opportunistic political operative who would do whatever he could to be in proximity of power. he got himself onto the trump campaign, but having said, that even if he is ethically and morally compromised, it doesn't seem like that's enough to pull down the presidency. >> yeah, and look, there's a technical term that is shady. manafort is super shady. the more people learn about the

way he conducts, not the way he conducts business but the people he conducts it for. he's an individual who, look, i'm assuming they're looking at his tax forms, looking at all of his financial interactions. kennedy: and drop a dime on the president? that's the ultimate political score for a progressive powerful attorney general like schneiderman. is that what they're trying to do is put enough pressure, get enough information from manafort he damages the president? >> i think that's what the media wants us to think at least. no one knows what the strategy is that robert mueller who is supposed to be completely full of integrity and beyond. kennedy: politically agnostic. >> exactly. but working with a democrat partisan hack attorney general for the state of new york to look into some way to flip somebody to get -- it's not supposed to be about getting trump, it's about doing justice, i know that sounds quaint but it is the ultimate job of the justice department and anybody who works for it.

you're seeing the media trying to run with the narrative before the facts are in. kennedy: maybe the state attorney general doesn't have the facts in. >> people are saying this is to get around a pardon. who's to say he's going to pardon manafort? i don't think trump gives a you know what about getting manafort prosecuted. kennedy: he's no joe arpaio. >> that he is not. in fact if you are looking for somebody who is going to get thrown under the bus. manafort has a reputation that is shady, and say maybe this is all the russia stuff, all the weird meetings having to do with putin. kennedy: that was manafort's self-interest. that is completely plausible. >> voted off the island and the floating dumpster fire for all of trump's problems. i don't necessarily see him pardoned, people say trump is a fascist, he's going to destroy the rule of law in this country, et cetera. kennedy: the tribe has spoken.

for both parties for so long that wanted to talk this out, talk this out, i'm afraid he may overestimate his capacities greatly and underestimate both our capacities and our resolve, and when he says the north korean people are ready for war, he doesn't know what war is. he just doesn't. he's a fat young guy with a bad hair cut who has no experience of firsthand violence. kennedy: and it's scary to think he would put millions's of people's lives in jeopardy, but you know, you have a little bit of a split in the administration because rex tillerson and defense secretary mattis have both said that, you know, they don't want the military option. we want to figure this thing out. we would love to denuclearize north korea, that may not be possible but the president says talking is no longer an option so, is there a split in the administration and where do we go without making sure we don't take dozens of millions of lives? >> yeah, well, we certainly don't want to be seen as the aggressors, i don't think we will be, but obviously,

kennedy, no sane person with a shred of morality left wants war. kennedy: no. >> but at the same time, this say regime we cannot allow to develop fully deliverable nuclear warheads against the united states because this is one regime that cannot be predicted. now, we also, i think, often overestimate the capability of north korean military, south korean military is much better. the north korean military can make a big mess real fast but lose decisively. but again, i'm not sure he knows that. kennedy: maybe he doesn't, maybe he's overestimated his powers, and, again, you know a great deal about war having written a dozen books on the civil war alone, judgment apmattox, this is the most recent book, deals with the last two weeks of the civil war which were absolutely brutal. it was not romanticized, it was brutal on both sides. >> i detest the way we romanticize war or certainly

folks are helping each other in big ways, but it is a very stressful situation for those affected. father luke polumbus a greek orthodox priest joins us. hi, father luke. >> great to be with you. kennedy: father, tell me about your family's evacuation, have you four young boys including a newborn. how did you and your family get out? >> thank god our local authorities down here were very, very proactive. they got the word touts quickly, and when we were in a voluntary evacuation state, we were able to pack up, as you said, a full caravan in the polumbis family and got to a dear friend, a parishioner's home and our family is fine in a safe area since last sunday. our home is in mandatory

evacuation area, we're waiting for the appropriate time to go back and check things out. kennedy: when you and i spoke a couple days ago, you said things in houston were worse than the news was showing, and some of the images are so stunning and heart breaking, what did you see? >> we've seen a lot. we've seen a lot. where our church is, is in the west houston area referred to commonliesa the energy corridor. i live in suburbs further west than that, and in that area we've been hit very, very hard by these reservoir dumps that you've been hearing about on the national level, and so based on those reservoir dumps, we're seeing people that felt secure one moment, all of a sudden have a house full of water, and then the scenes have been horrific on one side of the coin, and on the other side of the coin, absolutely inspiring. it's horrific to see families with the state of shock as they

see rapids going through their homes, but i cannot tell you enough how inspiring it is to see the texans coming together with such christian love, it's something that i've never seen before in my life. we have people that are coming in from unaffected areas, as far as three and four hours away with jackedup trucks and jet skis and canoes because they say it's their duty to come and help their brothers and sisters you. >> told me that you had parishioners from your church in canoes goes to rescue another parishioner with ms, an older woman, she couldn't walk and use the wheelchair, she was trying to get herself up the stairs to be saved. were they able to reach her? >> correct, thank god that entire family is intact. the home was flooded. however, the entire family is intact and staying with a family member and say are safe and dry and they are together. i can't tell you enough. i'm going around as a first
