as attorney general, it is my duty to insure that the laws of the united states are enforced and that the constitutional order is upheld. lou: attorney general sessions putting it plainly, forthrightly, and correctly. the end of daca comes with a six months delay. that gives congress time to act on a legislative solution, something president trump urged lawmakers to do. >> i have a great heart for the folks we're talking about. a great love for them. hopefully now congress will be able to help them and do it properly. lou: properly is a very large and very much open question. congress has returned to washington this week with a long list of much to do and very little time in which to get it all done. there is tax reform, the wall, budget battles to tackle, and speaker ryan and senate majority

leader mitch mcconnell haven't shown they're capable of doing much. fox news chief congressional correspondent mike emanuel with our report. >> it is vital that we reduce the crushing tax burden on our companies and on our workers. reporter: the house is due to get things started tomorrow by voting on president trump's initial request of $7.85 billion for hurricane harvey relief. after the senate votes it will likely have a debt ceiling increase attached to it. >> these are the president's immediate priorities, pass disaster relief, prevent a default, and fund the government. we have to get all these of these things done. we have to do it very quickly. reporter: democrats are mocking the idea of combining hurricane relief money with the debt ceiling. >> i don't know why we can't deal with issues on their own right? we have to help the people of texas and louisiana, and other parts of country that suffered from this catastrophe.

reporter: some conservatives expressing concerns about being jammed with a debt ceiling a government funding extension and harvey money being packaged into one bill. >> this is like a punch in the stomach. we're very frustrated to hear even in the senate we may be tying not only raising the debt ceiling, but a continuing resolution. this is very frustrated. reporter: house in session only 12 legislative days in september, house majority leader kevin mccarthy notes they don't have time to waste. >> we have harvey, a debt ceiling, continuing resolution, will will be a three-month continuing resolution. so you deal with the wall later in the year. reporter: congress must pass a new budget if it will do tax reform with simple majority vote. they all require congressional action by the end of the month as well. the president also put pressure on the senate majority leader during recess, tweeting, mitch, get back to work and repeal and

replace, tax reform and cuts and a great infrastructure bill on my desk for signing. you can do it. there is also the issue of scrapping obamacare after the senate came up one vote short in july. lamar alexander, who shares the gnat health committee issued this warning. nine million americans whose premiums already skyrocketed may see premiums go up even more, unless congress acts to stablize the individual market before the september 27th deadline. alexander and his committee will hold a bipartisan health reform hearing tomorrow if they find a way to stablize the health insurance markets, to help consumers who have gotten hammered. lou. lou: thank you very much. mike emanuel from capitol hill. my first guest to discuss the president's termination of talk cashes the prospects ahead for this divided and so far poorly-led congress, joining us the dean, ed rollins. he served in three presidential

six months to fix it. >> it becomes very, very important that the word constitutional be in every discussion today. this was unconstitutional act by president obama. supreme court basically, lower court ruled it unconstitutional. the supreme court upheld it. the bottom line, if we live by a constitution, not absolutely, labor and everybody else was prepared for this. they knew the president would do this and because he said he was going to do it and he should have done it. lou: every democrat i heard, ed, talked about how cruel president trump is, how cruel he was. nothing about constitutionality, the law, the jobs of american citizens, the strength of this economy, and democratic national committee chair, you remember tom perez, who has the foulest mouth in all of washington, d.c., which is saying something, he is trying to claim some kind of a high ground over the trump administration but for someone with such a, well, pretend morals and integrity, he doesn't

illegally. a lot of things i would like to do. i live by a constitution. lou: paul ryan, mitch mcconnell, are they playing their usual, obvious game with the chamber of commerce and business roundtable, committing themselves to working with the left, who are open borders, who are pro-illegals in this country and work against the american people and the national interests? >> we'll certainly see in the next two weeks. they have big missions ahead. both of them, we'll see whether they have any leadership ability for not. up to this point in time they haven't. this president is very, very aggressive agenda. they have a very aggressive adenda to get passed in authority period of time. lou: the president maneuvered these two mediocrities in a position where they have to fly their true flag, their true colors. i think the american people are going to be absolutely revulsed even more than they already are by this congress and this leadership. ed rollins, thank you. >> thank you. nice to have you back.

lou, the chinese under certain leaders in that country sacrificed millions of people. the cost of life in doing business to them is something that they have not necessarily always put into the equation. what that said, i think they're waking up, i like to believe the trump administration has been very effective in reminding the chinese they have other than the south koreans and japanese, as much if not more to lose regarding the catastrophic failure of the north korean country, or the misuse and in this case, an environmental disaster caused by the stupidity of the north korean military. it is no small issue. lou: there are three realities that this president and his administration have put before the chinese, indeed the world, at least that part of the world that has been listening. >> right. lou: to the president, and that is that the chinese are responsible for the ballistic missiles that the north koreans are now flying. as if the chinese are responsible for the design of the weaponry that is now being

exploded, deep beneath that mountain in north korea. and certainly, that china is responsible for the very existence and sustenance of the north korean people in the midst of these mad threats against global civilization. >> right. lou: that being the case, why would the world not hold china directly, publicly, and conclusively responsible for what ensues here from north korea? >> i think the way you laid it out, lou, is clear and without any room for debate. the chinese are responsible. i see this as the cold war between us and the soviets in many ways. look, we had east and west germany, two states with divided by essentially proxy, their proxy warfare elements. now you see the north and south korea and korea is a complete proxy of the chinese. the chinese are completely, 100%

responsible. and this is no small issue. they have always looked at north korea as a tool to menace us, and try to check the japanese and other elements of asia, for purposes of dominance. i think in this case, lou, we have to look at simply using what we can to collapse china many ways, against this. look, we have levers to use against china to hold them accountable. i like president trump's idea of bringing back manufacturing and dumping china. i'm sorry, i like the idea of tariffs here. we need to do things to make chinese understand, not only are they culpable, but they are responsible. we need to do more to make them do what is in their interests, as well to rein in the north koreans. lou: i personally believe history will write, one of the great mistakes in u.s. foreign policy, decoupling the consideration of human rights and our trade policies with particularly china. >> i agree. lou: and what has been the

lou: a few thoughts now as the republican leadership and hapless, gutless, and clueless congress return to work after a month-long recess a recess from months of inactivity and abject failure. why would anyone, anyone at all, for even a moment believe that this congregation of soulless, political sellouts could even begin to do responsible grown-up work in the nation's interests? these artless, heartless louts are the ones who chose mitch mcconnell and paul ryan to lead them for crying out loud, with a little help from the chamber of commerce and the business roundtable of course. and you and i elected these louts who have let down the country in almost every conceivable manner. now they are what woe have to fund billions of dollars of

think people give donald trump credit for just now sophisticated he is about doing that. he's great at playing. making his enemies go berserk. he just rolls with it. lou: paul ryan, the speaker of the house begged the president not to end daca which is unconstitutional by court review, the highest court in the land. and asked him not to end it and instead of insisting as the leader of the house our representatives pass law. that is what a fraud paul ryan is as a leader of any kind in the house of representatives. i think it tells you for certain that paul ryan was looking around at congress, and he -- he knows better than anybody that this will be a real hard task.

judiciary is adding his voice to the chorus calling for a second special counsel to investigate democrats. congressman bob goodlatt says he wants the truth about hillary clinton's emails and comey's investigation. x learned last week comey drafted an exoneration months before hillary clinton and key people were interviewed by the fbi. for more, we are joined by chris farrell, director investigations for research at judicial watch. what do you make of the issuance of subpoenas by the judiciary committee. >> i'm always leery of these committees and their

investigations. normally it's a lot of hot air and sound bites. but points to a larger question which is mueller -- excuse me, comey needed to be asked under oath what he was doing with steel and how much money they paid him to begin with. i think the heart of the question, i wish a law enforcement agency or department of justice were the ones doing the drilling down. the committees don't have the depth or the strength to really carry through on these very, very important issues. lou: the committees seem to be moving forward with design and purpose and greater seriousness in acknowledging what you said, i think it's absolutely the truth. these committees are too often

frothy and if you will, catch themselves up in the moment of the political opportunity rather than going after the truth and creating accountability for these people. but these are two different circumstances for both house judiciary as well as the that judiciary. so it will be interesting to see. what is really getting interesting are these calls now for a special counsel to go after whether it be for mueller himself or whether it be to investigate the relationship amongst fusion, the democrats, even senator mccain who at one point is alleged to have turned over that dossier for what purpose and what motivation we don't yet know. it's getting really very serious. >> it's very murky.
