revenue neutral, that's the problem. while the democrats go for? certain things they will want to get. you will have republicans jump off the bus on some of these things. but here's the problem. even if you get joe manchin and heidi heitkamp msn and, you know, you still need to turn up the filibuster unless you can do this under a process called budget reconciliation, which neuters filibusters and you can't do that until you pass a budget. kevin brady, chairman of the ways and means committee made that very point to his meeting with house republicans today. you have to pass a budget because you can't sidestep the lusters in the senate for tax reform unless he do a budget. they hope to do that by mid-october. >> you are so technical, chad. you are missing the big picture. this is a new presidency, bipartisan outreach moving to the center. a new political alignment. that is the news. >> that was the argument some people made yesterday that maybe

>> i'm not sure, either. one way of looking at it if they were challenges on this patching and by re-transferring the ownership to a sovereign entity, the native american tribe are sovereign countries. we tend to lose track of that, which it treaties that the united states of america and you cannot sue a sovereign country. one way to look at this as it's one way to get out of the courts and avoid lawsuits, even legitimate lawsuits and challenges. another way to look at it is there is a procedure for challenging, but it's a lot faster, less expensive and more efficient than bringing it to the courts. so which is right? the supreme court will hear a case. not this one, but one very similar in which patents were transferred to a native american tribe to decide whether or not to do it. stuart: i'm sorry to interrupt you, but doesn't this bring up the whole subject to armies of

stuart: you have been ignored. those who show up in texas and florida have been in for a generation. i know i'm being kind of a pejorative here. i'm kind of steamed about it, too. >> i appreciate your passion for it. personally, i don't disagree, but i do think the unintended consequence of elevating and celebrating and pushing one form of education at the expense of all the others, those chickens have come home to roost. a college education is a wonderful thing. i wouldn't trade the one that i have. but to promote the education like it the best path for the most people and to use all the other forms as cautionary tales, that sets the table in a way that ultimately will leave us a lopsided workforce and my guess is when the waters recede and the real work begins, five, six months from now, the shortage we

talked about in the past will become acute in ways we can imagine. stuart: tell me about that again because there is an enormous rebuilding job and then we've got a huge infrastructure plan. tell me about the skills gap. don't we have the skilled people we will need? >> we don't. i'm not a match in addition, but i'm tempted to say it really is just math. they were 267,000 openings in the construction trades prior to harvey. the tradesmen will have to rebuild, and women will have to rebuild houston and florida. they are not there. they will have to come from other parts of the country. when they essentially migrate to that part of the country, and they will create more alarming shortages and deficits from wherever it is they left. the skills gap is real. six-point 2 million jobs right now that are roping.
