so we are praying for the best, but getting ready for the worst. cheryl: let's talk about shelters being put in place. 70,000 people without power in shelters because of our men and the damage after firm. you've got five shelters that could take in people. are those shelters ready to go this morning? >> it's my understanding they are ready to go. the governor announced publicly, you know, that shelters were ready to go. i think this is a positive thing. irma was kind of a warning to all puerto ricans who have flimsy houses. many of our houses. the i.t. that many puerto ricans are going to shelters is good ata. we are aware of the fact this is no joke, category five hurricane. cheryl: let me ask you about the

things. lauren: gop strategists map the kodiak and brian brenberg, chair of the program in business finance at the king's college in manhattan. good morning. >> good morning. lauren: brian, we'll begin with you. the bill would leave in place a bill that requires insurers to cover those with existing conditions, the states could apply for waivers. insurers could technically charge those customers more. are you concerned about what kimmel is talking about. >> doubled the concern in passing the bill, a threshold to it democrats, but this is why the bill even though it's getting a little bit of a push late in the game, it is unlike me to pass because there are too many of these quote, unquote controversial provisions in the bill. at the end of the day, a lot of senators will say i can't go along with that. you might get close, just like what the other health care reform bill, but she won't get all the way over the hill.

lauren: pens his homeland, graham says he's never felt better. brian says it will pass. what do you think? >> this is the last chance. the senate parliamentarians have only until september 30th until the reconciliation window closes as many reviewers know that the only way they could do that on a majority vote threshold. it sounds like 47 and 48 right now. they need 50 out of 52 republican senators plus the vice president. they lost to so they have to get lisa murkowski, john mccain and anyone else, mike lee as well. i think this is probably the early more likely to pass the senate than not. it's very close right now. good news and bad things in the bill. the idea is to set up a situation where all 50 states compete against each other, to do that in the waiters more federalism and the system then today. it gets rid of the individual mandate an employer mandate pulls out the device tax.

lauren: we are watching hurricane maria at the center of the storm getting very close to puerto rico. this right now is a very powerful category four. cheryl: let's bring in janice dean with all the latest. how are we looking? puerto rico will be devastated. a portion of the rings dropped a couple miles. the effects would be the same. the eye wall coming over the eastern portion of puerto rico and the most devastating part of the storm is going to affect this area with wind gusts in excess of 145 miles per hour throughout the day today, hurricane force winds through wednesday in tomorrow as well and we'll have to watch the turks and caicos and bahamas. i'm very concerned for puerto rico. probably one of the worst hurricanes in their history. rainfall amounts could be upwards of two feet. six to 11-foot storm surge inundating these areas ahead of maria. taking a look at the past, the latest at 5:00 a.m. they downgraded the storm just a

all of the windows shake and tremble. lauren: do you have power? >> we don't. we lost power about 10:00 at night. lauren: even communication systems will start to go down. may i ask you why you didn't evacuate? >> i actually live in a pretty sturdy building and it doesn't slaughter anything, so we didn't feel the need to evacuate. with the storm shutters all around the windows. you can feel that. it's very uneasy. i've never felt this unease during a hurricane all my life here. lauren: i'm assuming you're just feeling the beginning of the storm. >> yes, ma'am.

lauren: i can hear the nervousness in your voice. you wish to evacuate or do you still feel secure? >> no, ma'am. i'm pretty sure i really secure where i yam. i don't believe there will be any problem where i'm staying. fish is the fact that we lost power and we are probably going to lose water and a couple of hours. cheryl: is there a sense among your friends and family that because puerto rico was spared from hurricane garment that this one won't be so bad? is there a sense of complacency? >> no. puerto rico was going to be twice as bad. lauren: what are you hearing from officials there? what are the warnings they been sending to you? >> nobody is out in the streets through the streets were kind of empty about 11:00 at night. everybody should stay in their homes, lock themselves in the

cheryl: was going to ask you considering the economic fact of the hurricanes have hit the united states, a lot of folks say a percentage point shape of gdp. the fed will have to talk about that. is it a bigger chance interest rates don't move in december? >> i still think they do move in september because of where we've been the last eight years and the economy is still strong. you are right. what's been happening in houston happened with harvey, what's happening again with maria right now. those are all wildcards will definitely play into the process, but they do still think there's a hike in september. cheryl: reporters will ask ginny guillen about her future plans. she's maintained if she's asked to serve the chairwoman of shall do so. what do you think? >> and outcome of this administration you never know exactly what's going to happen.
