the time is now to help revitalized the economy through tax reform. >> the last thing we want to see is wealthy individuals or wealthy groups or families move their tax rate down from the 35% rate to 25% rate. guys like myself should not be allowed to put assets into a partnership and reduce our tax liability by 10%. adam: minority leader democrat chuck schumer says people in new york and other state where is they do rely on the deduction for state and local taxes are going to get hit hard. >> there are 40 or 50 republican congressmen from well-to do suburban districts, high states, new york, california, new jersey, pennsylvania, illinois, maryland, whose constituents will be clobbered by removing state and local deductibility. >> getting congress to pass a

budget resolution which could begin next week. the house could be voting on that and the senate within next week or two, that's crucial in order to move next on tax reform. back to you. cheryl: and for more on this, let's bring in dan, good morning. let's take a look at high-net worth states, new york, new jersey, connecticut, california and maryland. this is where the fight seems to be. is this bad for taxpayers in these five states? >> well, according to trump administration there are going to be offsets specifically getting rid of alternative minimum tax and what that is designed to do is to not allow the deductibility for state taxes. so there's going to be offsets to having the removal of an itemized deduction for state

taxes. i think we are jumping the gun because, remember, this is simply a blueprint for where the president wants to go and on top of that, we keep referring to it as tax plan, yes, it's a tax proposal but really more of an economic plan. cheryl: it is, corporate tax rate, sure. even 20% is better than 35. let me push back here. i was looking at something that the tallahassee policy sensor put together. they are saying something different. 3 quarters of those in those states in particular that other amt and deduct state and local income taxes would under this proposal get a net increase, so even if you're talking about, that's the pushback that you'll have, the doubling of standard deduction, that's actually not the case that most taxpayers in these states to chuck schumer's point are going to be hit. >> well, again, we still don't really know that because the plan is not finalized. look, this is a work-in process.

let's see what they can come up when everything is done. the president made a commitment that they'll be a middle-class tax cut. he wasn't excluding new york, california, new jersey, some of the other states, he said middle class across the board. i believe if initially it isn't working out they will retool it because they need middle-class tax cuts. cheryl: texas, for example, have no state taxes, that's why real estate is so attractive. these states don't have voting power that the larger states do. isn't this where it's going to wash out in congress? >> well, it very well might be that and what we have to look at too, these states that have having high-tax rates, they have

their own issues as stand-alone. plenty of people that are moving out of states like new york andw jersey moving to tax-friendly states. this problem is not really a federal problem which is where we are going now but these states individually have to address the issues and this is only going to put more pressure on them. cheryl: again, i'm sure that you know a lot of businesses, hedge funds in particular have left, connecticut, new jersey and guess where they have gone, florida. >> of course. lauren: health and human services tom price coming clean agreeing to pay for taking charter flights saying he was not sensitive enough for concerns for taxpayers. fox flews has learned that the price that he will pay back $51,000 for controversial flights. price agreed to reimburse a day

cheryl: a lot of questions on the snap ipo from the first day. roku seems to be in a better -- tracee: i think so too. cheryl: might be my favorite story of the day, ikea has made big acquisition. tracee: you may never have to put piece of ikea furniture yourself. i can't say, it will acquire task rabbit, can help you hire someone to do a shore like furniture assembly and moving. we haven't gotten details on how the two will work together. task rabbit will continue to operate independently once the deal closes in october. cheryl: you get somebody to bring you toilet paper or come fix something for you. ikea will be in charge with them. tracee: work their way some sort of partnership, maybe when you buy a desk they'll be able to

efforts. lauren: you think waiving of the jones act will help distribute? >> the jones act will get them to the islands. the problems is getting the islands up to speed oh to distribute, bridges, tunnels, roads, most important electric to have generation for gas stations to operate. lauren: that's the challenge. well, the president is visiting puerto rico on tuesday about two weeks after hurricane maria slammed into that country, that island. he's getting criticism for response, length of time between the storm hit and his visit, do you think he deserves the criticism and what should he do to have the right image to show the right demeanor when he's there? >> first of all, i've worked for three presidents and i was in charge of one president's daily schedule, president george w. bush and i can tell you you wrestle when should the

president go and when the -- is the appropriate time. the president if he went earlier than tuesday would be hindrance. the president has large fingerprint that he goes because of security and communications and makes a lot of sense to the president to go to the islands ready to receive them. what the president needs to do is show that the entire country has responded to puerto rico, we care what happens there. what i would like to see is the national governor's association hold an immediate conference, all the governors should get together and say how are we going to help puerto rico, how are we going to receive people temporarily and permanently because there are people who now have to be displaced for a short period of time to get island up to speed. lauren: mainstream media is trying to make president trump's response the katrina that unfortunately your former boss had. brad, thank you so much, have a beautiful weekend.

cheryl: a lot of talk that they underpriced ipo. they opened up at $14 a share. they priced at 14, they opened auto5.78, you have analysts that they missed an opportunity here because it really is a hotter stock and this is not snapchat. >> no, it's not snapchat and that's important because revenue growth is actually pretty strong with this company, they don't make money, though, like snapchat, they don't yet make money, so you would like to see that. there's certainly a pathway for them to make money and that's because they actually have a couple of different revenue streams which is important. the actual hardware itself, you know, the little tinny box that plugs in tv that is 40 bucks, they sell ads on the platform, they collect money from that and channels play to be on. there are three different ways that roku can make money and growth was up 90%.

unlike snapchat, there's a pathway to profit. cheryl: certainly interesting. real quick before you go, i want to get your take on the market, today is last trading day, last month of the quarter and september is surprising everybody, dow is up about 2%, s&p up about 1 and a half percent. what do you make of the numbers you're seeing? >> yeah, well, september is typically the worst month of the year. up 2%, i will certainly take it. this speaks of what you and i have been talking about. two e, earnings and employment. we have the most number of americans and the highest percentage of americans working in 16 years. i like the market. i do believe we are going higher and i do not believe that tax reform has found its way to the market. that adds another 5 to 10%. cheryl: i would add a key, that would be trump. >> don't forget the super 150.
