campaign trail. pete, should gillespie have asked for and accepted the president's help in this campaign? >> i think so. every candidate candidate month tap danced around whether to embrace the president have lost. they get the enthusiasm of the grassroots. we'll see if these pollsters can get it right. there is plenty of room for a victory. embrace it. ed gillespie is the ultimate establishment guy suddenly running as donald trump. kennedy: he made some monumental shifts that are pretty disingenuous. >> after romney lost he said we need to outreach to the latino communities and present a message that will work with him. then trump won and he's chasing

down kids in his pickup truck. kennedy: you actually lived in virginia and know this political climate so well. is it a weird state? >> it's a conservative state. kennedy: is it difficult to poll? is there stuff that goes on there politically that makes it unique other states? >> i think it is. there is lot of history in virginia. and people are sort of used to grappling with those issues. when the campaign brought out the northam campaign. they came out with that sad showing the pickup truck running down the minority children showed how desperate they are. their internals -- >> is it working against them? >> i think it blew up in their faces. most of people, democrats and republicans. it's a 70-30 issue to keep the

monuments up. the idea that they would play such a gross, nasty card like that would suggest a, they are in trouble, and b it does. kennedy: i think tomorrow's results could be very surprising and that's why you have got to make sure you check out fbn's special coverage. i'll be part of the big election tonight headed by neil cavuto. at least 20 people are dead after the worst church mass shooting in american history. a shooter entered the church, walked up and count aisle and shot victims at point-blank range. the suspect crashed and

reportedly killed himself. who was the shooter? cops say he was devin patrick kelley who received a bad conduct discharge from the military. and he sent his mother-in-law threatening texts, and she was a member of the church. >> bad circumstances. kennedy: what goes through your mind when you start to hear some of the details of this guy's life? what kind of a profile do you start making of this shooter? >> i will be the 1,000th person to say loser. but he apparently tried to get some structure in his life by going in the air force. he f'd that up by assaulting his wife and kid.

and because of the offense, domestic violence, he should not have been able to federally possess firearms. in texas on the fifth anniversary of the conviction you can appeal to get them back. but he should not have been able to purifier arms after that conviction. he should not have been able to purifier arms in any state because of the federal background check. if you want to talk about the begun problem. but the guy sounds to me from what his friend from middle school are saying, just another one of these young white males who are put on aderol when they are 6 years old, and one day they stop taking it. when they delve into his pre-history, they will see he should never have been in the air force.

we didn't have these 30 years ago. kennedy: i look at this. we talked about this on "outnumbered" today. i think there is a sip later between this shooter, stephen paddock in las vegas and the guy who mowed down people in new york city last week. there are thousands of people walking around who may be unstable and put on whatever medication when they were kids. maybe it changed their brain chemistry. but something happens to push certain people over the edge. and it seems like they all have something in common. >> with most of of these guys, there is a triggering event. adam lanza found out he was going to be shipped off to a booby hatch in washington. the guy in colorado had been kicked out of the university of colorado.

paddock was deep in debt to the casinos. i wanted to stick a knife in vegas' back. i don't know what it was for this guy. we'll find out something happened in his life to trigger this. he had motive to do this a week or month ago and he didn't do it. but something happened to trigger the guy. kennedy: we'll certainly learn more as law enforcement comes through his social media and his personal texts and emails with god knows, just trying to put something together. but now we have to look forward. a lot of people on the left want more gun control. that's trending all over the place. what in your mind is the single thing we can do to end this kind of stuff? >> no one wants to hear it. mathematically it's not likely. people with concealed carry or open carry are the best defense.

there is nothing wrong with the president saying i think you should investigate this person. we have an attorney general who was the president's brother. do you think they didn't talk about martin luther kick and what was happening to his civil rights? if jim kelly was truly fired because he dropped the ball on hillary. bring it to a grand jury and see if they indict her. don't just let it sit somewhere with nothing happening. kennedy: that's a separate issue with the comey investigation and the email server. >> you can hire anybody to dig up dirt about your adversary. and you can lie about the source of the funding. it's not a crime.

that. kennedy: how would our grandfathers feel about that? >> that's going a long way back. earn has considered this nuclearization of north korea. kennedy: shouldn't japan have the ability to defend itself? >> that's the point he has made many times, even going back to the campaign trail. right now the larger tension is with china and south korea as you pointed out. kennedy: the president would rather see a robust economy in japan. he's got to dance a much more subtle number with south korea because they have been trying to deal with north korea diplomatic all for a number of obvious geographic and emotional reasons. what does the president say to get them on board the way japan

is in lock step with the u.s.? is that possible? >> there are still friendly relations with south korea. there has to be this discussion if you are going to contain north korea's ambitions here. they have been concerned about the president's saber rattling. but i don't think the president intends to back down from that. in some ways that sort of assertion of america's willingness to take action brought china around just a little bit on the sanctions and holding them tight. i think the president has been even couraged. this is the way to move forward. all of the soft talk didn't get us anywhere. kennedy: h.r. mcmaster said before the trip, don't expect the president to tone down his rhetoric. he will remain authentic to his message.

so we'll find out shortly. earlier in the show we discussed the shooting massacre in sutherland springs, texas. today the president spoke about it while in japan. >> based on preliminary reports he's a deranged individual. he has had a lot of problems for a long period of time. but this isn't a guns situation. this is a mental health problem. kennedy: when crazy people get guns, it's a bad combination. many on the left disagreed with the president's assessment. chelsea handler knew who to blame for the shooting minutes after it happened. she wrote innocent people go to church to honor their god and get shot and killed.

for tax reform began today. that budget the house approved that narrowly bad, 20 -- narrowly passed. 20 republicans voted against it. and republicans are facing a tight timeline with the president expecting a bill before christmas. let me ask chief investment officer scott martin, welcome back. >> hey, missed ya. kennedy: what are the republicans in the senate going to do with this house bill? >> i wish they knew. they are going to common it up quite a bit. there is a lot of things that work. whether it's the state and local

tax deductions or the student loan deductions or the plan to treat some businesses better with respect to how they itemize their deductions. there are a lot of things at play that still need to work themselves out. we are a few weeks away and we are so far away in getting the final details. kennedy: it seems like there are some pretty big issues that could blow up those razor-thin margins. what is the solution for the salt deductions in new york, new jersey, and california? what can gop leadership do to appease lawmakers in those states? >> those states can get their houses in order, i think is one thing. i live in a high tax state here in illinois. a lot of the problems is they have terrible budget situations.

they have some of the worst credit rating in the united states. the high tax states are the ones that are in the worst trouble. kennedy: when you spend this much money and tax this much, you are not doing a service to the citizens that live there, and as you pointed out, poverty has grown in those states. >> the citizens are the ones that get punished. i have friends and colleagues who have taken their business to illinois and wisconsin. i'll tell you something else -- kennedy: in california they are creating the business environment that is much more amenable to small businesses and they pick up shop and move to texas. >> this tax plan does have a good effort underneath it which
