the supreme court ruled it's a tax. they have to remember the individual mandate is because of that ruling a tax. i know this is suppose to be about tax reform. why didn't you boobs think of this earlier? killing the individual mandate collapses obamacare because now there is no mechanism forcing healthy people to buy expensive understand they didn't need. you knit wit tonight with nitwit think of this? the worry is there will be more uninsured people, up to 4 million the first year alone. but in reality it's just over 1% of the population. and most of of those are

but potentially the president's desk. which plan is better for all of us taxpayers. joining me now, tim carney. welcome back to the show, tim. so will the house convince the senate to not delay lowering the corporate thanks by a year? >> well, they have to play all sorts of accounting games in order to get this to clear. it's got to do -- remember we talked about reconciliation. it has the size of the budget impact of any one provision means it's subject to the 60-note threshold. so if they want to make the corporate thanks cut permanent. one way the jigger it so those numbers work out is to delay the start of it. that's a tricky trade-off here.

>> the one thing in all of these proposals that will have the biggest impact is lowering that corporate tax rate. >> i would argue if the trade-off end up being about whether we make it permanent or starting it earlier, making it permanent is much more important. not like my budget that goes out two or three months. they need to make sure it's permanent. they need to -- in order to make it permanent they may have to shrink the size of it. the problem is when you talk to a guy like paul ryan he says the reason we want to pass it right away is to juice the economy before the mid-term election.

you are not going to juice the economy today by promising a corporate thanks cut in 15 months. kennedy: i don't think any of these people deserve reelection. i think there is a viral strain of incompetence and i'm sickened by it. they have to figure some of this stuff out. if it goes to conference, it could take an awful lot of time. why is the senate ticking with 7 brock ets and not collapsing them? >> it has to do with where you are going to reduce revenue. when it comes to simplification, this is where i agree more with the senate guys than paul ryan. tax simplification is about getting rid of all the complexities. when you do the paperwork and at the end it's one step to flip to

the back of the book to see your taxes. collapsing the number of rates is not the same as making the tax code simpler it doesn't reduce the number of bad decisions you make. what we want are fewer exemptions, fewer reductions and lower rates all around. kennedy: even if theoretical simplification there are a lot of people whose taxes could still go up. >> this is what's going to make it politically nearly impossible. there are so many regular people benefiting from bad policies like the mortgage interest deductions. regular people who aren't doing anything wrong are getting tax benefits, they use it under simplification. kennedy: we need less government. >> that's not on the table right

it leaves the preexisting conditions rules in place. we know from watching states that tried to have the preexisting conditions rule. we know from states that tried this, the individual market melts down, there is nobody left to serve individual insurance to people. so that is what republicans are risking here. their argument is actually the cbo is wrong and all of this business about how people are going to lose their insurance coverage because we are getting rid of the mandate. they are probably right about that, but what that means if they are overstating the effect on coverage. they are also overstating the effect on the deficit. this is just a budget gimmick. kennedy: it's a budget gimmick that would allow republicans to finally make good on a central promise of most of of their campaign. but what does it do for people

suggestion. kennedy: he's saying he didn't remember the meeting prior to being reported in papadopoulos' guilty plea and he says he pushed back against the president meeting with putin. joining me now, senior editor for the "national review" jonah bold berg. jonah, i don't think the attorney general did as well as he had before congress in the past? >> i think you are right. i think it was a bit of a hot mess. but when you are in a messy situation, it's difficult to get clean even when you are trying to get out of it. he made a mistake when he initially forgot that meeting with papadopoulos.

but whenever you have to correct the record, it's difficult and it makes you look like you are lying or forgetful or covering something up. and he's in a bad place on all those fronts. i don't think it rise to the level of perjury. whatever russia tried to do with the trump campaign. i thought only person they surely never tried to flip was jeff sessions. i credit sessions for telling the truth when he says the campaign was chaotic and a mad house. it strikes me the campaign was like a moving cable news green room. puff people showing up, social climbers and losers. kennedy: or manafort and carter page. they are attracted like moths to a stinky lamb.

overturned on your side. who the bad guys are on your team. but i think the harvey weinstein story kicked off a whole raft of thinking. you are seeing liberals coming out saying they regret their behavior. so the norms are change really fast. the other thing that's sad about this story. this was $15 million of taxpayer money. $15 million is so small you don't notice it in the federal budget. fit was a private company, it would get noticed. but the financial statement for the united states government is so enormous, $15 million is nothing. kennedy: you have presented towards who are supposedly constrained by ethics and supposed to be centered if they do things like this.

and their errors made public. why isn't that happening? >> that is a big question here. i am unfamiliar with the nature of these particular settlements. but i'm hoping what will happen is in many cases in the past when women were harassed they were uncomfortable naming names. when you do that. people judge you, people not believing you. i am homing that when men do bad things to women women feel more comfortable calling them out publicly so people can know exactly what kinds of people they are voting into office. kennedy: the makers of the game, cards against humanity.
