poll that has jones up by 10 points in alabama. the real clear politics average is only 3 points in moore's favor. where is the truth in this polling? >> this is a very difficult race to survey because we don't have a predicate for this. as senate races in alabama don't matter was the primaries are determinative. this is a very unusual case. not only is it a competitive general election but it's a special election which normally would get less participation. but because of all the national attention the turnouts will be high. i will say we have the best pollsters in america. our polls in virginia and new jersey were sweet, sweet candy. worked out really well. i'm super proud of our guys. i have got to listen to what they are saying. what they say is doug jones has

kennedy: as republicans rush to finalize a combined tax bill, some lawmakers are concerned about how americans will feel about it. the "wall street journal" reported on big problems with something called the marginal tax rate. tennessee congress one and marsha blackburn. let's discuss the plan. it's scary thinking this marginal tax rate may go up to 100% for people. what does that seen in. >> there is a lot of hype in the media. we have a senate plan and a house plan. if you were to take maybe the worst provisions of each plan and try to come up with

something you would end up with a bill that adversely impacts folks. our goal is to make sure everybody gets tax relief and make certain this willr will grow the economy, and get marginal rates down, not up. i think you will seat marginal rates continue to come down and you will see business rates after he ply to all the pass-through entities. the marginal rate applies to individual tax filers. you have got rates of 12, 25, 35, and 39 1/2. there all these different rates if you look at the house and the senate bill. kennedy: they compressed the rates. there are only four breaks the. >> for individual filers. so when you double that standard deduction and finds where you

are going to fit in that structure, that is what the marginal rate is that applies to you. what our goal is, on the house side, is to have fewer rates and get them as low as we possibly can get them. one of the things to remember, kennedy, a lot of our pass-through entities, your llcs, sub-s partnerships, our main street merchants. kennedy: mom and pop shops. kennedy: those are the entities they become. they are not giant corporations. they should not be treated like walmart or apple. there are some who worry these entities are getting hosed. >> we want to get the business rate applying to them, the 20% or 22%. wherever we end up with that rate.

so on the first 75,000 worth of income. in the house we have a 9% rate on that. then put that business rate on it. the reason for that is jobs growth and shire wages. and we want to see that gdp growth in the economy as a whole. so you have to work with the individual filer having more money in their pocketbook and reset their withholding. the main street merchants and businesses being able to hire and grow those businesses and corporations expanding jobs and wage growth. kennedy: i don't think the republican messengers have done a good job explaining how the corporate rate helps the economy. and i think republicans are losing that battle. and democrats are saying this is only helping wealthy people and corporations and people who make a bunch of money and it will screw over the little person.

i believe when you bring the corporate rate down that drastically that's when the economy will explode in a positive way. >> once you lower that wait, what is going to happen? people are going to now that money back into growing those businesses. there are two significant come own interest to seeing jobs growth take place. one is getting raid of the individual mandate and the affordable care act, obamacare. get that out of there. it's driving up the cost of insurance. in tennessee insurance costs have gone up 176% since obamacare went on the books. lower the tax rate. this way they will be able to hire 60 people. they will be able to grow businesses. they will pay more in wages. that's what people wanted to see. we look at the numbers that came out last friday. good numbers.

the gdp and jobs. let's get ourselves to 4%. instead of 225,000 jobs, let's go for 300,000 or 400,000 jobs. kennedy: the other thing i want people to realize. those who have small businesses, fewer than 50 people. 's all they do when they have extra money they pour it into their business. they are literally considering marketing and labor and other ways of make their business grow. that's what we forget with people who have small businesses in this country. that's why it's the american dream. when you succeed that's the ultimate dream. >> i talk to people in tennessee every day who say we are so excited to getting a thanks cut. knowing they will have access to that business rate and knowing
