they are americans. they don't have a piece of paper breaking news developments. that says they're americans but you stayed a little long on the they're americans. seems to me, mr. president, that white house spray. i stayed long because for if we move ahead in constructive republicans and democrats there is a way to get stuff done. way, take that on which we you don't have to curse each agree, the american public will be pleased with all of us if we other. you don't have to shout at each do that. other, don't have to say just as in september you recall, ungodly, nasty things on left or we did the extension of the cr, the right. there is a way to move the ball no drama. we were all for it. forward without being a complete and total ass. this just proved it. this is a promising development. you, four leaders, met we came we'll see. trish regan. trish: that is interesting. like we were a fly on the wall seeing how the whole sausage get to agreement, passed the cr in my view we can pass the s made. not as adversarial as you think. protection in the, what i shows a lot of promise. understand your position is, neil, thank you. procedurally it was not done president sitting down with both sides, republican and democratic correctly. you then as dick has said lawmakers working on a challenged us, pass it bipartisan solution to fix our correctly. if it is put on the floor, broken immigration system. mr. president, i believe it will he will work on a daca solution, have the overwhelming majority in both the house and calling it a bill of love. senator graham thinks it will i'm trish regan. have substantial majority in the welcome, everyone, to "the

united states senate as well. intelligence report" this is that i think is the first step very rare look we got inside of the president's meeting with a tom, to creating some degree of bipartisan group of lawmakers. th competence. democrats are for security at the borders. i want to state that emphatically. there is not a democrat that is not for having secure borders. there are obviously differences, however, mr. president, how you affect that you just indicated that yourself. and you indicated this would be a first step and then we continue to talk as we're talking today about how we best secure the border. there are differences of opinion within your party and within our party. so i would urge that we move forward on protecting the daca-protected individuals. young people, young adults, as you pointed out in one of your statements who are productive parts of our community, that we protect them, and get that done, and then because i think
12:58 pm
everybody around the table, as you pointed out is for security, and then the issue will be, how do we best affect that border security. would i urge us to move as senator durbin has urged us to move on the daca students. as a matter of fact, the speaker i think today, but maybe yesterday, said, we need to solve the daca issue and we need to solve it in a way that is permanent, not temporary. and i agree with him on that issue. >> interestingly, when you say that president obama, when he signed the executive order actually said he doesn't have the right to do this. so you do have to go through congress. you do have to make it permanent. whether he does or doesn't, assume he doesn't, he said it, and he decided as a temporary stopgap. i think we want to have a permanent solution to this. i think everybody in this room feels that way and very strongly. >> one thing is the senate passed the immigration bill as you know. we did not consider it in the
12:59 pm
house we did not reach those issues. mr. mccall, chairman of the committee reported out a unanimous security solution, which we then included in the bill, that we filed on comprehensive immigration reform. >> i also think after we do daca, and i really believe we should be able to be successful, i think she looked in terms of your permanent solution and the whole situation with immigration. i think a lot of people in this grim agreed that also, but we will do it in steps. let's do this and then we go faced through. kevin, what would you like to say? first time in thank you for bringing everyone together. the senate come in the house, both parties. i like the exchange of ideas. everybody has a point here. the one thing i don't want to have happen here is what i saw in the past. there were four bills passed on border security years ago that
1:00 pm
never got finished. the immigration bill passed right back at the table with the same problem. let's make a commitment to each one and most importantly to the american people that when we get done and come to an agreement that we are not back at this problem three, four years from now. that is why we've got to do with daca and i agree 100%. if we do not do something with security in the chain migration, we are fooling each other that we solve the problem. you know how difficult this issue is, so let's collect leigh cobble together a number the first one to tell you we all have to give a little bit and i'll be the first one willing to. but solve the problem and not tell the american public at the end it is solved when it's not. >> a good starting point would be bob goodlatte who has done a bill and i understand you are ready to submit it and take that
1:01 pm
annual submit and negotiate in congress and the houston and the house and when it goes senate don't negotiate. both republican and democrat. if anyone has an idea different than that. starting in the house might be good. i think you're ready to go. i would like to add the words merit into any bill that is submitted because they think we should have merit-based immigration like they have in canada and australia so we have people coming in and have a great track record as opposed to what we are doing now, to be honest with you. merit-based should be absolutely added to many bill even if it has to do with daca. the american public area much wants that. bob, where are you with the bill? >> tomorrow, senator mccall and congresswoman sally and congressman labrador are the chairmen of two subcommittees will introduce a bill that
1:02 pm
addresses the daca concerns. let me thank you, mr. president. i was an immigration lawyer before a selected senator. on the thank you both were campaigning on her borders and the interior of our country, but also on addressing daca in a way that makes sense. don't do it ad hoc. you challenged us and we should step up to that challenge and we will do it in a bipartisan fashion, but we have to put our best foot forward and we are going to do that with this legislation. it is going to address daca in a permanent way, not a temporary short-term gain. we are going to address the border enforcement and security and the wall. we are going to address interior enforcement, but not everything the administration had on its list. we are going to address the chain migration. we are going to end the visa lottery program.
1:03 pm
we are going to address the sanctuary cities and we think it is a good bill that will address the two things are speaker told us after you've made your decision, which is we have to address the problem with the daca kids being in limbo as dick durbin described and i agree with that. but we also have make sure this does not happen. >> and the democrats will have a lot of things -- i just felt this was something long overdue. you'd have a meeting and say this is what we want and this has been going on for years. at a certain point, maybe i'll just lock the doors and i won't let anyoneborder secured for ses
