talking about mental illness. from what we know about this you be stable murderer. he had his own tragedy mud yig up a damaged brain by losing both adoptive parents in short order. but he didn't brood in secretive silence about his dark intentions. there were so many warning signs the red flags were practically purple, the fbi, his school, his friend, the local cops, everyone seemed to know he was violent and crazy and capable of doing what he did. he reportedly advertised in a youtube post, "i'm going to be a professional school short." that kind of sickness needs to be discussed, identified and treated long before it manifests

into helpfest monday morning quarterback. he used social media to advertise his desires. you can ban guns, you can enact the strictest background laws in the world. but how do you convince someone not to engage their murderous rage. as long as there is a dehumanized disconnect and damaged brain, talking points will never cure this kind of murder. let's talk about it. i'm kennedy. earlier today the suspect is charged with 17 counts of murder. president trump said no parent should ever have to worry about kissing their child good-bye forever. and those killed had a life of

promise stolen from them. watch. president trump: today we mourn for all of those who lost their lives. we comfort the grieving and the wounded. and we hurt for the entire community of parkland, florida that is now in shock and pain and searching for answers. kennedy: but with at least 17 dead and more than a dozen hospitalized, we have a duty to find out what went wrong. did somebody drop the ball here? let me bring in the former fbi isn't director. they said they did a search for this kid after seeing a screen shot from a youtube posting. we note cap it built of the fbi. if they want to find someone, they can find someone. if they want to find the digital

footprint of this guy they have the tools to do that. >> from what i heard, they had a first and last name and they did their data base checks and he didn't pop in the data bases so i they moved on. they could have done court orders to see who had that instagram account or that handle. but the thousands and thousands of leads they get of this nature. that was one aspect of this case where there could have been an intervention and there are many others. kennedy: when we hear about these atrocities and mass shootings oftentimes from san bernardino to orlando and now in parkland, florida, you have someone who is on the fbi radar. the kids were joking about that he was going to come back to

school and shoot the place up. this is as serious as any incident we have seen in this country. if you alert the fbi, and the school knows, what else can we do as parents to know that our kid are safe from sickos like this? >> this is risk management in the school systems. and there are a lot of factors at play here. they should have a threat or risk assessment team. when someone has been expelled. and we know it takes a lot to get expelled from schools. no child left behind. there is a lot of things that have to happen before you can get yourself expelled. there has to be a long history there that they could have examined. and maybe they did. then a thream have to look at that and take action. with all the red flagging twhrawrntion were. you would be hard put to find a case with more red flagging warnings. they could have got and

restraining order. >> with all due respect, someone who is going to inflict as much carnage and murder as many people as possible, a restraining order won't do much. we have to talk about this level of mental illness. obviously this an individual who was clearly disturbed. he was posting pictures of himself with guns and killing police and trying to get around background checks. how red do the flags have to be? and what can you do? you pass a back ground check and if you don't hav have a psychological profile and you don't have a criminal history. i don't understand how background checks are supposed to be the stop gap when there

are so many steps athread of this where you think he should be treated. >> the national insta check system has huge gaps on the mental health aspect. you have to get involuntarily committed to a mental health hospital. most of of the time even when it happens, it's not reported. the system is broken. kennedy: i guess my problem with this centralization is a one size fits all program infringes on the lives of law abiding citizens. i think maybe what we have to do as a society is not lean so much on law enforcement, but figure

out within our families how to assess and get treatment for someone as sick as this and have the capability of committing an act like this. it doesn't happen in the dark, and it doesn't happen overnight. >> it's a giant gap in the system. there is not enough knowledge in the schools. we can talk about the workplace as well. by definition. anybody who does this has to be sick. it doesn't mean they are not cunning and rational and able to plan in the way this person did. kennedy: we have to figure something out. thanks for your time. i appreciate it. as with any mass tragedy like this the finger pointing begins almost immediately. the left blames the right and vice versa. the families of the victims are stuck in the middle. today attorney general jeff sessions said it's time to find solutions.

>> today we met with, this morning, our office of legal policy to work with our partners at health and human services, the department of education across this administration to study the intersection of mental health and imthat and violence and identify how we can stop people before these heinous crimes occur. kennedy: how do we fix this in more gun control? mental health monitoring? or is there something else missing? the editor-in-chief of campus reform, lawrence jones is back. and anthony fisher. anthony, i will start with you. i know you are weary and i share your weariness. as you a parent, it's a stuff conversation to have.

as a person who is pro second amendment, i hear the flimsy speeches in congress. >> i support the right for citizens to bear arms and i think a great many on the right focus on mental health is overblown. there isn't any to our knowledge, any correlation between mental health and violence. the one thing -- kennedy: a specific kind of violence and a specific kind of tendency you see across the board with people who are able to commit crimes like this. that's what you have to pub point and we have to target that sooner. >> my big issue is the target. if there is any fbi fund being used to go after pot dealers. those are funds that can go after people who are borderline.

and every cent being used by ice is a cent that can be used to go after people who are known to be making threats. >> one of the things every one rsh wants to go to a comfort blanket. they want something that makes them feel comforted. we had this conversation earlier on "outnumbered." they want to ban a.r.-15s. everyone knows them, they are reliable. you basically know what you are getting. should they be illegal? >> i'm a second amendment guy, too. you know what i do for a living. i'm not making light of this. this stuff kind of hurts. when you are a special forces guy we go overseas so this kind

of crap doesn't happen to our own people. there are specious arguments on both sides. on my side, for the gun people. why don't we ban cars. that's a dumb argument because a car is not designed kill someone, and a gun is. i won't have a conversation with you don't know what you are talking about. the a.r.-15, we use a similar weapon in combat. an automatic weapons bullets come out of the end until you let go. kennedy: anything that isn't a revolver is a semiautomatic. >> more of this stuff happens with pistols and most of them are suicides. kennedy: when we talk about gun violence suicide are wrapped into that.

>> i am willing to talk to anybody about this, i am. kennedy: but we don't want this to keep happening. >> this is why i go to wars to not have this. i'm willing to talk to you. but you have got to be honest with me on that side. >> can we talk about following the evidence? kennedy: when i was talking to chris a few minutes ago, he said they ran his name through the data base, and that's it? that's pretty much the easiest thing you can do. if you have a 19-year-old or 18-year-old talking about shooting up a school. that's a serious red flag. if they found his social media footprint, it's not hard to find. >> students were making jokes about it. they were saying if there was ever a police shooting, he would

be the guy to do it. the teachers, the school and the fbi knew. i'm so sick and tired of terrorist attacks and the fbi saying we were watching that person but we didn't have enough evidence to prosecute. do your job. kennedy: we know the tools the fbi has. we know all the different ways they can spy on you. >> it's the fbi. they could crush our lives. they can get anybody. >> they don't want to be accountable. as soon as you start holding them accountable, they say you are anti-police. kennedy: the reason you fight overseas is to keep that from coming here. the reason people become comes is to protect their families. >> chasing a guy like this involved getting your

fingernails dirty. it involves following and keeping an eye on him. but it's less showy. you won't get promoted. >> he was posting a lot of exciting things for them to use for a warrant. why didn't they partner with facebook or una gram. i saw this on this account. >> those social media networks will hand over the information. kennedy: it doesn't take a court order. 90% of the voluntary exchanges when law enforcement goes to social media. yep, here. it's not like they are stonewalling and protecting their users. they will hold over a majority they are requesting. if we can't have people do basic police work and catch these guys, the conversation is null and void.

it was live streamed on social media. just about every high schooler has a smart phone so it was inevitable that it was streamed in real-time. in this video students are frantically trying to get to safety after the massacre began. other videos too graphic for tv. as well as students desperately trying to get to safety as they run by bloodied bodies. all the kids are posting bloody photos on social media. joining me, a man whose daughter and niece attend the high school. tell me how is your family doing? >> my family is doing okay. my daughter was a senior at

douglas high school. she just left. my niece thank god is doing okay. my family is dealing with the fact this is a small community and we know almost everybody involved in this tragedy. kennedy: it's difficult for outside stores wrap their heads around the tragedy. i can't imagine what you, your colleagues and community members are going through. did your niece and daughter know hot shooter was? were they aware of them before this happened? >> i don't believe they were. i'm hearing anecdotally a afterwards some of the kids knew hot short was. i know this child was expelled from school at some point. but my kids didn't know him. kennedy: how hard is it to get expelled from a broward county

school? >> i think there -- i'm not sure of the details of what made him be expelled. but he wasn't suppose to be there and came back on campus. kennedy: you have to do something pretty serious to get kicked out of a school. >> i don't know what he did but i would think that was the case. kennedy: there was one armed security officer at the school. what have you heard? >> all the schools in parkland have school resource deputies, armed officers at the school. i heard the fire alarm was pulled, caused a little and moan yum. a window was shot out in the door between the classroom and the gun was stuck in there and shot up some people. the law enforcement was here quickly. there was a pretty huge response of law enforcement.

so they did get here. but obviously not in time for the 17 or so victims. kennedy: what are freedom your community saying and how are they moving forward? >> they are in a state of shock. this is not a community where you with expect. not that you would expect it anywhere. pacialghtd always suburban bedroom affluent community. this an "a" school, one of the best schools in south florida. people are moving here to go to this school. our community is ranked highly as far as safety. people are in shock. i was at a couple public places this morning and throughout the day. people are just stunned beyond belief. they don't know what to make of it. it will take some time for healing in this community. kennedy: i'm sure people in your community will be reaching out to places like columbine and sandy hook where these

i'm for finding -- this will only create more illegal immigration. kennedy: if you have a problem with something because there is too much illegal immigration. that means you have to open the valve a little bit. >> president trump is hostile to even legal immigration. he knows there is no way to get rid of the illegals who are already here. >> he has given citizenship to 1.8 million. so i think there is some come pro mice there. if the president were to structure the whole wall deal as border security, some fencing and technology there. i think that's actually a pretty good deal. the money is a little bit higher than i would like it. but i think it's a compromise.

the president's base is going to be mad as hell. >> this is what he ran on. kennedy: build the wall, make mexico pay for it. >> any thinking person, even if you voted for trump, and i did, i couldn't vote for hillary clinton. but he's got to do something. that was a major platform. i do understand that. from the point of view at some point, you know, there has to be american sovereignty. there has to be. >> every country is allowed to protect its own borders. awful our allies protect their -- all of our allies protect their borders. but there are people who want to come into this country and do phenomenal things.

who is a narrator you can trust. unlike sean spicer who lost their jobs and didn't find another job after that. priebus has his own gig going. and why would he pick a fight with the administration after all he's been through. kennedy: he talked about jeff sessions who resigned. according to a little early glimpse of this book. priebus ran out to jeff sessions car. knocked on the window and said what the hell is going on, jumped in, brought him back into the west wing and got him to say. >> that was pretty shameful. you and i may disagree on whether sessions is an a.g. but to treat someone like that who was such a loyal supporter

early on is really sad. i knew a lot of people on the outside who are friends of donald trump who were working around the clock make sure he didn't get rid of sessions because he was always a loyal character to donald trump and was doing his job faithfully as a attorney general and maybe fighting off some of trump's demons. kennedy: in michael wolff's book, because he wasn't granted access that long. reince priebus is gone. yoyou are a writer and editor-in-chief in washington, d.c. >> as soon as bannon and priebus and a couple of these guys were gone. the leaks that were every day have basically evaporated. kennedy: was that all bannon?

>> he has a kind of fan as -- f fantastical idea of everything. he's definitely someone who used the media to hurt his enemies. he wasn't the only player but he was a major player in spread something of that discord. kennedy: the leaks we were documenting seemed to most of live have dried up. is that because of john kelly and because of that will he keep his job? it seems kelly has brought more order and, you know, discipline to the oval office. >> he definitely has. it's been his job, it's been his career. reince priebus wasn't in an enviable position. he was a technocrat leading the

rnc out of chaos. he wasn't a highly range mad reason corps general or businessman. kelly has shown a slight sign of weakness, all the ghouls spread to the press every day, kelly is about to be fired. i think the president has too much respect for kelly to do that. the professionals you see around the white house. donald trump was always kinds of a one-man show. he did the himself. as reince said, the rnc didn't do it for him. once he came into office he realized this is no longer a one-man show. i need some good people around me. that's one of the things that changed. and also the tax reform.
