i think this is interesting. there is so much political back and forth. you have a dramatic white house with economic conditions that can be so beneficial for republicans. how can they blow it? >> i think we are seeing public opinion change on the tax law. as you mentioned. when they are seeing their paychecks are increasing, clearly that will have a difference in the way they view the law. i don't know how much -- mid-terms are about turning out the base. i think it will mitigate losses. is torically -- historically the party in charge loses seats. kennedy: how is the democratic base activated? >> they hate trump. i don't know if it's motivating factor enough to get the red meat like we saw with obamacare repeal that drove out the forces in 2004 and 2014.

i don't know if we have that type of issue to drive out that force at a time when republicans controlling congress and the white house. >> the stock market is at record highs day after day. we have all-time high balances on average in 401ks. >> opposition drives passion. opposition typically brings people out when you are opposing something. even though this is a great thing and it's helping the economy, i don't know if it's enough to get people out. kennedy: former president obama taking a swipe at the trump administration saying the obama administration was scandal free.

foregetting about benghazi and the irs targeting and bowe bergdahl, and a secret speech at m.i.t. obama said we didn't have a scandal that embarrassed us. he said generally speaking you didn't hear about a lot of obama drama in the white house. does that mean even some of his fans realize he's full of baloney when it comes to scandals? i would have preferred a luscious sex scandal over dying vets or a bad iran deal other irs targeting political groups. >> it speaks to how people process politics. what happened at va is an incredible scandal. these are the people who fought

for us and we didn't fulfill our promises and a lot of people died. in the brain it's like a scandal that has to involve a hooker or some sex star payout or someone acting in a grotesque fashion. this is a $4.4 trillion government. the way that money is spent is scandalous and more important than the comportment of people who don't know how to act. kennedy: ways even more scandalous is doubling the national debt which president trump did. maybe some of the drama he's alluding to in the current white house. >> one of the things he said in the secret speech is when he said the government not full of waste. he says there are more hard-working people in government than the private sector.

well he didn't spend time in the private sector so that's makes sense. to say there noise fraud or weaflt. come on. we know how much waste there is in government. kennedy: how many pork books do we have to read to realize there are redundant programs. >> we had turtle tunnels with the stimulus and money allocated to conscious stall districts that don't exist. money that was recklessly spent that didn't produce the jobs promised to americans. president trump sits out there thumbing his nose at the current president. >> he's quieter than i thought. i have got some liberal friends there. they are kind of like a little bit like where is he? they expected to see him around town more. eating a hot dog at a game.

he's kind of following the w plan. kennedy: and his paintings. i want one myself. let's talk about some potentially huge developments in the robert mueller russia investigation. the special counsel has moved to dismiss all charges against rick gates. gates has reportedly agreed to testify about everything he knows in the russia case. for the feds to cut him loose, he must be causing up some good info. the president tweeted, quote, witch hunt. how big a deal is the news about rick gates and should the president be concerned. buck sexton, rick gates, charges

dropped, what does it mean? >> i kind do any better than witch hunt. was it just with one exclamation? the reason we are seeing this now is mueller wants to flip one guy on the other guy. anybody who has watched a cop show, you know this is how it works. you get one northern a crime to flip on the other one. this won't matter to any of us who won worry whether there was trump russia collusion. the additional charges thrown at gates and manafort that indicates any collusion, and if you were going to use one of those individuals to flip collusion you would need to establish that in one of those indictments. you would want a written record of that. so it looks like they are just going to annihilate manafort and

tax fraud, all the different financial problems. ken there are all the sleazy stuff he was doing long before i entered the trumpsphere. armchair lawyers said the president shouldn't be tweeting about this investigation. is there a method to that madness? >> there is a whole school of jiewrls prudence who says the president can't be guilty of a crime while's president. the president realizes -- some people say yes, some people say no. if he got removed from office he could be. kennedy: impeachment is a separate process. >> there would be impeachment and then removal with the senate. and that's not going to happen. trump recognizes that this is a political exercise. the whole mueller probe.

if they had the smoking gun evidence about collusion and had anything that would make people think there was a kremlin conspiracy, we would know by the by now. they have been looking at this for months and months. what mueller is doilings a very pernicious but common thing in bureaucracies feel like they have to justify the o.t. overtime has to have some rationale behind it. that's why you see charge after charge for process crimes, or going after manafort and gates. they were shady international hatchets. kennedy: if there were special counsel apound during the hillary clinton email scandal, do you think there would have been this level of indictment? >> you could have gotten this level of indictment. and anybody would have brought charges against hillary clinton. people freak out and say she

committed treason and would go to jail for a decade. she probably would have taken some kind of a plea. but if you were running to be the president of the united states, taking a plea on the issue of mishandling classified information. she absolutely violated the statutes. now we are being told with the manafort probe -- i mean the mueller probe, all the statutes matter. if you lied to the fbi, you are going away. at the end of this i think the biggest risk for donald trump specifically there is some is some nasty political outcome for him. they say in some. mueller's findings the president was close to obstruction. they don't have to bring a charge, they just have to honor things that look bad for trump. and i think trump realizes

kennedy: president trump made no secret of the fact he's in favor of strengthening background checks with or without the nra. >> with background checks we are waiting to see what the senate should do. we think the senate should take our whole bill, but if the senate can't do that we'll discuss and wait until we get to it. kennedy: sheer with me now, florida congressman matt gaetz. let's talk about this.

a lot of people in your caucus have issues any time the subject of gun control couple. what will get done in a bipartisan manner in the wake of the latest school shooting. >> we believe the second amendment shouldn't stop at state lines. people should be able to use their conceal carry permits with reciprocity in other states. so before we go and pass a bunch of new laws that could potentially deprive law abiding people of their second amendment rights, we have every resource at our disposal to stay safe. >> oftentimes on the left they operate as though there is so much lawlessness and carelessness when it comes to gun ownership in this country.

a vast majority of gun owners are responsible. but there are flaws in the laws. there are elements of the system that have obviously completely broken down, especially when you look at what happened in florida. what do you see being the final outcome of this legislation and both chambers coming together? >> i hope we don't rush to gun control before knowing whether the gun control measures we are discussing would have had a favorable impact in the parkland shooting or other mass shootings we have seen in this country. i do believe we'll be able to find common ground on the issue of mental health to get more resource to the harden their schools and hire folks with the capability and arms to arm students. and we should insure we have highly qualified people so they can be part of the marshal program to be able to be a force

multiplier for law enforcement. that way we are not just playing defense. and we can get rid of schools as gun-free zones. kennedy: i talked to one of your colleagues last night about that subject and the softening of targets that has made places like schools and play grounds movie theaters so much more dangerous. the legalization of medical marijuana. one of the biggest holdups in this country in figuring out what the effect marijuana might be on certain medical conditions is the fact there is such limited research. what are you hoping to accomplish in congress. >> only on your show can i talk about guns and weed. the marijuana legislation would insure we have greater access to research and the federal government doesn't stand between

people and their patients. and we don't stop ourselves from reaching kiewshs. it would allow veterans to have more access to have federally approved research trials and create a safe harbor for some of our universities who want to do marijuana research but are afraid other grants would be put in jeopardy. kennedy: they wouldn't be able to get that federal funding. i know you have an issue with attorney general jeff sessions. we are talking about guns and weed. because ultimately we are talking about freedom. >> that's it. you are absolutely right. what is the role of government? is it to protect you or allow to you have the tools protect yourselves. is the role of government to heal you or should government get out of the way so we can

knew they were going to lose and ohio they were sure to win. obviously he's convinced the president if he gets more bang for his buck and will tun to do so as they refine their digital strategy as opposed to hiring people to knock on doors and buy tv ad and print ad. >> the other thing about donald trump, it's all about trump and his message. you can use data in a way that drives a single person or single message. that's with things like web-based bots, they shoot out hundreds of thousands of messages on the web. i think that's what brad parscale will do with trump, shoot hum out in social media over and over again and keep repeating the same message. kennedy: i wonder how the talk of russia interfering with the

election will change the way campaigns will work themselves. >> you have to hire a compliance officer to monitor that your web-based marketing isn't being hijacked. i think it has to lot to do with the mid-terms and a lot to do with robert mueller. if trump doesn't hold the house in the mid-term elections and it's taken over by your friend nancy pelosi. there will be an impeachment effort. the left is taking over the democratic party. we saw that in california with dianne feinstein. kennedy: and they would love nothing more than impeachment. universal income may sounds like a bernie sanders dream come true, but a new gallup poll sos

42 per of americans would support the idea. a decade ago. what about libertarians. matt welch, i will start with you. there are libertarians in favor of universal basic income which sound completely counterintuitive. what is the libertarian argument for it? >> this is something milton freedman have brought up. we'll give you a check-in stead of having a welfare state. all of these bureaucracies, the people who tell you how to live your lives. the government is smaller. instead you get a check and you will decide how to spend it. alaska does it with their oil

proceeds. the way progressives champion his idea, and commies say oh, cool, we have the welfare state and everybody gets a check. kennedy: you have to scrap the welfare state and then you can replace it with this which in the end saves you money. >> i hate to say this. we can take a lesson from switzerland who voted down a similar issue by a huge margin. if switzerland can't do that, i don't think we should either. they said their argument for it was by some study or some guy. this would make people work harder and be more productive. if you have something to lean back on, i don't see how that will motivate people to get the higher paying job and work more hours. kennedy: to that point the phrase is not dependency is the

mother of invention which would lend itself to that line of thinking. it's a necessity. it's when you need to work, that's when you go out and do your most of passionate work. >> we know it's not going to happen. once you create a government program it's tough to take that back as we witnessed with obamacare. the people telling us for 8 years they wanted to repeal obamacare did not get the job done. so it would be on top of this increasing welfare state. we are $22 trillion in debt and we can't afford it. kennedy: we could afford some sort of a swap. >> it's not going to happen. kennedy: it's fun to talk about. is it state by state? >> it depend. alaska has the aforementioned experiment based on oil revenue.

seattle and denver tried this. they found there was dependency. and also interestingly enough back then, women disproportionately high-tailed it out of their marriages. i got check, cool, i'm out of here. kennedy >> it also makes a case for federalism. alaska is oil rich. that money the companies invest to rent out the oilfield is paid to the citizens of alaska. it's a concept that would work in other states. i don't think you should build government dependency. i don't think it' the job of the government in my opinion. >> you have got different cost of living in different states.

for one of the biggest nights in of the year, the oscars. my next guest thinks they should give an honorary oscar to ronald reagan. he shares everything from reagans big screen favorites to run-s in with some of hollywood's biggest names including the king of pop, michael jackson. mark weinberg is here, the author of the new book, "movie night with the reagan." i love ronald reagan and i love the 80s. i think there is nothing more 80s than michael jackson visiting the white house. it became apparent he was quite shy. >> it was one of those moments.

you had to be there to believe. here was this usually sedate white house staff that went berserk when michael jackson came. i had never seen anything like it. kennedy: it was at the height of his "thriller" success in 1983. he came when he was wearing the white glove and the epaulets and the sunglasses. but he locked himself in a bathroom. he got frightened by the crowd. when which write "movie night quition said i want a picture with him, too. i said i'll get some guide books. i grabbed and photographer and i got a picture of myself with the gloved one. he was so quiet. kennedy: the president remarked about that in his diary. >> the president had a habit of

after weekend. watching movie after movie. golden oldies movies and some of their movies. it's a piece of their life mrs. reagan my was writing about, was very excited about. the last interview with her before she died and she told me how she felt about movies. kennedy: nancy reagan was instrumental in her husband's presidency. she was protective of him and more involved in policy than people realized. there are comparisons to be made between her and hillary clinton. do you think mrs. reagan could have run for president and could she have won? >> they were different people. she said that's ronnie's area. that's the west wing, it's not for me. at camp david tsunamis they would whisper to each other, but

she never sat in on a cabinet meeting. kennedy: but there are ways of influencing outside of that sphere, the intimate marriage is something more influential. you watched war games together. was he scared by that movie? >> he was touched by that movie. and it bothered him because he was so devoted to ridding the world of nuclear weapons than that movie bothered him. everything from top gun to 9:00 to 5:00. we go through all these movies. that was one i saw affected him more than just being entertained. >> it scared the when jesus out of you. something we gram with today. computers being so smart necessity rule russ and could annihilate us. it's a great portrait of the
