state to basically thumb their nose at the federal government that are pursuant to the constitution here. and endanger their own communities. i don't understand that kind of thinking. so i applaud the orange county board and i support that sheriff. and i support that sheriff. there are individual communities take those steps. lou: what i don't understand is the justice department. the attorney general jeff sessions and why he's not moving as powerfully as he could as you state against sanctuary jurisdictions whether they be the state of california or any city because this is not you child's play. this is life and death in many cases. >> absolutely. one of the most of fundamental obligations of government toys protect the rights and safety of individuals. and if we are going to allow these cities and these

jurisdictions to put their citizens in harm's way, we are abrogating that trust that comes with the constitution. so i think we should be hammering home and also make sure there is some personal liability for policy makers who willfully put their citizens? jeopardy. lou: the state of california argues the great population including illegal immigrants who shouldn't be counts for the purpose of congress being represented by those districts. >> the census was designed for the purpose of apportioning congressional districts. that was the purpose of it. only people who are citizens can

vote. and their families. we want to count citizens. i have no problem questioning people will be are you a citizen. where you not a citizen? what you have going on is the census bureau is asking how many refrigerators and toilets. all kinds of personal questions. they should not be asking those questions. it's very legitimate to be saying are you a u.s. citizen. that's important. lou: anyone who thinks they are not involved in this should understand their state loses reputation often as a result because california which is not exactly a hotbed of reason and rationale has greater representation than is appropriate. let's turn to the wall funding. i know you voted against the spending bill, $1.3 trillion and

in some considerable measure because there was no funding if for the president's wall. are you astounded that your speaker, the speaker of the house, paul ryan, is opposing the president on fundamental issues of his agenda upon which he was elected in 2016? >> it's mind blowing me that the american people sent a clear message. we want immigration to stop, illegal immigration to stop. we want a wall built. if you look back to president trump he was in the middle of the pack toward the end until he said let's build a wall. that's what americans want. they don't want 30 miles here and 30 miles there. if you have a $1.7 trillion budget and take out the military spending, you have hundreds of trillions of dollars. you can move that payment over

to the wall. let's tax transfer payments. let's make a fee. if you are going to transfer money from the united states of america and send it back home, you could put a fee on that and that would pay for the wall. why would you take it from military spending. let's divert from the non-military spending. lou: there is that. to whatever degree the president is right to talk about it as a matter of national defense. it is the protection of the border. it is the defense our sovereignty across which meth am get means, marijuana, cocaine, heroin, the majority of it crosses that border. it's also smuggling taking place and perhaps yes terrorists which make its an urgent matter of defense. what do you think? >> i agree with you. it's an urgent matter. we need too get going on it

lou: this strange and troubling story out of boston. a texas couple ask i is in custy tonight for allegedly stockpiling high powers weapons and ammunition in a hotel room in lowell, massachusetts. authorities found ar-15, aq47 rifles along with parking tickets. those parking tickets suggest they were is vailing the site of saturday's march for lives protest. the police found the weapons after the husband called the police saying he was worried that someone had broken into his room and taken one of his weapons. they found th the tickets, am ammunition and the couple. retired supreme court justice john paul stephens now advocating repeal of the second amendment. stephens wrote an. op-ed in the "the new york times." he said the constitutional right to bear arms is quote a relic of

ever and that was the 21st which repealed the 18th which is alcohol. usually when you do an amendment it's to give people something, not take something away from people. lou: liberals, whether they call themselves republicans or not, seldom want to give them something. let's turn to, if we may, the census. this is a great argument. the attorney general of california clucking away it's not constitutional to ask someone if they're a citizen, taking a census of citizens. >> well, it's very critical thing to ask. and the reality is it's far more realistic today to know who your citizens are. you ask every kind of question in the world from how tall are you, what your origin is, what your sexual preference is and it's a simple question to say are you a citizen. it's an allocation of citizens. lou: that wouldn't kill you, scare you or intimidate you?

>> it's a confidential document. it's not like someone is going to knock on your door saying you're not a u.s. citizen, i'm going to throw you out. we need to know who our people are. lou: without question. and the estimates are as many as five congressional districts dis probably shouldn't exist in california. and that kind of madness, i mean it's overrepresenting a state that is flaunting u.s. immigration law and the constitution itself. >> well the whole argument you made before on the sanctuary city, it's real nice that jerry brown wants to let people in, illegals. lou: not so nice. >> well i'm just say, they don't necessarily stay in california. and you have an obligation, why the federal government controls who comes in and goes out. lou: mitt romney weigh in today on daca. i love this. he decided he was going to move to the right of president trump saying that they should be -- shouldn't be allowed.

trump regret that decision. lou: how long do you think it will take for his opponent in that senate race to put the images of the dog on top of the romney, what was it, station wagon? >> yeah. but the problem with this is that for, you know, good americans all across the country, we need mit mitt romneo win the seat. we need a republican to hold it. but this is what you get with republicans. lou: as ed rollins says here every night, the need to elect republicans that are pro-trump and will follow the lead of the president. >> yeah. absolutely. lou: and the other folks -- well, in california, speaking of california where there are no republicans apparently, the sanctuary cities are starting to spring up, anti-sanctuary cities, something of a movement centered in orange county.
