i'm trying to end on a light note. perhaps that wasn't it. i for one thing a pause is correct. and coulter and huckabee join us tomorrow night. good knight from new york. kennedy: get out now, republicans sound like phantoms from a horror movie but that's the new battle cry from fed up with republicans who want house speaker paul ryan to step down immediately. you know what? i agree. pack the bags, paul and don't let the door hit you. a number of unnamed gop lawmakers want him gone so his successor can take over before the midterms. one senior republican house member thinks he's going to be gone by the summer. and there's worry among donors that if he stays that could further divide the party. but just this morning paul stuck his finger in everybody's eye saying he has no plans to step down now. >> there's not that's come close
12:01 am
to being able to raise the kinds of funds i have and still can raise for the majority. it's oob yousl obviously in yout to keeping the majority that every player is on the field raising for this majority and it makes no sense to take the biggest fundraiser off of the field. kennedy: nancy pelosi is also a former speaker of the house. is it better for ryan to finish out his term or does he need to hit the road as soon as possible. let me ask someone on the field, floferred republicaflorida repun matt gates. should he stay or go? >> speaker ryan should do whatever his heart leads him to do. kennedy: you don't believe that. >> i absolutely believe that. here's the problem. if we take paul ryan off of the field right now, instead of finishing strong, we will shatter into a bunch of factions fighting each other fn power. paul ryan can be a caretaker of
12:02 am
the speakership, go into the midterm strong and i don't think pushing him out early if think e he didn't want to go is in any way dissed a va advantageous. kennedy: i have a lot of respect for you. if paul ryan has done a bangup job, his caucus should not be fractured. you should get together and say this is the person we stand behind. you're excited for fresh blood. someone in the upper echelon of your party in that chamber is ready to bleed. why don't you get behind that person now so you can coalesce and craft an agenda. >> i think it's the senate that's the problem. we've passed funding for the wall, passed removal of sanctuary cities, passed a repeal of obamacare. the senate can't do anything. it's not paul ryan's fault that we've had a less than effective
12:03 am
represent. kennedy: ththe corps p.if you tn too soon you can get an infection. if paul ryan can maintain stability, maintain some order while we advance the president's agenda for the rest to have 115th congress, i think that's all the better. this is a guy who didn't want to job in the first place. he didn't want to do it. he took it because there was nobody else going to be able to get to 218 voeltz. kennedy: 218 votes. kennedy: and hen completely abandoned his principles and pushed through a $1.3 trillion bloated disgusting offensive spending bill. >> i agree. i didn't vote for it. i don't agree with every decision the speaker has made. but any of the people the republicans would back also voted for that very bill.
12:04 am
kennedy: i haven't cited anyone though. >> you've cited members of the house who want to replace ryan. those members veeted for the bill the people they want to step in to be speaker next voted for the bill kennedy: you have some powerful allies and quite a few of them, many of them didn't vote for the bill. why don't you get together as a coalition and find someone who is actually principled, who is actually going to stand up for limited government and fiscal conservatism and run the whole thing? >> well, it is not the easiest thing in the world to find a principled conservative in washington. sometimes that's the last place we look. but the majority of republicans voted for that treacherous bill. so even within our own conference the physical conservatives are outnumbered. we're going to have to work with people who aren't as libertarian leaning as we are and we're going to have to fine someone who who can unify the
12:05 am
institution. paul ryan has done that. kennedy: no he hasn't. >> look at what we've gotten done in the house. kennedy: look at what you haven't gotten done in the house. >> compare that to the senate. in the house we've been so much more productive on immigration, border security, on health care, and even on taxes we've gotten more done than the senate. everything we do gets watered down over there because the senate doesn't want to take tough votes. that's not paul ryan's fault. it's probably one of the reasons why the president worked well with the speaker. kennedy: are you retiring? >> not yet, kennedy. kennedy: aknow a lot of people are heading for the exits, including dennis ross. >> dennis has been a great conservative and i'm really going to miss pim. but look, a lot of people are leaving washington because this is a place where we're not getting enough done and we've got to have fighters willing to stay here and ensure that we don't engage in the greatest wave of generational theft and
12:06 am
that's going to require republicans acting like republicans again. kennedy: if the president in fact fires bob mueller, what will the republicans do? how will they line up? >> i think he should fire rod rosenstein. and i think it's tragic that in the united states senate an institution that couldn't come together to pass a repeal of obamacare or fund a border wall is all of the sudden unifying around bob mueller. it's sure that the president and deep and dangerous waters in the senate and hopefully we can help him in the house. kennedy: does that mean that the house republicans are protecting the president? >> i hope so. i know my colleagues on the judiciary committee pointed out the hypocrisy in the mueller investigation where people have conflicts of interest, with rod rosenstein thinks he can oversee it when he wrote the memo to comey. kennedy: very last question.
12:07 am
we're running out of time. john boehner who was antimarijuana just seven years ago has come out pro-cannabis. what are you feelings on that? >> welcome aboard, speaker bane esh. boehner. but i hope that people don't have to leigh congress before they wake up to the realities of cacannabis reform. kennedy: i hope he can influence people in power right now to reschedule the drug so we can get benefits for veterans and others. thank you so much. nchts than what should paul ? stick around or hit the bricks. tonight kat is here along with robby soave and rachel campos-duffy. rachel, i will start with you. obviously there are some heated words and a lot of emotion about spiker ryan resigning. so should she leave right now as some house republicans have
12:08 am
unanimously and anonymously. >> well, i obviously agree with the congressman. i think that the last thing we need, with all of the vi vit vil going on is another reason for the republicans to be divided. i know you're not a fan of paul ryan. congressman gates likes paul ryan, he's a unifying figure between the factions, the establishment, the sort of middle of the road and the freedom caucus. he does keep them together. the last thing they need is people fighting for power and undermining each other to get a speakership. i think he's right. kennedy: we had a congressman on last night thomas matthew, who said it was getter under boehner and hep never thought he would say that. there's not as much transparency and die nothing in paul ryan's house. get him out of there. if he wants to leave, let him go. >> what i hear people say is it's not paul ryan. people are not happy with his staff. a lot of times leadership staff
12:09 am
thinks they're the members of congress and they run things and members who are elected by the people don't get the kind of say they want. when we're looking at who the next speaker is going to be -- kennedy: interesting. and that's everyone's choice who they surround themselves with. maybe he made some bad choices. we'll add that to the list. >> oh, kennedy. kennedy: i don't feel bad at all. what's the difference here? >> the difference between ryan and boehner, there wasn't as much expectation that he ease going to be an intellectual fours for limited government conservatism. but ryan was supposed to be one who wanted to con train government. and he didn't deliver on any of that. it was such a huge letdown, republicans continued to be a huge debt pending party. kennedy: and that's what is so disappointing. he's always considered himself to be, and i hate the phrase, a
12:10 am
policy wonk. and he proved them wrong. >> that seems repudiated. >> get back to me on that one. i have to talk to you about that bill. >> i like boehner because he cried a lot. >> very emotional. >> i liked that. i love it. that's for me. >> i don't think it matters if paul ryan steps down or not. i think that the next person will probably be even worse, harsher on immigration, bigger spending, they will probably be more trumpy. i don't love paul ryan but i think it's going to get much worse than the next person. i am a bit of an optimist. >> by the way, my husband, you know, also voted if are the bill and he is a fiscal conservative as well. what happened is that bill had a lot of money for the military in it. and we're under a critical juncture in terms of our negotiations with north korea kennedy: yeah. i unfortunately have to move on
12:11 am
but i will say this. paul ryan talking about being a spending cutter is like a vegan sitting down gorging on a plate of bacon. it's the exact opposite thing and your actions betray your lack of principle. >> reports that paul ryan sees and the imoar negotiations goin- kennedy: secret stuff makes him better. >> there's a more critical -- kennedy: the more you don't kno. >> i think that vote had a lot to do with the military as it relates to negotiations with north korea and credibility in those negotiations. kennedy: we should spend a bunch of money because there's a list of secret things. got it. yeah. that's a bang-up job for us in the past. i'm going to see the panel again in a little bit. president trump holding his war plans closer to the vest and keeping the russians and syrians on their toes a day of warning that the missiles were coming nice, new and smart.
12:12 am
the president said there was one small catch tweeting, i never said when an attack on syria would take place. could be very soon or not at all. we have done a great job of ridding the world of isis. where is our thank you of america. james mattis met with the president today to go over his options in syria and nbc is reporting that chlorine and the nerve agent were used in the attack. is it go time or no time in syria. let's go to mike tobin who is live in jerusalem tonight. >> this is from a strategic standpoint, it looks like it was effective. we have video of russian military vehicles entering the town. information coming out that the syrian forces are in control of the street. the syrian flag flies over the last holdout for the militias

who opposed syrian president bashar alassad. this region has been a holdout for rebels. 1700 have died there, 150,000 have fled. the militias had been whittled down to army of islam. after what is now widely believed to be this chemical attack, they surrendered. there are reports of militants handing over the weapons. some firing their bullets in the air rather than surrender a full magazine. they're said to be a military police force. their stated purpose is to maintain order. they're there, however, before a fact-finding team for the organization of prevention of chemical weapons is expected to arrive this saturday. with the russians there ahead of time questions should be raised. russiamore than 40 were killed e last saturday. the world health organization says more than 500 were treated
12:14 am
with symptoms that appear to show exposure to some kind of toxic chemicals. health care witnesses who found the dead reported a strong smell of chlorine. multiple reports now say that the army has been on the move, evacuating bases, stashing military hardware and moving planes to airfields with strong russian presence. kennedy. kennedy: mike, thanks so much. stay safe there in jerusalem if the mt. takes action against syria, he's going to need a clearly defined goal. what should that goal be? joining me now, former cia officer and radio host buck sexton is here. should we attack syria? >> no. i think it fails on a whole bunch of levels. for one, the tactical implications of anything that we be thinking about doing are essentially irrelevant. we went through this a year ago, enforced the red line, fired off a bunch of missiles.
12:15 am
the airfields were up and running a few hours later. now you get into the question of okay, you can do the same thing which is truly just a gesture. i think we should be cautious of using touse tom ma hawk missile. kennedy: it's like shooting someone to send a message. >> it's inherently dangerous because of the possibility of escalation, miscalculation between some of the other entities that are in syria that are specifically backing the assad regime, iran and russia most notably, and then you look at the strategic level, what do you think we going to be accomplished by this. kennedy: and is our national security threatened. and that's a question that we're not asking enough and that really hasn't been satisfactory answered. i want to ask you about russia and iranian joint targets because they're working together in some areas of syria. if the united states were to strike, would it be smart or
12:16 am
dumb to attack those joint bases? >> i think it's a very bad idea because the russians and the iranians, if they felt like we actively went after them -- keep in mind, pompeo today said somebody blew up a couple hundred russians in syria, we might have talked about that on your show when that happened, which was a big deal but for domestic political reasons, putin let it go. so did the united states. but if you actually start going after uniformed or clear russian military installations or the same thing with iran, it's not that they would necessarily say well now we declare war on america. but you've upped the ante and they have any number of ways of making our lives miserable around the world in very underhanded ways and more specifically in syria where they have a much deeper foothold and greater interest than we do and have for a long time. we had an interest. our mission was to destroy the islamic state. that has been largely accomplished. assad is not the mission.
12:17 am
and if assad is not the mission, blowing up a bunch of his stuff is not going to solve much of anything. and people like lindsey graham saying assad himself should be a military target, it's reckless. a dumb thing to say. i'm surprised he would go that far and say it. kennedy: isn't that kind of un-american? >> i don't think we should be openly advocating for the acitizen nation of heads of state. it's one thing to say we're going after saddam's palaces. kennedy: one, there's obviously so many more problems than there are solutions. number two, we don't have an end game if we get over there, what are we doing? and number three, so many bad things can happen. and you talk about escalation. that can be so great. and much more and much worse than we've imagined right now. it's very hard to see the case for it other than, you know, maybe a couple of nights of exciting footage. >> we could not left hashtag
12:18 am
campaigns and youtube videos push military action. and unfortunately, that's what's going on. you have a half a million people that have died in syria since the civil war started. a few dozen died in this chemical weapons act. i'm not getting into who is responsible. looking at it from the u.s. per secretive. perspective, this is much more risk than gain. american people have reached the point, we've had enough of this stuff. this is not our fight, not our problem. kennedy: it's not going to end well. it's not going to end early and you've laid out all of the reasons why we should stop right now. thank you so much. >> and i think trump won't actually do it now. i've changed my mind. kennedy: well maybe he's watching the show. come pg up, jocoming up, joy beg that president trump is worse than kim jong-un and vladimir putin. panel returns to reminded us that he is not a homicidal
