at this particular time, we hold the high cards. that's why we are at this path to denuclearization that nobody thought we would be here a couple months ago. it's because of the sanctions and threats of use of force. and at this particular time kim probably wants relief from what he thinks are the evil chinese. and he sees the united states as maybe a way out, being a counter weight to beijing. kim has a lot of reasons to do what we want him to do. but it will be up to our president to force him. kennedy: you would think even just a few months ago, china had so much reference over north korea. now it seems china is frozen out of this discussion. the north and south are having a dialogue. they want it to go well. the president of the united states is going to meet with the leader of north korea for the inquiries time and china has no

part of this. >> we know the koreans and chinese have been fighting with each other. they prefer not to have to depend on them. from our perspective it's great some to sideline the chinese. that's what president trump did on march 8. the chinese aren't going to be in the room. during the 6-party talks beijing was basically a malign influence. president trump saying i'm not going to do that again. keeping beijing off to the sidelines is a good idea. kennedy: north korea has been dependent on beijing in a way that's unnatural and unhealthy. so much has unfolded so quickly. what is the best case scenario coming out of this. so north korea gives up all of its nukes. we want them for instance to

give up the abductees, the japanese citizens they kidnapped. there are three americans we know they took. and a fourth that we believe is in north korea. we need an accounting of americans they are holding. kennedy: he spoke with kim jong-un about that and about those three detainees. about some of the human rights abuses, there is no way north korea can enter the international community and profit from any free market economy when they have systematic labor cams and they are killing thousands -- labor camps and they are killing thousands of their own people in ways that are unacceptable to us. >> it didn't quite work out with

china because china is big. but north korea is pretty small. it has a gdp of maybe $28 billion. this building in new york has a bigger gdp than all of north korea. we can swamp them. kennedy: it seems as though there is so much leverage kim jong-un has with his nuclear arsenal. if he gives that up, dose give up all of his leverage and is that naturally the way the north and south recombine? >> he doesn't give up a lot of the leverage because he has his military deployed on the demilitarized zone. that's a lot of leverage. that prevented any attack on north korea for the course of decades it wasn't their nuclear cars mall because that's new.

they have chemical weapons, biological weapons and conventional artillery that could devastate the south korean capital. they are not giving that up in these talks with us. kennedy: they want the sanctions lifted. and i think the olympics changed something for north korea. it wasn't just the sawrveg it was longing for more. we always talked about the positive influence of a free market economy on people who were so hungry, not just for stuff, not just for food, but for culture. look at the way south koreans enjoy their lives. >> one of the things we can do, we haven't done this, but we haven't tried to get information into north korea to undermine kim and say to the north korean

noon the toronto police received a 911 call. officers were come together scene. and what happened was approximately 26 minute later a male was arrested in a white rental truck, and he was taken into custody without incident. right now we have under arrest alex manasia sage 25. it appears he's from rm hills, not toronto. at this point in time we have officers working day shift. we called in our knowledge and midnight crews to come -- we called in our evening and midnight crews to make sure the business community is not compromised in any way. non-uniform officers are told if

they have any use of force equipment, to have them object standby -- have them on standby if we have to put them out to make sure the city is safe and sound. we appreciate the numerous witnesses who have come forward. but we are still look for more witnesses. we are making an appeal to anyone who saw anything or has any information with regards to this investigation to call the hotline that we have. this an investigative hotline specific to this incident 416-808-8750. this happened at a busy time in restaurant on one of the busiest streets in the country. there are a multitude of people who may have witnessed it and as a result are concerned or have issues regarding wellness.

this is a frightening thing that as mayor tory says is not emblematic of who we are as a city or province. ken report ongoing press conference in toronto with the chief of police and the mayor. now we'll go to edward lawrence. reporter: you heard it there. 26 terrifying minutes from the time the 911 call happened until the arrest took place. witnesses are saying the van jumped on to the sidewalk and swerved between the sidewalk and road and back to the sidewalk. it lasted about a mile, knocking down everything in its path including people and the things on the sidewalk. witnesses say the driver got pout holding nothing his hand that miller i canned a gun.
