pagourtzis walked into a class and opened fire. student say it was a scene of chaos and confusion. >> as soon as the alarms went off everybody started running outside and everybody looked and you heard boom, boom boom. >> it was scary. i didn't know what to think. everything shot up, my heart started beating real fast. >> it happened in the small city of santa fe, 35 miles southeast of houston. at first they thought it was a fire drill. >> the fire alarms were on and we were coming together outside. reporter: police spay the suspect may have been planning something more sinister. >> they are explosive device found in the high school and surrounding areas.

reporter: this is the fourth fatal shooting in the united states this year. >> if it can happen in santa fe, tech as, it can happen anywhere. >> this is my daily life. up scared to even go back. reporter: investigators say the suspect had two weapons on hip at the time. a shotgun and a revolver both belonging to his father according to authorities, and both acquired legally by his father according to investigators, in addition to the 10 people who lost their lives here this morning, 10 on thers were seriously hurt, including one of the school's resource police officers who was shot while attempting to stop the suspect, credited with

saving even more lives. cheryl? reporter: thank you very much for that report. a until -- a florida man openen the lobby of a trump resort. he fired his gun in the air and waited for police to show up. he was shot multiple types and taken into custody. the suspect is in stable condition. none of the police were injured. joining me now, former fbi assistant director bill gavin. there were countless warnings about nicholas kus. about -- in florida there were warnings about nikolas cruz.

but dimitrios pagourtzis', his facebook page shows i's violently minded. >> i believe in this case as with others. this kid just happened to drop in from out of space and do we did using his father's weapons. i can't believe there are no red flags. i consider the other side of this equation. the improvised is pleasives. firebombs, pipe bombs, co2 explosives. somebody had to know what he was up to in that trailer. the difficult part about this whole thing, this is not a kid who wasn't familiar with the rules of the school and the protocols for something like this happening. he's a student there. he knew exactly what would happen when he walked in and

pulled a fire alarm and maybe run student into the choke point where it was an easy killing field. the other thing that bothers me long term with this, he's in there with his raincoat on and maybe epilating what happened in -- maybe emulating what happened in colorado, columbine. right now the new mode of killing for isis in europe is the use of a knife, a machete and a car. these kid are going to incorporate that sooner or later. they are going to walk in and start cutting people up or they will wait for the bus and use a car to ride over them. cheryl: . i want to go back to the suspect. the weapons he obtained were his father's weapons.

they were legally owned firearms his father owned. but there were some warning signs about him. he was known to wear a trench coat. he was a football player. he did like violent video games, a lot of of kid do. he was wearing a shirt that said "born to kill." i think it's fascinating, to your point, if isis was to come in and start to use his or a child were to be inspired by isis, this kid had legal guns, and the other weapons would be readily available. there is no way to police this. we have to figure out another way. >> sealing the school, we can make it more difficult for people to get in. but it will never be 100%

impossible. it has to be educators, parents, students, politicians, everybody has to get involved in this. i heard the same old song sung after something like this happens. the type for discussion is over. the time to do something is here and now. it's already passed. cheryl: the president has talked about hardening schools. we want to prevent these tragedies. maybe it need more security. what do you think should be done? some of these kid were quoted as saying, they were calling in to fox news and fox business saying i always felt this might happen to me at my school. that's what these kids are saying. >> that's because of all the instances where it happened throughout the united states. having that school resource

officer there last week is a benefit. i'm sure when we unpeel this onion we'll see what a benefit it was to have him there, despite the fact that he was gravely injured. we need to do something. it's not just talk about it anymore. it's do something about it. cheryl: your point about the resource officer who was there. though he has been critically shot. he is credited with saving children's lives. he did what he was supposed to do, and that's why he was there. >> this is one of the schools cited as a leader in the group on schools that practiced these things that have a protocol. exercised the protocol and plan it and practice it with the kid. we can do a better job, and we

cheryl: lame duck peaker paul ryan seems to be losing control of his party in the house. a farm bill was killed today and gop lawmakers are pushing a discharge petition to go around leadership to force a debate on daca as early as next week.

40 conservative members plan to send a letter to congressman jim jordan urging him to run for speaker now and replace ryan. the letter claims the leadership has failed and is part of the swamp. drama to say the least around speaker ryan. what do you make of this move by them first and foremost to bring back immigration on to the floor? >> what a discharge petition can do, you can take all the democrats out of 30 or so republicans. the conservatives looked at that and said we ought to be able to bring up what went through the judiciary committee which is much tougher on immigration and more what donald trump wants.

the speaker and majority leader won't bring that up for a vote. here comes the farm bill and the conservatives led by the freedom caucus voted no because they wanted a promise they could vote on the more conservative immigration bill. you have multiple dynamics involved. there is a lot of work requirements for welfare and food stamps, but you have major sugar subsidies. it's a monster of a bill. a lot of good, but a lot of things cons are worried about as well. $900 billion. all those dynamics at play. it makes it tough when you bring a bill for a vote and it falls short. >> we have quit talking about daca. it was so a month ago. but this is something president trump was elected on.

i would think if i'm a republican and i'm running for reelection, i'm going to grab on to that. that was a campaign prop is that pushed donald trump into the presidency. >> the more conservative members of the party don't want to take that vote. it would do all the things president trump talked about. but the so-called majority makers, the people who make majority say we don't want to take a tough vote like that and be on the record. that's where jim jordan says we want to vote on that bill if you want your farm bill. cheryl: do you think paul ryan is hurting the party and he need to step aside now instead of waiting? >> no, i don't think so. it's not the majority role,

responsibility or even the speaker's to force through a vote on the bill. i don't believe so. i think they ought to put. you more bills that fail and go back to the drawing board and figure out how to fiction them so they can get the majority of 218 votes. but i don't think you put that on the speaker. he's a good man, but he should shouldn't be penalized for that. cheryl: paul ryan is concerned about his own legacy. >> that's where conservatives would argue put up a vote. but put up the border funding and getting rid of the sanctuary cities, put that vote up, then we can vote on the farm bill. cheryl: rudy giuliani is

indicating the white house may force the department to stop stonewalling. what do you think of that? >> what is it you think, mr. rosenstein, that congress should not see? they have the appropriate security clearance. why would you show it to the inspector general but wouldn't show it to congress? i wish the president would force this from fast and furious to the irs. there are still a lot of documents congress requested that are understood subpoena that the department of justice has not given over to congress. what are they afraid of? that's what we do in this country, we are open and transparent, we are self-critical and we want to make ourselves better. cheryl: they are not a fan of president trump and that's what

cheryl: the republican national committee raised a whopping $13 million last month. the most of money they have raised in april in a non-election year. they have raised $184.5 million this election cycle. the dean himself, ed rollins. it's great to see you. these are some hefty numbers. >> i ran the congressional campaign many years ago and we had nowhere near those kinds of money. the critical thing that we have going against us normally is a history of where the president's party loses seats in the mid-term and we have 40 members retiring. so those are open seats. i would say it's a 50-50 chance

we don't hold it. we have good candidates out there, they have to run hard. but every candidate has to go out and make their own case against their opponent. cheryl: it would seem to me the case needs to include the trump agenda. ed: if you don't run on the trump agenda you won't be viable. you need his support, you need his agenda, and one of the things your former guest was an outstanding member of congress and knows the president better than i do. but we need to not be taking things up that we'll lose on. the leadership knows how to count votes and you have to make sure what you are passing is viable for the public. he passed a balanced budget bill that's going nowhere. and a budget resolution going

nowhere. we have majority, we have got to get the job done. cheryl: let's talk about what happened today with the farm bill. a big fat loss in the farm bill. the house freedom caucus is saying wait a minute. they want ryan to go. go now. ed: i think ryan needs to go wright now. for two reasons. you need someone who will lead you through the campaign and lead you for the next few months and will be there in january. and it's not that ryan is not working hard at it, but he's not going to be there. the game is who can you go to and how can you get it done. it's not about his reputation or his place in history. the reality is how do you hold a majority? cheryl: it goes back to how you do that. you do that by sticking to what

brought you to the table and gout access to the party. and the president's message is about the wall and immigration. the other thing want to ask you about is jim jordan. conservatives are asking jim jordan to run for house speaker. other names have been thrown out. steve scalise and mccarthy. ed: i'm a big jordan fan. i like jordan. as i said last night. he was a national wrestling champion. the high school record was 150-1. his last two years in college flips a toughness being a wrestler. he beat the olympic champion and the world champion. he's used to being tough and he's well liked by his colleagues. it's nothing against his colleagues, but maybe it's time

for the leadership to move ford. cheryl: getting back to the true conservative values. rudy giuliani has come out and said -- we talked about is there going to be an indictment. but the mueller probe entered year two as of yesterday. this could go through until november. do you think the mueller probe is a problem? ed: i think it's a definite problem. it's a distraction. for the entire year the white news focused on that. the idea that the president will have to testify, he's not going to be indicted because he didn't do anything wrong. but the thousands and thousands of dollars it costs anybody who has to go before a lawyer or hearing. this is the attention people are

representative implanted for political purposes into my campaign for president. joining me now, chris farrell, director of research and investigation at judicial watch. this report is blockbuster and so disturbing that this could have been an operative within the trump campaign as a spy. what do you make of this. >> if it's true, i'm sure we'll get the details one way or the other. if true, this is probably the most of abusive out of control unlawful conduct we have ever seen out of the fbi. and it's a constitutional threat to the presidency and free elections. this really does pale -- watergate pales by comparison to

have the country's leading law enforcement agency politicized by the white house to go after the opponents in his circle. this is a political coup under the cover a law enforcement operation. it's horrific. cheryl: and james comey is off selling books. >> i look forward to comey talking more and more and more. the more he talks he writes his own indictment. but there are characters involved in this. guess who is conspicuously absent in this discussion. barack obama. this is a case where we have a text message from lisa page, peter strzok's friend at the fbi where she says potus wants to know everything we are doing. and he had mccabe, strzok's boss running or and briefing

lisa monaco in the white house about their activities. when this plays itself out and all the grim details are revealed. it walks itself right back into the obama white house. and there has to be a lot of answers coming from that corner. cheryl: was that directive politically motivated. >> look at hillary clinton's mishandling of classified information we have a different outcome. >> we are expecting the inspector general's report to come out. it's completed. there are reports that there may have been reasonable ground found in the report believing there was a violation of federal criminal law in the fbi and the doj's handling of the investigation. you mentioned lisa page and peter strzok. when do you think we'll get the final i.g. report?

>> i'm a hopeful cynic. i have very little faith in inspectors general in the first place. even in the best of circumstances they tend to shade things. they said mccabe was less than candid. if someone lies, just call it a lie. so inspectors general, i don't place a lot of hope or faith in them. that's my experience in dealing with the current inspector general at the justice department. but again i'm hopeful. so maybe they will find a spine and do the right thick and put all their card on the table. with respect to criminality. that's just in the case of hillary clinton and her inner circle with respect to mishandling national defense. but they threw the case. they drew conclusions. comey operated way outside the

scope of his authority and decided unilaterally to shut the case down. it's a rat's nest. cheryl: there is another i.g. report that will talk about potential abuse of the fisa court. >> the fisa system itself has been grossly abused. the associated press bureau here in d.c. mr. rosen, formally of this network. the track record of the justice department and the fbi with respect to getting fisa warrants. they will say or do anything to get what they want. they abused the system than have been very few repercussions from it. there need to be an overhaul done, particularly the carter page thing where they phoneyed up reasons for surveillance of

the va. do you think our veterans can get the services and the care they seem to not be getting? >> they deserve it above all else. but it's a heavy lift. this is a dysfunctional agency. it tells you about the agencies that wish to have federal healthcare for everybody. but donald trump can pick good teammates and now there is hope for a full scale change in the veterans administration. let's talk about some the things that have been happening surrounding the president. let's start with this report. the president tweeted about it. there was actually an fbi agent up filtrating his campaign, pre-election of course. what do you make of this?

the president is furious about this. >> he has he right to be. every day we find out new revelations about the absolute lack of any evidence of so-called russian collusion between the trump campaign and moscow. but what we find out instead is rank corruption at the highest levels of the obama administration. now we know thanks to devin nunes and the report from the inspector general at the department of justice that the federal law enforcement capacity of this nation and intelligence agencies were used for political reasons. they used the veil of counter-intelligence to couch their tracks. but at the end of the day this will go to the top, all the way back to the obama white house. cheryl: we had a guest on at the

beginning of the program who said the directive came from barack obama and this will point back to him. let's talk about the mueller probe. we entered year two, no proof of collusion. rudy giuliani is saying mueller approached him and he was willing to narrow the scope of the questions president trump would be answering. do you think the president should even speak to mueller at this point? >> no, never. the president told me in june of last year just the two of us, they will find nothing because there is nothing. there is no collusion. the mueller investigation has one goal. we saw this with general flynn and others. it's about setting procedural traps, perjury traps. the president of the united states should never give any interview to robert mueller.

the whole thing is collapsing around robert mueller's ears and the president needs to let it fall under its own weight. >> the inspector general's report has been completed. we are expecting it to drop. we might see criminal referrals out of this. what do you make of this report we are expecting and what are you hearing? >> i'm convinces -- this is perhaps the biggest test for attorney general sessions. the fact that the inspector general horowitz had to submit to the fbi and the doj. their opinion to redact elements. this report must not redacted in any way, shape or form. talking to my sources, there will be people who will be charged with felonies. in my opinion there is more than enough evidence that they will

be prosecuted. and these are people at very, very high levels in the former obama administration. cheryl: is andrew mccabe on that list? >> that's a very, very solid guess. cheryl: we shall see it's been talked about. we'll see if we get the report. we are expecting a third report on misbehaviors at the doj. >> but he's not the only one. cheryl: thank you so much for being here. take a look at how wall street closed out today. we closed out mixed. the dow gained a point. the s & p lost 7. and 30-year home mortgage rates

have to pick from congressional members. this could be literally anyone in the world. lou dobbs, cheryl casone. they don't have to pick someone from within their ranks. with the current ratings of congress, maybe they should pick an outsider. cheryl: you have 40 conservatives signing this letter for jim jordan to take over. we had a couple guests on the air saying jim jordan would be a great pick. and he wants to fight for the true conservative beliefs of the party. >> i'll speak for talk radio. most of of my colleagues say jim jordan. and he's good on tv. he's combative when necessary. and he'll go on these other networks and be combative but

it's in a friendly way. he's articulate. he's have much involved in all this russian collusion stuff as far as the real details and how to drill down. on issues like illegal immigration which i think is a critical issue. he's golden. let's take him tonight and put him in there. >> i like that idea, too. to me the opposite of a swamp moss monster is the most of conservative person. that's the person who will do the most of to drain the swamp. cheryl: one of the things that would happen with the farm bill going up in flames. the house freedom caucus says we want a vote on immigration. we have to have a chance to go at this, and they are fighting against rhine who is pushing back on that and maybe some others worried about their mid-term chances.

i don't know. >> i think most of of us are tired of watching politicians vie only for their next election rather than focusing on the work they were elected to do. that what's paul ryan has almost never done and that's what the american people will demand with the mid-terms coming up and again in 2020. cheryl: donald, the mueller probe, we entered year two. >> of america held hostage. cheryl: where is that collusion? we are still waiting for that collusion. the reason i'm asking about this. this may push into the mid-terms. and mueller may have to kind of back off and lay quiet for a while. what do you think happened? >> i have a theory about this.

one of the reasons this goes on, mueller wants to be politically relevant. he wasn't doing other jobs. this keeps on and keeps his relevancy going. i like the tactic of the trump administration and giuliani demanding we have a one-year report. let's have the report, then we can talk about that. let's see if he can while producing that report. how shallow is it? i don't think he can go on too much after that. >> giuliani walks the walk and talks the talk. but at the same time it's interesting that he says mueller reached out to him wednesday. and giuliani sounds like he's open to this. >> i think it's a horrible idea for the president to have anything to do with this mueller investigation. i think it's a trap.

my background this psychology. i can tell you the fact that mueller has gone from 40 to almost 50 questions down to 2 questions and the fact he's reaching out to the president's attorney tells you they don't have much. i think this is an exciting time, especially with the upcoming i.g. report. cheryl: this could be a cloud hanging over those who want to grab a seat in november. >> i see it's something they can run against. the excessive washington intrusion, trying to take away a got it american people wanted. i don't think it's negative for republicans at all. >> even the cbs poll says that the people are tired of this. it's politically motivated and they want it done. cheryl: it's great to have you here. thanks for joining me.
